REGULAR BOARD MEETING
March 10 , 1986
At a Regular Meeting of the Town Board of the Town of Ithaca ,
Tompkins County , New York , held at the Town Offices at 126 East
Seneca Street , Ithaca , New York , at 5 : 30 P .M . , on the 10th day of
March , 1986 , there were :

REPORT OF TOWN OFFICIALS
Supervisor ' s Report
Impact of Tax Reform Legislation on Municipal Borrowing
Supervisor Desch stated that anyone wishing to get totally confused
about municipal borrowing may wish to read the comments from our
bond council . Even the rmst straight forward borrowings , such as
water and sewer have many conditions that will corplicate our
lives . The crystal ball expectatives on each project are almost
outrageous . For example , essential functioning and non-essential
functioning borrowing :
The Supervisor went on to say that next Thursday , our bond counsel
• is conducting a workshop in New York and has invited us as major
clients to participate , so he and Daminick will be attending . The
cost for our attendance will come from the Sewage Plant Project ,
Municipal Liability Insurance
Supervisor Desch noted that the Town has had its umbrella liability
policy cancelled effective April 17 , because of the inability to
find the $500 , 000 missing link in the basic policy . All is not
lost , however . If we self insure the missing link of $500 , 000 we
can get the critical $5 , 000 , 000 policy written . We are not sure

yet of the form that we need , to secure the necessary assets . It
may simply be authorization to borrow funds for the purpose .
West Hill Water Rates
Supervisor Desch went on to say that as the Board knew, he had been
negotiating the matter of the bulk water rate charged to the Town
for West Hill . He noted that he had met with the Water and Sewer
Camtittee of BPW and they will reccnmend to BPW, this Wednesday , a
more favorable rate which will reduce our quarterly bill by
approximately $4 , 000 or roughly a 17% decrease .
The Supervisor noted several additional agenda items . First , the
draft of the April Newsletter , second a resolution appointing Susan
• Beeners as the interum Town Planner .
Town Engineer ' s Report
Town Engineer Lawrence Fabbroni reported that the Board had copies
of the staff ' s monthly report in their folders . (Copy attached to
the minutes ) . He went on to say that they were in between
projects . The current activity in water and sewer is the
replacement of the water main on the Forest Hm*e bridge . The Town
Engineer noted that the pipe was completely rusted through in
places . The rust seemed to holding it together . The replacement
is taking longer than we expected because of the bends on the ends
of the bridge .
Supervisor Desch asked about the Hungerford Heights bid specs .
Town Engineer Fabbroni responded that he was going through the last
of the bids specs again , then there will be a month bidding time ,
opening in April . He reminded the Board that nine months ago they
authorized the bidding and budget for the painting project .
Town Engineer Fabbroni reported that 13 , 000 yards of fill had been
placed on the Burns Road Project at 50 � a yard . He noted that they
would hold off until the end of May to place the filter fabric , so
we won ' t end up with an accordian road surface .
Supervisor Desch asked how far was the fabric now?
Town Engineer Fabbroni responded , within 300 feet of the
Slaterville Road .
The Engineer noted that he and Supervisor Desch had net with the
property owners effected by the new hospital access and they are
mulling over the prospects . Also , he has talked with the hospital
people regarding modifications to the access .
Supervisor Desch asked if fabric would be used on Forest Home
Drive ?
Town Engineer Fabbroni responded yes , we are hoping not to have to
. do any work again for twenty years . He went on to say that Bob
Flumerfelt was working on this project as he had to set aside the
Fall Creek Project due to high water , as far as the gabions are
concerned .
The Town Engineer went on to report that there was a problem on
Park Lane which the Planning Board would have to resolve . Also ,
the weather has been a factor . Nothing has happened on the Pine
Tree Road corridor since last month ' s meeting. We have a proposal
to make Judd Falls Road one way south of the jug-handle with a
walkway the entire length .

