At the Regular Annual and Audit meeting of the Town Board of the Town ? for the year 1972, held at 11:00 a.m., December 29, 1972,in the Town Of Ithaca Offices at 108 E^st Green Street, Ithaca, New Yorki there were i PRESENT: Walter J, Schwan, Supervisor Andrew W. Hartsock, Justice of Peace I Press i S»upervisor Schwan called the meeting to order at 11:45 a.m. DESIGNATION OP iPPIClAL NEWSPAPER } ' Motion by Supervisok* ^chwan; seconded by Councilman towers, RESOLVED, that the Ithaca Journal bfe designated as the official news paper of the Town of Ithaca for the year 1973. Unanimously carried. TOWN MEETING DATES Motion by Supervisor Schwan; seconded by Councilman Powers, RESOLVED, that Town Board meetings be held on the first Monday after the first Tuesday of each month for the year 1973, except as the Town Board shall otherwise authorize. Unanimously carried. APPROVAL OP OPPICIAL BONDS Motion by Supervisor Schwan; seconded by Councilman Powers, RESOLVED, that the bonds for the following Town officials and Town employees in the following amounts be approved: Town Supervisor, Walter J Schwan $ 290,000.00 Town Clerk, Edward L. Bergen 50,000.00 Justice, Prederick R. Hartsock 5,000.00 Justice, Warren A. Blye 5,000.00 Superintendent of Highways, Marion Morey . . 5,000.00 All other Town employees, each . . 5,000.00 Councilman McElwee wondered if there was available to the Town what he called "errors and omissions insurance" over and above the usual protection afforded by the bonds referred to in the foregoing resolu tion. He was concerned about the possibility of the members of the Board being sued as individuals, apart from their function as Town officials. Attorney John Barney will look into this matter and it will also be discussed at the Pebruary meeting of the Board when the Town's entire insurance program will be reviewed by the Boothroyd Agency. The foregoing resolution was unanimously adopted. r - 2 - December 29, 1972 APPOINTMENT OP DELEGATE TO THE ANNUAL MEETING OF THE NEW YORK STATE ASSOCIATION OF TOWNS Motion by Supervisor Schwan; seconded by Councilman Desch, RESOLVED> that Prec^erick R, Hartsock, Town Justice, be appointed as delegate to represent the Town of Ithaca at the Annual Meeting of the Association of Towns to be held February 5, 6^ and 7, 1973, in New York City, at the Ani^ricana and Hilton Hotels, ejcpenses to be paid by the Town of Ithaca. Unanimously carried. APPR8VAL OF WAR^MTS j Motion by Councilman Desch, seconded by Councilman McElwee, RESOLVED, that the warrants dAted December 29, 1972, in the following amounts, be approved: General Fund $ 47,757.42 Highway Fund 7,240.01 Unanimously carried. AIJDITS OF RECORDS OF TOWN OFFICIALS —r Motion by Councilman Desch; seconded by Supervisor Schwan, RESOLVED,: that the audits of thA accounts and records for the year i.9T2 of the Justices of the Peace, Town Zoning Officer, and Town Clerk be and they hereby are approved. I Unanimously carried. HIGHWAY PAY SCALE P0R 11973 j It |Was reported that '"the present top highway ratd icale is $4*25 per hour^ althouigh Town highway employee is at that rate at the present time. A 5*5% increase is permissible. I I ' I "Motion by Supervisor Schwan; seconded by Councilman McElwee, I RESOLVED, that the Town Board of the Town of Ithaca hereby establishes for the year 1973 e-n upper limit of $4.45 per hour for Highway Depart ment employees. Unanimously carried. REVENUE SHARING It was the consensus of the Board that the Supervisor should advise Governor Rockefeller that the Town is considering using its share of revenue sharing funds for a Town police force. Town parks, improvements to Town roads, and for the Town's proposed water system. REPORTS OF TOWN OFFICIALS Peter K. Franceses Planning Consultant Mr. Francese reviewed the work of the Planning Board in 1972. He cited (1) the Sign Ordinance which was approved in 1972, (2) the Gravel Ordinance, which is not yet final, (3) the Zoning Ordinance which may be in final draft by about April 1. (Mr. Francese noted the generally favorable reception of this ordinance by the public.) Mrs. Holcomb, Planning Board Chairman, noted there were two items yetr needed to round out the work on the Zoning Ordinance -- (1) an intro duction to the Ordinance which will outline