At a Regular Meeting of the Town Board of the Town of Ithaca ,
Tompkins County , New York , held at the Town Offices at 126 East
Seneca Street , Ithaca , New York , at 5 : 30 P . M . , on the 12th day of

Supervisor Desch led the assemblage in the Pledge of Allegiance .
REPORT OF TOWN OFFICIALS
SUPERVISOR ' S REPORT
Supervisor Desch stated that he was pleased to report. that the 8 "
water line is in place on the Coddington Road and a number of the
services under the road have been completed without open cutting
the pavement . The contractor has done a very prof essional . clean
job .
The Supervisor went on to say that he had suggested to Frank
Liguori that it seemed worthwhile , from .a priority standpoint ' to
apply for ARC_ matching funds to replace the sewer to the hospita I
area and to upgrade the water system which Stearns & Wheler has
estimated to cost $ 250_ , 000 for the 12 " reinforcing main . Although
funding is tight , this type of project is being given .the highest.
priority . If a pre- application seems feasible , we , will be back tex,
the Town -Board at the August meeting .
Town Board Minutes - 2 - July ' 12 , 1982
The Water Commission and the City are exploring the economics of
serving the City from Bolton Point on both a regular and emergency
basis . These discussions and preliminary rate estimates will
continue over the rest of the summer . Service on a regular basis
would necessitate a 24 ° gravity main from Bolton Point . down the
railroad right- of -way along East Shore Drive . If the early
,- discussions show potential economic benefit to the parties , we will
enter into more formal negotiations with perhaps three Commission
members and three City representatives .
Councilman McPeak asked what the City ' s water consumption figures
were ?
Supervisor Desch responded , 31600 , 000 gallons per day .
Councilman McPeak questioned if Bolton Point had the additional
capacity ?
Supervisor Desch responded , that the work on the fourth filter _
would need to be completed , plus a new raw water pump ,
TOWN ENGINEER ' S REPORT
Michael Ocello , Assistant Engineer attended the meeting in the
absence of Town Engineer Fabbroni , who was on vacation . Mr . Ocello
reported that surveying would start shortly on Burns Road ,
Councilwoman Kiefer asked if the Mr . Fabbroni had sent Board
Members comments on the Draft Master Water Plan to Stearns & Wheler
yet ?
Supervisor Desch stated that he did not believe Mr . Fabbroni had
been in contact with Stearns . & Wheler before he went on vacation .
HIGHWAY SUPERINTENDENT ' S REPORT
Superintendent Robert Parkin reported that . the Coddington Road area
speed limit signs had arrived and the County and Town would be
installing them in a week or so . He went on to - say that the first
road mowing had been completed , Also , Stone . Quarry Road and
Renwick Road had been stripped .
Mr . Parkin also reported that hot patching of roads had begun and
paving would begin the end of July .
Councilwoman Raffensperger asked if Judd Falls Road north of Route
366 was a Town Road , and if so , is the Town going to . patch ? .
Robert Parkins responded . yes ,
Councilwoman Raffensperger asked who had done the . stripping ?
The Highway Superintendent responded that the State had stripped '
the road , the Town had stripped the cross walks .
Councilwoman Raffensperger stated that there was considerable
difficulties now on Judd Falls Road , with one side full of holes
and the stripping has now done away with the left land turn .
People in the area are beginning to question this loss of the left
turning lane as a ploy to necessitate the building of the new
proposed road .

REPORT OF COUNTY REPRESENTATIVES
County Representative Gust Freeman stated that he had no report
this evening , but he would be glad to answer any questions the

