REGULAR BOARD MEETING
June 8 , 1987
At a Regular Meeting of the Town Board of the Town of Ithaca ,
Tompkins County , New York , held at the Town Offices at 126 East
Seneca Street , Ithaca , New York , at 5 : 30 P .M , , on the 8th day of
June , 1987 , there were :

REPORT OF TOWN OFFICIALS
Supervisor ' s Report
1988 Budget
Supervisor Desch reported that the budget process will be starting
very soon and that he was urging all Board members to let the staff
know specific needs that are on their minds so that we can see how
they can be incorporated into the budget . He stated that he has
not yet put out a notice to the staff to put their worksheets
together .
Work Session
The Supervisor reminded the Board members of the June 30th work
session with the Zoning Board of Appeals and the Planning Board at
7 : 30 P . M . , here at Town Hall . He stated that he has begun to
assemble comments from a number of sources and welcomes all the
comments that he can get . He went on to say that there were quite
a number of topics that need to be covered and that it may not be
possible to cover all of them in one session . He stated that he
felt that some of the things he had been getting may also be on the
minds of the Board members .
State Audit
Supervisor Desch reported that the State Auditors have completed
their work and we will be getting their report in a couple of
months . He stated that there were a number of minor items that
have been brought to light and will be brought to the Board as soon
as the homework can be prepared . He went on to say that one of the

tems has to do with item 6 on the Agenda , the salary increase for
Town Board 2 June 8 , 1987
the Crossing Guards . That is related to one of the comments made
by the Auditors .
Niederkorn Study
The Supervisor remarked that as the Board may already know , the
second presentation of the Niederkorn Report was made last
Thursday . He . stated that he felt Mr . Niederkorn handled the
questions extremely well . Some of the questions are difficult ones
and presumably from this point on , will be getting into more public
forums and public debates and public discussions . He stated that
there has been talk about having the Town and/or the County and
City sponsor a series of public forums on the matter . He stated
that he did not know what the outcome of that would be but from the
Town ' s standpoint we have been on record as to our support of the
highway , in the past , and once we receive the State ' s Environmental
Impact Statement he felt it would be desirable to prepare an up to
date paper on the position of what we feel the Town of Ithaca
needs . He stated this should be forthcoming in another month to
two months .
Town Engineer ' s Report
Water and Sewer Extensions
Town Engineer Flumerfelt stated that he would like to bring
everybody up to date on where we stand on the water and sewer
improvements project . He went on to say that the surveying had
been completed for all those areas that will be included in the
first contract , that is the areas north of the hospital which
include DuBois Road , Indian Creek Road , Woolf Lane , Trumansburg
Road and also the West Haven Road area for sewer extensions and the
Campbell Avenue sewer extensions . He went on to say that they are
now in the process of doing the design work and getting test
borings done for rock . They have been staked out on West Hill . We
expect to be pretty well finished with plans and specs by the end
of this month and about ready to go to bid . We are shooting for
the end of this month to be ready to go to bid for that contract .
Kay Street Drainage
The Kay Street drainage improvements are almost complete . There is
one little section that we need to go back and do a little
additional work in order to finish up but , it ' s basically complete
except for the paving . We have started the surveying of Roat
Street , Blackstone Avenue and Orchard Street areas and should
complete this in about a week and hope to schedule a meeting of the
residents at the end of the month and do the drainage work in July
and have the areas ready to pave in August .
Hospital Access Road
Town Engineer Flumerfelt reported that the plans and specifications
for the hospital access road are done . We were all set to go to
bid but our preliminary cost estimates were quite high so we met
with County and hospital representatives and are exploring the
possibility of bidding the first phase which is necessary to get
the road started . Then we hope County and Town forces
cooperatively can finish the remainder of the job .
Highway DePartment Heating System
The Town Engineer reported that the notice to proceed has been
given to the contractor . He has materials ordered and expects to
begin in about two weeks and should be finished about the end of
the first week in July .
Danby Road - Route 96B Speed Limit
Town Engineer Flumerfelt stated that he has done some work on the
Danby Road - Route 96 B traffic safety considerations and speed
zones . He stated that he has been gathering information ,

