At an Adjourned Regular Meeting of the Town Board of the Town of Ithaca, Tompkihs County, Ndw York, held at the Town of Ithaca Offices at lOo East Gfeen'Street,, Ithaca, New York, on the 19th day of Febru ary, 1973, at 5:00 p.m., there were PRESENT: Walter J. $chwan. Supervisor Andrew W^ J|4cElwee, Councilman Nbel Desdhi Councilman Robert N. Powers, Councilman ALSO PRESENT: Jfiiriids V. BUyoucos, Town Attorney MrSi Barbara Holcomb, Chairman, Planning Board DaHd Terry, 828 Hector Street i The meeting was called to order at 5:15 p.m. EXTENSION OF TOWN WATER AND/OR SEWER Supervisor Schwan distributed to the Board members draft of a proposed letter to homeowners on West Hill and South Hill asking them to indi- cate whether or not they would like to have water and/or sewer extend ed to them. The letter was prepared on an individual basis indicating to each homeowner estimated costs to him for extension of water and/ or sewer. Motion by Councilman Desch; seconded by Councilman McElwee, RESOLVED, that the Supervisor be authorized to mail survey letter to ,residents of West Hill and South Hill to determine whether or not they wish water and/or sewer extended to them. Unanimously carried. BOLTON POINT Supervisor Schwan reviewed with Board members revised financial plan for the Bolton Point project. He noted asbestos pipe was available at a savings of $70,000.00, but the consensus of the Board was that there are too many disadvantages to asbestos pipe. The Supervisor indicated from the report the cost of various sections of the Town to be sewered. West Hill would encompass 700 units of water, including the units already there. Noel Desch suggested getting a figure for East Shore. He felt that area should rate as high as some of the others included in the review. The Supervisor reviewed with the Board, page by page, a draft of the proposed intermunicipal water supply agreement between Dryden, Lansing, Ithaca, and the Village of Cayuga Heights. He said this agreement is for the purpose of financing a new system which will supply water to the four municipalities to a group of existing districts, and is not intended to obligate the Town to financing additions to the system. The financing is not to be construed as relating to any extensions beyond the Bolton Point facilities. (Attorney Buyoucos said this intention must be tied down to the map.) There are to be no taps off the main transmission mains. This is strictly transmission — no service taps off the transmission mains. There was discussion of the duration of the agreement and what agency or entity (perhaps the County) might take over the system some time in the future. Councilman Desch thought that this bridge should be crossed now. There was discussion of how other municipalities might come into the agreement. Councilman Desch said he wanted it to be clear that our intent was not to exclude an extension of the agency which may be involved in this agreement. Town Attorney Buyoucos sug gested this language: "It is the intention to consider any such tak ing over by any county agency or water authority, or the like." Mr. Buyoucos said he would give the possible language some thought - 2 - February 19, 1973 and possibly we will just express an intention. He said, further, the Town should not be bound to a commitment as a matter of contract. With respect to the proposed agreement Town Attorney Buyoucos said that the public should know we are breaking new ground. We do not have much experience from any other place in the State to guide us. The agreement may be subject to revision by any recommendations which the bonding attorneys may furnish. He said it might be necessary to revise the draft, after discussion with the bonding attorneys. He P noted that the other municipalities involved have to take the same j steps the Town Board of the Town of Ithaca is taking. They must go over the proposed agreement sentence by sentence, paragraph by para graph, and let us have the benefit of their in-put. He said we would need a resolution prepared by the bonding attorneys before the Board could schedule a public heairing. He suggested that the meeting be adjourned until February 26, 1973 to follow up on this. YOUTH BUREAU CONTRACT WITH CITY OF ITHACA ' ' ' ■* I I t The Supervisor read the proposed contract between the^City of Ithacaand the Town of Ithaca agreeing that the City of Ithaca will disburse,all monies to be disbursed in the present operationtof' the Youth BureauRecreation program for the year 1973, and the City 6fiIthaca will billthe Town of ,Ithaca fbr $12,586.00, the "lown of Ithada*^ share for the.operation of a recreation program^ the payment tb be ih two parts, onein June and one in December of 1973* Motion by Councilman McElwee; seconded by Councilman Desch, RESOLVED, that the Supervisor be authorized to execute on behalf ofthe Town of Ithaca the contract with the City of Ithaca whereby theTown of Ithaca will be billed by the City of Ithaca in the amoiint of$12,686.00 as its share in the operation of the Youth Bureau's recreation program for the year 1973, payment to be in two parts, one in-T—T June and one in December, 1973. ' Unanimously carried. / ADJOURNMENT The meeting was adjourned until Thursday, February 22, 1973 at 5:00p.m. to consider, among other things, the proposed rezoning of Parcel60-1-25.2, some 19 acres of land off Honness Lane from R-15 to MultipleResidence -- the Eastwood Commons development proposed by the Schickel Environmental Development Company.
