Kerr, Supervisor RESOLUTION 482 - APPROVAL OF MINUTES Motion was made by Supervisor Kerr and seconded by Councilman McElwee that the minutes of November 6, I969 as submitted by the Town Clerk be approved. Carried. n RESOLUTION 403 - APPROVAL OF WARRANTS Councilman McElwee made the motion, seconded by Councilman Desch, that the warrants in the following amounts be paid: General Highway South Hill Sewer District South Hill Sewer District Ext. #2 2nd Sotith Hill Water District East Ithaca Water District $13,536.40 5,800.59 86.28 52.08 162.84 450.00 Carried. * * RESOLUTION 484 - ANNUAL AUDIT MEETING Supervisor Kerr made the motion, seconded by Councilman McElwee, that the Annual Audit Meeting for the Town of Ithaca be held on December 31j 19^9 at 10:00 A.M. Carried. ** 113 RESOLUTION 485 - ANNUAL MEETING OP ASSOCIATION OF TOWNS NEW YORK CITY VOTED RESOLVED that attendance and necessary expenses be autho rized for Town officers wishing to attend the 1970 Annual Meet ing of the Association of Towns to be held at the Hotels Commodore, Roosevelt and Biltmore, on February 9th, 10th and 11th, 1970. Carried. * * South Hill Sewer No Action Rock Removal Costs * * Snyder Hill Road Water District Ext. #1 No Action RESOLUTION 486 - NEW CAR SUP'T OF HIGHWAYS MARION MOREY Supervisor Kerr made the motion, seconded by Councilman Baker that Sup*t of Highways, Marion Morey, be authorized to purchase a new car at a price of less than $1000.00 to replace the un reliable one he is using. Carried. Ithaca City Schools Rosemary Lane Request from School District(Donald J. Culligan)for additional warning signs at both entrances and middle area of Rosemary Lane where excessibe rates of speed endanger lives. Major crossings (thousands)are made here by students daily. Mr. Culligan asked the Town to do whatever it thought best to remedy the situation. Board acted promptly - requested Planning Board to study the prob lem and advise Town Board of reasons for/against abandonning it. RESOLUTION 487 - TRANSFER OF FUNDS $7500.00 Supervisor Kerr made the motion, seconded by Councilman McElwee, that approval be given for the transfer of $7500.00 from General Part Town Funds #10131B to Highway Item #1. Carried. RESOLUTION 488 - ASSESSOR - PETITION FOR CORRECTION OF SPECIAL DISTRICT NoEi: Supervisor Kerr made the motion, seconded by Councilman McElwee, that since the Slaterville Road Area Sewer District Roll for 1969 was incorrect as follows: 1. Parcel 57-1-7.2 was charged 12.3 units, when 10.6 units should have been charged. Difference being 1.7 units @65.47 - $111.30 to be refunded. 2. Parcel 58-2-22 was charged 4.8 units when 4.2 units should have been charged. Difference being .6 units @65.47 - #39.28 to be refunded. that John Marion, being owner of both, be refunded an amount of $150.58. RESOLUTION 489 - TO BE ADDED TO WtO TAX ROlir Supervisor Kerr made the motion, seconded by Councilman Del Rosso, that the following parcels and the amounts for each par cel be added to the Tax Roll. - 1970. RESOLUTION 490 - PATRICIA POST WATER AND SEWER PERMIT APPLICATIONS n Supervisor Kerr made the motion, seconded by Councilman McElwee, that Patricia Post, bookkeeper, be authorized to sign water/ sewer permit/applications as of January 1, 1970. Carried. * RESOLUTION 491 - BURLEIGH DRIVE SANDRA PLACE EXT. Mr. Harry Hamilton and Mrs. Otto Schoenfeld were present during discussion about the acceptance of these roads by the Town. Board reacted favorably. Councilman McElwee, seconded by Councilman Baker, moved that Town accept Burleigh Drive. It was further resolved to accept Sandra Place>Ext. subject to certification of road by Sup*t of Highways, Marion Morey. ICarried. RESOLUTION 492 - CITY DUMP $6500.00 Discussion by Board members - Former cost to Town was $1500.00. City requests $6500.00 as of January 1, 1970. No present written constract. Since Collins Dump is closed. Town has to do something. Village contracts for use of City dump. Town is served by private contractors, that formerly provided their own dumps. It was pointed out that after June 1, 1970 County will be taxing all of us for county dump. Matter must be re solved regardless. Councilman Desch made the motion, seconded by Councilman McElwee, that we pay City $540,00 per month until county land dump fill is opened for operation. Carried. * RESOLUTION 493 - PLANNING BOARD APPOINTMENT Discussion of a new appointment to the planning board - Robert Christiansen, 1212 Trumansburg Road, Ithaca, New York, was one name mentioned. Town Board especially noted he had definite approval of Planning Board. Planning