Call to Order : The Supervisor called the meeting to order at 5 : 30 p . m . , and led the assemblage in the Pledge of Allegiance . Agenda Item No . 3 = Report of Tompkins County Board of Representatives . Tim Joseph , TC Board of Representatives - The County has hired a new County Administrator, Stephen Whicher was promoted to the position from the position of County Assessor. I am very impressed with what he has been doing as County Administrator, Mr. Whicher is working on the emergency communications system . The State system will be something that we can make good use of . We will be working with the State on the emergency communications system . Hopefully the State will build the backbone of the system . The County could then make modifications to meet our own local needs . It will involve persuading the State to make Tompkins County a pilot program . The State 's plan is to start in Albany County . The County is trying to make the case that the system needs to be tested in a county with many hills . The County is close to selling the Biggs A Building . The project is before the Town Planning Board . The reapportionment and redistricting is becoming a very difficult and hot issue at the County level . The census is complete ; but we do not have the results . It will be difficult to get the results and the redistricting complete in time for this year's election . It would be the year 2005 before the County TOWN BOARD PAGE 2 FEBRUARY 12 , 2001 APPROVED - APPROVED - APPROVED - MARCH 12, 2001 - APPROVED - APPROVED - APPROVED Board is represented jby districts that come out of the census . It does not seem acceptable . Th Board has been discussing two year terms . Two year terms are also problematic . We need to hav a referendum for two year terms . The referendum would come at the same time as the electio unless we hold a special election . We are looking into the possibility of holding a referendum at th same time as the school board election . It is not clear if it is possible . The school district traditionally uses different polling places . Supervisor Valentino Do we have enough preliminary information from the census to work with ? Mr. Joseph - It is hard to know . There will be preliminary information . We could do redistricting based upon the preliminary information . The County has to decide if the County wants to use the same district lines forlthe City of Ithaca that the City of Ithaca uses . The County would need to wait for the City to make their decision on redistricting if we use the same district lines . The City's population has decreased in relation to the rest of the County . The City could decide to stay with five wards . The boundaries might need to shift . The County could use the City wards , but it sets the size of the district . The district would then be smaller than they have been in the past . It would mean more districts throughout the County . The County would then be a 17 member board . The City could redistrict into four wards . Again , it would set the size of the district . The County would need to use larger districts throughout the County . The Board would then be a 13 member board . It would also lead to discussions ofl which district disappears . The Charter Review Committee will be reviewing the issue . Councilwoman Russell - Is the County currently using the same district lines as the City? Mr. Joseph - Yes . It would be quite confusing to use different district lines . Agenda Item No. 4 - IRe ort of Fire Commissioners . Bob Romanowski , IFD - All County 911 dispatching is being done from the 911 center in Central Fire Station as of January 11t" . Departments and Volunteer Fire Companies are deeply appreciative of the Town of Ithaca's generous offer . The Fire Department is exploring the concept of building a second floor space over State Street parking lot . It would provide long term administrative and department office needs . The objective of the Volunteer Recruitment unit is to' establish a structure for a committee of volunteer fire fighters to serve as points of contact for persons interested in becoming volunteer fire fighters . A draft policy statement has been issued and is in the process of review by the Chief and Ithaca Volunteer Fire Fighter's unit . I have provided Supervisor Valentino with a draft copy . The fire department has issued a new organizational chart . The fire department has two new fire pumpers . They have been delivered and put into service . They are performing well . The inspection of a third new pumper chassis inspection took place between February 6th and 8th . It passed and is being sent to Pennsylvania for outfitting . The ladder truck 933 has been repaired . The axle came loose from the framing . The final report will be reviewed by Cornell engineering . Delivery is xpected the week of February 19tH upervisor Valentino - The Town is happy to work with the fire department on the storage of records . Mr. Romanowski - This is an example of the Town of Ithaca coming forward and being an equal partner in the fire department . I am glad that steps like this keep being made . It seems that there was less than an equal partnership in prior years . Agenda Item No. 5 = PERSONS TO BE HEARD . a . Petition for Water Extension from the Drew Subdivision - See Attachment # 1. Karl Niklas , 115 Vera Circle - Mr. Niklas presented a petition to the Town Board. There are 73 names on the petition . The names represent 53 parcels with buildings . The number of signatures exceeds the number of parcels . Some parcels are not owner occupied . We did not feel it was appropriate to get signatures from people who did not own the property . Some properties are not identified because we did not extend the petition coverage . The petitioners signed for reasons of health or reasons of safety. This is the third petition from this neighborhood requesting extension of water. There are some households that do not have healthy drinking water. There are some cases where wells have been contaminated by fluvial glacial sediments due to the fracturing of the well . The result is the well has to be treated with alum . We ave large sediment tanks that have to be flushed periodically . The drinking water does have a high ulfur content . Dan Walker has a specimen of water that was brought to him many years ago . The sample has yet to settlE� . There is the consideration of public health . The drinking water is not up to the standards one would expect in a municipality like ours . The other concern is safety. There have been a number of homes that have burned down because the fire trucks could not bring enough water to put out the flames . We do not have fire hydrants near this area . These are concerns that have been expressed before previous Town Boards . This problem has become worse , not better. There are more and more people that are happy to sign the petition . I was a board member the last time a petition became before the Town . I listened very carefully to the discussions about the last petition . For reasons of conflict of interest I could not do anything . I had an opportunity to talk with Mr. Walker about the estimated cost of extending the water to this area . We discussed the possibilities in terms of tying this project into other anticipated projects on West Hill . It would require considerable thinking . The overall expense would be cut down by tying this into other projects that the Town might be doing . The Town has an excellent engineer. Mr. Walker says this can be done and has estimated the cost on a per house basis . The Town has a Comprehensive Plan . We have a significantly modified Zoning Ordinance . The Town explores options of purchasing development rights . There are other creative opportunities. TOWN BOARD PAGE 4 FEBRUARY 12, 2001 APPROVED - AP POVED - APPROVED - MARCH 12, 2001 - APPROVED - APPROVED - APPROVED One option is for the; Town to require larger acreage per parcel on the agreement that the To would provide water. I plead for the board ', to consider that controlling development by restricting drinking water is not humane way to deal with this problem . I encourage the board to consider the petition . The problem is not going away . It is getting worse . We are in desperate need of remediation of the problem . Councilman Lesser - ; Supplying water often leads to requests for sewers . Has the need for sewer been discussed ? Mr. Niklas - The petition only discusses water. Most people were not concerned about sewage problems . They were concerned with fire safety and having potable water. Councilman Lesser - What is the capacity of the soil ? Mr. Walker - The soil, is typically glacial . The lot sizes are generally larger than most lots . There would be enough room to keep on site disposal as a reasonable option . Mr. Niklas - I have not heard horror stories of septic tanks leaking . There have been horror stories about wells running dry or pumps breaking because they are clogged with glacial sediment . Councilman Niederkorn - Are there any lots in the area where the water quality is better than others? Mr. Niklas - Yes . There are some lots with good supply and quality, but the owners signed becaus they wanted fire hydrants . Councilwoman Grigorov - Is the population stable? Mr. Niklas - We have, had construction of one house in this area in the last seven years . The lady owns a double lot . She is building a home for her elderly father. This is not an area that is likely to attract large subdivisions by virtue of where it is located in regards to the Octopus . There is closer, undeveloped plots of ! land to the heart of the City . We are located on the Enfield/Town of Ithaca border. Supervisor Valentino Mr. Walker, we need to have discussions about different scenarios . We need to begin some dialog . Mr. Niklas - Any help would be greatly appreciated . Klaus Beyenbach , 1024 Hanshaw Road - I am before the board to ask the Town of Ithaca to reconsider a sewer project that is currently planned for our neighborhood . It is line that runs from Blackstone Avenue to' Corners . It cuts through the backyard of thirteen homes . The line was installed in 1959 and it runs parallel to Renwick Brook . The area has been left undisturbed . This area includes small forests , ponds , wetlands and four springs that run across the sewer line . Over the years the line has deteriorated . The Town has to repair the line . The problem is excessiv infiltration of ground water. TOWN BOARD PAGE 5 FEBRUARY 12 , 2001 APPROVED - APPROVED - APPROVED - MARCH 12, 2001 - APPROVED - APPROVED - APPROVED t se do not have a problem with the repair of the sewer line . The difficulty we have is with the method , e m ethod includes the construction of a contiguous service road from Blackstone Avenue through r back yards to Community Corners . Such a service road was not needed in the last forty years . It needed now for the purpose of bringing heavy equipment to the manholes so the line can be relined from the inside . Excavations are not required of the line because the line will be relined from the inside . The Town would like to build an access road on top of the entire line . This requires the removal of vegetation and more than fifty mature , tall trees . It is a horrendous destruction for the environment . It is a sore to our back yards . It has consequences to the quality of fresh water. I would like the Town to consider alternative approaches of getting to the manholes . I would like the board to consider the construction of a new sewer line along Hanshaw Road in front of our homes . The County has planned to widen Hanshaw Road with a sidewalk and bicycle path . Another alternative is to come across our properties from Hanshaw Road laterally to get access to the manholes . Supervisor Valentino - We have held a meeting with residents . Questions were raised at the meeting we were unable to answer. The Town is going to hold another meeting with the residents . We will hold a presentation and answer questions . We will look at alternatives and hold another meeting with the residents . Mr. Beyenbach - The Town met with residents last Monday . Thirty-eight people attended the meeting . There was a lot of concern expressed about the environment , quality of the neighborhood and security and liability . I would like to work with the Town on this issue . t upervisor Valentino - We will be meeting with staff. A presentation will be given on the environment . letter will be sent notifying the residents of the meeting and the agenda . The letter will ask sidents to express additional concerns to the Town before the meeting so that we can do the esearch and be prepared . We want to work through all questions and concerns . Agenda Item No . 