Minutes of the combined Regular and Preliminary Budget Meeting
of the Town Board of the Town of Ithaca held at the Town Offices,
108 E. Green Street, Ithaca, New York Icommencing at 4:00 o*clock
P.M.

RESOLUTION 444 - APPROVAL OF MINUTES
Councilman Desch proposed that the minutes concerning the
Northeast Drainage Area should describe the proposed impoundr^,
ing area on Cornell property as the Adams Farm not Savage Farm.
Motion was made by Supervisor Kerr and seconded by Councilman
McElwee that with this correction the minutes of the meeting
of the Town Board held on September 8, 1969 as submitted by
the Town Clerk be approved.

RESOLUTION 445 - APPROVAL OF WARRANTS
Motion was made by Supervisor Kerr and seconded by councilman
Baker that the warrants dated October i, I969 be approved for
payment.

RESOLUTION 446 - ELECTION INSPECTORS
Superviosr Kerr made the motion seconded by Councilman McElwee
that Louise Cornish, 122 Rich Road, and Lisa Bronfenbenner,
116 Mclntyre Place by approved as Election Inspectors for the
Democratic Party.

RESOLUTION 447 - PRELIMINARY BUDSET HEARING

Supervisor Kerr made the motion seconded by Councilman McElwee
that the Town Board hereby prepare and approve as a Preliminary
Budget of this Town for the fiscal year beginning January 1,
197O5 the itemized statement of estimated revenues and expendi
tures as prepared; a copy of which is to be made a part of these
minutes and
BE IT FURTHER RESOLVED that the Board shall meet at 4:30 P.M.
on Thursday, November 6, I969 at the Town Offices, 108 E. Green
Street, City of Ithaca, for the purpose of hearing any person
for or against any item of items therein and
BE IT FURTHER RESOLVED that the Town Clerk shall give notice I
of such public meeting in the manner provided in Section 113 of
the Town Law, provided such notice shall be published in the ^
Ithaca Journal at least twice.

RESOLUTION 448 - PUBLIC HEARING
CAYUGA HEIGHTS
FIRE CONTRAUI^
VOTED RESOLVED that public hearing be held by the Town
Board at 4:45 o'clock P.M., November 6, 1969 in the Town of
Ithaca Offices, 108 E. Green Street, City of Ithaca, for the
purpose of hearing all persons interested in the renewal of a
contract with the village of Cayuga Heights for fire protection
for a one year period on the basis of $6500.00 whereby the
Village agrees that its Fire Department will give fire protec
tion for the year 1970 in the Hamlet of Forest Home and in that
portion of the Town to the north of Forest Home ^d in that
portion roof the Town to the north of Forest Home and bQt^jgen the
east boundary of Cayuga Heights and the east boundary of the
Town of Ithaca

RESOLUTION 449 - PUBLIC HEARING
CITY OF ITHACA
FlRE contract
VOTED RESOLVED that a public hearing be held by the Town Board
at 4:50 o'clock P.M. November 6, 1969 in the Town of Ithaca
Offices, 108 E. Green St., City of Ithaca, for the purposes of
hearing all persons interested in the renewal of a contract with
the City of Ithaca for fire protection for a one year period on
the basis of $24,770,00 for the year 1970 in the Town of Ithaca,
excepting the follwing areas, to wit:
a) the Village of Cayuga Heights
b) the area comprising all the territory lying between
the east boundary of the Village of Cayuga Heights
and the east boundary of the Town of Ithaca.
c) the Hamlet of Forest Home exclusiv e of the struc
ture housing the Cornell University Filtration Plant.

and has apportioned and assessed upon such parcels of land in
proportion to the amount of benefits the improvements shall
confer upon the same, the costs chargeable to said districts
' j in connection with the construction of public water and sani
tary sewer systems therein which are payable in the year 1970
and therefore, pursuant to Section 239 of the Town Law, the
said Town Board will hold a public hearing thereon at the Town
Offices, 108 E. Green Street, City of Ithaca, on the 6th
Day of November I989 in the order listed above, at which times
it will consider any objections which may be made to said assess
ment rolls and apportionments.

that the Town Board meet on Thursday, November 6, 1969 at 4:00
o'clock P.M. for a combined Regular and Budget Meeging in com
pliance with Town Law.