particularly accident statistics and taken a close look at the
highway from both directions . He stated that he had had a
conversation with John Crosby from NYSDOT and was informed that
they plan on taking a close look , a review of that area , within the
next few months . DOT said any information we had , particularly the
accident statistics would be helpful to them so he stated that he
had prepared a report with same recommendations as to speed zones
and also expressing the College ' s concerns now that students are
crossing Danby Road to attend classes in the NCR building . Also ,
including what we know to be upcoming residential developments on
King Road , Troy Road areas and the fire stations plans .
Councilman Cramer asked the Town Engineer if he had done test
. borings along Route 89 ?
Town Engineer Flumerfelt replied yes , they are done .
Councilwoman Howell asked if the extensions would be started on
Route 89 this suer?
Town Engineer Flumerfelt replied , as soon as we finish our design
work on the first phase and the surveying for Roat Street
improvements then we will move back to the second contract for
water and sewer . We are shooting for early to mid-summer on having
the plans and spec ready to go for the next water and sewer phase ,
including Taughannock Boulevard ,
Councilwoman Howell asked if we had a contractor for this yet?
Town Engineer Flumerfelt replied no , in fact he felt the bidding
climate was quite poor with all the work going on .
Supervisor Desch replied , the key is giving the contractor a longer
than normal period of time to complete the job so that they are
willing to sharpen their pencils and come in with a decent price .
He went on to say that it would be unlikely that Taughannock
Boulevard would be operational before the end of the year , it ' s
possible but not probable .
Town Engineer Flumerfelt added , we want to shoot to get it out to
bid so that , that along with the East Shore Drive area work can be
done when the lake level is at it ' s lowest , so that will be a
winter time job .
Supervisor Desch asked what the schedule looked like for putting
the sod back down on Kay Street ?,
Town Engineer Flumerfelt replied , it is back down , all that they
had . There are a few areas that had to be seeded because the sod
didn ' t quite cover everything .
Building Inspector/ Zoning Officer Report
Building Inspector/ Zoning Officer Andrew Frost reported that he had
issued 19 Certificates of Conpliance . Noteworthy on the list was
Best Western Hotel that has a temporary certificate . Ithaca
College ' s new Egbert Union is nearing completion and has a final
certificate , forthcoming . He went on to say that as far as
complaints , the Eastern Heights area seems to be an active area as
far as property maintenance and occupancy concerns being expressed .
He noted the issuance of a sign permit for Best Western Hotel . 68
field visits were performed , 47 for building code inspections , 20
for zoning inspections and one was a fire safety occurrence . 39
Building Permits were issued for the month .

Town Board 4 June 8 , 1987
Town Planner ' s Report
Town Planner Susan Beeners noted that the Town Board had a copy of
her report . She went on to say that there was quite a bit of work
that she does for the Zoning Board of Appeals in regard to special
approvals . There is a lot of environmental review associated with
at least half of the routine appeals that are taken to that Board .
She went on to say that , therefore , she had been attending a lot of
Zoning Board of Appeals meetings along with Planning Board
meetings . The Town Planner stated that one of her major
acccuplishments during this period , was getting the fire stations
sites approved by the ZBA . There will be a meeting tomorrow night
to discuss architects who have sent in proposals and a final
• selection should be made next week . She stated that if she kept
statistics on the number of inquiries that she has had on different
proposal from developers and persons inquiring about land , it would
take most of her time just putting those statistics down . She went
on to say that there have been scene recent inquiries on sane major
land parcels on South Hill and on West Hill . If things work out
and a Cornell student is hired , Ms . Beeners stated that she hoped
to have some material ready for the Boards joint meeting on June
30th .
The Town Planner went on to say that the Parks Department has spent
most of their time , in the last month , working on Pleasant Grove
sidewalk , doing hand work as far as regrading along the walk .
REPORT OF COUNTY REPRESENTATIVES
Supervisor Desch noted that all of the County Representatives were
out of town , therefore , there will be no report .