Supervisor Desch asked when the proposal would be ready?
Town Engineer Fabbroni responded , hopefully within a month . There
will be a walkway on the west side and the people on the east side
will have three to four feet added to their property .
Councilwoman Raffensperger said , tell me again where the one way
will be .
Town Engineer Fabbroni responded , between Forest Home Drive and the
jug-handle south will be one way . All the bridges in the community
will be one way .
The Town Engineer went on to say that the Sewage Treatment Plant
• was proceeding and we expect the start up of the influent pumps in
May . The second phase contractor is ahead of schedule . We expect
to see start up of the plant sometime between December and
February . All manholes are in place and most of the surprises are
behind us .
Town Engineer Fabbroni mentioned a memo regarding the Town
Planner ' s plans to leave the Town of Ithaca and the appointment of
interim personnel to fill the vacancy until a replacement is hired .
He suggested that perhaps the Board might want to go into Executive
Session .
Town Highway Superintendent ' s Report
Town Highway Superintendent Robert Parkin stated that he had
nothing to add to his written report .
COUNTY BOARD OF REPRESENTATIVES
County Board of Representatives Mary Call asked where Peter Lovi
was going?
Town Supervisor Desch responded , Orange County to work for a law
f irm in a planning capacity .
Mary Call reported that the County was busy with the move of the
Department of Social Services to the old hospital . She noted that
the only thing that could change the vote to move , would be if a
member of the County Board made a motion to recind the plan . Mrs .
Call went on to say that the Airport Plan had been approved . A new
terminal will be built in 1988 . The County will go to bonding for
the building . Mrs . Call noted that the existing building will be
used for maintenance . She went on to say that there was a little
bit of money for flood control , if the Town was interested .
Councilman McPeak asked when the new jail would be started?
Mrs . Call responded that a lot of the ground work had been done ,
however , work had been stopped for the winter .
• Councilwoman Raffensperger questioned if the Town of Ithaca was
subsidizing the bus run to the hospital , and if so , in light of the
recent move by DSS to the hospital the County should take over the
cost themselves .
Mary Call responded that the extra bus to the hospital was put on
at County cost .
Councilwoman Raffensperger added , the function of the bus is
changing, therefore , the Town should rethink its role .

BUDGET AMENDMENTS

WHEREAS , $ 24 , 398 was received in 1985 for the CHIPS program and
$ 24 , 000 was the amount reflected in the 1985 CHIPS report as being
expended , and
WHEREAS , the reallocation of the $ 398 difference will provide for a
proper accountability and audit trail ,

Cartee , Building Inspector is authorized to attend a three-day
Building Officials Educational Conference in Rochester , New York ,
April 28 , 29 , and 30 , 1986 , a portion of which is required for
annual certification of service training under the State Office of
Fire Prevention , at a budget not to exceed $ 350 .

1986 OBJECTIVES
ADMINISTRATIVE & PLANNING ACTIVITIES
1 . Personnel Function
Now that we have designated a Personnel Officer it will be much
easier to provide employees with answers to personnel related
questions such as benefits , job descriptions , etc . Now that the
new health insurance plan is in place , we can complete work on the
Personnel Manual (March 1 , 1986 ) and an update to the Town Code of
Town Board 7 March 10 , 1986
Ethics (April 1 , 1986 ) . Work on job description updates will be
completed hopefully on July 1 , 1986 and the employee performance
appraisal completed by September 1 , 1986 .
2 . Cost Analysis and Forecasting
We need . to evaluate the effectiveness of our purchase order system.
Is it being consistently used ? What cost information is now
available ? How effective is our overall purchasing? Where can
additional savings be generated , i . e . , more bulk bidding and
purchasing , electronics , mail hookups , energy audits , maintenance
procedures on vehicles and equipment . On the latter , who maintains
the vehicle maintenance card? It should not be the driver who
• decides when vehicle preventive maintenance is to be done . Should
a motor pool be set up in the Highway Facility? Another example is
the high repair cost for the combined plow/ sander , due primarily to
the cost of pulling itself up Route 13 everyday . We need to
evaluate desirability of a Pole Barn somewhere ( i . e . , Christopher
Circle ) in the Northeast to improve the service , reduce cost and
perhaps be useful for other purposes .
3 . Town Records
We spend a considerable amount of time looking up a wide variety of
information in the various minutes . A computerized index to such
minutes would be an extremely useful tool , not only for saving time
but developing a data base for future decisions . The indexing of
minutes will give us a start but this needs to move along faster in
order to be of optimal use . Another must is to duplicate a set of
minutes and locate the duplicate in a secure active . If a fire or
other tragedy , i . e . , vandalism occurred it would be impossible to
retrieve the information . I have already directed Jean to proceed
with this project with a two month target for completion .
4 . Tax Parcel Overlay on Aerial Photo and/or Enlarged USGA Maps
The feasibility of such a base map should be made to enhance review
of subdivisions , rezoning proposal , drainage master plan , etc . ,
development . A data base inventory utilizing the tax parcel number
can then be created so that we can track trends in preservation of
open space , woodlands , active farmlands , wetland , etc .
INTERMUNICIPAL AGR1KE1v=S /CONTRACTS
Fire Contract - City of Ithaca
We extended the contract for another year on the same terms as the
previous two year contract . This was done to give both parties the
opportunity to complete our master planning effort to see if there
• is a basis for a long term joint arrangement or in the alternative
to determine if it is in the Towns best interest to establish its
own Fire Department . We are hoping to complete this work in time
for budget consideration in the Fall of ' 86 . This will be a
monumental task but it is achievable !
Intermunicipal Sewer Use Law
The revisions to the new law now in place will makde it easier to
provide pretreatment management . However , one additional task

