TOWN OP ITHACA
SPECIAL MEETING
JUNE 19, 1972
At a Special Meeting of the Town Board of the Town of Ithaca held at
the Town Offices at 108 East Green Street^ Tompkins County. Ithaca,
New York^ at 7:45 p.m., there were

Andrew W. McElwee, Councilman
Noel .Desch, Councilman
Victor Del Rosso, Councilman
Robert N. Powers, Councilman
The meeting was called to order at 7:45 p,m.
Supervisor Schwan read a letter dated April 12, 1972 from John C.
Bumstead, Director, State of New York Department of Health, addressed
to Edward Conley, Mayor of the City of Ithaca, Fred C. Marcham, Mayor
of the Village of Cayuga Heights, Walter J. Schwan, Supervisor, Town
of Ithaca, Charles G. McCord^ Supervisor, Town of Dryden, and Charles
Town of Lansing^ re Water Supply Applications
^ip and #6115 for the Towns of Ithaca, Dryden, Lansing, and the
Village of Cayuga Heights, and City of Ithaca.
The letter urged the implementation of a comprehensive long-range
area-wide solution to the public water supply needs to provide the
citizens of the Ithaca Area with the best possible water supply for
the least dollar, and further urged that all parties involved prepare
and adopt resolutions of mutual support. The letter indicated that
only after receipt of notice of concurrence on the part of all the
municipalities involved could the Health Departments (State and County)
support either project.
After considerable discussion the following motion was made:
Motion by Councilman Desch, seconded by Supervisor Schwan,
WHEREAS, the municipalities of the City of Ithaca, the Towns of Ithaca,
Dryden, and Lansing, and the Village of Cayuga Heights recognize that
a serious water supply need exists in the respective municipalities,
and that it is of mutual interest to proceed toward a common solution
on anâ– intermunicipal basis,
BE IT THEREFORE RESOLVED THAT:
a. This Board recognizes the need for area-wide planning as it
relates to public water supply.
b. This Board acknowledges the findings and recommendations
of Comprehensive Public Water Supply Study No. 39.
c. This Board supports and endorses the development of an
area-wide masterplan for public water supply via the
following stages:
1) Provide the City a reliable source of 7.0 mgd
by constructing the Inlet Project as an additional/
emergency supply.
2) Construct a 6.0 mgd treatment plant at Bolton
Point as soon as possible with provision for
future expansion.
3) Abandon Esty*s Point supply when Bolton Pointsource is fully operational at 6.0 mgd - 8.4 mgd.

d. This Board accepts the objective of developing, with the
municipalities noted above, a joint intermunicipal manage
ment agreement which will, concurrently with the design of
the Bolton Point source, produce an intermunicipal arrange
ment for the development, maintenance, operation and overall
management of the source, treatment and distribution facili
ties in the joint intermunicipal areas,
e. All the foregoing is contingent upon the Common Council of
the City of Ithaca adopting a Resolution of a similar nature
at its next meeting on Wednesday, June 21, 1972, the said
resolution to be read by the Town Board of the Town of Ithaca
prior to agreeing that the condition has been met.
The foregoing resolution was put to the vote and the members of the
Board polled, with the following results:

The resolution was defeated.
After some further discussion the following revised resolution was
proposed;
Motion by Councilman Del Rosso; seconded by Councilman Powers,
WHEREAS, the municipalities of the City of Ithaca, the Towns of Ithaca,
Dryden, and Lansing, and the Village of Cayuga Heights recognize that
a serious water supply need exists in the respective municipalities,
and that it is of mutual interest to proceed toward a common solution
on an intermunicipal basis,
BE IT THEREFORE RESOLVED THAT:
a. This Board recognizes the need for area-wide planning as it
relates to public water supply,
b. This Board acknowledges the findings and recommendations o

as soon as possible with provision for I'ntnre ex
pansion,
3) Abandon Esty's Point supply when Bolton Point source
is fully operational at 5,0 mgd - 8,4 mgd.
d. This Board accepts the objective of developing, with
the municipalities noted above, a joint intermunicipal
management agreement which will, concurrently with the
design of the Bolton Point source, produce an inter
municipal arrangement for the development, maintenance,
operation and overall management of the source, treat
ment and distribution facilities in the joint inter
municipal areas.

e. All the foregoing is contingent upon the Common Council
of the City of Ithaca adopting a resolution of a similar
nature at its next meeting on Wednesday, June 21, 1972,
the said resolution to he read by the Town Board of the