Supervisor Kerr made the motion and seconded by Councilman
Baker that street lights be placed at the intersections of
Brandywine and Winthrop Drive
Brandywine and Simsbury Roads
Brandywine and Christopher Lane
Sandra Place and Winthrop Drive

Storm sewers seem only solution- Recommended District pre
sents taxation problems(BOCES-Dormitoryiitothority). Attorney
Buyoucas will check exemption statue. Lozier*s to study Ren-
wick Brook Drainage Basin to determine effects and requirements
within Village of proposed or future town improvemnts were i
attempted. Costs to Village if they share in cons4>ruction of j
Pond law will protect people against damages(drainage) incurred
as a result of these constructions made by BOCES and School
District.
Councilmeui Desch made the motion seconded by Supervisor Kerr
that Lozier's engineers do the study.

VOTED RESOLVED that Election Districts 7 and8 will vote at
Moalley House(Cornell University)Warren Road, on Election Day,
November 4th I969.
RESOLUTION 455 - SOUTH HILL

Our concern is to get water to Ithaca College but their over-
usage affects reserves of the South Hill Water District.
Remedial improvements will cost about $155,000.00.
VOTED RESOLVED that Board continue to explore Ithaca College's
involvement and ability to share in costs of proposed pumping
station.

RESOLUTION 456 - ENVELOPES
Supervisor Kerr made the motion, seconded by Councilman
McElwee that a check for $294.80 be issued to the Post Master,
Ithaca, New York, for the purchasing of Tax Notice envelopes.

RESOLUTION 457 - CATHERINE GAFFNEY
Supervisor Kerr made the motion seconded by Councilman Desch
that with the appointment of Catherine Gaffney, 106 Valley
Road, Ithaca, New York, by the Town Clerk, be approved.

Supervisor Kerr made the motion seconded by Councilman Desch
that with the approval of Highway Sup*t Morey, the Town accept
Tudor Road ^d Charlene Road to permit the bus-pickups of
school children in the housing complex,

RESOLUTION 459 - WATER MAIM
VOTED RESOLVED that 15 Tap Permits be issued for Tudor and
Charlene Roads. City cannot tap without digging roads at
later date. THIS DOES NOT constitute approval of a building
permit.
RESOLUTION 460 - SNYDER HILL ROAD
WATER DISTRICT
BOND ANTICIPATION NOTE
A notion was made by Supervisor Kecr and seconded by Council
man McElwee that the Board approve renewal of the following
Bond Anticipation Note.
Snyder Hill Road Water District Due October 25, 19^9
$196,000.00
and authorize the supervisor to execute such renewal and such
instruments as may be legally required to effect such renewal,

RESOLUTION 46l - ACCEPTANCE OF
INDIAN CREEK ROAD
Councilman Desch made the motion seconded by Councilman
McElwee that the Town accept Indian Creek Road. Sup*t. of High
ways agreed,

RESOLUTION 462 - EASTERN HEIGHTS
SECTION 2 LIGHTING DISTRICT
VOTBB RESOLVED that Eastern Heights request for forming a light
ing district be approved. The lighting district would have
27 additional ornamental lights with an annual estimated cost
of $2,712.50 dharged against about 110 homes when entire Sec
tion 2 is developed.
RESOLUTION 46J - SNYDER HILL
SPEED REDUCTION
VOTED RESOLVED to petition the New York State Department of
Transportation to reduce speed limit on Snyder Hill Road to
35 miles an hour(Ithaca-Dryden Town Line to Pine Tree Road).

RESOLUTION 464 - ST. CATHEIRINE'S CIRCLE
VOTED RESOLVED that Blackstone Avenue he renamed St. Catherine's
Circle.
Other Business
1. Voting Machine - Request for reversible Electric Drill denied.
2. Calculater is not for sale.n
3. Don Franklin's letter to Town Board - Now employed by
County - Will stay with Town until January 1, 1970.
4. Request for sign "Pedestrians Only" at the Parkway on the
east side of Warren Road - Cornell own&d - Town maintained -
to eliminate speeding bikes and motor vehicles. Denied.
Cannot be enforced - Sign would be illegal.
5. Donald Hart - Letter given to James Dunlop.
6. Mrs, Johnson - Letter given to James Dunlop.
7. Lucente - Had petition - No Action.
8. Physical Change - Lease and Letter of permission from City
to make physical changes in office.
9. Complaint - Connie Cook - Zoning Officer Cowan will inves
tigate VanEpps operation for possible permit violation -
Report next meeting.
10. Supervisor Kerr announced that Phoebe Bartholomew had given
notice she would not continue as bookkkepper after December 31^
1969 I
11. Vincent Franciamone made the following statement
"I am nottconnected to the sewer."
12. James Ode - Spruce Way Sewer Service.
Street not in Sewer District when originally formed. Engineer
will try to include it in Budget.