remains and that is the establishment of rates for the new sewage
treatment plant . The rates may include a surcharge for higher
strength industrial contributions . Such provisions would be
incorporated in Article 10 of the law .
As a footnote , we must also finalize an agreement with the County
to accept septage from licensed haulers from the whole County .
Sewage Treatment Contract - Village of Cayuga Heights
The formal contract expired a few years ago but we have been
unsuccessful in getting the Village to proceed with an update , in
spite of several attempts . It is in our interest to push this to
• completion before the remaining capacity is overcommitted , Since
there are now five municipalities utilizing the facility there
would be many advantages to an intermunicipal operation , perhaps
with the same Commission that operates Bolton Point . Planning for
expanded capacity will soon become a necessity .
CAPITAL PROJBC.T DESIGN

We must forcefully and effectively lobby with the City to get at
least the two lane highway approved up West Hill . We should also
clearly state for the community the advantages of a four-lane road
with the overpass , not only in terms of its safety value but as an
important economic consideration for the West End of the City . one
of our stated objectives , over the years , is to support the
preservation and enhancement of the economic viability of the
downtown area of the City as the County ' s central commercial
district . The lask of highway will only serve to further isolate
the City businesses . Since the City has veto power over this
project , we must state clearly what our desires are .
2 . West Hill Water & Sewer
There are a number of reasons why we must now move forward on the
plan developed last year in schematic form . First and foremost ,
these areas are in critical need of the services . Secondly , the
Tax Reform Act will significantly increase municipal borrowing
costs probably after January 1 , 1987 . This means that we should
rapidly develop the scope of work , retain engineers and contract
for construction as soon as the improvement can be approved . The
suggested scope of work is listed in the appendix .
3 . Town Drainage Master Plan
Although we have made considerable strides in improving the
drainage and erosion control in several ares of the Town , we must
• complete the first phase of an overall Town plan to deal with some
urgent problems on South Hill and potential on West Hill . Some
field improvements must be accomplished in 1986 . In all
probability this work can be done in-house .
One of the early action items should be the modification of the
major drainageway under Stone Quarry Road so that the railroad
track grade can be lowered to reduce the alignment hazard . The
City is no longer interested in the major storm interceptor along
the upper side of the old railroad bed . A summer 1986 schedule
should dovetail with plans to construct the bikeway down to
Town Board 9 March 10 , 1986
Buttermilk Park . Some form of easement is needed for the portion
from Stone Quarry up the hill to Aurora Street . Morse Chain awns
this portion of the right-of-way .
Burns Road Project
The third and final phase of the Burns Road projects should be
designed over the winter of ' 86- ' 87 so that construction can be
completed in the construction season of 1987 . A design was done
many years ago that would link Burns Road with East King Road where
they intersect Coddington Road . This option may still be
preferable to raising the grade at the existing intersection .
• Hospital Access Read
The Town is the coordinating entity in this complex local
circulation matter . The various pieces of funding are in place and
discussions with the owners of two private parcels are ongoing .
Construction of the first phase during the summer of 1986 will be
necessary . Preliminary design by in-house staff is underway .
Pine Tree Road Alignment
The County is committed to complete the study of the alternatives
involved with this complex circulation problem. The Town is
already committed to assist in the design and field layout . This
whole matter should be resolved in 1986 with some construction
effort desirable before the year is out .
Sand Bank Road Realignment
This alternative access from South Hill to Elmira Road is becoming
more heavily used . The realignment at the Buttermilk Falls Park
end will take place in 1986 , therefore , planning and schematic
design should proceed on the elimination of the hairpin turns on
the hill portion . Construction should be done in 1987 . Same land
acquisition will be necessary .
Inlet Valley Park Project
It is expected that City acquisition of this property will enable
the Town/City to jointly complete the design of the first phase of
facilities ( i . e . , playfields , etc ) . It may even be feasible to
complete the rough grading in 1986 .
Pleasant Grove Road - Northeast Bikeway
Cornell has committed itself , in conjunction with the Town House
Project on Jessup Road , to construct the bikeway to the end of its
• property toward Comrnxnity Corners . The Village still wants to
relocate a portion of the road inside the Village . We expect the
final scheme to be acco plished in 1986 , with construction likely
in 1987 .
CAPITAL PROTECT CONSTRUCTION
1 . Forest Hone Drive
Town Board 10 March 10 , 1986
The design features with respect to drainage , retaining walls and
road alignment are already in place . The first phase of
construction will be completed over the winter of ' 85- ' 86 and the
remainder by September 1 , 19860 The work also includes the
Town/Cornell project on the curve above Beebe Lake ,
2 . Burns Road
Phase I and II will be completed by the end of July 1986 , now that
the placement of fill is underway again .
3 . Park Lane Extension
Excavation will be completed following relocation of the gas line
scheduled for midsummer of 1986 . Paving of the road may not occur
until 1987 .
49 Calkins Road Paving
The Town needs to consider the desirability of paving this
increasingly heavy used road . Several property owners have
requested that we do so and I have indicated the possibility for
1986 or 1987 . (The Town Engineer noted that surface treatment had
actually been placed in 1986 ) .
5 . Fall Creek Flood Control Improvement
The allocation of $ 10 , 000 by the County has enabled the Town to
move forward on the construction of the new gabion retaining walls
with completion expected during the summer of 1986 . This will
complete the urgent aspects of this critical project .
6 . Water & Sewer Improvements - West Hill - East Shore
An optimal bidding date is September 15 , 1986 with construction
over the winter and a conpletion one year later . This will enable
us to permanently finance the project prior to the implementation
of the new tax reform bill on January 1 , 1987 . This is a very
formidable schedule !
7 . South Hill Bikeway
Since the agreement on this project with the City/State has been
executed it should be possible to accomplish construction of major
sections of the bikeway this summer ,

