RESOLUTION 319 - DEPARTMENT OF AUDIT AND CONTROL-

At a Regular Meeting of the Town Board of the Town of Ithaca held
in the Town of Ithaca Offices at 108 East Green Street in the City
of Ithaca, Tompk.ins County, New York, on the 9th day of December 19^8,
it was moved by Councilman Desch and seconded by Councilman DelRosso
that the Supervisor of the Town of Ithaca or, in his absence, the
Deputy Supervisor, be authorized to apply to the Department of
Audit and Control for approval to increase the maximum amount to
be expended for the South Hill Sewer District in the Town of Ithaca
from the previously authorized maximum amount of Eight Hundred Forty
Thousand Dollars ($840,000) by an additional amount not to exceed
$1853000,00 and that he execute any and all applications or documents
required.
The above resolution was duly adopted,

RESOLUTION 320 - PLANNING BOARD APPOINTMENT
Voted resolved that the Planning Board, at their next meeting,
reccomend to the Town Board for appointment of someone to fill
the vacancy of James Lacy whose term will expire this year.
An all "aye" vote carried.

DECEMBER 313 I968
The regular audit meeting of the Town Board of Ithaca for the
fiscal year I968 was held at 10:00 o'clock A.M. December 31,
1968 in the Town of Ithaca Offices at 108 E. Green Street, Ithaca
New York.
PRESENT; Supervisor William B. Kerr, Councilmen Andrew McElwee
and Victor DelRosso.
ABSENT: Councilmen Harry U. Baker and Noel Desch.
ALSO PRESENT: Marion Morey, Sup't. of Highways, Town Justices,
Fred Hartsock and John Barney, Town Assessor Donald Franklin,
Ruthann Brown, Deputy Town Clerk, Ithaca Journal Renorter-Sue
Strandburg, Mr. Otto B. Schoenfeld, and Town Clerk Edward P. Riley

Supervisor Kerr opened the meeting by calling attention to Highway
Sup't. Marion Morey's 25 years of continulous, valuable and distinguished
service for the Town of Ithaca. Mr. Morey became the Sup't. of
Highways in 1960--the position he presently holds.

RESOLUTION 321 - SCHOENFELD-WESTERLY EXT. OF
CHRISTOPHER CIRCLE M
Councilman McElwee moved that in accordance with letter agreement '
of December 20, 1968 from Otto B. Schoenfeld we agree to accept
this road when specifications are satisfactorily completed to Towns
satisfaction. Supervisor Kerr seconded and Councilman DelRosso
voted "aye".

RESOLUTION 322 - WARRANTS
Councilman McElwee moved that warrants dated December 31j 19^Q submitted
to the Board be approved for payment. Seconded by Supervisor Kerr
and unanimously approved.

nRESOLUTION 323 - MINUTES |
A motion was made by Councilman DelRosso that minutes of the
meeting of the Board held on December 9, I968 as-submitted by
the clerk be approved. Seconded by Supervisor Kerr and unanimously
adopted.

RESOLUTION 324 - PURCHASE OF A NEW CALCULATE
MACHINE
Councilman DelRosso advised that we purchase a machine that does
all the jobs necessary. There is but a small difference in
outlay money in buying one that performs all the jobs. Make sure
we are getting one that will give us satisfactory performance.
It was pointed out that Mrs. Barthelomew investigated different
machines and thought the Victor was best for the Town. Supervisor
Kerr m.ade the motion we approve the purchase of a new calculator.
Councilman DelRosso seconded. Unanimously approved.

RESOLUTION 325 - TRANSFER OF FUNDS
Supervisor Kerr moved that approval for the transfer of $2200
from the contingency account #10,000to account #1110(Town Hall and Offices) $300.00
to account #1150 $1900.00
The $1900.00 was needed to pay in full Attorney Buyoucos bill of$4900. from which $3000. had been previously budgeted.
Councilman DelRosso seconded and Councilman McElwee made it
unanimous.

RESOLUTION 326 - SUPERVISORS RECORDS-AUDIT
Voted Resolved that certified Public Accountants Maxfield, Randolph,
and Carpenter be engaged to audit the account books and records of
the Town of Ithaca Supervisor for the year I968.

RESOLUTION 32? - OFFICIAL NEWSPAPER
Voted Resolved that the Ithaca Journal be designated as the
official newspaper for the Town for the year 19^9.

RESOLUTION 328 - OFFICIAL MEETING DATES FOR I969
Supervisor Kerr moved that the Town Board meetings be held the first
Monday after the first Tuesday of each month except as the Town Board
shall otherwise authorize. Councilman McElwee seconded. Unanimously
approved.

RESOLUTION 329 - APPROVAL OF OFFICIAL BONDS
Voted Resolved to approve the Bonds for the following Town Officials:

Supervisor Kerr pointed out that the Supervisors was at $890,000
due to the sewer projects but this should how be lowered if
possible. The Town Clerk is to see if this can be done. The
Town Clerks high bond was attributible to tax collecting.
Councilman McElwee as Deputy Supervisor should be covered and
the Town Clerk should ask the carrier about this. Councilman
DelRosso said the bonds should be adequate for all situations.
Motion made by Supervisor Kerr and seconded by McElwee that this
Resolution be adopted. Unanimously passed.

RESOLUTION 330- BOARD AUDIT OF OFFICIAL RECORDS
Voted Resolved that the following audits were made and approved by
the members of the Town of Ithaca Board.