PLANNING AIDE AND PARK AIDE
Supervisor Desch noted there were two separate people in the
resolution for the two positions . He stated that the
recommendation was the result of screening a number of applicants
and that these two individuals seemed particularly suited for the
kind of activities that the Town is looking at .
Councilman Cramer remarked that in looking at the resolution he
- wondered if the positions had not been reversed , is David
Gilbertson supposed to be Parks Aide and Thomas Iurino the Planning
Aide?
Supervisor Desch replied no . That was his reaction also , he
stated .
Town Planner Susan Beeners responded that Thomas does have
maintenance experience , even though it does not show on his resume .
She stated that the way she looked at it now there are some
possiblities of getting Dave out there in the field for technology
transfer , if necessary . Basically , however , it would be Tom for
Parks and Dave for Planning .
Councilman Cramer remarked one is a candidate for a Masters in
Regional Planning and he is going to Parks and the other is a
candidate for a Masters in Landscape Architect and he is going to
Planning . It make absolutely no sense .
Supervisor Desch replied it does , if you look in terms of the work
that Susan has in mind for the individuals . He went on to say if
we were hiring these people on a permanent staff basis then , for
long term, he stated he would agree with Councilman Cramer ,
Town Planner Beeners stated that we usually see where the interest
of the candidates are and their limitations and really tailor the
jobs so that all benefit from it . The first couple of weeks these
two people would be working together in some general planning
duties , expecially surveying South Hill for land use and drainage .

Councilman Cramer asked if both candidates are receiving the same
hourly rate ?
Town Planner Susan Beeners replied , yes .
RESOLUTION NO , 121
Motion by Councilman Cramer ; seconded by Councilwoman
Raffensperger ,
WHEREAS , screening of applicants for the positions of Planning Aide
and Parks Aide for the summer was conducted ,
NOW THEREFORE BE IT RESOLVED , that the Town Board of the Town of
Ithaca hereby authorize that the following individuals be hired for
these position for 12 weeks beginning June 9 , 1987 and ending
August 31 , 1987 at a rate of $ 6 . 00/hour , 37 . 5 hours per week :
David Gilbertson , Planning Aide and Thomas J . Iurino , Parks Aide ,
and
FURTHER BE IT RESOLVED , that although these candidates are not
participants in the Cornell Tradition program and , therefore , the
Town would not receive partial reimbursement for their wages , it is
the opinion of the Town Planner that the benefits of hiring these
candidates outweigh the increase in cost to the Town , and
BE IT FURTHER RESOLVED , that funds are available in A7140 . 100
Playgrounds/Recreation Personal Services ; A1440 . 100 Engineering
Personal Services ; B8020 . 100 Planning Personal Services and
A7140 . 100 Parks Maintenance Personal Services .

CROSSING GUARD
Supervisor Desch noted that one of the criticisms from the State
Auditors was the Town was paying $ 20 . 00 for gas allowance to the
Crossing Guards rather than reimbursement on a mileage basis .
Therefore , we are suggesting an increase of $ 25 . 00 to their monthly
salary to cover this cost to the Crossing Guard ,
RESOLUTION N0 , 122
Motion by Councilman Cramer ; seconded by Councilwoman Howell ,
WHEREAS , a gasoline allowance of $ 20 . 00 per month has been paid to
the school crossing guards , and
WHEREAS , it has been brought to the Town ' s attention by the
auditors for New York State Audit and Control that it is not
allowable to pay a flat amount as a gasoline allowance without
supporting documentation with regard to mileage ,
NOW THEREFORE BE IT RESOLVED , that the Town Board of the Town of
Ithaca hereby authorize an increase in the salary of each school
crossing guard by $ 25 . 00 /month for the purpose or reimbursement for
the expense of traveling to and from the street crossing site ,
effective with the first paycheck in September 1987 , and
BE IT FURTHER RESOLVED , that $ 200 . 00 be transferred from Townwide
A3120 . 400 Crossing Guard Contractual to Townwide A3120 . 100 Crossing
Guard Personal Services to budget for this salary increase .