6 - PRESENTATION : Linderman Creek Apartments - Phase II . John Fenessey , Conifer Realty - I would like to present a concept to the board that we want to pursue on land we own on Mecklenburg Road . I was before the board in 1997 asking for the Town 's support to file an application with the New York State Department of Housing Community Renewal to develop Linderman Creek Apartments . The Town Board kindly gave us a resolution and letter that we included in our application for funding . We built the project . It is fully occupied . We have a substantial waiting list . We would like to apply again this spring for a replication of the same project . It would be the same fifty-six units . The new project would be located west of our current site . The first project was constructed on Conifer Drive . Our proposal is to develop a nine acre parcel with the same buildings , units and materials as the previous project . Mr. Fenessey explained the site layout to the board using drawings. Supervisor Valentino - This would be a letter similar to the previous letter. The previous letter was provided to the board in their packets . i TOWN BOARD PAGE 6 FEBRUARY 12 , 2001 APPROVED - APPROVED - APPROVED - MARCH 12, 2001 - APPROVED - APPROVED - APPROVED i Bob Bates , Conifer Realty - The most frequently asked question by towns is who are the tenant Where do they comei from ? We have fifty-six units in the Town of Ithaca . The typical tenant is family of 32 . Therei are approximately forty- eight children in the development at this time . Th average income is about $ 16 , 000 . The second phase will have a higher range of incomes . Th typical rent structure ! in Phase I is $455 for a one bedroom apartment , $556 for a two bedroom apartment , $ 618 for a three bedroom apartment . The rent structure in our next phase is $529 for a one bedroom apartment , $629 for a two bedroom apartment and $660 for a three bedroom apartment . The price includes utilities . The heating system for phase II will change . The heating has been simplified . Many towns have concerns about additional police coverage . I had discussions with the Sheriff's Office . The Sheriff's Department has made a few visits to the apartment complex . We have made arrangements for community watch programs . Councilman Niederko;rn - How many units are in each building ? Mr. Bates - Each building has eight units . Each unit will have either eight one- bedroom apartments , eight two-bedroom apartments or eight three-bedroom apartments . We will have a larger community building in phase II . We will be asking the State for tax credits . Councilman Niederkorn - How many people are there per dwelling unit? Mr. Bates - There is an average of 3 . 2 people per dwelling units . The ages of children range fro newborn to 18 year of age . There is a total of sixteen one bedroom apartments , thirty-two two bedroom apartments,! and eight three- bedroom apartments . Councilman Niederkgrn - Is there on site recreation areas ? Mr. Bates - Yes . There is a play area . We can have more than one play area if it is necessary . Supervisor Valentino - This will be reviewed by the Planning Board . We will receive recommendations from the Planning Board . The main reason Mr. Fenessey is before the board is to ask for a letter of support . It does not commit the Town . This will need to come back before the Town Board for a zoning change . Mr. Fenessey - We are meeting with the Planning Board on February 20 , 2001 . Councilman Lesser - Are there any stipulations in your agreement that specifies the development will continue to be accessible to lower income families ? Mr. Bates - We have a minimum requirement by Federal Law of eighteen years . We have a minimum State requirement of ithirty years . TOWN BOARD PAGE 7 FEBRUARY 12, 2001 APPROVED - APPROVED - APPROVED - MARCH 12, 2001 - APPROVED - APPROVED - APPROVED ESOLUTION NO. 13 = CONCEPT APPROVAL AFFORDABLE HOUSING. BE IT RESOLVED, the Town Supervisor is hereby authorized and directed to write a letter to the Conifer Realty Corporation expressing the Town Board's support of the concept of Phase 11 affordable housing for middle and lower income persons. MOVED Councilman Lesser, SECONDED Councilwoman Russell. VOTE: Supervisor Valentino, aye; Councilwoman Russell, aye; Councilwoman Grigorov, aye; Councilman Conley, aye; Councilman Niederkorn, aye. Motion carried unanimously. Agenda Item No. 7 - State of the Town Address from the Town Supervisor. Supervisor Valentino - The Town of Ithaca is in very good shape in many areas . The Town 's financial stability and our moderate growth are two of the reasons why the Town of Ithaca is in good and stable condition . We need to talk about the new Town Hall . We were able to convert a wonderful , historic building into a very functional building for residents of the Town of Ithaca . The building was saved from being demolished . I predict this building will be very usable for fifty years or more for our residents . One of the beauties is that this building has no debt . We were able to pay cash for this building as a result of being very careful with our funds and putting money aside . We were able to complete the remodeling under budget . We have a lot to be proud of in this building . The building is a wonderful asset for our residents . art of our success for last year was our move into the new building . We had a seamless move . Our omputers were up and running right after we moved into the building . We were able to print paychecks and reports . We were able to accomplish everything to keep the Town operating . This took place with very little disruption . Staff did an outstanding job of getting us here and up and running . It is often not the case in other projects that we have seen . The efficiency that we have been able to do for our community with our staff has improved . We have worked over the last year and previous years in cross training our employees . We have a model of teamwork . We have been able to keep the size of our staff at a minimal level . The Town did hire extra staff at the Highway Department. The Highway Department performs our water and sewer repairs and improvements . Our staff has developed a reputation around the community . Staff is called upon quite frequently to help other municipalities . The Town is reimbursed for our efforts . Our budget office was previously had three full time staff members . It is now two full time staff members . The office is able to produce more than double the amount of efficiency in getting reports done in a timely manner. We really appreciate it . Our Town Clerk's office has also had a heavy workload . They have not felt the need to increase their staff . People are geared into the teamwork effort . Computer upgrades and training have paid off. The new system of the Zoning , Planning , Engineering and Highway Departments is outlined in Mr. Noteboom 's annual report . They decide which crews are going to work on various projects . There has been a lot of cross training . It has been a change for the crews , but they have adjusted . The bottom line is that we do it faster, better and cheaper than before . We need to continu the training and teamwork efforts . The residential neighborhoods in the Town of Ithaca are the backbone of our community. We are a residential town for the most part . We do have farming , open space and commercial businesses . The development of the Town has been residential neighborhoods . There has been a great deal of pressure to make sure we try to preserve the character of our neighborhoods . We have been doing it through the revisions in our Zoning Ordinance . We stay true to the concepts of our Comprehensive Plan . We are working on trying to avoid sprawl . The Town is working with neighborhoods . We worked with Forest Home on traffic calming and reducing traffic through their neighborhood . We want our neighborhoods to remain a wonderful place for people to live and raise their families . The Town of Ithaca's expansive Park and Open Space Plan makes the neighborhoods desirable neighborhoods . The Town has trails and parks so that people can walk and bicycle safely . This year we have a grant to complete the Pews Trail . Part of the trail has been a donation from the residents . It will stay a passive park . It will help with storm water management and drainage . It is an example of what we want to do in the Town of Ithaca to make our neighborhoods nice places to live . The Town has beenlable to keep our taxes at a low level . Our water and sewer benefit district charges have been reduced . Our water and sewer rates are stable and low . The water and sewer is reliable . It makes the Town attractive to homeowners . We have tried to be mindful of keeping costs affordable . We have worked hard on our Conservation Zones . We have one Conservation Zone complete There are a few zones in the works . It adds to preserving the open space in our community . O Purchase of Development Rights Program has one tract of land that is almost ready for bein � finalized . It has received a private grant . We are waiting to hear from the State on other possible grants . I have read in, the paper and heard on the radio some criticism of our PDR program . We do not think it is the only Ianswer for preserving open space and farmland . It is one way . It is not perfect . This is a document that we learn as we go along . Improvements are made along the way . The program has been on track and is successful . It will continue to be successful . We are looking at other ways to keep farms working and encourage farming in our community . The Town has businesses and commercial districts . Some business owners have been longtime residents of the Tow I . They also deserve consideration and help in providing the kinds of services our community and neighborhoods need . We have always felt the City is the core of our community and the major commercial growth should be located in the City . We need to look out for businesses in the Town . The Zoning Ordinance will address it . Our storm water management program has been making progress . The Northeast has seen improvements . We are staring to get ahead of our problems . It has been an ongoing project . The maintenance of our infrastructure and water and sewer lines has improved . We have finished painting our water tanks . We have been working on upgrading our water and sewer systems . There will be more projects done this year. It is safe to say that the maintenance of our infrastructure has not fallen behind . It is improving . It is our goal to make sure it continues . TOWN BOARD PAGE 9 FEBRUARY 12 , 2001 APPROVED - APPROVED - APPROVED - MARCH 12, 2001 - APPROVED - APPROVED - APPROVED he Linderman Creek Apartment project was built a few years ago . The board has discussed in the ast how to attract affordable housing in the Town . It finally happened with that project . The project ame under a lot of criticism . It has found its place and is an acceptable part of our community. One riticism was that it we would not be able to fill the apartments . There apartment complex is full and there is a waiting list for affordable housing in the Town of Ithaca . It is good news . We want to attract many different groups and income levels into our community . I feel a mixed community is healthy . It is good for us to know each other and work with each other on different levels . We still have a lot to do . We began and made progress on our five-year capital planning . Our hope is to have the program up and running in 2001 . It will help our budget process work smoother. Our records management has received grants . We will be applying for more grants in the future . Councilwoman Russell is going to be taking a leadership role in getting the records management into first class shape . Our web page is up and running . Improvements will be made throughout the year. The planning for the new highway facility has been started . Our goal for the next year is to get moving on the construction and final designs of the new highway facility. The Town of Ithaca does not have a fire department of its own . We contract with the City of Ithaca and Village of Cayuga Heights for fire protection . The fire contract with the Village of Cayuga Heights is nearing completion . We are in good progress with intermunicipal cooperation with the City on the City fire contract . We are also working with our neighboring communities on water and sewer agreements . These are major steps for intermunicipal cooperation . The agreements are between five or six different municipalities . t ne huge project completed was the Recreation Partnership . In includes all but two municipalities nd the County . It is one of the only ones like it in the entire country . It puts the burden on each unicipality . It asks us to put a lot of trust in each other. A great deal of credit goes to the City of haca because they had to make commitments to change the way they work within the partnership and the way their staff has been allocated . Intermunicipal cooperation is not always what you get ; it is what you are willing to share and how much you are willing to trust the other municipalities . The Highway Department is always lending help to surrounding municipalities . Cooperation happens on a daily basis among the towns and communities . It has been a very good several years for the Town of Ithaca . There is still much to do . Our future is really our children . It is up to us as adults to be role models for the upcoming generation . We need to show them that America is truly a great country . We are a great country because of the little communities across the country . We are hard working , dedicated people . Everyone together is what makes the country one . Towns and villages are the government closest to the people . This is the government where we should be encouraging our young people to seek public service . It is one of the most important things you can do . Elected office is honorable work . It is worth our time and service to our community . We must be models . We must be courteous and polite to one another. We must respect the people who choose this service . Our children will learn from what we show them and how we serve our communities . I have been very pleased and very proud to be able to work as the Supervisor of this Town . It is always nice when you can come forward and give good news to your community . Agenda Item No . 