Board Members might have .
APPROVAL OF MINUTES
Councilwoman Kiefer stated that it would be helpful if the agenda
would list the minutes to be approved. She went on to say that she
had a few corrrections under the topic of Wetlands . Change the .
word elevation to level in paragraph seven to read . - Councilwoman .
Kiefer asked if the Barge Canal elevation is the level that keeps
the lake level for flood control purposes . Paragraph thirteen , the
words " the wetlands " should be added , Councilman Jennings
questioned wetlands next to a road , can we run sewer lines through
the wetlands ? In paragraph twenty- five , the words wetlands and
flood plain should be . added . Supervisor Desch responded that
wetlands were outside of flood plains and need to be checked and .
designated as wetlands and flood plains because of the 50 year
prohibition of sewering these areas . .
RESOLUTION NO , 84
Motion by Councilwoman Raffensperger � seconded by Councilman
McPeak ,
RESOLVED , that the Town Board of the Town of Ithaca hereby approves
the minutes of the April 26 , 1982 meeting of the Town Board as
amended .
( Desch , Raffensperger , Cramer , McPeak , Jennings and Kiefer voting
Aye . Nays - none ) .
PERSONS TO BE HEARD ,
Dan Peterson of 110 Dey Street asked to be allowed to voice his
opposition to Commonland Community proposed for development at 1443
Slaterville Road . He stated that he had three points of
opposition . 10 The chemical that was proposed to be used to .
treat the wood in the foundation , he felt this could eventually ,
find its way into the City Reservior , 2 . An Environmental
Assessment Statement should be required . He went on to say that
the Planning Board had held two meetings and that a lot of people
had attended to voice their strong opposition to the project ,
however , the people have been ignored by the Planning Board . . 3 . .
Home Owners Agreements have been proposed , this would not allow you
to rent to someone else . He noted that he felt the developers were
trying to pull the wool over the eyes of the residents and he felt
the Home Owners Agreement could not be enforced .
Supervisor Desch stated that the Town Board has not , as a body ,
discussed this project and may not because of the powers �of the
Planning Board . He understood he stated , that the developer now
planned to use a masonary foundations rather than the wood treated
foundations . The Supervisor went on to say that the Planning Board
had designated this as a Type I action and required the long form
assessment . He went on to say that approval of an Environmental
Assessment Form was not necessary in a preliminary approval . Final
approval , yes it would be necessary . He noted that the Planning
Board has the power to approve a sub -division unless there is. a
zoning change .
David Ludington of 1456 Slaterville Road stated that the Planning
Board had approved the concept and preliminary plans for the
project , He asked if the issue would ever be delt with ?

Supervisor Desch answered , that based on, the record of the Planning
Board he was confident that the Planning Board would follow through
with appropriate review of all stages of . the project .
Mr . Ludington went on to say that the foundation for the main exit
road was in and he felt the exit road would cause problems similar
to the problems on German Cross Road . Very steep and difficult to
get cars out onto the main road . The preliminary plans show the
road right across from my house . He went onto say that he felt the
road would be difficult for the Town to maintain . He further
stated that he was concerned with traffic . problems also and that
cars would be using Pine Tree Road and the other already heavily
used roads .
Mr . Ludington also stated that he felt the development being run by
an association was a major concern .
Supervisor Desch noted that Eastwood Commons - was run by ark
association and their association was working, well . However , he
noted this was no guarantee that the idea would work well other
places . The Home Owners Association proposal is subject to Town
Board review and approval . .
John Pierce , 104 Harvard Place stated that his attitude , concerning
the project , was in the middle as he did - not - like to see open
places like. this one upset , yet he new that there was a need for
houses . Mt . Pierce asked where he could .voice his opinion ?
Supervisor Desch answered , you should voice your opinion at the
Planning Board .
- Mr . Pierce then -asked , what if the Planning Board . does nothing , .
then what ?
Supervisor Desch responded , suggested that one answer at that point
would be to change the membership of the Planning Board ,
Robert Marion of 1463 Slaterville Road stated that his property
adjoined the proposed development and the proposed road was in the
vicinity of his property . He stated that he was concerned with
road drainage , and he felt the road would act as a dam . The trees .
and shrubs proposed for the area would . hol.d the water ,
Supervisor Desch asked Mr . Marion if he had discussed his concerns
regarding the water problems and the proposed planting of trees and
shrubs with the developer ?
Mr . Marion answered that he had discussed his concerns with the
developer .
Mr . Marion went on to say there were ditches and creeks running
through the area and he hoped that sufficient culverts would be
installed to handle the water . He stated that he hoped the water
does not back up and flood somebody out .
Lawrence Rivkin of 1450 Slaterville Road as if the Planning . Board
followed Roberts Rules of Order and was it common for the .Chairman
of the Planning Board to make motions ?
Supervisor Desch answered that it was common practice for the
Chairman of a Board to make motions .

