ADJOURNED BOARD MEETING
September 25, 1972
At an adjourned meeting of the Town Board of the Town of Ithaca,
Tompklns County, New Yorkj held at the Town of Ithaca Offices at
lOc East Green Street, Ithaca^ New York, on the 25th day of September,
1972, at 7:30 p.mi^ there were

Supervisor Schwan called the meeting to order at 7:45 p*m.
INTERSECTION LIGHTS ■» EASTERN HEIGHTS
Discussion of underground wiring and lighting of intersections atTudor and Charlene, Eastern Heights Drive and Charlene, and Skyvue
and Eastern Heights Drive was resumed.
Mr. Thaler suggested that the Town might save about half the cost of
wiring if they did their own digging. The Board was much concernedwith getting an electrical layout of the location of the wiring when
buried so that at some future time the danger of striking a "hot" wire
would be avoided. Supervisor Schwan said he would inquire further
about this matter, particularly with respect to the cost if the Towndid its own digging and the matter of an electrical layout, easements,
other utility locations, etc. The matter was deferred until the
meeting of October 9, 1972.
RESURVEYING LINES AND MOVING
STAKES - EASTERN HEIGHTS
The Board briefly discussed the matter of Eastern Heights resurveying
lot lines and moving stakes, Manley Thaler said there were only two
houses with a real problem and they are trying to determine what hap
pened, There is an 11 foot discrepancy somewhere. Only these two
properties are being re-aligned,
GROFP ASSOCIATES - HOUSING POR THE ELDERLY
This subject was discussed at length. Some of the Board members felt
insufficient data had been furnished to prove a need for this type
of housing and were also concerned about the location of the site,
transportation problems, etc. There was some question of whether the
project conformed in all respects to the Zoning Ordinance of the Town,
particularly with respect to dwelling unit square footage. Council
man McElwee wondered whether this project could be limited to resi
dents of Tompkins County. It appeared that under present law it
could not. Town Attorney Buyoucos was concerned about whether the
project was qualified and he is waiting for a certificate of incor
poration to make sure. Mr. Boynton assured him it was qualified,
and even if it were not qualified, the proposed resolution would be
of no effect. The Board also wanted more information with respect
to the plans to indicate the relation of the units to the site,
access to the site, available parking space, and all the usual re
quirement with respect to a multiple residence housing development.

The matter was tabled until the meeting of October 9, 1972 to give
the developer an opportunity to present a plan showing the relation
of the units to the site, access to the site, available parking space,
and all the usual requirements with respect to a multiple residence
housing development, and in order to clear up the matter of general
conformancei'swith the Zoning Ordinance^ particularly with reference to
square footage requirement of dwelling uhits.