Councilwoman Raffensperger presented the following memo , dated
February 7 , 1986 to be considered in the 1986 Priorities :
" In addition to the priorities for 1986 already presented to the
Town Board , I would like to suggest the following additions . Most
fall within the area of planning and zoning .
• 10 Reassessment of the cluster provisions in the subdivision
regulationss . Various proposals in 1985 , classified as
cluster , varied frcan the expectations of some Town Board and
Planning Board members as to the aims and permitted forms of
cluster subdivisions . When this happens , we need to make sure
that the specific provisions and the intent of the legislation
are compatible .
20 Any needed changes to make sure our occupancy regulations are
enforceable .

3 . Since the majority of the Town Board has chosen to make
changes in the present ordinance , as opposed to a more
complete revision , there are a number of "minor " changes I
believe should be considered as soon as possible , i . e . ,
definitions regarding rooming house , boarding house , etc . , and
their possible extension regarding # 2 ; Section 4 , 2b , R9 ;
accessory building side and rear lot line requirements in all
residential districts , accessory apartment definition , change
in 100 % number for second dwelling unit on minimum sized lots ,
evaluation of 50 % rule if lot size increased , permitted uses
( reorganization of ) business districts ABCDE ; clarification of
abandonment of use regarding lot size , reversion clause
regarding rezoning with specific site plan ; Section 77 , 7a , as
it contains a presumption of "harmony " for all public and
• educational buildings , use as outlined ; and others .
I am aware that the Planning Board is proceeding with a draft of a
Comprehensive Plan and suggested revision to our SEQR law , both of
which I would list as priorities in 1986 .
I would appreciate the Town Board and planning staff receiving a
copy of these suggestions for discussion when the other proposed
priorities are considered . "
Supervisor Desch requested other Board members give him their
suggestions for 1986 Objectives . He then highlighted his report ,
noting that because of the new Sewage Treatment Plant , an increase
in the sewer benefit assessment would be needed . It could be
$ 10 . 00 but will probably be $ 5 . 00 .
Councilman Cramer questioned the need for another tank on West
Hill .
Supervisor Desch responded that we are talking about a
hydropneumatic pump because of the cost of an additional reservoir .
Councilwoman Raffensperger suggested that in conjunction with Route
96 , the Town should review the zoning map because of possible
changes in land use .
Supervisor Desch responded that Route 96 was not in the bank . The
concerns the legislators in the City have is the impact on
commercial areas in the City . NYSDOT ' s environmental impact
statement does not deal with economic impact . We are trying to get
the City to look at the environmental impact . He went on to say
that some kind of economic study must happen soon , as the public
hearings are scheduled for September . Also , we are soon going to
arrive at a point where the three alternatives come back and we
will need to advise the City of our clear reasons of . why we support
which alternative .
The Supervisor went on to say that it was quite likely that the
Town would assume the collecting of Village sewer bills . This
would allow one rate structure for all . We will also be looking at
rates for the new plant , regardless of where you live outside the
• Village the rate will be going down .
Town Engineer Fabbroni asked if the revenues would be close to
balancing?
Supervisor Desch responded , we should be ahead . We hope this will