Town Board Minutes - 5 - July ' 12 , 1982
Dan Hoffman , 607 North Tioga ' Street as if the Town Board was aware
of CAC ' s action resolution requesting an environmental impact
statement because of the City ' s water shed ?
Councilwoman Kiefer asked if it was standard procedure for someone _
�-- , on the staff to contact effected adjacent municipalities ? She went
on to question the early version being termed as an unlisted
action .
Peter 'Lovi answered yes this was right , originally it was consider
an unlisted action , however , we subsequently reconsidered the
Environmental Assessment Form and advised the Planning Board that
the proposal should be considered a Type I action under our Town
SEQR Law .
Joe Multari , 1430 Slaterville Road asked if the developers had
submitted their revised plan yet ? Someone was supposed to let us
know , we would like to be notified .
Peter Lovi stated that revised plans have not been submitted yet ,
Nancy Fuller noted that a legal notification is published in the
Ithaca Journal five days prior to the hearing . County Planning
Board is also notified . The people who attended. the Planning Board
hearing were notified the last time . out of courtesy as they were
promised a . notification of future meetings bye the Planning Board ,
on this matter . This is not required by law .
Ann Rivkin , 1450 Slaterville Road question responsibility for
liability if a child is injured or killed in a ravine or the City
Reservoir ,
Stephen Baker ,, Stewart . Avenue noted that the Planning Board was
appointed by the Town Board , he then asked for clarification. as to
who was responsible for Planning Board action .
Town Attorney James Buyoucos responded that each Board is an
individual body established by law . State Legislation provides for
Planning Boards and allows Town Boards to delegate authority to
Planning Boards to make final decisions . In years past, the
Planning Board recommended action and the Town Board made the final
decisions . Because of time , the Town Board delegated powers to the
Planning Board . He went on to say , that in regard to conditions
being put on the renters , there are certain things that can ' t be
denied , because of owners rights .
Peter Lovi noted that the Planning Board did not propose the Home
Owners Agreement , the developer suggested it .
Mr . Buyoucos went on to say that he heard something about the,
matter having been approved in concept only . A project may be
given preliminary approval on the basis of preliminary plans , then
developer brings in more information before final approval is
given .
SET DATE FOR PUBLIC HEARING TO ESTABLISH TOWN --WIDE WASTEWATER
TREATMENT IMPROVEMENT AREA ,
Supervisor Desch stated that the financial plan for the wastewater
treatment project is continguent on action as soon as possible .
Councilwoman Kiefer asked if the issuance of bonds was standard
practice , you don ' t sell ?
Supervisor Desch answered yes , the issuance of bonds is standard
practice .

Councilwoman Raffensperger asked why no section of the Order
delineates the portion of cost the Town of Ithaca would bear ?
Supervisor Desch answered , by not specifying the amount t1ie Town
would pay , this leaves the Town Board . with discretion . At the
Public Hearing we will formally present the financial plan . The
Bond Resolution will delineate the Town share , once the improvement
area has been established .
Councilman Cramer asked , at the Bond Resolution Hearing , will there
be a prospectus ?
Supervisor Desch answered no , all information is prepared at the
time of the sale .

In the Matter of the Providing of a Proposed Sewer Improvement and
the Establishment of a Proposed Sewer Improvement Area to be known
as the Town of Ithaca - Ithaca Area Wastewater Treatment Plant
Improvement Area , in the Town of Ithaca , Tompkins County , New York , - - -
Pursuant to the Provisions of Article 12 - C of the Town Law ,
WHEREAS , a plan , report and map has been duly prepared in such
manner and in such detail as heretofore has been determined by the
Town Board of the Town of Ithaca , Tompkins County ., New York ,
relating to the creation of the aforesaid Town of Ithaca Ithaca
Area Wastewater Treatment Plant Improvement Area , and the providing
of a wastewater treatment system , such wastewater treatment system
to be constructed and owned jointly by the Town of Ithaca and the
City of Ithaca and the Town of Dryden , pursuant to an
intermunicipal agreement entered into pursuant to the provisions of
Article 5 - G of the General Municipal Law ; which joint project is to
be known as the Ithaca Area Wastewater Treatment Plant Improvement
Area , and
_ :. . ,_ WHEREAS , said plan , report and map have been prepared by Stearns
and Wheler ,. competent engineers duly licensed by the State of Near
York and have been filed in the office- of the Town Clerk where they
are availabel for public inspection , and
WHEREAS , the area of said Town determined to be benefitted by said
Town of Ithaca - Ithaca Area Wastewater Treatment Plant Improvement
Area consists of the entire area of said Town expecting therefrom
the area contained within the Village of Cayuga Heights , and
WHEREAS , the improvement proposed for said Town of Ithaca - Ithaca.
Area Wastewater Treatment Plant Improvement Area consists of a new
Y 10 , 000 , 000 gallon per day activated sludge treatment plant to
achieve secondary treatment and phosphorous removal , primary and
secondary settling tanks , aeration basins , phosphorous stripper
tanks , septic storage tanks , gravity thickeners , primary and
secondary digestors , sludge dewatering equipment , a, new
administration building and chlorine building , approximately ' 6 , 300
feet of 48 and 36 - inch outfall sewer and 20 6 - inch ports , and
improvements incidental thereto , and original furnishings ,
equipment , machinery and apparatus required in connection
therewith , together with certain additional incidental expenses
occasioned by reason of the aforesaid intermunicipal agreement ,

