c1. a. irns on this project , Our Adrniriistrative Cost Claim of $ 7 , 504
heave. been approved . `Phis is an increase of $ 3 , 900 . However , there
is sti11 a dispute over about $ 223 , 000 in A & E fees and inspection
cost. s and we sincerely bel ;_ eve, our documentation is more than
adequiate to support these claims and we have asked Audit and
Control to look at our docur:entatiorr in detail ,

.The Supervisor_ went on to sale that he has set up an office on the

Fire Station Locations
Councilwoman Kii_cnfer asked if any progress had been made on fire
Station locations ?
Town Engineer Fabbroni responded that two meetings had been held ,
one with the Mayor , the fire Chief , two of the Dept: ty Fire Chief s ,
Jc- hn Meigs , Peter - ILovi and himself and a follow u.p meeti_ nc; with
Jclhl_ Meigs , Peter and himself wh =ich included a site tour of five
Site in both City and Town . Peter Lovi is now developing Site
plants following our last mee-iti_ ng . The Fire Chief is doing tirae
studies . The City Planners had started a service study on the
Who .0 project but were then cut off , so that no�,r only Limited
aspects of the project have been considered , such as respon ^. < time, .
Council_ n-tan Cramer asked what was the timetable for the relturn of
thei report ?
To�.;rt Engineer Faboroni responded , we hope as soon as possible ,
l: .Wover , we do not want to rush the report so that it will be
objective .
Councilman Jennings asked of other aspects , e . g . , appropriation of
equipment= , had been considered ?
Fabbroni said he had asked the Mayor if he wanted to consider other
aspects such as cost of land , dual • use of buildings ?
Councilwoman Kiefer asked if the Mayor war responsive to this ?
Fabbroni said the Fire Chief answered for the Mavor and was
soI .^.ewhat. defensive ; he stressed response time .
Supervisor Desch stated that it may be necessary for the `fowls to

protection . He felt that the Town Board and Town Staff would be
spending a consider- able amount of time on the fire protection issue
in the years ahead .
Councilman Jennings asked the Supervisor if he had ever talked with
Mavor Shaw or David Banfield about the structure of the Board of

Supervisor Desch responded -that the possibility of one Fire
Commission had been discusses;. . However , i_ t would require State

Counci. lWoman Kiefer asked if there was any new information on the
cii_ sposition of -the old hospital building ?
Supervisor Desch responded no . Also , I do not know how detailed
the condominium proposal is .
Cou% LCilman Cramer_ asked what was the status of the Zoning Ordinance
and. cNan we have it placed back on the agenda for passage in the not
too distant future ?
St� pe. _ 17> or, Desch stated , that there are pressing legal matters
which Town Attorney must give prior =ity to , but we should be able to
deE)J with the Zoning Ordinance this winter . Subdivision and
cl u.l teri. ng needs to be discussed , it ' s a matter of persistently
keei-Ding after it . In terms of principles , wo all seem -to be in
agrc. e. Inent , except for P - 1 and P •- 2 zones .

that if asked to make a decision , on the spur of the moment , she
would have reservations about a couple of the locations being

been filled with gravel from the creek . Also , Lisa Lane track has
been paved with hot mix , up to the tree , He noted that the play
structure at Northv .iew Road Park had been installed and really

hau been served with a petition by the Six Mile Creed Preservation
CoP,,]nittee . This Article 78 Proceeding on the Colrtmonlailds states
that an I' nvironrlental Impact Statement should be, presumed by law to

be required . The petition asks the Court to vacate the decision of
the Planning Board and require an Environmental Impact Statcmr _. ; It be
prepared . The petition also asks the Court to enjoin the Planning
Board from proceeding with final approval , enjoin the developer
from proceeding with construction , 'enjoins the developer from
proceeding with the development until an Environmental Impact
St— teraent has been properly prepared and to grant a temporary
restraining order against -the developer .
Supervisor Desch stated that the Board should authorize the Town
Attorney to represent the Town in this pending case .

been presented by the Town Clerk , -the Supervisor opened the Public
Hearing .
Councilwoman Kiefer. , speaking to the To�•Jn Attorney, stated that the
Codes and Ordinance Committee had met yesterday , which prompted her
to worry about . the Zoning Ordinance . She stated that she
urlde .r. stood the ord =inance was in the hands of the 'Town Attorney for

She felt that the salary range and job descriptions should be

should be held , next year , on the implications of sal. a ,F_y in
relation to the Town Budget ,
Councilman McPeak noted that a Toy rI Councilman ins t; ak ertifi. eld. ,
California was only paid $ 1 , 800 a year .
Councilwoman Ra fensperger stated that it should be. determined what
Supervisors are paid in Towles of comparable size . She added that
it s ,l_, r_ ikes her they are being paid about the same as the Supervisor
is no-v.7 receiving .
Coun_ c: ili•aoman Kiefer wondered if -the Association of Towns could

Supervisor Desch \vent on the the Town - Wide pare of the budget ,

Councilwo;nan Kiefer asked about the sewer debt exclusion , do we
need to worry about it in 1_ 983 , or will nothing happen until after
1984 ?
Supervisor Desch stated that various discussions are being held so
that we will be ready whenever funding comes through . The people
at Audit and Control say there is no way to preapply . In 1983 , the
only provision under which -the Town 1-nay apply , is under Section 12. 3
which then ITiust be applied for annually as project approval comes
through .
Supervisor Desch dosed the public hearing , as no one present
t•;= i_ slled to speak in favor or in opposition -to the proposed
Preliminary }budget .
Supervisor Desch asked the members; of the Town Board if there taer_ e
