Supervisor Desch stated that the Board members had before them .
the amended resolution on the East Ithaca Circulation ,
RESOLUTION NO . 191
Motion by Supervisor Desch ; seconded by Councilman Del Rosso ,
RESOLVED , that the Town Board of the Town of Ithaca hereby
recommends that the tabled resolution on the East Ithaca
Circulation be brought before the Board , at this time .

WHEREAS , the Town of Ithaca has aggressively pursued' solutions
to the heavy traffic problem in . Forest Home , at the request of
the residents , through the following ,
( 1 ) The adoption on October 4 , 1968 , of an Official
Highway Map to reserve specific open land for the cai .stxucti or,
Of future highways , - including the . del ineat ion . of a Forest.. .
Home bypass through . the Cornell orchard. , arboretum , gulf course
and - Warren Farm ,
: ( 2 ), The adoption on :March419. , 1980 , of : a through truck
ban in Forest Home , limiting through truck t.a:affi c : tC3 ra . fz-.ve
ton limit .
( 3) Notification . to the County that its application for
Federal Funding to accomplish J.TprovementSr to Warren Road in
the vicinity of the Cornell Research Park . and County_ Airport
Mould be endorsed by the Town of Ithaca_ , only in the event
the County made the commitment to join with Cornell and the ..
Town to plan for the construction of Circulation improvements
in the East . 1thaca area .
( 4) Agreement in September 1980 by the �t`ownF Co �«�ty anc _
Cornell to retain the firm of O ' Bri.en. & Taube .to . develop a
statement . of the East Ithaca circulati ` problens , wit

specific xeeognition of the . need tai reduce adverse traffic
impacts on the Forest Home community and to remedy traffic
circulation and safety problems through the eastern section
of the Town of Ithaca , including Cornell University . ( See . . -

Report ) . , and to identify alternative alignments for such
improvements .
( 5 ) Acceptance by Cornell Un. iversaty Board of Trustees
in May 1981 , of the recommended alignment , recommended in ` the
O ' Brien & Taube Study Report , and

( 6 ) Review of the findings of the O ' Brien & Taube Study

Report with many positive comments by the Town. of Ithaca
Planning Board on October 20 , and p
WHEREAS , the Town Board , of the Town of Ithaca . held a public
information . meeting to release to the public , the findings and.
recommendations of the report and further held a public hearing
on October 13 ' 1981 , to complete the receipt of .public input an
the matter and further dedicated the regular Town . Board meeting . ,
held on November 9 , 1981 , . to . hear a detailed review - of the
study report and to give the Town Board the opportunity to ask -y
questions and discuss the . subject , and _
WHEREAS , the Forest Home Improvement Association presented . a .
petition containing approximately 125 signatures at the
November 9 meeting , said petition stated that _ the proposed
- - alignment of the East Ithaca Traffic Corridor between Ellis
Hollow Road and 366 was considered_ to . be detrimental' to Forest
Home , and that as a condition for not opposing the route
( 1) the northern section ' (north of Route 366 ) should be
constructed first ( or construction on both phases should be
carried on simultaneously) , and ( 2 ) Caldwell Road should be
altered in some way . or closed in order to prevent .its use by
through traffic , and
WHEREAS , the East Ithaca Town Association has expressed its ;
opposition to Phase I construction , , including relocation . of the
northern terminus of Pine Tree Road to the alignment recommended
in the Study Report because of the traffic increase implications
resulting from the new road on Pine Tree Road and Honness lane. ,
because of - the impact - of the corridor ' on the health and
safety of the residents of the Ellis Hollow Apartments -and
because of its potential for -increased traffic on Caldwell. Road

WHEREAS , the Town recognizes the serious traffic congestion
in the Community Corners area of the Village of Cayuga Heights .
and the likelihood of . . significant increases on Warren Road in
the Town ,
NOW THEREFORE BE IT RESOLVED , that although the . Town of ` Ithaca
would perfer . the East . Ithaca Circulation Improvement alignment
shown on the March 245 1977 . revision - of the Town of. Ithaca
Official Highway Map. , it recognizes the cap tai. .. cost . and
Cornell. Land Use Commitments - existing at this t ml he Tovm
Board hereby supports .. the alignment - between Route 366 '. and
Hanshaw Road , in the Town of Dryden proposed in: the O ` Briers. &
Taube Report or other alternative - locations; irs the � . Town of
Dryden acceptable to Tompkins County : and: .the: _ Towne. of Dryden:
providing such alternatives will meet the_ . primary objective
of reducing traffic in Forest Home. , and FURTHER BE. IT
RESOLVED a that the Town Board will consider revision of - the
Official Highway Map . . at a later date , to remove the alient :: _ -
from Route 366 to .Hanshaw Road through the arboretum , golf
course . and Equine Farm ,, at such time as the aforementioned:
alignment or --acceptable alternative - thereto has been . constructed"

the following improvements be accomplished
( 1 ) Upgrading _ of Came Farm Road to serve as an additional.
connector between Ellis Hollow _ Road and Route 3660
( 2 ) Completion of Kite Hill Road Extension to the East '
Campus Entrance of Cornell University .
( 3 ) - Relocation of the northern terminus of Pine Tree ?toad
to the alignment recommended in the study report or alternatives
. :identified by further study of the proposed corridor between.