help with the sewer extensions .
Supervisor Desch asked if there were any questions about
Councilwoman Raffensperger ' s memo?
Town Board 13 March 10 , 1986
Supervisor Desch questioned Councilwcanan Raffensperger ' s concern on
enforcement of occupancy regulations .
Town Attorney Barney responded that this section will probably need
to be modified .
Town Engineer Fabbroni questioned the paving of Calkins Road ,
noting that it was oiled and stoned last fall .
Supervisor Desch responded that he had a list of complaints and
Calkins Road was on this list , before it was oiled and stoned .
Councilwoman Raffensperger commented , not having a question does
not mean one is enthusiastic about the list of objectives .
• Town Engineer Fabbroni stated that he would like the Boards opinion
on the 1986 plans . Noting, if we shouldn ' t be doing something woe
would like to know before we start .
Councilman McPeak asked about the big barn on Warren Road that
Collins used to keep his trucks in , could it be used as storage in
the Northeast area for the Town truck?
Town Engineer Fabbroni responded that he and the Highway
Superintendent have been looking at several possibilities , the
Village of Cayuga Heights , BOCES , plus a number of other
possibilities .

Councilman Cramer stated that he understood that Frank Liguori ,
County Planning Commissioner was going to ask the Town to create a
limited mixed use zone that would include an industrial zone .
Town Supervisor Desch responded , research and development is light
industrial , however , it doesn ' t spell out research and development .
Councilwoman Leary suggested that Town Board members names and
telephone numbers should be listed in the Newsletter .
Councilwoman Raffensperger asked who was reading their own water
meters now?

$ 204 , 930 . 93 after review and upon the recommendation of the
Southern Cayuga Lake Intermunicipal Water Commission , they are in

PERSONNEL, MANUAL
Supervisor Desch asked if there were any questions or problems on
the proposed hours Town Hall would be open , 8 : 00 a . m . to 4 : 30 p . m . ?
Councilwoman Howell responded , not as long as you clarify that this
is flex time with one-half hour for lunch . She then asked when the
floating holiday is usually taken .
Supervisor Desch responded this year its the day after Christmas .
Town Attorney John Barney stated that he had some comments on the
proposed manual . Second paragraph , page 1 - " It is further the
policy of the Town to be an affirmative action employer and comply
with all applicable federal , state and local labor laws . " He went
on to say that the Town may or may not be an affirmative action
employer and therefore , the words " be an affirmative action
employer and" should be removed . The Town Attorney asked who was
Personnel ?
Town Attorney Barney pointing out the section on Vacations on page
3 - "When an employee terminates his or her employment with the
• Town , a cash payment will be made for unused vacation earned " . He
suggested the wards "when two weeks notice of termination has been
given" . Attorney Barney commented that on page 4 under Sick Days
"Upon retirement the dollar value of accumulated sick time (based
on the employee ' s rate of pay ) . . . . . " at the time of retirement "
should be added after rate of pay . Also , under this section , if
the employee is not opting for health insurance , then a payment
directly to the employee should be made . Under Leaves of Absence -
Military Duty , a sentence should be added , " It should be understood
that the Town Board is not obligated to grant any such leaves and
the decision to grant with or without salary is solely at the