Board requested to contact Civic Association for additional names to be presented at December 31, 19^9 Board meeting. No Action. n RESOLUTION 494 - DEVELOPMENT -TOMPCO i i LOZIER ENGINEERS Mr. Dunston appeared for TOMPCO. Discussion of site. Developers need sewer/water for this project which is being planned for cluster-type housing. Necessary to extend to nearby sewer dis trict or create a new one. TOMPCO expects to construct a pipe to nearby existing water district. Sewer district can be formed by mandate or petition. Supervisor Kerr advised formation by mandate and retain Lozier Engineers to submit a report and feasibility study of the matter. Supervisor Kerr made the motion, seconded by Councilman Del Rosso, that Lozier engineers be authorized to prepare maps, plans and reports for extension of Ellis Hollow Road Sewer District and establishment of water mains and appurtenances of Ellis Hollow Road Water District, submitting information in respect to cost from engineering data. Carried. * * Additional Work South Hill Sewer District Spruceway Report by James Dunlop advises^-cost of proposed additional'work in Dsinby/Northview/Coddington Road area about $24,000.00—No problems. Estimates for sewer extension on Spruceway indicates cost of about $5000.00—further investigation of the matter will be needed before contractors can be directed to proceed. The matter will be pursued further. * * RESOLUTION 495 - BOND ISSUES SEWER &"T?57ER districts Discussion of bond issue merits aind the advantages/disadvantages of bond anticipation notes. Supervisor Kerr advised against being too hasty in acting. VOTED RESOLVED that Marine Midland Trust Company of Western New York be authorized and retained tp prepare water and sewe dis trict bond schedule and whatever instruments as may be necessary for issue and sale of such bonds. Carried. ' * * Kay Street Problems James Noblitz 115 Christopher Circle Mr. James Noblitz was concerned about problem of pedestrians, bicycles, scooters(mostly children)using his property for walk way. Discussion of sidewalk and sidewalk district since develop ers in area might automatically resolve the situation, the Board will review the matter in September 1970. Board suggested Civic Association supply additional data. No change in annual cost of present lighting system. Suggested by New York State Electric and Gas Corp. Councilman McElwee suggested Board table matter until nes:t meeting. Requested Town Clerk to write Mr. John Swan^ Forest Home, to contact Mr. McElwee and en close a copy of contract in letter to Mr. Swan. No Action. RESOLUTION 496 - VINCENT R. FRANCIAMONE I0» RIDGECREST ROAD ITHACA. NEW YORK Discussion of repeated zoning violations. Mr. Cowan, Zoning Officer reviewed letter from Mr. Hannan, Dept. of Public Works. Mr. Cowan also presented a complete and detailed summary of vio lations from April l6, 1963 to the present time. Discussion - swift action by Board. Councilman Del Rosso made the motiop, seconded by Councilman Desch, that the Attorney for the Town prepare and take whatever legal action is necessary for prosecution of said violations com mitted by Vincent R. Franciamone of IO8 Ridgecrest Road, Ithaca, New York. Carried. Peter Kenneth Francese Plsinning - Consultant 1^ Mr. Francese presented a resume of his qualifications, submitting detailed planning work sheet for the Town IBoard to review, describ- t ing what he would consider continuous responsibilities and work he proposed to accomplish if he were appointed Town Planning Consultant. It was explicitly understood that Mr. Francese could not give this position his full time. Discussion - Some tasks unnecessary. Councilman'McElwee thought Board should review the matter and not act too hastily. Agreed. Tabled until next meeting. No Action. * * Northeast Area Drainage James Dunlop, Lozier engineer, presented a preliminary estimate - $3^^770.00 - for materials, labor, equipment. Discussion - Mr. Schwan, Planning Board Chairman, thought Town should act on this problem and stop waiting for the matter of BOCES to be resolved. Mr. Kerr thought it was a district prob lem, explaining, "I don't think it's fair for taxpayers of the Town of Ithaca as a whole to be paying $3^^000.00 for the bene fit of one area." It was the general concensus of opinion that BOCES would pay a share, and Mr. Buyoucos was also confident BOCES would pay a share. PETITION SPEED LIMIT WARREN RD. , WINTHROP DR. BOCSS AND GIGH SCHO^ No Action. Roads fronting on school property automatically qualify for I5 mile an hour speed limit. * * Meeting adjourned at 6;4o P.M.