11 - Discussion of lacovelli Park Play Structure Design . Supervisor Valentino - 'This design was discussed at the Public Works Committee . We walked through this with Mr. Leathers . We discussed the concerns the Town Board expressed . The Town had parties interested in bidding on the project . We made it clear that we were not taking the project out to bid . Mr. Leathers ' group is volunteer. The materials are being purchased by the Town . This design is very close to the design that was worked on by Town staff. Mr. Noteboom - The board has not passed a resolution for the expenditure of funds . During the warmer weather jthey have been quite noisy . Is there any possibility that we could close off access to that area? Mr. Noteboom - We could put up orange construction fencing . The house could be a problem in the future as well . Councilman Lesser - This house is typically rented to students . Supervisor Valentino - Do the neighbors call the Sheriff's Department? Councilman Lesser - The Sheriff's Department is called on a regular basis . It is difficult because their access to the area is through a private drive . The first line of defense is a barrier to keep people out of the Town area . Mr. Noteboom - The Iandscaping will be a natural barrier for the area . Councilwoman Grigorov - What is the start date of the project? Mr. Noteboom - The project will start in May 2001 . The capital reserve was set up two years ag . specifically for lacovelli Park . RESOLUTION NO. 16 - AUTHORIZATION TO EXPEND FROM CAPITAL BUDGET FO IACOVELLI PARK CONSTRUCTION. Agenda Item No . 14 - Discussion & Recommendation Regarding East King Road . Mr. Noteboom - This hats been before the Public Works Committee a number of times . The Public Works Committee has discussed accepting the short portion of the road . We would not want to accept the truck turn around from Route 96B to East King Road . Trucks and buses would be going over the road and we do not normally maintain roads to that standard . The short portion of the road is strictly a residential street . It is more in character with the roads that the Town maintains . The Public Works Committee also discussed naming the road King 's Way . upervisor Valentino - Is there a road named King 's Lane ? r. Noteboom - King 's Lane is located off Nancy Drive . Nancy Drive will never be built . It is in a park . We would need to remove King 's Lane from the 911 listing . Supervisor Valentino - We need to make sure there is not an existing King 's Lane . The State has agreed to the Town taking over the small road . Councilman Niederkorn - What happens to the land between East King Road and King 's Lane? Mr. Noteboom - It was bought by the County when they realigned East King Road . The tax map shows NYSDOT owning the property . Councilman Lesser - Do, trucks ever use the pull -off? Mr. Noteboom - Yes . Agenda Item No . 12 - Presentation & Discussion of Status of Cradit- Moore House with Historic Ithaca & Cornell . Councilwoman Russell - We held a meeting with Cornell and Historic Ithaca . This meeting arose because Councilman Klein had noted information in the newspaper articles about the Cradit- Moore House being ready for sale . Cornell had entered int agreements with Historic Ithaca that could be a cost burden for the exterior work , landscaping an painting the house on the new owner. It was not the intent of the Planning Board . We came to a agreement with Cornell and Historic Ithaca on correcting it . Scott Whitham , Historic Ithaca - Historic Ithaca reached agreements with Cornell with our understanding of thej State Historic Preservation Office ( SHPO ) documents . At this point Historic Ithaca and Cornell agree that Cornell will pay up front for all exterior work prior to the transfer of property . Historic Ithaca's intention was that the home owner would have some say in the exterior work and landscaping . We have reached clarity that everything needs to be done prior to the transfer of land . Councilman Conley - Has anyone looked at the Cradit- Moore House since it has been moved ? Supervisor Valentino - I have not been in the house . Mr. Whitham - I can give the board a tour of the house . Councilman Conley - I went through the house before it was moved . Agenda Item No 15 - Support for Cornell Plantation 's Trail Grant Application . Ms . Ritter - Cornell needs municipal support . The grant application requires municipal support . Th trail follows Plantation Road . It is to provide a better connection between the Arboretum , Wildflow Preserve , and the BotIanical Gardens . It is a walking trail and will be about ten feet wide . The trail wi be near the forested area . The trail will be made of stone dust through the forested area and asphalt beyond the forested area . This will allow the joggers a safer plan to run . Councilwoman Grigorov - Will the existing path remain the same? Ms . Ritter - The existing paths will remain the same . Supervisor Valentino Has Cornell talked about a bicycle path along this road ? Mr. Noteboom - Cornell talked about bicycles using Campus Road . The section of Campus Road from Judd Falls Roadito Tower Road has not been improved . Ms . Ritter - Bicycles could use the trail . It will be handicap accessible . Councilwoman Grigorov - What type of service do you get with stone dust? Mr. Noteboom - The walkway in Forest Home is stone dust . It becomes very hard . Councilwoman Russell - The trail is different materials in different areas because Cornell did not wa to disturb the forest area . It also gives us more flexibility in the future . Councilman Niederkorn - Why was this position originally established requiring the person who holds the position to live in the Town ? Attorney Barney - The General Public Officer's Law requires that all officers of the Town be residents of the Town . The Town can pass a Local Law eliminating the residency requirement . Motion carried unanimously. Agenda Item No. 16 - Discussion of Revisiting Route 366 Highway and Building Plan . Mr. Noteboom - The Town Board passed a resolution and we sent it to the State . The resolution accepted maintenance on the rebuilt Judd Falls Road and the concept of the pedestrian bridge and bicycle/pedestrian way on Cornell campus . We met with Cornell and had a subsequent meeting with Department of Transportation ( DOT) . Cornell wanted the DOT to eliminate the pedestrian bridge and bikeway . The pedestrians and bicyclists would walk Route 366 to Judd Falls Road . The Town Board has a resolution in place of the Town 's desires . We instructed DOT to follow the Town Board 's recommendation . Councilwoman Grigorov - Why would Cornell want the pedestrian bridge and bikeway eliminated ? f upervisor Valentino - Cornell does not think anyone would use the pedestrian/bicycle bridge . Their reference is for the sidewalk along the highway . Cornell wants a seasonal walking trail to get to the ampus . The bicyclist would have to travel on the shoulder of the road . We had an internal iscussion about it . The Town has had many discussions . We talked with the State . The design was preferred by the State . We told the State we were not going to change our preference . Councilwoman Russell and I spoke with John Guttenberger and explained we did not see a reason to change the plan . Mr. Guttenberger pointed out that we could not expect Cornell to take care of the maintenance of the bridge . The Town can do the maintenance on the bridge . Mr. Guttenberger called me this morning . He is having a meeting with other groups and wanted to know if we could look at other alternatives . Councilwoman Russell and I will be meeting with them . Cornell felt bicyclist would not want to cross the road at the four-way stop . The State did not agree . I recall a discussion that if we realigned Judd Falls Road , the State would consider putting a stop light at the intersection . The State will monitor the intersection after the realignment . The signal light will be installed if it is appropriate . Agenda Item No . 19 - Approval of Creation of Deputy Town Supervisor Position and Job Description , Mrs . Drake - This position does have the opportunity to be occupied by a non Town - Board member. It could be another elector of the Town of Ithaca . APPROVED Supervisor Valentino - The Supervisor Committee decided it was more feasible for this position tha another administrative position . A Town Board member can be the Deputy Supervisor. Councilman Lesser - What experience is needed ? Mrs . Drake - We would be looking for someone with a business background . It is an open area for someone with business or public administration . We wanted someone who would be able to handle general bookkeeping Viand budgeting . Councilwoman Grigorov - It is desirable to have a Town Board member, but it should not be mandatory . The language is not clear under Special Considerations . Supervisor Valentino !- We need to make it clear it is a separate position . It states , "The deputy shall be another Town Board member. If there are none willing to take the appointment , then any elector of the Town shall be appointed to serve as Deputy Town Supervisor' . Attorney Barney - We would be changing the law . The Deputy Supervisor is appointed by the Town Supervisor. There are no credentials listed in the law . The person can be anyone as long as they are an elector of the I Town . It could state that it is desirable the position is held by a Town Boar member. The appointment is a Supervisor appointment . It is not a Town Board appointment . Mrs . Motion carried unanimously. Agenda Item No. 20 - Adjusting Compensation of Deputy Town Supervisor. Councilman Lesser - It is appropriate that we do this . The number of committees has expanded more rapidly than the board . At some point we should discuss the rapidly expanding committee commitments . It was clear at the last election that the general public is seeking a little less government . Supervisor Valentino - I agree . This is one of the reasons why I looked into the committees . There are several committees at the County level that we do not appoint members to because we do not see the value for us or the community . We try to disband committees once their jobs are complete . The Recreation Partnership will always be a committee , as well as Bolton Point . Fire negotiation will come up from time to time . The complexity of the things we need to deal with is what is so time consuming . My hours have increased since Councilwoman Russell has started keeping office hours , here are many things that we need to do and complete . Councilwoman Russell and I are trying to ring everything forward and complete . We need to make sure that we are not over burdening the taff . I do not see that we will have a reduction in our time . We will be able to deal with more . RESOLUTION NO. 21 - RESOLUTION ADJUSTING THE COMPENSATIONOF THE DEPUTY SUPERVISOR. WHEREAS, the Town Supervisor Position Review Committee (the "Committee ") made up of several current Town Board members and past Town Supervisors, among others, has studied the work load and compensation of the Town Supervisor; and WHEREAS, the Committee has concluded that the work required of the Town Supervisor is such that it would be to the Town 's benefit to provide for a more active Deputy Town Supervisor to relieve the Supervisor of some of the meeting obligations and other responsibilities that need to be discharged by the Supervisor or her surrogate; and WHEREAS, having the Deputy Supervisor perform additional services for the Town warrants an adjustment in her rate of pay; NOW, THEREFORE, BE IT RESOLVED, that upon the recommendation of the Town Supervisor Position Review Committee the salary for the Deputy Supervisor be increased to $ 11 , 785. 