AND BE IT FURTHER
RESOLVED , . that the construction of these improvements; is an
urgent matter and in. the best interest of the Town of Ithaca ,; . . - - -
Tompkins County and Cornell - University and , therefore ., should
be accomplished on. the following schedule :

: RESOLVED , that the Official Highway Map is hereby revised to
add the alignment proposed in the study report for the section
of highway between Route 366 and Ellis Hollow Road . The Town ,
however , notes with particular concern , early plans by Cornell
University to construct a Central Receiving Facility in the
orchard area and University plans to consider the feasibility
of relocating other traffic generating operations to this area .
Town approval of the specific design and timing of the construction
of Phase I shall be subject to further review by the Town through
normal planning process , including at least the following
concerns

on nearby residenti-al areas in the Town , including Pine Tree
Road and Forest Home ,
(b ) . The impact of such development on capital . and
operating costs of the Towns _
( c) The willingness of the .County to pursue alternatives
to the use of Pine TreeoRoad as an element of the Forth South.
corridor . .

( d) . The health and ' safety implications of the proposed
Phase I . alignment on the Ell ' s Hollow Elderly Housing: ' Pro ' ect.
and other present or proposed developments , including circulation
routes to the east of the Elderly Housing complex

section with Route 366 at Caldwell Road , on the ' Forest. dome
Community .

^In the event that plans for Cornell land uses in . the orchard °
area , have not been completed by the . time. the tra. ff .�c orf
Judd Falls Road between Ellis Hollow and. . Route 366 , .,reaches .

the construction . of Phase IF
AND BE IT FURTHER
RESOLVED , that the alignment proposed for a highway : between .
Route 13 . and Hanshaw Road be reevaluated on the basis of origin
and destination studies for through truck traffic serving the
Industrial Research Park area and on the basis of the effect r
of traffic on residential areas of the Town , such as Sapsucker ' '. .
Woods Road , Hanshaw Road , Warren Road , Triphammer Road , Forest
Home , Pine Tree Road and Honness Lane . The environmental
impact of the proposed alignment on the Bird Sanctuary shall
A also be evaluated .
OH-The Town of Ithaca urges the County and the Town of Dryden

to complete such evaluation prior to the time when traffic on .
Warren Road , between Hanshaw Road and Route 13 , reaches

AND BE IT FURTHER
RESOLVED , in the event the highway improvements do not adequately
reduce peak traffic volume through Forest Home , the Town gill
take other measures to reduce the volume of traffic in Forest
Home ,
AND . BE IT FURTHER
RESOLVED , that the Town Board is prepared tm immediately assign
its engineering and highway resources to proceed . with the desig4
of the improvements . referenced above and has allocated . 46aO _
in Town Revenue Sharing and Improvement FwuA for tFlis purpose
Councilman Cramer asked if there was an alignment of Pine .
Tree Road and Judd Falls Road ?
The Town Engineer answered yes .
Councilman Cramer questioned the alignment that abuts to
Caldwell Road , is this a fix alignment and please justify
why it is aligned to Caldwell Road .
Town Engineer Fabbroni answered , look at the plan , traffic
would circulate better without bottlenecks if aligned to
Caldwell Road . .
Counc '. lman Cramer asked if the cutting and filling across
Cascadilla Creek would require an Environmental Assessment
Statement ?
Mr . Fabbroni answered . could require an Environmental
Impact Statement . He went on to say that if you go to the
west you would have substantial cuts and fills .

Councilwoman Raffensperger stated that she would like , if there
is space available , to write a paragraph on Senior Citizens .

RESOLVED , that the Town Board of the Town of Ithaca hereby
approves the Newsletter , as presented , with available space
to be filled by appropriate . information .

AUDIO - VISUAL EQUIPMENT
Town Engineer Fabbrpni stated that the staff and Town
Supervisor had talked on several occasions have talked about
the advantage of audio - visual equipment as aids for the
Town Board , Planning Board and Zoning Board of Appeals ,
as well as documentation support for the staff .
He went on to say that the funds . are available and the
best buy seems to be a Canon AV - 1 , case , . filter , Kodak
Carousel Projector , Screen stand alone , Overhead Projector -
and Copy Stand with Lights . Purchase to be made - at Ithaca
Photo for a price of $ 824 . 90 .
Councilman Del Rosso asked what kind . of projector ?
Mr . Fabbroni responded , % transparencies

Supervisor :Desch answered that Ithaca. . Photo was lower than
the State Bi d >
Councilman McPeak asked if there was a reasol - why lens- for.
close ups were not included in the package ?
Town Engineer Fabbroni answered no reason , T tlii_n.k you are
right , they . should be included .
Councilman McPeak suggested that an extra $ 100 , be allocated. '
for the purchase .
Councilwoman Raffensperger noted that she felt . this purchase ..
was a good idea .