RESOLVED , that the Town Board of the Town of Ithaca hereby
authorize an appropriation of $ 28 , 000 from General Fund Townwide
Fund Balance and allocate as follows : $ 24 , 500 to Townwide
A1910 . 400 Insurance and $3 , 500 to Townwide A7510 . 400 Town
Historian , and
FURTHER BE IT RESOLVED , that the amounts in the Debt Service Fund

INDEPENDENT AUDITORS REPORT
RESOLUTION N0 . 124
• Motion by Councilman Cramer ; seconded by Councilman Bartholf ,
RESOLVED , that the Town Board of the Town of Ithaca hereby accept
the independent auditors report for the year 1986 as prepared and
presented by the firm of Ciaschi , Dieters-Hagen , Schaufler &
Mickelson .

MODIFICATIONS TO VARIOUS LAWS AND REGULATIONS RELATING TO THE
N . Y . S . UNIFORM FIRE PREVENTION AND BUILDING CODE
Town Attorney Barney reported that he and the Building Inspector
had met on this and have gone through several of the Town ' s law and
ordinances that would have an impact on this . He felt he was now
in a position where he could draft some legislation for this have
it ready for the August meeting .
Supervisor Desch suggested a public hearing date be set at the July
meeting , for presentation at the August meeting .
ITHACA AREA TRANSPORTATION STUDY
Town Supervisor Desch asked Town Planner Susan Beeners if this was
the correct title for the study?
Town Planner Beeners replied , The Greater Ithaca Travel Survey or
GITS and the Transportation Management Information System is the
second part of that proposal . GITS as proposed by Professor
Richardson would be a survey of about 2 , 500 households through out
the County , all members of a family would be asked to record for a
day exactly what their travel pattern was . That information would
be used in developing a statistical model of origin - destination
patterns and other things and will be used in a program currently
available which is called the MCTRANS Program which is a
tranportation model to be customized for use in the Ithaca area .
Another part of the proposal would be to run a one day truck
survey , basically a license plate survey where Richardson gets
about 2 , 000 people out at different intersections within a certain
grid to try to determine what type of local and through traffic we
have . That type of information will be used in customizing the
McTrans Program . She went on to say that the City Common Council
has authorized the participation by the City of $ 7 , 000 . That is
what Ithaca Area Land Use/Transportation Study Committee has
recommended as the share amount by Cornell and also the Town with
the County putting in $ 9 , 000 . The study would be done in December
and January with a commitment needed by Mr . Richardson , by the end
of this month .

Supervisor Desch noted that the earlier resolution was for a
$ 24 , 000 commitment , however , the truck study increased the price to
$30 , 000 . He went onto say that he felt this was a worthwhile
proposal . For example , the Town has been asked to ban trucks from
Honness Lane and this study should give us the necessary
information on how to answer this request .
RESOLUTION N0 , 125
Motion by Councilman Cramer , seconded by Councilwoman
Raffensperger ,
WHEREAS , the ad hoc Ithaca Area Land Use/Transportation Study
Committee has recommended that a proposal by Prof . Anthony J .
Richardson for a Greater Ithaca Travel Survey and for the
development of an area Transportation Management Information System
be accepted , with such proposed work recommended to be funded by
Tompkins County ( $ 9 , 000 proposed share ) , by Cornell University
( $ 7 , 000 proposed share) , and by the City and Town of Ithaca ( $ 7 , 000
proposed share , each) , and
WHEREAS , the City of Ithaca has made a commitment to provide $ 7 , 000
for this study , and the other agencies will decide on a commitment
during June 1987 ,
NOW THEREFORE BE IT RESOLVED , that the Town Board of the Town of
Ithaca authorizes participation in the aforementioned study , the
Town of Ithaca share of the costs of same not to exceed $ 7 , 000 , to
be appropriated from. the Townwide Fund Balance into a new account ,
A8025 . 401 , and
FURTHER BE IT RESOLVED , that this appropriation is contingent upon
approval and participation by all of the other governmental
entities referred to above .