00 effective February 12, 2001 . Supervisor Valentinoi - This gives our employees the benefit of $25 , 000 of life insurance that would be paid for by the Town .1 The cost to the Town is about $4 , 000 per year. The employees would be able to buy additional insurance for themselves and their family at a low cost . This benefit does not have medical qualifications . All our employees can be covered . We do have a few employees and their families that are not eligible for insurance . The cost is reasonable . The committee is in the process of drawing the terms of reference for the purpose of enhancing public transportation and reducing traffic . The process is evolving . It looks as if the study area is going to move substantially outside of what we would think of as the Northeast . Councilwoman Grigorov -The Post Office boxes will not be accessible during non - business hours . The boxes need to visible from outside in order to have the building open after non - business hours . It was not in the Memorandum of Understanding that was signed with the Post Office , Town of Ithaca , City of Ithaca , and the County when the Post Office moved up to Lansing . There was supposed to be the same services as they had before . Nancy Schuller would like to start another committee about the Post Office . Supervisor Valentino - Maurice Hinchey's office is holding a meeting regarding the Post Office in our board room this month . We need to make sure Councilwoman Grigorov knows the date of the meeting . Mr. Walker - The 911 Emergency Operations Center Committee has narrowed the site possibilities for the Emergency Operations Center. It will be located either on the Ithaca College campus or at Fire Station Number 5 . Hanshaw Road is not being considered for a number of reasons . The airport is ecoming too crowded . The Public Safety site on Warren Road is not being considered because of he expense . They like the central location of South Hill . There is also the opportunity to co- locate ith the Ithaca College Public Safety Division . It would give an opportunity to have more facilities vailable during an emergency . The committee is also working on the revised emergency plan for the County . Supervisor Valentino - Mr. Carvill and I have had fire contract meetings with Cayuga Heights . We are close to having a fire contract with the Village of Cayuga Heights . Mrs . Drake - The summary for the Town Supervisory Review Committee is in the final draft form . It will be finalized for the March meeting . Councilwoman Russell - There is a sub-committee of the Sewer Negotiation Committee . We are working with the consultant on the SEQR work that needs to be completed for the sewer project . We have a cost breakdown on what it would cost each municipality if we shared the costs equally . Supervisor Valentino and I are not satisfied with the estimated costs . It would be $54 , 000 per municipality . We are looking for ways to get the cost down . Supervisor Valentino - We would like some direction from the board . When we started the SEQR was not going to cost more than the $45 , 400 allowed . Things have become out of hand . I talked with Susan Brock . She is our attorney for the sewer project . We are going to get more detail . She is also concerned about how much has been spent . Stearns & Wheler have over spent . They have spent I 55 , 000 . They have gone over the amount without any authorization to do so . Ms . Brock is working $ on getting us better commitments . They have done so without authorization . Supervisor Valentino ; - We looked at the scope that Stearns & Wheler put together. Mr. Kanter is looking at it and will give us a report about it . The work being proposed on traffic is a duplication of the NESTS Study . It is an overkill and not necessary . They claim it is not true . I am going to talk with Fernando de Argon . It seems to me that all the work that has been done on the Northeast for the scoping of traffic is more than adequate . Things are beginning - to stretch beyond what this project really is . Councilwoman Russell and I would like to pursue decreasing the numbers to a more reasonable amount or changing the shared amount . The Town of Lansing and their engineer are very interested in spending the money . There is information for them as they put together their sewer district . We should narrow the scope to this project . If the other municipalities feel this information is going to be valuable 'to them , then the consultants should cost that portion out . It is not a benefit to the Town . Councilman Niederkorn - Was there a public scoping session ? How did we arrive at the final scope ? Supervisor Valentino ' - We are not at the final scope . Mr. Walker - We used the preliminary scope between the committee and Department of Conservation to put together the RP for the consultants . We only had two consultants respond . Councilman Niederkorn - The cost in the final scope could increase if there is a lot of information th needs to be added . Councilwoman Russell - We spent six months working on the scope . It is very inclusive . Supervisor Valentino - We feel strongly that this cost is excessive . The traffic study needs to be modified . It would help our arguments if we had the backing of the board . Councilman Conley = The other municipalities should pay if they want more information . We should not have to pay for information that we already have . Councilwoman Grigorov - The consultant should not be spending money without approval . Supervisor Valentino - We are going to get detail on what has been paid and for what reason . There is an upcoming Planning Committee meeting . Ms . Ritter - I will be attending the upcoming Planning Committee meeting in February . Supervisor Valentino - Our representatives can let the Planning Committee know that we are upset that we were not involved in the Coddington Road application to the State . Mr. Noteboom - The Town might want to keep track of the traffic studies being done by the City. They will ultimately impact us if the City starts making changes to Green Street and Seneca Street. Supervisor Valentino - I did look at the studies . I would like Ms . Ritter to look at the studies from the Town 's point of view,. We need to understand the impacts on the Town . They are making traffi patterns and changing some one-way streets to two-way streets . It would be good to look at a map o the changes . Ms . Ritter - We could put together some maps of the proposed changes . Councilman Lesser I asked Mayor Cohen what the reasoning for the changes were . It is going to cause havoc if the full process is implemented . The justification is to try to get people to comply with existing traffic regulations . Many people run stop signs and red lights . I also asked Mayor Cohen about the cameras that take pictures of people who run red lights so that violators will get tickets . It is possible to do so in Upstate New York , but you have to be able to prove that the licensed driver was the one operating the vehicle at that time . The City now has legislation that the owner of the vehicle can be responsible for any infractions . Mayor Cohen is trying to work through Representative Silver to get it out of committee to the general legislature . We would then be able to submit the ticket to the owner of the vehicle . The City is willing to think about installing that form of traffic compliance . It might forestall the traffic changes . We would be punishing everyone for a small number of people who do not follow traffic regulations . People do not have the right to break the law and endanger other people . c . The acoustics in this room are awful even with the microphones . Supervisor Valentino - We did have our architects , HOLT , and Corning Interiors look at the room . It is hard to find an acoustics expert . They recommended acoustic paneling for the room . Mr. Walker - The tack boards are acoustical panels . We have a lot of glass in this room that causes more reflection . Supervisor Valentino - We could hold off on the transfer. We have been trying get something done for the Town Clerk's office . It is big problem for them . We have been having a hard time contacting the companies that are supposed to have good acoustical paneling . As well as moving ourselves , the Town Clerk' s staff assisted other departments moving into the New Town Hall . The transition and physical move went smoothly . With delight and thanks we settled nicely into our new office quarters . A lot of thanks goes to Carrie Whitmore and Carl Valentino on indexing the vault of boxes before and after the move . They worked together on indexing the boxes for easier access for everyone . An extra special thank you is extended to Carl for spending most of his time in the Records Management areas during this process . Carrie continues transcribing minutes for the Town Board , Planning Board , and Zoning Board of Appeals . For three years now , Carrie ' s has performed this duty consistently and professionally . In addition to her transcription duties , she has been indexing the resolutions for accessibilities and for archival filing . She has helped with the Town ' s web designer in regards to putting the Town ' s minutes on the internet . I have been working with Al Carvill and Bolton Point with the water and sewer program from Williamson . There are still many things that need to be fined tuned . Al and I share the same goal ; to bring the billing and collections to the Town as an accounting function . In the absence of the Town Clerk , I am pleased to report as Deputy Town Clerk , that Carrie and I work well as a team . We are both pleased in our ability to get things done in a timely , cooperative and effective manner ( i . e . election day , annual preparation of tax bills , and assisting our co-workers) . To our satisfaction we have sailed smoothly through some tense up and down moments . We look forward to a progressive and friendly 2001 . Submitted b * A7 We 9 n K`e ey Deputy Town Clerk ATTACHMENT # 4 Town Engineer 's 2000 Annual Report to the Town Board Two-thousand (2000) was an exciting and busy year for the Town Engineering Department with a continued emphasis on maintaining strong engineering support for Town programs and facilities . The Town Engineers full time staff in the Town Hall consists of the Town Engineer, Assistant Town Engineer Creig Hebdon, Civil Engineer Chuck White, and Mary Bryant, Secretary. Water and Sewer Maintenance Supervisor Wayne Sincebaugh, and Engineering Technician Craig Ballard are full time staff that work as part of the Highway and Parks staff at the Highway Facility on Seven Mile Drive . During 2000 the Engineering Department also had 2 part-time engineering interns on staff from Cornell University. The Engineering Department provides technical support to the Town Board, Planning Board and all other departments and it supervises the maintenance of the water and sewer facilities . FACILITIES MANAGMENT Construction contracts for the conversion of the Tioga Street Post Office building to the Town Hall were let the beginning of January 2000 and began seven months of intensive construction activity. As with any renovations there were a number of contract changes as the building was opened. up and surprises were uncovered. Coordinating work with four prime contractors plus the additional challenge of coordinating with the Postal Service kept the Engineering staff busy. Chuck White, Civil Engineer, was given the task of construction inspector and was on-site almost continuously. I thank the Town Board for granting me the authority and responsibility for approving minor changes as they came up because it expedited the work and prevented many potential delays . The original project schedule set the completion date at May 15 , 2000, but there were several major elements , primarily the need to remove most of the flooring and resurfacing the floors that added two months to the project. The contractors on the job were professionals and did quality work and made the job the success it is. Moving into the Town Hall was also an interesting experience, and with the cooperation of the staff was accomplished effectively. As with any new building and office space there is an adjustment period, and after several months of minor changes and improvements to the office plan, the staff is now comfortably settled in and working efficiently. The Engineering Department, as does all the staff, thanks the Town Board for providing this new and exciting work environment ! With the Town Hall complete, the Engineering Staff is working with the Highway & Parks Department on planning the improvements to the Highway Facility on Seven Mile Drive. We are looking forward to progressing that capital project in 2001 . ATTACHMENT # 4 TOWN ENGINEER ' S ANNUAL REPORT FOR 2000 PAGE 2 WATER SYSTEM MANAGEMENT The Town Engineer has continued to work with the City Engineer and SCLIWC member municipal engineers, on the engineering evaluation of the entire water infrastructure for the area. The Intermunicipal Water System Committee developed the plan to combine the S .C.L.I.W.C. (Bolton Point) water system, the City of Ithaca Water System and the Cornell University