descretion of the Town Board " . Page 7 , Probationary Period , the
Town Attorney suggested that six�mmonth probation be changed to
twenty-six weeks .
Supervisor Desch stated that the Personnel Committee has not
recommended that a lump stun payment be made for unused sick time ,
therefore , this comment should be left out . There was no objection
to this suggestion .
Town Engineer Fabbroni asked about full-time temporary employees .
Supervisor Desch stated that this subject would be taken up later
by the Personnel Committee .
• The Town Engineer noted . that permanent part-time employees were
treated better than full-time temporary employees .
Town Engineer Fabbroni noted that there %ere two full-time
temporary employees , will they be treated different or
grandfathered?
Supervisor Desch responded grandfathered until we change the
policy .
Councilwoman Leary noted that if Susan Beeners was to be acting
Planner , would this mean she would be considered a temporary
employee ?
Supervisor Desch responded , no .
Councilwoman Leary questioned the Preamble , asking why it had been
worded this way . Some of it is redundant while it leaves out
sexual preference and marital status .
Town Supervisor Desch noted that the Committee had not discussed
sexual preference .
Councilwoman Leary questioned the holidays designated by the
manual . She stated that she felt the Town employees should receive
the same holidays as the City of Ithaca employees and the County
employees receive , noting the difficulty it would cause Town
employees working when the City and County are closed for holidays .
Councilwoman Raffensperger noted that you are not allowed to
discriminate because of marital status .
Mary Call noted that Hazel Best-Shaw , the City of Ithaca ' s
Personnel Director had been very helpful to the County and that
perhaps the Town should talk with her . Mrs . Call went on to say
that Hazel Best-Shaw had been instrumental in helping the County
add two more holidays for the employees .
Attorney Barney continued with his comments on Leaves of Absense ,
pay days and the right to amend clause . These comments were
incorporated into the Personnel Manual .

RESOLVED , that the Town Board of the Town of Ithaca hereby approve
the Personnel Manual as recommended by the Personnel Committee and
amended by the foregoing comments of the Town Attorney that have

Councilwoman Leary stated that she was opposed to the manual
because of the Preamble which is redundant in some places and
leaves out sexual preference and martial status and the lack of
holidays which correspond with those given to the employees of the
City of Ithaca and the County of Tompkins .
A copy of the adopted Personnel Manual is attached to the original
minutes of the meeting .
PUBLIC HEARING TO CONSIDER THE ADOPTION OF A LOCAL LAW TO ESTABLISH
• DISTRICTS WHERE MOBILE PARKS MAY EXIST AND TO ESTABLISH REGUTATIONS
PERTAINING TO SAME
Proof of posting and publication notice of a public hearing to
consider the adoption of a local law to establish districts where
mobile parks may exist and to establish regulations pertaining to
same having been presented by the Tawas Clerk , the Supervisor opened
the public hearing .
Town Planner Peter Lovi noted that the proposed law , as presented
by the Town Attorneys office , contained numerous discrepancies and
could not be adopted this evening .
Supervisor Desch asked if anyone wished to speak .
Paul Jacob , 146 Seven Mile Drive stated that he would just like to
see the proposed law passed .
Supervisor Desch remarked that he did not understand what " d " under
Article XIII refered to .
Town Planner Lovi responded that it amended the Zoning Ordinance by
adding "except Residence District R5 " to the opening sentence .
Councilman Cramer questioning the section on accessory buildings ,
asked if the storage buildings were for the Mobile Hone Park or for
each mobile home ?
Town Attorney Barney responded , for each individual mobile home .
Councilwoman Raffensperger stated that she could not find a section
on occupancy .
Town Planner Lovi responded occupancy is covered in the last
sentence in Section 36 At "A mobile home shall be considered a
one-family dwelling for purposes of determining permitted
occupancy " .
As no one else wished to speak , the Supervisor closed the public
hearing .
• Town Attorney Barney stated that the Board could need to adjourn
the public hearing and adopt the local law at another time .
Supervisor Desch asked when Mr . Jacob ' s proposed expansion of his
Seven Mile Drive trailer park would go before the Planning Board ?
Town Engineer Fabbroni responded , April 1st is the earliest
possible date .
Supervisor Desch suggested the Board hold a brief noon meeting .