PERSONS TO BE HEARD
No one present wished to address the Board .
SOLID WASTE RESOLUTION
Supervisor Desch stated that this is a revised version and it
crossed in the mail with a draft resolution the County Board is
considering . He stated that he tried to look at things in the
resolution that might conflict with the County ' s resolution . The
County in their resolution is talking about some kind of a
financial incentive for municipalities to get into recycling . In
our resolution we talk about the County pursuing recycling on a
County wide basis . He went on to say that the County may not feel
they have the control to enable them , as a County government , to do
this so that may be the reason they are pursuing it that way . But
he stated that he thought that at this point in time the Board
should be pretty confortable with encouraging County wide recyling .
He went on to say that the Town ' s resolution also talks about a
benefit plan for property within two miles of a landfill and
transfer stations , if such are constructed . The County resolution
makes reference to a one mile zone , but it ' s probably a much more
expensive approach than the Town ' s resolution . The Town ' s
resolution also talks about the concerns of water supplies because
the one landfill that is closest to the Town of Ithaca , in the Town
of Enfield , on West Hill is on the other side of Sheffield Road

from the Poole Road subdivision which has already 45 homes on
wells , so that is the reason we put in that we needed some
assurance that an alternative water supply would be provided .
Finally , we make reference to the fact that the Town feels the
County should not foreclose the possibility of waste burning
facility as a solution , also .
Councilwoman Raffensperger stated that she had noted a couple of
comments on the resolution , word changes , that she would like to
propose .

• Motion by Councilwoman Raffensperger ; seconded by Councilman
Cramer ,
WHEREAS , the Town of Ithaca is supportive of the commitment by
Tompkins County to close properly the existing landfill sites and
to find a site for the new landfill ,
NOW THEREFORE BE IT RESOLVED , that the Town of Ithaca further
supports the commitment of Tompkins County to identify aggressively
volume reduction methods including County-wide recycling and
composting , and
RESOLVED , the Town of Ithaca supports the concept of a "benefit " .
plan for property within two miles of the landfill station , or a
greater distance if the operation of the landfill and transfer
station is projected to have a direct impact on the quality of life
of the area . The benefit plan should include consideration of a
sharing of tipping fees for offset of lowered or suppressed
property value , roadway improvements and maintenance , provision of
a public water system to any existing development area , and
FURTHER, the Town is prepared to participate in the preparation of
such a plan , and
RESOLVED , that the Town of Ithaca urges the County to pursue the
feasibility of constructing a solid waste burning facility to take
advantage of the high heat content due to the high percentage of
paper in the make up of our community solid waste .

PLEASANT GROVE WALKWAY AGREEMENT
Town Attorney Barney noted that the agreement was not ready for
consideration at this meeting .
T . CIASCHI AGREEMENT
supervisor Desch stated that this agreement has basically to do
with the water and sewer project on West Hill . Pretty much in the
middle of that project is an approved subdivision which the
developer will have to provide utilities to and what this sets
forth is the extent to which the developer will provide the
utilities . He went on to say that in order to provide sewer to the
Woolf Lane area we must go through the Ciaschi subdivision . Water
could be run a different route if absolutely necessary .
Town Attorney Barney noted that the agreement provides that the
Town gets easements , which we need anyway . He stated that as he
understands it , the Town will construct the water and sewer lines

running from DuBois Road westward to the intersection , Mr . Ciaschi
will construct the water and sewer lines running from Grove Road
over , then south , then back to connect to Woolf Lane where the Town
will pick up and do the remainder of the construction . He noted
there were some time limits that haven ' t been quite finalized as to
when the roads would be installed and when we would expect the
design of Mr . Ciaschi ' s portion of this project to be completed .
Finally , there is a provision to secure the performance by Mr .
Ciaschi .
It was agreed that July 1 , 1987 was not a realistic date for Mr .
Ciaschi to contruct the roads .
• Supervisor Desch suggested the date be changed to August 15 , for
road construction .
Councilwoman Raffensperger asked if the cost to the Town for this
proposal was in anyway in excess of what it would be in the absence
of the subdivision proposal ?
Supervisor Desch replied , its less .
Councilwoman Raffensperger asked if it was consistent with the way
in which we have dealt with similar circumstances in the past ?
Town Attorney Barney replied that it was a unique circumstance .
Most of the time you have a subdivision and a subdivider where you
are not looking to have water and sewer at each end of it and
normally you would say to the developer you install , period . Here ,
presumably we would have to provide sane kind of line to (he showed
on the map) from here to get over to there and what we are doing
instead of running it a direct route with just a stub running part
way to enable both parties to service the area desired . We are
saving money because we are not going as far as we would have to if
there was no subdivision . He is providing us with those mains . He
stated that he did not know of another circumstance similar to
this .
Supervisor Desch replied its also a question of timing . If this
had been done three years ago , the total cost would have been ours .
It ' s kind of similar to what you run into when you have to run the
Pipeline fronting on undeveloped land . He stated that his main
concern was to make sure there was zero impact on the tax exempt
status of our project financing .