Water System into an integrated water supply system. Water production, including transmission to the individual distribution systems , would be provided by the integrated system. Each municipality and Cornell would continue to be responsible for their own distribution systems. The Draft Agreement, based on the current Bolton point Agreement, was completed in 1999 and is under final review by the Commission and the City committee members. WATER SYSTEM CAPITAL PROJECTS One watermain project was completed in 2000. The Wycoff Road watermain project linked a watermain on Cayuga Heights Road with the watermain on Renwick Heights Road, creating a loop and eliminating a dead-end watermain in the Town of Ithaca. This was constructed prior to replacement of the Renwick Bridge by Tompkins County and allowed for a continuous water supply to Town residents while the portion of waterline on the bridge was taken out of service and replaced. The Project included a new Pressure Regulating Station in an above-ground building to replace an old underground PRV vault. During 2000., Town crews accomplished significant repair and maintenance work on the Town water distribution system. Work completed included : • Mowing of water main ROW ' S including the SCLIWC transmission main • Replacement of the security fencing at the Sapsucker Road Water Tank • Site improvements and drainage at the Sapsucker Road Water Tank • Reconstruction of the Access Road to the Sapsucker Road Water Tank • Repair of 7 water main breaks in the Northeast • Repair of 4 water main breaks on East Hill • Repair of 2 water main breaks on South Hill • Repair of 1 water main break West Hill • Repair of 1 water main break in Village of Lansing (Charged to the Village) • Repair of 1 water main break in the Town of Dryden (Charged to Dryden) • Repair of 2 water main breaks for Cornell University (Charged to CU) • Replacement of 11 fire hydrants • Replacement of 18 valve boxes • Installed 2 new water main valves \\ITHACAI \Engineering\reports\ENG2000ANN .doc TOWN ENGINEER ' S ANNUAL REPORT FOR 2000 PAGE 3 WATER SYSTEM SAFETY The Town of Ithaca is proud of its good safety record. Water systems have a number of facilities that have inherent dangers that require strict adherence to a well-defined safety plan . Water Tanks , which. must be climbed for inspection and maintenance, present a potential fall hazard. This has been addressed by installing fall arresting safety rail systems on our tanks and requiring all personnel who must climb the tank to use safety lanyards and body harnesses, and be trained in the proper use of these systems prior to working in that environment. The water system also has a number of confined spaces such as the interior of water tanks and various valve and meter pits, which have the potential for unsafe atmosphere, fall hazards and engulfment hazards . The Town has been working to eliminate as many of these hazards as possible by putting new pumps , valves and meters in accessible above-grade structures, which eliminates fall hazards and engulfment hazards . Large doorways and good ventilation eliminate the risk of an unsafe atmosphere. In those underground confined spaces which cannot be eliminated, the Town has required the use of a confined space entry program which requires all entries to be planned and approved by a trained supervisor, utilizes a air monitor to be used which tests for gases or lack of oxygen, and utilizes a retrieval system with above-ground attendants prior to entering a confined space. Town Policy does not allow entry into an unsafe atmosphere, and requires that any space which, by use of the air monitor, has been determined to have an unsafe atmosphere be ventilated with a forced air ventilator. Entry into such a space will not be allowed until the air tests as safe. During 2000, the Town of Ithaca Engineering Staff participated in and supervised 20 confined space entries into Town facilities . Many of these entries were with Bolton Point staff working on Town facilities . REGIONAL SANITARY SEWAGE TREATMENT The Town of Ithaca is a partner with The City of Ithaca and the Town of Dryden in the ownership and operation of the Ithaca Area Waste Water Treatment Facility. Sanitary sewage generated in the Town exclusive of the Northeast Ithaca Area and the Village of Cayuga Heights is treated in this facility. The plant improvements to increase the rated capacity of the plant from 10 Million Gallons Per Day (MGD) to 13 MGD were completed during 1999 . The permit modification has been submitted to NYSDEC and is currently under review. \\ITHACAI \Engineering\reports\ENG2000ANN.doc TOWN ENGINEER ' S ANNUAL REPORT FOR 2000 PAGE 4 The Intermunicipal Sewer Study Group is continued to work on development of an implementation plan to determine the most efficient way to divert flow from the VCH plant to the IAWWTF to release capacity to the Town of Lansing and the Village of Lansing. Final plans and agreements have not been reached at this time, but it is hoped that an agreement can be completed in 2001 . The Town Engineer has continued to work with the City of Ithaca and Town of Dryden to develop an operation and maintenance plan for the jointly used trunk sewers that serve all three parties. These sewer lines are primarily in the City and a capital improvement plan is also being developed. SANITARY SEWER SYSTEM MANAGEMENT The Northeast sewer system, which is served by the Village of Cayuga Heights WWTP, continued to be monitored during 2000. The monitoring of flows to evaluate infiltration and inflow problems in the Town of Ithaca that was begun in 1997 is being continued. This work is being done in cooperation with the Village of Cayuga Heights . Flow data, which is needed for reports requested by NYSDEC, is being provided to the Village on a monthly basis. The planned relining of the Warren Road sewer was determined to be unnecessary after a thorough cleaning and video inspection showed that the main line was in good condition . Some of the laterals did show signs of needing repair and they will be addressed on a case by case basis . During 2000 repair and maintenance work on the Town sewer system by Town crews continued. Crews repaired manholes and completed marking of manholes on the Hanshaw Road and Coddington Road sewer Lines. Manholes were also located and marked on the Saunders Road sewer line. The Town crews are marking manholes with posts and green reflective plates . Where the manholes are located in yards , the Town has been marking them with bluebird nesting boxes on cedar posts. Marking; of manholes is important to aid crews doing emergency sewer cleaning in locating them during the night or with snow cover. The sewage pump station at McIntyr Place was rebuilt with new pumps , controls and access hatch. This station was over 20 years old and was a major maintenance problem. SPECIAL DISTRICT BENEFIT ASSESSMENT Mary Bryant has been doing an excellent job of maintaining the benefit assessment roll database. The roll is being checked and finalized on schedule for the March tax status dates for inclusion on the Tentative Tax Roll . Residents have the opportunity to contest the assessments at the Tax Grievance Day. \\ITHACAI \Engineering\reports\ENG2000ANN .doc TOWN ENGINEER' S ANNUAL REPORT FOR 2000 PAGE 5 STORMWATER MANAGEMENT Development of the Townwide watershed evaluation is continuing. Base maps were developed utilizing the digital planimetric map . Processing of the field data and development of the watershed model for the Northeast Ithaca area and the East Hill continued during 2000. The preliminary model was used to develop the plans for the Warren Road drainage improvements that were partially incorporated into the work done by the County. A preliminary evaluation of the data and watershed analysis indicates that infrastructure improvements for storm water management will be primarily capacity improvements for the existing road drainage system. Some storm water detention may be recommended prior to additional development of the area. Prior to finalization of a storm water management plan oi.' work for the Northeast area, the Town Board will review the draft plans and the public will have an opportunity to review the plan . DEVELOPMENT REVIEW Several Town of Ithaca subdivision projects requiring Engineering Staff compliance review were active during 2000. The Summerhill Apartments development on East Hill was the largest project active and includes installation of new Water and Sewer mains that are being dedicated to the Town of Ithaca. Linderman Creek final site work was reviewed, and review was done for a requested site plan modification . Robert " Jerre " Strosnider retired from the Town in November 2000 . Jerry has worked for the Town for 12 years . Happy retirement Jerry . During; 2000 two employees ' mates had a baby — one in August (congratulations Jeff Goldrick (., n a baby boy ) and one in November (congratulations Dave Boves on a baby gi .- I ) . The Year 2000 was the first year with our rev system in place . We made great strides in cross training crews so that they could ccomplish whatever task gyve set before them . We had them all involved in a class for sus , ey training . The crews have the equipment and training to maintain grade on all their ' obs . The multi- tasking that we need to have throughout the year has shown us various -ireas that we are deficient in. We will continue to work on these deficiencies to lore them up and make our teams more effective . We worked closely with the To \ - n' s Planning and Engineering Department to improve our understanding of each depar meat' s needs and help each other fill them . The Highway Department has provided ti le required annual safety training set up by the Safety Committee and guidelines from } DERMA . We also provided Defensive Driving Training along with each CDL dryer being " evaluated " on his driving techniques . The evaluation process is a g( . od indicator for the Town to see how the drivers are doing and help them improve their driving skills . This is done every three years . We provided " Work Zone Safety " ;raining through Cornell Local Roads . The High]-vav Superintendent is also the 7 own' s Safety Officer and co-chairs the Town Safety Committee . This year the Conunittee has been committed to developing a Safety Procedures Manual . We will continue working on it and provided the Town Board a copy of it for their approval when it is finished . In 2000 , we purchased several new trucks to replace vehicles that are part of the Town' s vehicle replacement plan. We bought a new single axle plow/ dump truck, 2 1 - ton type trucks — one a " stake rack" body truck and the other a F550 truck, and a new pickup truck to replace the Highway Superintendent' s truck . The Highway Department ATTACHMENT # 4 Purchased Lipdated computer analysis equipment for diagnostics on vehicles . The purchase of software was made so that we can monitor the sewer flows in the Hanshaw Road area . Along with this, purchases of a new lap top computer and " Projects 2000 " software \-vere made to help the department in the field for planning and tracking each project from start to finish . In anticipation of renovating and upgrading the current Highway Facility , little was Done to the building this year . We did have to replace the hot water heater tank and repair the roof after a windstorm . We are trying to keep all repairs to a minimum . High� vay' Work for the Year 2000 : Continued improvements to the drainage and putting in underground pipes on Park Lane . Reny-vick Drive Bridge was rebuilt through a contractor and Tompkins County . Continued to build Iacovelh Park by adding and grading off fill, tree and brush removal, and planning the play structure area . We had a Boy Scout troop put down wood chips for a path through the wooded area . Several water hydrants were replaced as part of the Town ' s ongoing maintenance program. 3 . 5 miles of roads were surface treated, along with the highiway facility parking lot and Northviex-v Water Tank access road . The major paving projects were on Renwick Heights Road and Tareyton Drive . The project on Rern �vick Heights Road was delayed . New York State Electric and Gas needed to replace the gas main and all the house services on that road . NYSEG was delayed due to rainy weather and we did not want to rebuild the road until they had finished with their project. Although there were delays, we did finish our part on this project . We will have a stone wall constructed in 2001 . Tareyton Drive, like Renwick Heights Road, was also delayed due to NYSEG . The long section of road did get re- paved and the drainage system was improved . We will improve the short section of the road in 2001 , including some improvements to Tareyton Park entrance . With both projects the High�Tay Department kept in contact with the residents and worked with them on improvements they wanted to see done . Both projects seem to have been a good experiment and lesson in communication with residents . I feel that this worked to our advantage with few disagreements arising during the construction phases . We �worl; ed vwith several other entities on projects throughout the year . The New York State Parks issued permits to the Toy-vn of Danby to remove excess gravel ri- oni Treman Lake in Upper Buttermilk State Park . The permit required the Town of Danbv to remove 12, 000 cubic yards of creek gravel . The " Gown of Danby had two vears to do the project, and each year they only had a two-week window to remove the grayet . In "1999 , the Town of Darnbv only removed 600 cubic yards of material . The Nexv York State Parks approached the Toivn of Ithaca to see if we could assist the Town of Dailby H.