TOWN PLANNER POSITION
Supervisor Desch received the following letter from Town Planner
Peter Lovi , dated March 6 , 1986 :
" It is with the deepest personal regret that I must inform you that
I am resigning my position as Town Planner effective Friday , March
21 , 1986 . I will be taking a position with the law firm of
Jacobowitz and Cubits in Orange County , New York .
I thank you for the opportunity to work on the many challenges
facing this com mity . I would like to think that I have left the
Town a little better as the result of my work .
I have been coordinating my projects closely with other members of
the Engineering and Planning department and I am certain that they
will be able to pick up my work smoothly . Of course , I will be
available as a consultant to the Town in the areas of planning and
office automation . If you are interested , I will be happy to
discuss terms and details with you .
In conclusion , these years with the Town have been very satisfying
for me . I have nothing but the warmest personal and professional
regards for my coworkers and all the Board members . I will be
facing new challenges and new opportunities , but I will not forget
the hard work and honest interaction I have enjoyed in this job . "
Town Engineer Lawrence Fabbroni presented the following memo dated
March 10 , 1986 , regarding minor reorganization and proration to the
Town Board members :
"As you may ]mow by now, Peter Lovi , Town Planner announced his
resignation March 6 , 1986 , to be effective March 21 , 1986 . His
accomplishments in helping the Town and staff maintain a
progressive pace in planning and in computer-aided systems were
many and deserving of our recognition .
As we look to assess our continuing needs and capabilities , it is
• my hope that you strongly consider promotion to fulfill planning
needs and park programming needs . My own feeling is that Peter has
led the Town and staff collectively past the discovery period on
computer applications and each functional area is now developing
specialized applications , reasonably a part of every job task and
challenge .
For the immediate future and quite possibly , permanently , as you
see fit , Susan Beeners , M. L . A . , will , under my guidance , assume
responsibility for Town Planner matters while incorporating
landscape programming into that charge . Richard Schoch , a thesis

shy of M . R . P . , will assume park maintenance programming and sane
caTprehensive planning responsibilities while retaining field
supervision duties of the parks . Pending further discussion , I
recommend filling the park maintenance foreman position by
promoting one of the four newest highway department employees .

temporary assignments :
Susan Beeners -- $ 18 , 000 to $20 , 000
Richard Schoch -- $17 , 000 to $18 , 750
Park Maintenance Foreman -- $ 6 . 00 to $ 7 . 00 /hr .
• This leaves a temporary opening to be filled by summer help in the
highway department pending the completion of the sub-committee
manpower analysis . The park foreman would be capable and available
for peak winter needs .
• In the permanent perspective , this would promote three individuals
from within in a way that strengthens every area but computer
systems analysis . The one-half professional position reserved ,
lost out of all this , can be reserved to consideration of
consulting help in the computer area , some completion of job scope
for an assistant plumbing inspector-building inspector or designer
Flumerfelt , or added clerical assistance as the dynamics evolve in
time .

interim Town Planner at a salary of $20 , 000 , Richard Schoch to
serve as interim Park Maintenance Programmer and Ccnprehensive
Planner at a salary of $18 , 750 , and the proration of one of the
four newest Highway Department employees as interim Park

Town Board 19 March 10 , 1986
Councilwoman Leary noted that Richard Schoch was moving up into the
former position of Susan Beeners , however , he would be receiving
$ 750 more than Ms . Beeners received .
Town Engineer Fabbroni responded that half of Mr . Schoch ' s job
would be in a supervisory capacity , therefore , he will be doing
more than Susan did when she held the position .
The Town Engineer went on to say that Susan ' s background was more
in landscape while Peter ' s was conputers . He went on to say that
Susan has knowledge of the Town and meeting the public . What she
lacks in the planning field she will pick up soon . As for Rich ,
there has always been the potential for promotion , that is why we
have been able to hold him in the job he has been filling .
• Supervisor Desch noted that you could not separate planning from
engineering in this Town , in some places the two departments do not
speak to each other .
Councilman Cramer asked how long the Town would be able to keep
these people in temporary positions?
Supervisor Desch responded that the Town should advertise very
quickly because of the crunch of the work load .
Town Engineer Fabbroni added , also if these are not to be permanent
positions , it is an injuctise to these persons to keep them in
temporary positions .
