REGULAR BOARD MEETING
April 12 , 1982
At a Regular Meeting of the Town Board of the Town of Ithaca ,
Tompkins County , New York , held at the Town Offices at 126 East
Seneca Street , Ithaca , New York , at 5 : 30 p . m . , on the 12th day
of April , 1982 , there were

PLEDGE OF ALLEGIANCE
Supervisor Desch led the assemblage in the Pledge of Allegiance .
REPORT OF TOWN OFFICIALS
Supervisor Desch stated that he would not have a specific report
this . evening . . He went on to say that the Town Engineer was on
Easter vacation .
RESOLUTION NO , 45
Motion by Supervisor Desch ; seconded by Councilman Kugler ,
RESOLVED , that the Town Board of the Town of Ithaca hereby
establishes Monday , May 3 , 1982 , as Spring Clean - up day in the
Town of Ithaca .

TOWN HIGHWAY SUPERINTENDENT ' S REPORT
Town Highway Superintendent Robert Parkin reported that the
Highway Facilities had been inspected by the New York State
Department of Labor on March 8 , 1982 . Three violations were
found . The exit sign in the mechanics area was unlit , there
no " No Smoking " signs in the area of the gas pumps and no venti -
lation in the welding area .
The exit sign and " No Smoking " sign violations were taken care of

at a minimal cost . However , the installation of the ventilating
fan and electrical hook up cost about $ 1 , 100 . 00 .
The Superintendent went on to say that the "Welcome to the Town
of Ithaca " signs had arrived and he will contact the County re -
garding their installing them . Also , the Air Flow Cinder Spreader
had arrived .
Mr . Parkin stated that Charles Caywood would be retiring on or
about - May 4th . He had received twelve applications for a person
to replace Charles Hurlburt who will move into Charles Caywood ' s
position . He felt there was no need to advertise the position .
He went on to say that of the twelve applications , he would narrow
them down to three .
The Superintendent noted that the Highway Department had gotten
through last weeks storm without any major problems . They had
not stripped any cinder spreaders or snow plows from the vehicles .
Town Attorney Buyoucos asked the Highway Superintendent if
Buttermilk Falls Road was a Town road ?
Superintendent Parkin responded no , it never has been a Town
road .
Peter Lovi reported that several weeks ago he attended an IBM
Seminar on upgrading our computer equipment . He noted that IBM
had given , . thos.e . attending ., ideas Of i _-.new - things that- the. -. computer
can- .be . used . for :.. _
He went on to say that NYSEG had purchased several IBM machines
along with other , - establishments in the area , and the forming, of
a Users Group has been proposed for the purpose of exchanging
ideas .
REPORT OF COUNTY REPRESENTATIVES
Mary Call , County Representative stated that there were no items
to report , at this time .
RESOLUTION NO . 46
Motion by Supervisor Desch ; seconded by Councilman Raffensperger ,
RESOLVED , that the Town Board of the Town of Ithaca hereby approves
the expenditure of $ 200 . 00 for the attendance by the Town .Cl. erk at
the Computers and Local Governments Seminar at Cornell University
from July 14 to 16 , 1982 , sponsored by . the New York State
Association of Towns , Association of Counties and Conference: of
Mayors , and
FURTHER BE IT RESOLVED , that one person from the Engineering
Department also be authorized to attend the seminar .

CONDEMNATION PROCEEDINGS TO OBTAIN EASEMENT
Town Attorney James Buyoucos stated that a part of the new Eminent
Domain Procedure rule applies equally to the condemnation of 100
acres or 1000 acres . The law says if the Town finds the taking
is de minimis , then the Town shall be exempt from compliance with
the provisions of Article 2 of the Eminent Domain Procedure Law
- and the holding of public hearings .

Supervisor Desch stated that the Board decided sometime ago to go
with this process instead of digging up part of McIntyre Place .
In terms of engineering , condemnation is , a much easier process .
Councilwoman Kiefer asked if the Carmichaels had responded ?
The Town Attorney noted that the Carmichaels just refused to
negotiate .
RESOLUTION N0 , 47
Motion by Supervisor Desch ; seconded by Councilwoman Raffensperger ,
In the matter of condemnation proceedings by the Town of Ithaca
against Calum M . and Norma I Carmichael in order to obtain a
permanent easement as part of the Townwide Sewer System ,
PREAMBLE AND FINDINGS :
1 . The Town of Ithaca has a permanent easement for an
underground sewer main as part of the Town - wide Sewer System