including payment to the City of Ithaca for certian STEP II design
costs , payment to the City of Ithaca for the acquisition of certain
rights - in land currently owned by said City and payment of certain
ineligible costs , as more fully described in the aforesaid plan ,
report and map , and
WHEREAS , the maximum amount proposed to be expended by the City of
Ithaca , the Town of Ithaca and the Town of Dryden for the aforesaid
improvement is $ 36 , 461 , 094 , and the maximum amount proposed - to be
expended by said Town. of Ithaca for said Town of Ithaca - Ithaca
Area Wastewater Treatment Plant Improvement Area ' s share of the
cost of said improvement is $ 15 , 395 , 810 ° . The proposed method of
financing to be employed by said Town of Ithaca consists of the -
issuance of serial bonds of said Town of Ithaca to mature in annual
installments over a period not to exceed forty years , such bonds ,
to the extent monies are not available from sewer rents collected
for the aforesaid improvement , to be payable from assessments4
levied upon and collected from the several lots and parcels . of land
deemed benefitted by said improvement and located in the aforesaid
benefitted area , so much upon and from each as shall be in just
proportion to the amount of the benefit which the improvement shall
confer upon the same ; however , the amount of serial bonds
ultimately to be issued shall be reduced by the amount of any
Federal and / or State grants - in - aid received by the Town of Ithaca
for such improvements , and
WHEREAS , it is now desired to call a public hearing for the purpose
of considering said plan , report and map. and the question of
creating said Town of Ithaca - Ithaca Area Wastewater Treatment
Plant Improvement . Area and the providing of said sewer improvement
therefor and to hear all persons interested in the subject . thereof
and concerning the same , all in accordance with the - provisans of
Section 209 -q of the Town Law ; NOW THEREFORE, IT IS HEREBY
ORDERED , by the Town Board of the Town of Ithaca , Tompkins . County ,
New York , as follows :
Section . 1 . A public hearing . will be held at the Town Hall , 12,6
East Seneca Street , in said City of Ithaca , . on the 26 day of July ,
1982 , at 6 : 30 o ' clock P . M . , Eastern Daylight Saving Time , to
consider . the aforesaid plan , report and map and the question of
creating said Town of Ithaca - Ithaca Area Wastewater Treatment
Plant Improvement Area and the providing of said wastewater
treatment plant improvement therefore and to hear all persons-,
interested in the subject thereof and concerning the same and to
take such action thereon as is required by law ,
. Section 20 The Town Clerk of the Town of Ithaca , Tompkins County ,
New York , is hereby authorized and directed to cause a copy of this
order to be published once in the Ithaca Journal , and also to post
a copy thereof on the Town signboard maintained by the Clerk , not
less than ten nor more than twenty days before the day designated .
for the hearing as aforesaid , all in accordance with the
provisions of Section 209 - q of theoTown Law .
Section 3 . This order shall take effect immediately ,
The question of the adoption of the foregoing order was duly . put to