Motion by Councilman Bartholf ; seconded by councilwoman
Raffensperger ,
RESOLVED , that the Town Board of the Town of Ithaca hereby approves
the agreement between the Town of Ithaca and developer Timothy
Ciaschi to extend water and sewer mains and related manholes , grant
easements and construct roads to Town specifications through his
approved subdivision located off Woolf Lane and Grove Road subject
• to minor changes as the Supervisor deems appropriate .

REVISED COMMISSION RULES /REGULATIONS
Supervisor Desch noted that the Board has not had sufficient time
to study the proposed revised rules /regulations and , therefore ,
they would be discussed at the July meeting .

STATUS REPORT OF ARCHITECT SELECTION - FIRE STATIONS
Supervisor Desch noted that there will be a joint meeting with the
Fire Ccnmissioners on Tuesday , June 9th to review the proposals
that have been received by the City from architects . Interviews
will then take place between tomorrow and the 15th . The selection
of the architect will then take place on the 15th .
Town Planner Susan Beeners stated that there are six proposals to
be looked at .
Councilman Cramer asked if this would be deemed a capital project
for the City this year?
• Supervisor Desch replied , yes . In the 1987 budget the City set
aside something like $ 75 , 000 for architectural and site preparation
work for fire stations . There is a question of whether of not the
City will need to borrow the money before the end of the year , it
is possible . In which case they would have a budget amendment .
But as you know , the Town is paying for 70 % of the cost of these
stations . There are a number of steps that we will be looking at
namely , what will ultimately be the capital project budget . He
went on to say that the Ithaca College site is subject to the
approval of the Ithaca College Board of Trustees , at the end of
September . So that is kind of the time frame we are looking at , we
hope to get it out to bid before the end of the year . We want to
have the stations completed by January 1 , 1989 , that ' s a provision
in the contract , with the City . He went on to say that he expected
the Board would be receiving a report every month or every other
month on what is happening .
Councilman Cramer asked what is the future likelihood of the
enabling legislation providing Town representation on the Board of
Fire Commissioners ?
Supervisor Desch replied , that he had seen the wording that the
- City Attorney had prepared , we are tying to get it into this
legislative session . Supervisor Desch circulated the resolution
proposed by the City .
DANBY ROAD SPEED LIMIT REQUEST
Supervisor Desch stated that he had written a resolution , after
receiving the Town Engineer ' s letter . He • stated that he felt it
would be a good idea to attach a resolution to Town Engineer
Flumerfelt ' s letter as it may give more of a push to keep the
interest in doing that , alive .

Motion by Supervisor Desch ; seconded by Councilwoman Howell ,
WHEREAS , the level of development activity on South Hill and the
extensive nature of use changes for property fronting on Route 96B
(Danby Road) suggest increases in vehicular and pedestrian traffic ,
such uses include new housing , a new fire station and the use of
NCR facilities for Ithaca College academic functions , and
WHEREAS , no transition speed zone exists adjacent to the 40 MPH
zone adjacent to the City of Ithaca , and
WHEREAS , the Town of Ithaca has been requested to apply for a speed
limit reduction by Ithaca College ,

BOLTON POINT WARRANTS
Councilman Cramer questioned the car painting job , asking if it was
discussable ?
Supervisor Desch responded , absolutely . In fact it was dicussed at
great length at the Water Commission audit meeting today . There
• was a great deal of unhappiness expressed because the job was done
on the basis of only one estimate and that estimated turned out to
be just half of what it ultimately cost to do the job . We are
having the new Supervisor of Administration review the purchasing
policies which obviously will result in the tightening up of these
policies .
Councilman Cramer asked if it was a normal insurance job?