hich is ten feet in width and runs along the easterly portion of
lands of Calum M . and Norma I . Carmichael located at 109 McIntyre
Place ( Tax Parcel 66 - 6 - 3 ) .
2 . The adjacent premises on the east are known as 115 :McIntyre .
Place and are owned by Ulrich and Arden Neisser .
3 . In order to connect the dwelling house on the Neisser
property with the Town - wide Sewer System it has been determined
that the most practical and direct method of ' making such connection ,
and which method is also the least costly to the taxpayers of the
Town of Ithaca , is to obtain an easement ten feet in width for an
underground sewer main connecting the eight inch sanitary sewer
now running north and south through the Carmichael property with
the Neisser property . The location of the proposed ten foot easement
is shown on the maps submitted by the Town Engineering and Planning
Department .
4 . In accordance with usual Town policy the right to use
the surface of the land will be reserved to the Carmichaels ,
subject to the right of the Town to enter upon the premises :; for
the purpose of constructing , maintaining , repairing and replacing
the underground sewer main and provided that such use by the
Carmichaels will not effect the foregoing purposes of the easement .
5 . The amount of land taken will be approximately ten feet
by fifteen feet ( approximately 150 square feet ) and the work -done
in order to make such connection will require only a relatively
short time and will create no inconvenience or interference with ,
in any significant degree , the use of the premises by the
Carmichaels and nor will it interfere with the use of any highway
by the public nor will it involve any significant expenditure of
public sums .
6 . The proposed construction will constitute an infinitesimal
or negligible part of the Town - wide Sewer System .
Accordingly , in view of the foregoing , and based upon the maps ,
findings , and recommendations of the Town Engineering and Planning
Department , it is resolved and determined , in accordance with the
provisions of Section 206 of the Eminent Domain Procedure Law that ;
1 . That the impact on the environment and residents of the
locality in which such project will be constructed , and the
acquisition of lands for such project , is so de minimis in nature
that the public interest will not be prejudiced by the construction
of the project and , therefore , the Town of Ithaca shall be exempt

Domain Procedure Law which contains provisions , amongst others ,
requiring a public hearing prior to acquisition. ..of .: lands for - a
project of this type .

Supervisor Desch noted that a lot of things got caught in last
weeks storm . One of them being the Planning Board meeting which
has been rescheduled for tomorrow evening .
The Supervisor went on to say that he recommended tonights Board
meeting should be adjourned until April 26th , at 5 : 30 p . m . The
bids for the Coddington Road Water Extension are scheduled to be
opened on Wednesday , April 21st , and if all goes according to
plans , they can be awarded on the 26th . He also recommended that
the Board consider holding a public hearing on the Wetlands Map
at the May 10th meeting .
RESOLUTION NO . 48
Motion by Supervisor Desch ; seconded by Councilman Jennings ,
RESOLVED , that the Town Board of the Town of Ithaca hereby
approves the date of April 26 , 1982 for the adjourned Town Board
meeting ,
AND FURTHER BE IT RESOLVED , that the meeting commence at 5 : 30 p . m .

Town Attorney Buyoucos questioned the Wetlands Map .
Supervisor Desch stated that the Town needs to have in place , the
areas that will not be served by sewer because of their designation
as wetlands , before DEC releases the grants for the proposed sewer
project .
The Supervisor went on to say that sewers cannot be put in wetland
areas for a period of fifty years after their designation . He
stated that Paul Finger , EMC Coordinator , prepared the map and now
Tom Miller is putting on the finishing touches .
The Planning Board will be looking at the wetland issue tomorrow
night and then pass it to the Town Board for thier consideration .
RESOLUTION N0 , 49
Motion by Supervisor Desch ; seconded by Councilman Jennings ,
RESOLVED , that the Town Board of the Town of Ithaca will meet and
conduct a public hearing at 7 : 00 p . m . , on May 10 , 1982 , to consider
the adoption of a Wetland Map , and to hear all persons in favor of
or opposed to the adoption .