-i getting the gravel removed . We worked with the Town of Danby and provided all the coordination to get this accomplished . We had the Town of Newfield, Town of Dryden , and Town of Caroline Trucks hauling the material . We were able to remove all the Material , splitting it with the Town of Danbv . The Town of Ithaca was abte to stock pile over 6 , 000 cubic \Yards of gravel for the Towns use . In Mav , we did srnne storm water piping for the Town of Dryden on Game Farm Road . The TOwn of Ithaca employees have more experience, and they are building a reputation for installing pipe and catch basins in a proper and safe manner . We also hydro-seeded the site upon completion of the piping . The Town of Dryden paid the Town back: by providing labor for the brush and leaf pickup and the raking and preparing the ground for seeding the large area at the winery that was disturbed during the Park Lane Storm water project . The Town of Dryden also provided trucks for us throughout the summer �-vhenever we needed them . We are in. the process of re-landscaping the netiv Town Hall , numerous ornamental plantings were installed late in the fall and large areas previously planted to lawn were covered with landscape fabric and mulched and will be planted to ground covers in the spring . The overall concept s to have plantings of more interest and less maintenance in the future . Several hundred spring flowering bulbs were included in the planter boxes adjacent to the parking lot . Water Breaks There were 19 water break repairs during 2000 . Y i,4 �•f} x ,,x` `* ' K AA 1' O O � O O O O \10 U�) c1rl N Z t7 Q9 TOWN OF ITHACA PLANNING DEPARTMENT ANNUAL REPORT FOR 2000 DEVELOPMENT REVIEW A major portion of Planning Department time was spent in support of the activities of the Planning Board in the review of subdivisions, site plans , special approvals , recommendations to the Town Board, and other planning activities . A " Summary of Town of Ithaca Planning Board Actions - 2000 " is attached to this report. The Planning Board approved a total of 53 actions during 2000, including a total of 15 subdivision approvals , 28 site plan approvals , 4 sketch plan reviews, 4 recommendations to the Town Board or Zoning Board of Appeals , and 2 modifications of previous conditions . (In addition, there were 6 recommendations to the Zoning Board of Appeals for Special Approval or sign variances, which were concurrent with site plan approvals . Pending development anticipated as a result of the final approvals granted by the Planning Board in 2000 include : 10 new potential residential building lots , new athletic fields as part of Cornell' s North Campus Residential Initiative , a new food court at Judd Falls Plaza, the new 18 ,000 square foot Museum of the Furth at the Paleontological Research Institution , and addition or conversion of about 15 ,000 square feet of office space for Cornell University. Sketch Plan reviews also indicate the potential for several significant projects pending in the upcoming year, including Cornell ' s Baker Institute expansion (40,500 square feet) , Cornell ' s Carpenter and Paint Shop building in Precinct 7 ( 18 ,000 square feet) , and conversion of the 120,000 +/- square foot Biggs A Building into office space at the Cayuga West Professional Campus . A summary of "Development Review Accounting for 2000 " is also attached to this report. The attached spreadsheet provides an overview of application and development review fees collected in 2000, as well as a summary of all projects open and/or closed in 2000. Significant Planning staff time was also spent on the following specific projects : Plan Compliance and Inspections : The Planning, Engineering, Zoning and Highway Departments continued to work together to coordinate development inspections and compliance issues . Zoning Board SEQR Reviews : The Planning Department staff prepared 26 SEQR (State Environmental Quality Review Act) reviews in 2000, including Environmental Assessment Forms and staff recommendations on environmental impact for the Zoning Board of Appeals on area and use variances and special approvals . Town Board SEQR Reviews : Staff prepared 9 SEQR reviews in 2000 for local laws and other Town Board actions . PARK, RECREATION AND OPEN SPACE PLAN IMPLEMENTATION Purchase of Development Rights (PDR) Program : Several appraisals were completed for properties of potentially interested owners . However, the easement discussions on those properties did not work out. One owner felt that the appraised values of the easements on his properties were too low ATTACHMENT # 4 to make it worth his while. Another owner is selling much of his land to a new owner, and the Town indicated that it was not interested in an easement on the remaining small parcel . A grant application for funds under the NYS Clean Water/Clean Air Bond Act and Environmental Protection Fund was completed and submitted to the State Dept. of Agriculture and Markets for the PDR program. The grant request is for $ 119 ,625 in State funds with a local match of $39 , 875 (25 %) . The application includes the acquisition of an agricultural easement on one specific property. As of the end of this year, no announcements have been made regarding this grant program. A second grant application was completed and submitted to a local foundation in the amount of $ 39 , 875 , which represents the local match identified in the State grant application described above . The foundation has awarded the requested grant to the Town for the acquisition of the specific easement described in the State application. The Town Board authorized additional funds to be placed in the Parks and Open Space Reserve Account, which has just over $ 109,550 as of the end of 2000. CONSERVATION BOARD The Planning Department provided regular staff support to the Conservation Board during 2000. Staff attended Conservation Board meetings and provided support to the Environmental Review Committee. In addition, the Planning Department worked with the Conservation Board on the following initiatives : Earth Day Participation - The Conservation Board participated in the Earth Day festivities held at Stewart Park in the spring . Conservation Board members staffed a table . The Planning Staff, with oversight by Board members , prepared two information brochures , one describing who and what is the Conservation Board, and the other entitled " How to Protect our Local Natural Areas " . Planning Staff also prepared maps that were used in an interactive display. One map allowed participants to locate (by a stick pin) their favorite place in the Town , the other to locate and describe an environmental concern . Work Towards a Coy Glen Conservation Zoning_Proposal - The Conservation Board has spent time working on a proposal for Coy Glen . A possible Conservation Zone has been identified. Members have reviewed earlier reports and biological surveys prepared for Coy Glen , and produced a summary justifying the conservation zoning . Planning Department staff has prepared GIS maps for the area. Additional work, including a site visit, is needed before the proposal is complete CODES AND ORDINANCES COMMITTEE The Planning Department provided staff assistance to the Codes and Ordinances Committee in 2000. Zoning Ordinance Revision : The Codes and Ordinances Committee made additional progress in 2000 in a comprehensive review of the current Zoning Ordinance to propose revisions , especially in light of the Comprehensive Plan that was adopted in 1993 . The Committee spent significant time reviewing the business/commercial zones, including a field visit to the business zones in the Town, 2 and has come up with specific recommendations for text and mapping changes . The Committee has almost completed review of the residential zones , and intends to complete review of the remaining sections of the Ordinance at the January and March 2001 meetings . Significant time was also spent on reviewing the overall Zoning map, and recommending specific changes . After completing its study of business zones in the Town, the Committee recommended that the Town Board adopt an interim local law amending the Zoning Ordinance to prohibit businesses over 25 ,000 square feet and drive-through businesses , instead of extending the moratorium on large-scale businesses, drive-throughs , and gas stations which had been in effect for nine months . The Town Board enacted this proposed local law (Local Law No. 2, 2000) , The Committee recommended that the Town Board enact a local law amending the Zoning Ordinance to modify the provisions regarding thresholds for Planning Board approval of site plan modifications (formerly Section 46b) . This was considered important enough to enact separately from the other Zonin;; ordinance revisions . The Town Board enacted the revised site plan threshold provisions (Local Law No. 6 , 2000) . Water Resources Protection Ordinance : The Planning staff field surveyed creeks in the Town for the purpose of creating a more accurate creeks map that could be used in conjunction with the proposed creek buffer ordinance. The survey was intended to verify the location and existence of USGS mapped creeks , as well as those "planimetric " creeks (mapped through the NYSEG project) that appeared on the topographic maps to be potentially large or substantial . (The planimetric mapped creeks included extremely small creeks including roadside ditches .) Creeks were checked mainly along roads and road crossings , and as far up the watershed as possible (headwaters) . Additional creek verification was performed by using a stereoscope with aerial photos . The stereoscope allows for an analysis of terrain and allows the user to identify creek depressions and ravines . Staff still needs to check a few remaining areas in the eastern part of Town, and to finalize and check the GIS mapping work. OTHER PLANNING DEPARTMENT PROJECTS The Planning Department worked on a number of other projects during 2000. Cornell University Lab of Ornithology Expansion : The Village of Lansing submitted to the Town the environmental assessment for the Lab of Ornithology's expansion project. The Plannning Department staff, with input from Engineering and Highway Departments, reviewed and prepared comments on the expansion of the Lab of Ornithology. The comments were largely directed at concerns over additional traffic proposed for Sapsucker Woods Road. City of Ithaca Southwest Area GEIS Review : The City of Ithaca submitted site plans for the Elmira Road Shopping Center (Widewater 's development) . The Planning Department reviewed and prepared comments on the project which described water quality concerns as related to the urban stormwater runoff. The comments stated that the developer was proposing only the most minimum strategies to address water quality protection and that the Town was deeply concerned that water quality protection for the Cayuga Inlet would not be met. 3 TCAD Economic Development Strategy Coordinating Committee : Tompkins County Area Development (TCAD) has set up a committee to coordinate economic development implementation efforts that were recommended in the "Tompkins County Economic Development Strategy" which was completed in 1999 . The Director of Planning participated on this committee , which met quarterly in 2000. The committee has provided a forum for reports on the progress of the County Economic Development Strategy and related activities , and for discussion and evaluation of new economic development ideas that have come from participants and their constituents . It is expected that the committee will continue in 2001 . Local Waterfront Revitalization Program (LWRP) : The LWRP Planning Committee and Oversight Committee met several times during 2000. A draft LWRP Plan was prepared, and a public meeting was held in June . Key issues that have been the focus of the process have included dredging, open space preservation, boating regulations and enforcement, and land use policies . William and Hannah Pew Bikeway : A TEA-21 grant was awarded to the Town to implement this project. The grant agreement for the TEA-21 bikeway funds was signed by thew Supervisor and sent to NYS Dept. of Transportation (NYSDOT) . Letters were sent to the Baldwins and Colles indicating that the Town supports the land conveyances outlined in their offering letters . Meetings