Supervisor Desch responded no , just a routine maintenance job . It
was a 1983 vehicle and it was postponed for a year so he felt it
was somewhat worse but not that bad .
Councilman Bartholf asked if that was what the painter gave for an
estimate?
Supervisor Desch replied no , the estimate was , a year old , for
$ 800 .
RESOLUTION NO , 131
Motion by Supervisor Desch ; seconded by Councilman Cramer ,
• RESOLVED , that the Bolton Point Warrants dated June 8 , 1987 , in the
Operating Account are hereby approved , in the amount of $ 92 , 238 . 57
after review and upon the recommendation of the Southern Cayuga
Lake Intermunicipal Water Commission , they are in order for
payment .

HIGHWAY AGREEM
Councilman Cramer , Chairman of the Highway Committee reported that
the Board had before them the program to appropriate funds to spent
for the permanent highway improvement projects for the summer .
Basically the total amount to be expended for permanent
improvements , exclusive of the CHIP ' s fund , as budgeted is
$ 198 , 000 . The roads to be surface treated , as part of the
permanent improvements budget are Compton Road , Deerfield Place ,
Lexington Drive West , Remington Road ( in the Town of Ithaca) ,
Spruce Way , Updike Road , Lisa Lane , St . Catherine Circle ,
Christopher Circle , Maplewood Drive and Williams Glen Road for a
total of 1 . 98 miles . The permanent paving portion of the permanent

mprovements project will include Blackstone Avenue , Roat Street ,
Orchard Street , Kay Street , Salem Drive and Forest Hone Drive . He
went on to say that Forest Home Drive from the City line to the
first bridge and Forest Home Drive from the first bridge , between
the two bridges , and out past the second bridge are also involved .
Councilwoman Raffensperger asked what has happened to the

mprovements to the hill part of Judd Falls Road?
Councilman Cramer replied , Judd Falls Road because of its lack of
determination by the Highway Committee and by the Town Board as to
whether it will be a one-way or a two-way road surface , the Highway
Committee felt we would have to defer that project until the Town
Board decided which of the appropriate configurations would be
permanent .
Councilwoman Raffensperger replied whatever we do there or which
ever way the traffic goes , just the hill portion , it ' s washboarded
and very difficult to handle a car on it .
Supervisor Desch remarked this will cone under repairs . The
Supervisor went on to say that this listing is consistent with the
budget , as a matter of fact , the Kay Street-Boat Street areas
follows on the heals of the drainage work .

Supervisor Desch replied , 1979 .
• Councilwaman Raffensperger asked what prated the decision to only

Supervisor Desch replied cash flow , the State hasn ' t seen fit to
give us our State Aid money yet .
Councilman Cramer asked if the Town staff had investigated all the
possible machines , or are there more machines out there that
haven ' t been investigated .
Connie Allen replied that we have investigated all the machines
that bids were submitted on that met specifications .
Councilman Cramer asked if there wasn ' t a possibility of rejecting
both of these machines ?
Supervisor Desch replied no , there is no basis .
RESOLUTION NO , 133
Motion by Councilwoman Raffensperger ; seconded by Supervisor Desch ,
WHEREAS , the opening of bids for copying machines for the Town of
Ithaca was done on May 11 , 1987 , and
WHEREAS , the Town staff during the past month had opportunity to
use the four models represented by the four lowest bid price , and
WHEREAS , further investigation of various features of the two low
bid machines is required ,
THEREFORE BE IT RESOLVED , that the Town Board of the Town of Ithaca
hereby authorizes purchase of either one Royal 2803ZMR sold by
Eastern Copy Products of Ithaca at a cost of $ 5 , 943 or one Savin
V-35 sold by Standard Copy Products of Vestal , New York , at a cost
of $ 6 , 346 . 50 , decision to be made by Town staff with the approval
of the Town Supervisor following completion of research on the two
machines .

Councilwanan Raffensperger asked when the Town could expect to get
the State Aid money and how difficult is it going to be for
municipalities to get the money?
Supervisor Desch replied that it was going to be expensive for many
Places , not us , but many municipalities will have to borrow the
money . The mortgage tax payover from the County , which is also
state money , is double the amount we budgeted so we will be okay .
He went on to say that we usually underbudget these revenues .