REMARKS BY MAYOR WILLIAM SHAW
The Honorable William Shaw , Mayor of the City of Ithaca introduced . ,.
himself to the Board members , stating that most of the members
already knew him .
Town Board Minutes - 5 - April 12 , 1982
The Mayor went on to say that he did not have prepared remarks ,
his intention was to introduce himself and at the same time ,
reach out to the surrounding communities by attending the Town
Board meetings of the surrounding municipalities who share common
problems with the City of Ithaca .
The Mayor noted that many were aware that he had failed to
appoint a representative to the Intergovernmental Relations Committee .
He stated that he would assume the role of the representative him-
self with the help of staff and the persons most directly involved
and knowledgeable to attend the various areas .
Supervisor Desch responded to the Mayor saying that the Mayor was
very accessible and that intergovernmental affairs involving the
Town of Ithaca were being handled in a timely fashion .
Mayor Shaw noted that the only disadvantage he could forsee was
that the Supervisor , Mayor and Boards were not directly involved
in every segment and he stressed the importance of keeping the
lines of communications open .
Mayor Shaw stated that there were four areas of mutual concern ,
namely sewer , fire , youth services and water . The Mayor stated
that your Chairperson , ( Supervisor Desch ) is making progress in
the area of the joint sewer project .
The Mayor went on to say . that the second prime area of concern is
fire . Experts from the State confirmed what the City already
knew but did not want to . .admit . He said that he had directed the
Fire Chief to investigate the pros and cons of locating fire
stations in various areas of the Town . No one location , infact ,
no two locations will solve all our problems .
Mayor Shaw said that he would await the written recommendation of
the Fire Chief , then take the recommendation before the Common
Council who hopefully would consider the proposal within the next
six months .
They Mayor felt that the Youth Services were a complicated area .
The Town and City are working very cooperatively . . He noted that
he chaired the County Youth Board , so he has first hand knowledge
of their workings .
He went on to say the ., capital and maintenance . . cos_ts : . of _ _ .the . ,water
system . was _ be-ing, - reevaluated . After filtering , the water does not
meet the State standards . He estimated it would cost one million
dollars plus to fix the system properly and , therefore , he was
looking at all options to assure a quality water supply . It may
be necessary to reexamine a mutual water system .
Councilwoman Kiefer asked if the . water study was done in - house ?
Mayor Shaw responded that a consultant group was hired .
The Mayor noted his concern over the proposed closing of the.
Rothschilds Department Store . He noted that some of the
employees have worked there all their lives . The City will do
all that is possible to secure a new tenant .
EAST ITHACA CIRCULATION
County Representative Beverly Livesay stated that she and Town
Engineer Larry Fabbroni have spent hours and hours attending ..
meetings. over the past two and one - half years . She felt there
was a variance in the resolution passed by the Town Board and
the County . Frank Liguori ' s report questions if the road should
ever be built .
Town Board Minutes - 6 - April 12 , 1982
She expressed concern regarding Phase II , stating that at the
meeting , Frank Liguori expanded on the report , noting an inner
loop and an outer loop . She felt it was important to get the
corridor on the map , as the proposal seems to be different than
originally proposed . She further stated that she did not think
anything had been done to help Forest Home .
Mrs . Livesay noted that there was . some confusion on the price of
aerial photos .
Supervisor Desch stated that the Town would front end the total
cost of $ 800 , with Cornell and the County reimbursing the Town
one - third of the cost .
TELEVISION CABLE - HAYTS -- ROAD
Supervisor Desch stated that residents of the Hayts Road had
expressed an interest in obtaining cable television . American
Community Cablevision has come up with a proposal requiring
property owners to pay part of the cost of installation .
A meeting of property owners and the management of American
Community Cablevision has been scheduled for April 29th , at 7 : 00
P . M . , here at Town Hall ,
Councilwoman Kiefer noted that the committee charges for this
year have not been discuss or formalized . She stated that she
and Councilman Jennings had met , also she and Councilwoman
Raffensperger ,
Councilwoman Raffensperger asked Councilwoman Kiefer if she was
requesting the Chairpersons of each committee to report their
plans for the year ?
Councilwoman Kiefer stated that she felt there was a long laundry
list at. . the beginning of the year and that priorities had not
been set .
Supervisor Desch stated that he felt the Public Works Committees
long laundry list was narrowing down . The Coddington Road Water
Improvement and the sewer project were now in the implementation
stage , for example .
APPOINTMENT TO TOMPKINS COMMUNITY HOSPITAL CORPORATE MEMBERSHIP
RESOLUTION N0 , 50
Motion by Councilman Jennings ; seconded by Councilman Kugler ,
RESOLVED , that the Town Board of the Town of Ithaca hereby
approves the reappointment of Judith Ogden , 1518 Slaterville
Road , Ithaca , to the Tompkins Community Hospital Corporate
Membership for a one year period .