RESOLUTION 331 - COMPENSATION COVERAGE
Two proposals were received Weaver, Schemp and McNeil, and the
Robert Boothroyd Agency, Inc. The coverage and premiums were
approximately the same. Supervisor Kerr called the attention
of the Board that the new businesses handeled by Boothroyd
would mean commission distribution to Town of Ithaca Agents ^
and that our present service had been most outstanding. A |
short discussion ensued after which Supervisor Kerr made the I
motion: Boothroyd Inc. be awarded the contract at $1992.00.
Councilman McElwee seconded and it was unanimously passed.

RESOLUTION 332 - INTERSECTION - LIGHT
Resolved that Town Clerk shall call Jim Lacy and request he add a
light at Mecklenburg and Sheffied Roads. Unanimously passed.

RESOLUTION 333 - BOOKKEEPER
Motion was made by Supervisor Kerr that Mrs. Phoebe Barthelomew
salary be raised to $5^08. Councilman McElwee seconded. Unanimous
ly passed.

RESOLUTION SS'l- - HIGHWAY SALARIES
Supervisor Kerr explained that the men in the Highway Department
would like a wage increase then gave the floor to Sup't. of
Hi^ways Morey who asked for a 12^ increase for the men. Councilman
McElwee thought the Town should be getting better work in the
future than had been evidenced on different occasions. Sup't.
Morey stated that the men were good workers and performed well.
Councilman DelRosso stated that performance and efficency should
go along with any wage increase, then made the following motion.
Hourly wage be raised from a range of $2.^0: to $2.76 to a range of
$2.70 to $3.10. Supervisor Kerr seconded the motion and Councilman
McElwee made it unanimous.

RESOLUTION 335 - CAMPBELL AVE. RUNNING NORTH TO
HOPKINS PlJCl
Since the Town had been offered the above deed. Supervisor Kerr
asked Sup't. of Highways Morey to explain about this particular
road. The Board learned it was basically all rock bottom.
Road will be good-when wide enough.
Resolved to accept the above road when road is': built to Town .
specifications. Duly passed.

RESOLUTION 336 - ANTHONY PERAHDEZ-103 SHARWELL
COURT-PLUMBING-SEWER BILL
Mr. Ferandez's bills were presented and the situation was explained
to the Board and the following action took place.
The Town Clerk being advised to phone or write to Mr. Ferandez
advising him of the following resolution.

RESOLVED, the Town will pay be check $200.00 to the contractors when
Mr. Perandez brings his check to pay the balance in full. Unanimously
adapted.

to $6750.00. Duly Passed.

RESOLUTION 338 - TRAFFIC REGULATIONS-RENWICK
HEIGHTS AREA-LOWERED SPEED
Voted Resolved that the request of the Renwick Heights area
residents and fully endorsed by the Town Board be forwarded to
the proper state authorities by the Town Clerk. This is to have
the speed limits lowered.

RESOLUTION 339 - RESIGNATION OF JUSTICE OF PEACE
Read letter of Justice John Barney dated December 20, I968 in which
he asked the Town to accept his resignation effective December 31^ I968
or as soon thereafter as conveniently possible. Voted Resolved
to accept this resignation. Duly Passed.

LETTERS AND INQUIRIES
Supervisor Kerr read an extremely strong letter from Mr. Thomas W.
Hughes who wants "tough" action by Town by firmly stopping Lucentes
ignoring of Town Zoning Laws.

Instructed Town Clerk to have phone installed in Justice of Peace office
immediately.
* * *
Instructed Town Clerk to turn the Leopold W. Gruenfeld and Elain
F. Gruenfeld Notice of Claim against the Town of Ithaca to Town
Attorney James Buyoucos.

Town Clerk is to obtain a copy of County Pension Plan

Councilman McElwee asked Sup't. of Highways Morey if the Town had
any storages or equipment left in Cayuga Heights. We have nothing
in Cayuga Heights that belongs to the Town. Everything has been
removed- Sup't. Morey.

Councilman McElwee wanted to know about our responsibilities concerning
the Cayuga Heights School Guards. It was learned we had none but
Supervisor Kerr mentioned they were doing good jobs.

JANUARY 13, 1969
The following are minutes of a Regular Town Board Meeting held
in the Common Council Room, City of Ithaca and the Town of Ithaca
Offices, 108 E. Green St., Ithaca, New York at 4:00 o'clock P.M.
on the 13th day of January I969.
PRESENT: Supervisor William B. Kerr, Councilman Andrew W.
McElwee, N:^el Desch and Victor DelRosso.
ALSO PRESENT: Attorney James V. Buyoucos, Chairman of the
Planning Board Walter Schwan, Manley Thayer, Lozier Engineer
James Dunlap, Mr. Koetter and Mr. Wells--Architects for the
Eastern Heights, Inc., residents from Pine Tree Road, Snyder
Hill Road and nearby areas. Attorney William C. Barrett, former
Mayor of Ithaca-Hunna Johns, Attorney Helen Amdur of Dryden,
Supervisor Gary Lee of Dryden and Town Clerk Edward P. Riley.
Reporters from the Ithaca Journal, WHCU and WTKO.
RESOLUTION 3'^0 - NEW TOWN JUSTICE-PAUL N. TAVELLI,
ATTORNEY
There was a few minutes discussion about having Paul N. Tavelli,
a young local attorney appointed Town of Ithaca, Justice of the
Peace.
Supervisor Kerr moved that Paul N. Tavelli be appointed Justice
of the Peace for the Town of Ithaca at $1,800. a year.
Councilman DelRosso seconded and it was unanimously approved.

RESOLUTION 3^1 - WARRANTS
Supervisor Kerr moved that warrants submitted to the Board be approved
for payment, with the exception of the Workmans Compensation Bid in
at $1995.00 and billed at $2455.00.Seconded by Councilman DelRosso
and unanimously approved.