will be set up in January with the State and the Baldwins and Colles to go over details of the grant agreement and the land conveyances respectively. A survey of the trail right-of-way was authorized by the Town Board, and can proceed after the Town gets the okay from NYSDOT (the agreement has to be in place) . The Town has also agreed to put together a subdivision application for the Baldwins to get approval to separate the trail strip from their remaining property for conveyance (donation) to the Town. The Town also agreed to have appraisals of the Baldwin and Colle trail strips so that their donation and purchase values respectively can be determined. The target set by the Town is that the land conveyances will be completed by late March/early April 2001 . The next steps will include preliminary designs and layout of the trail , then final engineering details (grading, drainage, landscaping, screening, etc . ) Neighborhood meetings should be held before designs proceed too far. The Highway Superintendent anticipates doing much of the construction in-house , probably over a two year period. Ithaca — Tompkins County Transportation Council : The Director of Planning serves on the TTCTC Planning Committee and attended bi-monthly meetings in 2000. Projects initiated in 2000 that will continue into 2001 include a NESTS Transit Study, a Freight Transportation Study, and adoption of the 2001 -2006 TIP (Transportation Improvement Program) , Historic Resources Survey: The Cornell Historic Preservation class, under the supervision of Barbara Ebert, made significant progress in completing phase four of the historic resources survey for the Town of Ithaca during the Fall 2000 semester, and gave a presentation on their work on December 12 , 2000 in the Town Hall . This phase covered the remaining areas of West Hill . The Planning Department has received the completed survey forms for the first and second phases of the study, which includes the south , southeast and northeast areas of the Town. A status report was submitted by Barbara Ebert indicating that remaining survey forms would be delivered to the Town by the summer of 2001 with a final report expected by the end of 2001 . Lake Source Cooling Monitoring Consultants : Benchmark Engineering of Buffalo, NY, was hired as the Town ' s consultant to provide the Town with assistance in reviewing and making 4 determinations regarding Cornell ' s Lake Source Cooling monitoring program. This stems from an agreement between Cornell and the Town in which Cornell has agreed to deposit with the Town up to $50,000 over a five year period for the costs of hiring a consultant for the above-described purpose. Benchmark: will be attending quarterly Data Sharing Group meetings, along with Deputy Supervisor Russell , who has been very involved in this process . Benchmark sent a letter to Cornell requesting release of detailed data so that they can begin reviewing the data and making preliminary observations (Cornell has made only generalized and incomplete data available to the Data Sharing Group and on their Web site . Benchmark also sent a letter to DEC with comments on Cornell ' s monitoring plan with some suggestions for additional data collection and monitoring elements (see file) . Benchmark is c;upposed to provide an annual report to the Town Board with their observations , recommendations , etc . They were hired for up to five years for a total contract amount not to exceed $50,000. Conferences : Planning staff attended the following conferences during 2000. Highlights of some of the conferences are described in the Planning Director' s monthly reports , and conference materials are available in the Planning Department : American Farmland Trust Conference, New Jersey, April 2000. NYS Wetlands Forum, Binghamton , NY, March 2000. NYS Conference on the Environment, Canandaigua, NY, November 2000. American Planning Association National Conference, New York, NY, April 2000. Management Training Program, Tompkins Cortland Community College, March 2000. Smart Growth Conference, Albany, NY, May 2000 Newsletters : The Planning Department coordinated the preparation and distribution of two newsletters (Spring and Fall) in 2000. Regional Planning Group — Sewer: The Director of Planning has been attending meetings of the Regional Planning Group in conjunction with the proposed municipal wastewater collection and treatment system improvements at the Ithaca Joint Treatment Plant and Cayuga Heights Plant and in the Town of Lansing . Meetings were held with the NYS Department of Environmental Conservation in Cortland to begin scoping discussions for an Environmental Impact Statement (EIS ) that will , among other issues , examine the potential growth inducing impacts of the proposed project. Supervisor Valentino and Deputy Supervisor Russell are attending as the official Town representatives on the Planning Group . A sub-committee is in the process of selecting a consultant to prepare the EIS for the project, focusing on its potential growth inducing impacts . Census 2000: The Planning Department continued participation in Census 2000 programs . Ithaca College Master Plan/South Hill Conservation Zone : Planning staff and Supervisor Valentino attended a meeting (early fall) with Ithaca College representatives to discuss the status of their biological survey wort: on South Hill and their Master Plan recommendation for South Hill . They indicated that they would be prepared to more formally present materials to the Town after their meeting with their Board of Trustees . Capital Protects Planning Committee : The Committee met regularly during 2000. Accomplishments included a consensus on definition of capital project for the Town ' s purposes , 5 development of rating criteria for evaluation of capital projects and a project description form, and development of an overall process for review of capital project proposals . North Campus Gateway Committee : The Director of Planning has attended a number of meetings of this committee during 2000 . The main purpose is to improve vehicular, bicycle and pedestrian circulation in the vicinity of Cornell ' s North Campus area. The committee has reviewed model results for various alternative traffic and circulation improvements and has agreed in concept on a number of recommendations intended to improve traffic circulation and safety in Cornell ' s North Campus area and vicinity. Recommendations include a new access road adjacent to "A" Lot connecting Pleasant Grove Road and Jessup Road, a number of intersection improvements , such as addition of stop signs and realignment at certain intersections , pedestrian safety improvements , and other enhancement.s . The Committee hopes to meet again in early to mid January 2001 to review a draft package of recommendations , and subsequently to produce a "final" report outlining goals , recommendations and summary of impacts on the surrounding road system. The Planning Board found that the proposed letter size on the canopy would be too large, especially since there is already a freestanding sign at the intersection of Pine Tree and Ellis Hollow Roads . MODIFICATIONS OF PLANNING BOARD CONDITIONS Modification to Cluster Buffer Setback — Lot 5 Westwood Hills Subdivision, 124 Woolf Lane: The Planning Board considered a request for modification of the cluster buffer requirements for Lot # 5 in the Westwood Hills Subdivision located at 124 Woolf Lane, Town of Ithaca Tax Parcel No . 23- 1 - 11 . 118, Residence District R- 15 . The proposed modification would allow an above ground pool and a deck to remain within the 30 foot rear setback, and to allow the southeast corner of the house to be located 14 .4 +/- feet from the side lot line where 15 feet is required . The Planning Board granted a modification allowing the side yard setback to be reduced from 15 feet to the existing 1. 4 .4 foot setback, but did not approve the modification for the rear yard buffer setback. As of the end of the year, there were three (3) positions with provisional appointments . The Network/Records Specialist position is pending the creation of the exam , Assistant Town Planner and Environmental Planner are pending the scheduling of the exam . The vacant Engineering Aide position was determined to be competitive by the state . Active positions not filled as of 12/31 /2000 are Town Clerk , Director of Planning , Planner and ( 1 ) Motor Equipment Operator. The Town Clerk is to start in mid - January , Director of Planning by April , 2001 and the others at some point in 2001 . A turnover ratio is determined by dividing the total number of employees who resigned and retired by the total number of active positions . The Town ' s turnover ratio for 2000 was 6 out of 48 or 13 % turnover. This is down from 1999 ' s 14 % , but up from 1998 's 11 % and 1997 ' s 11 % . S . C . L . I . W. C . experienced 2 out of 19 or 11 % in 2000 compared to 17 % in 1999 , 0 % in 1998 and 17 % in 1997 . EMPLOYEE TRAINING AND DEVELOPMENT : As an essential part of keeping employees affective , training and personal development is always a key issue . Training sponsored by the Personnel Department in 2000 : Office Professional Series , " Managing and Working with Difficult People" , " Managing Conflict Effectively" , and the annual safety training which included Right to Know. A special 5 week program was developed for the Town ' s midlevel management called the Supervisory Development Series . There were 9 participants for this series . The Munies Group (City and Town of Ithaca and Tompkins County) spent a great deal of time in 2000 developing a ongoing training series for supervisors to be launched in 2001 . This training is targeting the core competencies needed to supervise and lead people in the new millennium . I participated in the following seminars in 2000 ; monthly training/meetings of the Society for Human Resource Management of Tompkins County, Managing Conflict Effectively , Affirmative Action Seminar, and the New York State SHRM Conference , in Rochester. 2 i WELLNESS : Under this big umbrella called Wellness the Town provided the employees with a Wellness Fair in October, which almost all of the employees participate in . At the fair the employees could get their blood pressure , cholesterol and glucose checked , have an analysis of their body fat percentage done , and have a free flu shot . INSURANCE : WORKERS ' COMPENSATION : In 2000 there were five (6) reported injuries with no lost workdays just transitional duty . There is still one person out on workers ' compensation from a 1999 injury , with no specified return date for 2001 . Fred Noteboom and I attended PERMAIs annual meeting and conference in Lake George . SAFETY COMMITTEE : The safety committee continued working on a comprehensive Safety Manual to be used by all Town employees with a projected completion by mid 2001 . DISABILITY : No major changes occurred for disability for 2000 . The Town did approve adding Long Term Disability coverage for 2001 . HEALTH / DENTAL INSURANCE : For 2000 the Town increased the prescription copay from $ 5/$ 10 to $ 5/$20 to reduce the monthly premiums . The Town also offered the Access program by Univera , which allows the participant to refer himself or herself and pay a deductible and copay . COMMERCIAL INSURANCE : I continued to work with Ithaca Agency to keep the Town ' s coverage where it should be . There were 3 automobile claims involving Town vehicles which amounted to over $ 12 , 000 worth of damage . There were 3 liability claims ; 1 due to a water main break (claim paid ) , 1 due to an alleged injury (claim denied ) and 1 due to a dropped computer during the move . It was discussed with the carrier that the Town would do an investigation into each claim made on the town and would report to the insurance company the findings . This process would aid the claims department in the decision to cover or deny any claims . 