WATER BILL REFUND
RESOLUTION N0 , 51
Motion by Supervisor Desch ; seconded by Councilman Kugler ,
RESOLVED , that - the Town Board of the Town of Ithaca hereby
authorizes a refund of $ 18 . 58 for . water and $ 2 . 23 for surcharge
for a total of $ 20 . 81 be made to Rocco Lucente , 103 Salem Drive ,
Ithaca , New York , by reason of the bill being paid twice , once

on a regular bill and again - on a special read bill . Account
Number 190 - 0232207 .

PARK MAINTENANCE WORKER
RESOLUTION N0 , 52
Motion by Councilwoman Raffensperger ; seconded by Councilwoman
Kiefer ,
WHEREAS , the Public Works Commitee of the Town Board met March 25 ,
1982 , to review the " Proposed 1982 Work Program for Parks " , and
WHEREAS , the committee endorsed the proposal for a continuing
commitment to maintaining Town parks and open spaces for at least
six months per year , and
WHEREAS , this maintenance element was approved the by committee
to be part of the 1982 work program ,
NOW THEREFORE BE IT RESOLVED , that the Town Board of the Town of
Ithaca hereby establishes the part - time six month position of
Maintenance Worker to maintain Town parks and open spaces .

RESOLUTION NO . 53
Motion by Councilwoman Raffensperger ; seconded by Councilman
Kugler ,
WHEREAS , the part - time position of Maintenance Worker has been
approved by action of the Town Board , and
WHEREAS , Mr . Larry Stanton was employed by the Town of Ithaca from
July 1981 through March 8 , 1982 , under various CETA programs
including maintenance worker aide , and
WHEREAS , . Mr . Stanton has been a reliable , punctual , positive , and
capable employee ,
NOW THEREFORE BE IT RESOLVED , that the Town Board of the Town of
Ithaca hire Mr . Stanton to fill the part - time maintenance worker
aide position to terminate October 22 , 1982 , at a rate of pay of
$ 3 . 35 per hour from Park Reserve Funds , and
BE IT FURTHER RESOLVED , that the period covering Mr . Stanton ' s
interim employment from his sudden end of CETA eligibility to the
present date be approved retroactively to be paid out of the Town
Hall Rehabilitation Account .

BOLTON POINT WARRANTS
RESOLUTION N0 , 55.
Motion by Councilman Kugler ; seconded by Supervisor Desch ,
RESOLVED , that the Bolton Point Warrants dated April 12 , 1982 , in
the Operating Account are hereby approved , in the amount of
$ 54 , 037 . 09 after review and upon the recommendation of the Southern
Cayuga Lake Intermunicipal Water Commission they are in order for
payment .

NEWSLETTER
The contents of the Newsletter was reviewed . Councilman Jennings
requested that the section on the Youth Bureau Program be removed
at this time .
Supervisor Desch stated that there was space available to add the
May 10th , . Public Hearing on the adoption of an ordinance or local
law regulating the use of neighborhood parks . Also , the Public
Hearing , on the same day , to consider the approval of the maps
designating wetlands in the Town of Ithaca .
Councilwoman Kiefer asked if the people who own wetlands will be
notified ?
Supervisor Desch answered yes .
RESOLUTION NO , 56
Motion by Supervisor Desch ; seconded by Councilman Jennings ,
RESOLVED , that the Town Board of the Town of Ithaca hereby approves
the fourteenth Town of Ithaca Newsletter . ( Copy of . the Newsletter
attached to the official minutes ) .

STREET LIGHTING RATE INCREASE
Supervisor Desch stated that NYSEG had requested a rate increase ,
Of particular concern to the Town , is the requested increase in
street lighting . The Public Service Commission will be holding; a
hearing at .7 : OO . P . M . , on April 22 , 1982 . The Supervisor proposed
the sending of a letter to Samuel R . Madison stating the Towns
position in opposing the proposed rate increase .
He went on to say that the City may co - sign the letter , however ,