intent, and (2) concept, that is, the establishment of some sort of percentage figures for land use in a given neighborhood; in other words, so much multiple, so much single family, so much cluster, etc., in short, the establish ment of saturation points. Mr. Francese continued his review, citing the approval of the Beacon Hills re-zoning. (Planning Board is awaiting final site plans and a drainage plan.) He cited the Schickel Development Corporation plans for approximately l84 multiple residence units off Honness Lane; Mr. Otis Drew's plans to increase the size of his subdivision by some 20 lots; the 100 units of low income and moderate income housing for the elderly planned by Groff Associates, for which project the Town Board has already approved tax abatement, contingent upon similar action by the County. r - 3 - December 29^ 1972 Mr. Prancese reported that the Planning Board has spent a lot of time on speed limits in various parts of the Town and has had favorable reaction from %he State. The Planning Board has had considerable dis- cussion, about the acquisition of park lands for the Town. He said the demands on his timewere too great tot him to do what he considered an effective job for the hire someone else, and that he wouldprobably not be available after the end of 1973.; that Mr. Kenneth Kroohs has been interviewed looking tchis being hirp on a part-time basis. Mr. Kroohs has a C.E. degree, and can work I5 hours a week and possibly full-time in the summer, v?^* graduated from Northeastern University in Boston and 5? thrp e^erience, having worked with a sanitary engineering firm and another firm which specilizes in traffic and roads. Councilmp Del Rosso felt that considering the technical projects the Town will be planning in the next few years there will be a definite need for a full time engineer with considerable experience. This led to considerple discussion of the Town*s need for an engineer and a ? ? whether these two functions could be combined in onepdi^dual. There was some difference of opinion on this score. Mr. ^ primary need was for an experienced and knowledgeableengineer who might pick up enough of the planning elements if he were airptp in that area. There was general agreement that Mr. Kroohs puld be quite valuable to the Town, at least on an interim basis, with * problem of an engineer and Town planner a matter to bestudied in the following months. Mr, Prancese again strongly rpommended the long run combining with the County for planning services. There was some reservation on the Board in this regard but general agrpmpt that it was something to be considered. For 1973 it appeared that the Town would handle its planning end some of its engineering problems with Mrs. Holcomb, Mr, Prancese, and Mr. Kroohs, Motion by Supervisor Schwan; seconded by Councilman Desch, RESOLVED, that Mr. Kenneth Kroohs be hired by the Town as a part-time engineer-planner at $5*00 per hour, not to exceed 4o hours a week. Unanimously carried. Reynolds Metz, Assistant Zoning Officer Mr. Metz reported that all the signs in the Town of Ithaca have been inventoried. Marion Morey, Highway Superintendent Mr. Morey reported that the Town is in need of a grade-all, that he had been checking on them and that the prices are very high. A good second-hand one costs in the neighborhood of $19,000. The one the Town has now is obsolete. He reported that the trade-in possibilities V:' - 4 -December 29^ 1972 are favorable, perhaps as much as $3,000 to $4,000, Considering the life of a grade-all "the Board felb this was a good time for Mr. Morey to look into such a purchase very seriously and was authorized to do so. APPLICATION FOR STATE AID RECREATION PROJECT (YOUTH) Motion by Supervisor Schwan; seconded by Councilman McElwee, RESOLVED, that the Town of IthAca apply for State Aid for the Youth Recreation Project. Urtanimously carried. " 5 ~ December 29^ 1972 LIABILITY INSURANCE - TOWN PARKS The Board felt the matter of liability insurance for Town parks should be looked into -- Northeast playground. Eastern Heights Park, Renwick Heights Park, Coddington Road Community Center. This matter will be discussed at the February meeting when the Boothroyd Insur ance Agency will review the Town's overall insurance program.