Town Board Minutes - 8 - July 12 , 1982
EAST ITHACA BIKEWAY LICENSE
Supervisor Desch stated that there were a number of items to be
sorted out yet with Cornell , namely westerly to the western end of
the viaduct overpass in the discription . Clarif ication of No . 3 ,
regarding the Town ' s acknowledgement that the land of the
University adjoining the trail are used by the University in
furtherance of its educational purposes , possibly a zoning
question . Also No . 8 , the Universitys right to change the location
of the bikeway to an alternate courses . The Supervisor went on to
say that he felt the Board should authorize the execution of the
contract subject to clarification ,
Councilwoman Raffensperger questioned the liability and the running
of machinery over the bikeway .
Supervisor Desch responded that this needs to be addressed in the
final draft of the license . Councilwoman Kiefer questioned the
words useful utilities .
Town Attorney James Buyoucos stated that he did not understand
either .
Supervisor Desch responded that it could be water and / or sewer
lines , we - don -' t want to preclude access .
RESOLUTION NO . 85
Motion by Councilwoman Raffensperger � seconded by Councilman '
Cramer ,
WHEREAS , the Town Board has planned for a bikeway from Maple Avenue
to the townline on Game Farm Road , and
WHEREAS , the Town Board has budgeted for construction of same
bikeway in 1982 , and
WHEREAS , Cornell University has now delivered to the Town. the
License Agreement for such bikeway right - of -way covering
substantially the main points previously discussed by the Parties
subject to such revisions as the Town may suggest ,
NOW THEREFORE BE IT RESOLVED , by the Town Board of th Town of
Ithaca that the Supervisor be empowered , with the assistance of the
Town Engineer and the Town Attorney with such revisions as he and
Cornell University may agree upon in order to carry out
substantially the intention of the Town and the University ,
( Desch , Raffensperger , Cramer , McPeak , Jennings and Kiefer voting
Aye . Nays _ none) .
SUMMER YOUTH EMPLOYMENT
Supervisor Desch stated that there were several somewhat related
items on the agenda for summer youth employment . The programs
started today . The County program consists of a functional use for
a number of people while allowing us to stay with a funding of
$ 3 , 5009 After interviewing many people , we have come up with a
number of people ranging in the age bracket of 14 to 19 . Basically
the proposal set the salary at $ 1 . 00 per hour ( Towns share ) for 36
weeks . Also , there will be an incentive bonus .

County Representative Freeman asked how many application were
received ?
Supervisor Desch answered sixty .
Councilwoman Raffensperger stated that the paying of a bonus was
felt to be appropriate for the Town , as a lot of time and money
could be lost in training and supervision and the bonus would help
to insure the youth would continue through the program and not drop
out .
RESOLUTION NO . 86
Motion by Councilwoman Raffenpserger ; seconded by Councilman
McPeak ,
WHEREAS , the .Tompkins County Board of Representatives has approved
a Summer Youth Program for youths 14 through 19 for 15 hours per.
week for six weeks , and
WHEREAS , the Town of Ithaca is eligible for up to $ 3 , 500 matching
monies from the County to be applied $ 1 . 00 County money for $ 1 .. 00 .
Town money based on a wage of $ 2 . 00 per hour theoretically making
it possible to employ 38 youths for six weeks , and
WHEREAS , the Town of Ithaca has a need to employ youth , in . low
skilled areas such as survey crew assistants to the Assistant
Engineer , park maintenance assistants . to the park - maintenance
worker , clerical assistants to support date entry , program
administration and vacation shortfall needs of central office , .
general maintenance of the highway and water systems , etc . , and
-y WHEREAS , the Town Board has stated an interest in participating in
the County program , and
WHEREAS , the Public Works Committee has recommended Town
involvement , further recommending that an incentive. " bonus " be
built into the program to promote reliability and stability to
amount to an additional $ 1 . 00 Town money per hour per individual , .
NOW THEREFORE BE IT RESOLVED , by the Town Board of the Town . of .
Ithaca to participate in the County program ,. and
FURTHER BE IT RESOLVED , that the base pay be $ 2 . . 00 per hour with
incentive provisions as attached makeing it possible to average
$ 3 . 00 per hour over the entire six week program , and
FURTHER BE IT RESOLVED , that the Town Supervisor_ be authorized to
execute all related agreements or contracts with the County . . .
INCENTIVE PROVISION
Each individual is scheduled to work 15 hours per week for six
weeks . Base pay for all individuals for the first 60 hours . will be .
$ 2 . 00 per hour . Pay periods will bee
July 12 through July 23
July 26 through August 6
August 9 through August 20

Any individual who works the full 60 hours possible by August 6 .
will be paid at a rate of $ 5 . 00 per hour for th . possible remaining
30 hours . No exceptions to this criterion will be allowed ,
although make =up hours to achieve the full 60 hours prior to August
6 may be arranged at the sole discretion of Program Coordinator ,

AWARD BID ON UTILITY COMMERCIAL TRACTOR
RESOLUTION NO . 87
Motion by Supervisor Desch ; seconded by Councilman Cramer ,
RESOLVED , WHEREAS on July 12 , 1982 , bids were received , for a new
utility commercial tractor with mid -mounted mower , and
WHEREAS , Dryden Lawn & Recreation , Inc . , of Dryden , New York was
the apparent low bidder - on a Model 650 , John Deere Tractor ,
NOW THEREFORE BE IT RESOLVED , that the Town Board of the Town of
Ithaca accepts the low bid of $ 6 , 292 . 00 from . Dryden Lawn and -
Recreation , Inc . , of Dryden , New York for a Model 650 , John Deere
Tractor and mid -mounted mower .