This is the fourteenth Town of Ithaca Newsletter . It is published to inform Townspeople
of matters of public interest being considered by our Town government .
EMT SERVICE
Emergency medical service is available to Town of Ithaca residents by virtue of the new
fire contract with the City of Ithaca . In life threatening situations such as heart
attacks , respiratory problems , motor vehicle accidents with personal injury call 273 -8000
and give the dispatcher the location of the life threatening situation .
SPRING CLEAN-UP DAY
The Town Board has set May 3rd as annual Spring Clean Up Day . The early spring should
tive us all an opportunity to do an exceptionally good job of cleaning up our yards . If
ou have a problem getting rid of junk cars or items too large to carry , call Town Highway
uperintendent Bob Parkin at 273 - 1656 . He will not come on your property to pick up the
items but will be glad to help arrange to have it towed away . The Town has a local law
regulating the maintenance of real property which has the stated purpose of prcooting the
general health , safety and welfare of the residents of the Town of Ithaca and to protect
the value of real property in the Town of Ithaca and to promote and perpetuate the
attractive appearances of neighborhoods in the community , by requiring proper maintenance
. of real property .
Don ' t forget to support the Boy Scout roadside clean up on Saturday , . April 24th ,
TOWN FIRE PROTEC.'TION
State Fire experts in February reevaluated the response time capability of the City of
Ithaca Fire Department and determined that there is a need for Fire Stations located in
the Town on South Hill , West Hill and Elmira Road . The Town and City are engaged in
discussions to identify sites . If you live in these areas and have suggestions on site
locations write to Supervisor Desch , 126 East Seneca Street . Discussions will include
matters such as joint ownership and programs to attract volunteer firemen . If you are
interested in becoming a Volunteer Fireman , contact Ithaca Fire Chief Charles a Tuckerman ,

CODDINGTON ROAD WATER EXTENSION
Bids will be opened at 11 : 00 A . M . , on April 21st for the project to extend and 8 " water
up to 3 , 900 feet along the east side of Coddington Road . The Town Board wall meet on

ril 26th at 5 : 30 p . m . , to review the bids and decide the scope of the project to be
nstructed , if any . Specific details will be covered in a letter to property owners in
the area .
PURCHASE OF AN ADDITIONAL CINDER TRUCK/SPREADER
When the Town adopted a 10 year plan for highway machinery replacement in 1980 , it
scheduled the purchase of an additional cinder truck for 1982 at an estimated cost of
$25 , 000 . Since that time , the Town has revised the cindering routes , modified cinder/ salt
mix and judiciously reduced applications to street intersections , curves and slopes . It
is the Town Board ' s judgement that this purchase is no longer needed , on the basis of
favorable comments concerning the new cindering policy . If our reading of your wishes is
correct , we believe these dollars can be better invested in the scheduled 1983 acquisition
of a 4 wheel drive snow plow to replace the 1967 FWD , a critical piece of equipment for
the many high drift areas of the Town . The snow plow replacement is expected to cost
$ 75 , 000 with trade in . Please give us your opinion . In 1984 , the Town is scheduled to
replace one of the existing cinder trucks .
JOINT WASTEWATER TREArRv1EN`I' PLANT PROJECT
The new joint ownership Special Joint Subcommittee has been formed and is extensively
involved with the critical decisions necessary for 1982 . The design , including value
engineering , is proceeding well and there is a possibility that construction of the
outfall could be started this year . Members of SJS from the Town are Chairman Noel Desch ,
Shirley Raffensperger , Robert Allan and Jon Metzger (Dryden) . City Representatives are
David Banfield , Gerald Schickel (Vice Chairman) , Clarence Cleveland and Kenneth Walker ,
The SJS meets the 3rd Monday of each month at the Ithaca Town Hall at 7 : 30 p . m .
SPEED LIMITS
The Town Board applied to New York State Department of Transportation for the following
speed limit reductions : 55 MPH to 30 MPH , Elmira Road from Buttermilk Falls State Park to
City Line . 55 MPH to 30 MPH on Coddington Road from Troy Road to Hudson Street „ 55 MPH
to 30 MPH on Pennsylvania Avenue/Kendall Avenue . These requests normally take about six
months to get action and there are no guarantees of success .
TOWN -EMPLOYEE RETIREMENT
After 18 years of dedicated service as a Motor Equipment Operator in the Town Highway
Department , Mr . . Charles Caywood is retiring to spend more time with his family .
The Tawn is fortunate in having an able replacement in Mr . Charles Hulbert who has worked
with the Town since May 3 , 19790
INTERMEDIATE CARE FACILITY
Broome Developmental Services has informed the Tawas of their interest in the establishment
of an intermediate care facility for eight residents at 1205 Hanshaw Road . The Town
Planning Board held a public informational hearing on the matter on April 13 ,
SEWER BILLING .
The Town Board is considering the consolidation of the sewer and water bills on September
1 , 1982 , in response to requests from Town consumers who - now have two . stops to make to pay
for water and sewer . The new billing form will look very similar to the current blue card