3 i As you can see 2000 was a busy and exciting year, especially with the move to the Town Hall , There were many items on my Priority Work Plan for 2000 that did not get as fully completed as I would have liked , but will be moved into 2001 as a "must complete" . No Y2K interruptions were reported at the beginning of the year. The Record Management Program completed inactive and archival inventories and prepared to move records into new the Record anagement Center. Structuring of the Record Management Center began with the help of a youth through the Cornell Cooperative Extension program who is now employed by the Town as a part timer. The Inactive Storage Room has room for growth and also can also house neighboring municipalities ' records on a temporary basis . Phase I of the Town Hall network was implemented. New network services include file and print sharing, nightly backup of data , server and desktop anti-virus protection , Town Hall-wide email system and high speed DSL Internet connection. The Town of Ithaca began development of a World Wide Web presence with the design assistance of a high school student hired through the Tompkins County Youth Bureau . The web site was enhanced with the help of a college student. Although these young people were useful in getting this project off the ground , proposals for professional web design services are being sought to create a site that will complement the requests of the residents and the needs of the Town. The funding that they had originally lost has been reinstated . I was advised that some of this funding was going to be used for the Loundsbury Bridge Project that is going over budget . The County will be moving ahead with a design including the Burns Road intersection . I will keep you posted as I find out more information . Hanshaw Road Sewer Project: We hand delivered letters to all the residents on Hanshaw Road along the back lot right-of-way . We also talked individually to most of the residents. The initial feedback that we received was that there would be no problem. We then identified some trees, one with a tree house, over the sewer line that needed to be removed . We met with the owner of the tree house and they felt we needed to have a community meeting . The meeting was :held February 5, 2001 at the Northeast School. There were 38 people in attendance . Dan presented the Town' s project and did a good job . Mr . Beyenbach made a presentation quoting Winston Churchill . The majority of people left the meeting with a better understanding of the project. We will be scheduling another neighborhood meeting after we review some of the questions asked . We will bring the information to the Public Works Committee then schedule another neighborhood meeting before the March Board meeting . Pre-emption of Traffic Light Study: The City of Ithaca has applied for grant money to buy equipment that would allow emergency vehicles to pre-empt traffic lights . The cost involved is approximately $700 to $ 1 ,000 for the signal processors and $450 to $500 for detectors and cards to operate the system. The emitters for the vehicles are not involved in the grant. They are approximately $600 each . The grant will be an 80 percent-20 percent split with the federal government putting up 80 percent. The State will put in 15 percent from the Marchiselli fund leaving the Town and City responsible for 5 percent of costs, which might be covered by in-kind services . Along with some city light the following lights would be include : Ellis Hollow Road and Pine Tree Road, Route 13 and Route 13A, and the three lights on Route 96B at Axiom, Ithaca College, and W . King Road . ATTACHMENT 5b Agenda Item # 24 b Freight Study: The first of three public meetings was held on January 30, 2001 , at the Tompkins Country Public Library in the Borg Warner Room . The consultants presented the information that they had received so far . There was a lot of concern about the lack of adequate information. It is important that more people fill out survey forms . The survey forms are available at the Town Clerk' s Office, Library, and other place around the County . Highway work We had two water breaks to repair during the month of January—one at 1401 Hanshaw Road and one at 1_ 034 Danby Road . We continue to work on identified water and sewer repairs . We continued our snow removal maintenance of roads, trails, and Town Hall . During January we worked on trimming brush from roadsides that may hinder site distance . We worked on vehicle maintenance . We finished inventorying our catch basins and inspected them for cleaning . This is part of our ongoing inventory management system to catalogue and identify each and every component of our infrastructure . We will then be able to inspect and maintain each component in a planned method to avoid neglect . During January we conducted two of our annual safety training units—for December and January . These recommendations will be brought to the Ithaca-Tompkins County Transportation Council Planning Committee, then to the individual municipalities . Conservation Board : The Board viewed videos describing what stream buffers are, what benefits are derived from stream buffers , and considerations for establishing buffer widths . The videos were on loan from Cornell Cooperative Extension . Historic Resources Survey : During the past month, an intern from the Cornell Historic Preservation class was finishing up the West Hill area surveys . This is the last section of Town to be completed by the class . 2000 Annual Report: The Planning Department completed the department' s annual Report for 2000. This will be presented at the February 12, 2001 Town Board meeting, and will include summaries of development reviews and accounting for the year, as well as descriptions of projects and work accomplished during the year. Personnel : Christine Balestra has joined the Planning Department, part time, for approximately 20 hours per week. Town Board Meeting 2/ 12/2001 Agenda Item Number 24 (fJ Human Resources Report for January 2001 Personnel Committee : Attached are the final minutes from the November meeting and the draft minutes of the January meeting . The December meeting was cancelled . The committee discussed the Life Insurance Buy Up program through Met Life and felt it was a good program to send on the Town Board to consider . If the life insurance is passed I will set up informational meetings for the employees . There was also concern about: the Town 's policy on safety glasses and how the payment for them should be handled . I will be researching this further for this committee and how it relates -to the Safety Committee . Safety Committee : As requested by the Town Board , the committee reviewed the receipts from the staff for the purchase of safety toed shoes . The average came out to $97 , therefore , the allotted $ 100 was a feasible amount . The committee will formulize a recommendation for the Town Board ' s March meeting to make this an annual payment without further resolutions . Training and Development : The Munies group (Tompkins County , City of Ithaca , and Town of Ithaca ) met to start finalizing what trainers to have for the different sections of the supervisory program being developed . The entire program will be called " Building Supervisory Excellence" which will have 2 levels . The first level is to teach the "core competencies" supervisors need to be effective . These include written and oral communication , interpersonal skills , flexibility/change , decision making , self direction , managing a diverse workforce , conflict management, individual development , team building and customer orientation . After participating in the required number of hours of training at this level , the participant would receive an " Excellence in Supervisory and Management Certificate" . The second level encompasses the leadership competencies , which include external aware ness/benchmarking , influencing/negotiating , creative thinking , planning and evaluating , technology management and standards/integrity/ethics . Once completing the required hours of training the participant would receive an " Excellence in Leadership Certificate" . We are projecting to have the first session scheduled for March and then a different one every month thereafter. This program is being designed to run for the next few years , especially since there is the potential of over 600 municipal supervisors to go through this program . ATTACHMENT # 5f Wellness Program : am : As this program enters the second year more employees are starting to take advantage of the fitness reimbursement program . Personnel — Civil Service : The Town received the payroll certification back from the County with no problems . The Town will only need to certify once per year instead of every six months , due to changes in the rules . Therefore , the Town ' s payroll has been certified for all of 2001 . 1 received a certified listing of Principal Account Clerks to start recruiting for the upcoming vacant position , but after discussion with the Budget Officer and Town Supervisor it was decided to promote from within . Debbie Kelley who is currently a Deputy Town Clerk will be promoted to Bookkeeper to the Supervisor, which is an appointed exempt position under Civil Service Law and she will remain as the Receiver of Taxes , which is also an appointed position . Debbie will also continue her appointment of Deputy Town Clerk so that there is someone available for coverage in the Town Clerk' s Department if needed . Due to this promotion the Town Clerk decided to promote Carrie Whitmore to the second level Deputy Town Clerk position . There will be a vacancy in the Town Clerk' s department as Ms . Hunter assesses the needs of her department . The Director of Planning position has been advertised with the recruit going into mid February in hopes to receive a good pool of candidates . Fred Noteboom and I met with Marty Gold , Career Resources a division of Challenge Industries , to address some of the Town ' s temporary employment needs during brush and leave pickup and during the summer . We will try using them in April for one week on a trial basis for leaf and brush pick up to determine further use . Workers ' Compensation : Fred Noteboom and I met with Norm Wiley of Perma to discuss any upcoming changes to the policy . Norm notified us that the Town should expect an increase in premiums for the policy year of June 2001 to June 2002 due to the rate increases approved by the state . Also the Town ' s experience modification will see a large jump from 112 to about 150 due to over $ 53 , 000 worth of claims made in policy year 7/ 1999 — 6/2000 . This loss amount will remain in our experience modification for the next three policy years . So far, for the policy year of 6/00-6/01 there are $2 , 500 worth of claims reported , but all of this is medical payments and not compensation . There were 2 injuries in January , both of which caused no lost time . The first one was a recordable lower back accident and the second one was a non- recordable first aid claim for the eye . Commercial Insurance : The transition from Titan to Selective has taken place . I have received all of the binders and will be receiving the actual policies soon . Review of the policies will take some time to make sure all the equipment and properties are listed correctly. There were no accidents or incidents reported to the insurance company for January . Disability Insurance : Applications for long term disability were submitted to Met Life for a February 1St effective date . I will be receiving more information about the plan to hand out to employees in February . Diversity : I attended the January meeting of the Tompkins County Diversity Consortium , which is being headed up by the County. The Consortium is addressing the need to bring qualified candidates to Tompkins County and then how to keep them . We are working to develop a recruitment packet that would include information about items for community interest . Such as , hairdressers for different cultures , ethnic foods available in the area , and the different religious affiliations to name a few. We have also discussed how to expand the diversity of those signing up and passing civil service exams . Others : The W-2 ' s went out this year without any problems , which was nice for a change . The Town Supervisor Review Committee will review the statement in the insurance paragraph , concerning elected officials so it might change after that meeting . Agenda Item #5 : Review Quote for Met Life buy up Options . The Committee reviewed a quote by the Town insurance agent . The Town of Ithaca would pay the premium but the employee has the option of adding insurance for family members at a reduced amount of insurance . After discussion the Committee approved the list of meeting dates as proposed . (Attached ) . Agenda Item #7 : Other. Mrs . Drake asked about the review of Personnel Manual by Bolton Point . Mr. Tunison stated he is almost finished with the review . As yet he has not received comments by Bolton Point employees . Safety Glasses : Mrs . Drake read the policy concerning the requirement that certain employees wear safety glasses or goggles . The Town now pays $ 55 at Ithaca Cayuga Optical for the glasses . Costs have risen sharply and the $ 55 only covers less than half of the charge . The Committee discussed what constitutes the necessity of wearing Safety glasses . Mrs . Valentino suggested that whatever fee is paid , the policy should state that the glasses should meet OSHA standards . The Committee asked Mrs . Drake to research the cost of the glasses versus paying a flat fee . Also , the Safety Committee will discuss the policy at their meeting . Long-term Disability : Mrs . Drake said that she has added the Long -term Disability Insurance paragraph to the Insurance Section of the Personnel Manual . The Committee suggested that the sentence "Coverage continues until the employee returns to some form of work or age 65 " be changed to "Coverage continues until the employee returns to some form of work or is covered by Social Security Disability" .