L SUMMER CETA YOUTH EMPLOYMENT PROGRAM
RESOLUTION NO .. 88
Motion by Supervisor Deschg seconded by Councilman Cramer ,
RESOLVED , WHEREAS the Town Board of the Town of Ithaca and the
Public Works Committee have approved the Park Work Program for
1982 , and
WHEREAS , as a part of that program , the Town has applied for eleven
CETA Positions and received approval for six ,
NOW THEREFORE BE IT RESOLVED , by the Town Board of the Town of
Ithaca that the Town Supervisor be authorized to execute any

SUMMER ADMINISTRATIVE PROGRAMS
Councilwoman Kiefer stated that the resolution showed no ending
time on Susan Beeners as to when her increase in salary would
revert back to her original pay scale . Are there maximum hours she
works ?
Supervisor . Desch stated that the ending date would depend ' on .
Cornell and when the program , for Susan , started again . Then Susan
would revert back to her previous hourly rate .

Town Board Minutes - 12 - July 12 , 1982
SUMMER YOUTH EMPLOYMENT AGREEIV:ENT WITH TOMPKINS COUNTY
Town Attorney James Buyoucos stated that he had made some changes
in the Agreement between the Town and County Summer Youth
Agreement . Section 3 , add the word qualified between employ and
youth , also the words as determined by the Town , between family and
may . Section 3 to reads The Municipality will recruit , select ,
and employ qualified young people between the ages of 14 - 19
inclusive to work for a maximum of 15 hours / week at the rate of
$ 2 / hour for a maximum of six ( 6 ) weeks during the contract period .
Only one young person per family , as determined by the Town , may be
employed under this program .
Mr . Buyoucos also added the following to Section. 40 All as
determined by the Town in its sole discretion . He also requested
the Town Clerk to check the Town ' s insurance policies for liability
insurance to cover the additional people .

RESOLVED , that the Town Board of the Town of Ithaca hereby
authorize the Supervisor to execute the Summer Youth Employment
Agreement with the County , as amended by the Town Attorney .

authorizes the consolidation of ' voters districts for voter •

Town Board Minutes July 12 , 1982
DEWITT PARK FENCE
Supervisor Desch stated money had been appropriated for a six foot
chain link fence , with no top rail for the Dewitt Park project .
RESOLUTION NO . 95
Motion by Supervisor Desch ; seconded by Councilwoman Raffensperger ,
WHEREAS , the Parks and Public Works Committee has recommended a
fence be purchased for the Dewitt Park ,
NOW THEREFORE BE IT RESOLVED , that the Town Board of the Town of
Ithaca hereby authorizes an expenditure of $ 3 , 400 for the purchase
of fence and posts for the Dewitt Park .

Councilwoman Kiefer noted that she had a copy of an Assembly Bill
that would amend the environmental conservation law inregard to
operation and maintenance of sewage treatment plants. and would be
glad to give it to the Supervisor . She stated that the bill . will; *
allow the State to inspect for more violations . Councilwoman
Kiefer also noted that the wording in the Cabletel:evision Franchise .
would be changed as of July 1 , 1982 . The City of Ithaca has been.
asked for a large rate increase .
Supervisor Desch stated that all Board members had a copy of the
proposed - guidelines for minutes . He stated that he did not wish to
take action tonight , only discussion .
Councilwoman Kiefer stated that she was not pleased with the timing
schedule . She felt the minutes should be available in two weeks ,
Supervisor Desch stated that he felt the minutes should be mailed
with the Agenda with corrections , in writing , at the meeting and
approval at the following meeting ,
Councilwoman Raffensperger stated that the law says they should be
available in a reasonable time , which has been interpreted as a two
week period .
Supervisor Desch asked County Representative Freeman hola they
receive County Board minutes .
Mr . Freeman responded , our meetings are taped , a summary is
received in two weeks .
Supervisor Desch stated that he felt the Town Board meetings should
not be taped . -
Councilwoman Kiefer stated that she thought the Board should not
take a stand of never taping meetings , something colorful, might
want to be taped ,
Supervisor Desch stated that a decision would be made at a later
time on the guidelines for minutes .