will be able to pay the total amount of the bill at the Town Office , in one payment .
Users connected to the Cayuga Heights sewer system will still receive a separate sewer
bill from the Village , since the sewer charge is not based on water consumption and is
rendered annually not quarterly .
The consolidation of the billing will have no direct effect on the ' 'sewer rate and no
. change in system maintenance nor management responsibility is involved . Your comments on
this proposal will be appreciated .
REAL ESTATE TAX PAYMENTS
June 1 , 1982 , the Town of Ithaca Receiver of Taxes will turn over to the County Budget
Office all unpaid Town and County Taxes for 1982 , after which a fee of five percent is
added plus interest from February 1 , 1982 . The payment of such taxes is made directly to
the County after June 1 .
IN-HOUSE COMPUTER/hDRD PROCESSOR
This is the first Newsletter prepared on our new IBM Displaywriter System in place at the
Town Hall . All the administrative and technical staff are enthusiastically learning to
use the equipment and already have a sizeable number of time saving ideas for the use of
the equipment , such as meeting minutes , resolutions and . local legislation proposals ,
computation and compiling of crater and sewer units , etc .
The Town is fortunate to have with us , at this time , as our part-time Town Planner Peter
Lovi . Peter is a graduate of Columbia University and Cornell City and 'Regional Planning
Masters Program and has been with us for two years . as a work study student . In the three
months as Town Planner , Peter has not only been a major assistance in support of the
various Town committees and boards but has helped all the staff to become comfortable in
using the new computing/word processing system .
JOINT SESSION - TOWN BOARD/PLANNING BOARD/ ZONING BOARD
On March 16 , the three boards held the first joint discussion session of these bodies in
four years . During the two hour session , the exchange of ideas ranged from the need for a
traffic light on the Trumansburg Road at the intersection with the Hospital entrance to
the future role of the Planning Board . The Planning Board has agreed to identify the
approach that the Town might use to update our comprehensive plan . Your suggestions

PARK AND OPEN SPACE USE REGULATIONS
The Town Board will be conducting a Public Hearing on May 10 , 1982 , at 6 : 30 p . m . , to
consider the adoption of an ordinance or local law regulating the use of our neighborhood
parks .

The Town has in place a local law to protect designated wetland areas within the Town of
Ithaca . On May 10 , 1982 , at 7 : 00 p . m. , the Town Board will consider the approval of the
maps designating wetlands located within. the Tavn of Ithaca .

Councilman Jennings stated that there were no capital costs
involved in street lighting .
Councilwoman Kiefer stated that there was no reference to
depreciation in the proposed letter .
Supervisor Desch stated that he would be glad to add a fourth
paragraph noting the facts that the street lighting in the Town
was relatively old , however , no reference , in the proposed

ncrease , makes reference to depreciation costs .
Councilwoman Kiefer asked if the Village of Cayuga Heights had
been approached regarding their interest in signing the proposed
letter ?
Supervisor Desch stated that he would be happy to contact the
Village officials .
PUBLIC HEARING TO CONSIDER THE ADOPTION
OF A TOWN PARK USE ORDINANCE
Proof of posting and publication notice of a Public Hearing to
consider the adoption of a Town Park Use Ordinance having been
presented by the Town Clerk , the Supervisor opened the public
hearing . Supervisor Desch suggested that the public hearing be
postponed until the May 10th meeting , so that the Board would
have time to review the ordinance and present their written
comments to the Codes and Ordinances Committee .
Councilman Raffensperger stated that the proposed Park Use
Ordinance had been sent to all members of the Board . She asked
the Town Board to please get their comments in early next week ,
as the committee would be meeting soon .
Councilwoman Kiefer stated that the proposed ordinance was - not
sent to all members .
Councilwoman Raffensperger stated that it was sent to all who are
actively involved in compiling the ordinance . She went on to say
that there will be lots of time later for all who wish to comment .

Motion by Supervisor Desch ; seconded by Councilman Kugler ,
RESOLVED , that the Town Board of the Town of Ithaca will meet
and conduct a public hearing at 6 : 30 p . m . , on May 10 , 1982 , to
consider the adoption of a Town Park Use Ordinance and to hear
all persons in favor of or opposed to the adoption of said code .
