HomeMy WebLinkAboutTB Minutes 1981-11-05 TOWN OF ITHACA SPECIAL BOARD MEETING November 5 , 1981 At a Special Board Meeting of the Town Board of the Town of Ithaca , Tompkins County , New York , held at the Town Offices at 126 East Seneca Street , Ithaca , New York , at 7 : 00 P . M . , on the 5th day of November , 1981 , there were : PRESENT : Noel Desch , Supervisor Victor Del Rosso , Councilman George Kugler , Councilman Shirley . Raffensperger , Councilwoman . Marc Cramer , Councilman Henry McPeak , Councilman Dooley Kiefer , Councilwoman ' ALSO PRESENT : Lawrence Fabbroni , Town Engineer Beverly Livesay , Board of Representatives Representatives of the Media : Dave Maley , WTKO Lisa Best , WHCU PLEDGE . OF ALLEGIANCE Supervisor Desch led the assemblage in the Pledge of Allegiance . COUNTY BOARD OF REPRESENTATIVES REPORT Beverly Livesay stated that she had no report to give , however , she wished to inform the Board that Tompkins County was hosting the State Wide Supervisor ` s Meeting . She asked if the Town would be interested in purchasing an add in the County Supervisor ' s Magazine . RESOLUTION NO . 173 Motion by Supervisor Desch .; seconded by Councilman Cramer , RESOLVED , that the Town Board of the Town of Ithaca hereby authorizes the Town Clerk to place a sixteenth page advertisement at the price of $ 25 . 00 in the County Supervisor ' s Magazine . ( Desch , Del Rosso , Kugler , Raffensperger ; Cramer , McPea.k and Kiefer voting Aye . Nays m none ) . REVENUE SHARING FUNDS Proof of posting and publication of notice of public hearing on the intended use of Revenue Sharing Funds for Entitlement Period No . 12 , 1981 and Entitlement Period No . 13 , 1982 having been presented by the Town Clerk , the Supervisor opened the hearing . Supervisor Desch stated that he felt the number in the Budget were pretty accurate , however , part of Entitlement Period 13 funds may be withheld because of the President ' s proposed 12% cut back . He went on to say that he felt the Board should go ahead and adopt the Budget but not spend the money until we receive it . Funds from Entitlement Period 12 would be allocated for Town Hall Rehabilitation , Word Processor / Computer , Water Study and Coddington Road Water Improvement . Entitlement Period 13 funds have been allocated for Town Hall Rehabilitation ( additional ) , Highway Drainage Improvements , East Ithaca Circulation , Burns Road Bridge and Coddington Road Water Improvement . Town Board Minutes - 2 - November 5 , 1981 Councilwoman Raffensperger asked why the Town has the Burns Road Bridge in the 1982 Budget and the County does not have it in their budget ? Town Engineer Fabbroni answered , the County plans - on working on the -. . bridge in 19830 Councilwoman Raffensperger responded, the County plans on doing the work in 1983 is why we have it in our budget , . is this right ? Town Engineer Fabbroni answered , yes . As no one. wish to be heard ,. the Supervisor closed the public . hearing . RESOLUTION N0 , 174 Motion by Councilman Cramer , seconded by Councilman Kugler , RESOLVED , that the . Town Board of . the Town of Ithaca hereby approves as part of the Town of Ithaca Budget for 1982 , the Revenue Sharing Funds from Entitlement Period 12 , and Entitlement Period 13 . ( Desch , Del Rosso , Kugler , Raffensperger , Cramer and McPeak voting Aye . Nays - Kiefer ) PRELIMINARY BUDGET - TOWN OF ITHACA Proof of posting and publication of notice of public hearing to adopt the Preliminary Budget for the Town of Ithaca having been presented , by the Town Clerk , the Supervisor opened . the hearing . Supervisor Desch gave an overview of the proposed Preliminary Budget . He noted that the Justices had requested an increase to , $ 5 , 800 each , however , their salary had not been . . increase . He proposed , at this time , raising the salary from $ 5 , 300 to $ 5 , 600 . The Justices increase in revenues from fines , etc . , . would substantiate .° .: ' ` the increase . He noted an increase in Workman ' s Compensation , stating that , the budget figures in Snow and Machinery had been increase to compensate . for this , Councilman Kugler asked if there had been an increase in the number of accidents ? Supervisor Desch answered yes . . - Andrew McElwee asked what could possibly raise the Workman ' s Compensation so much ? Supervisor Desch responded , the age of the highway men are increasing - ­ . ` , ,, along with the nature of the work . Supervisor Desch mentioned the high rate of interest on BAN ' S as another problem the Board must consider . However , the Supervisor stated that the Sales Tax Revenue Credit should be at least $ 136 , 000 . 00 . Because of the census , we will decrease slightly ~ percentage wise , however , sales are up , so we will experience an increase in Sales Tax Revenue , Councilman Cramer asked how the Sales Tax was applied ? Supervisor Desch answered , that the Sales Tax was applied only to the Town - - Outside of the Village , against the amount of Town - Wide taxes paid by people outside of the Village . Town Board Minutes - 3 - November 5 , 1981 The Supervisor closed the public hearing , as no one else wished to be heard . RESOLUTION NO . 175 Motion by Councilman Cramer ; seconded by Councilman McPeak , RESOLVED , that the Town Board of the Town of Ithaca hereby adopts the Preliminary Budget for 1982 , as the final Budget for the fiscal year beginning January 1 , 19820 ( Desch , Del Rosso , Kugler , Raffensperger , Cramer ., McPeak and . Kiefer voting Aye . Nays - none ) . PERSONS TO BE HEARD Andrew McElwee , 123 Judd Falls Road noted that there was a problem with traffic and the Stop Signs on the corner of Judd Falls Road and Tower Road . Ten year ago , the University put in parking. lots for cars and introduced bus service to and from the campus . This was supposed to reduce the traffic problem . He went on to say that traffic is still backed up and he would like to see the Stop Signs changed . Supervisor Desch asked Mr . McElwee . about the speed traveled on this road . Mr . McElwee stated that he travels this road all the time , people travel about 30 MPH . Councilman Cramer suggested that the Town reverse the signs and set up speed traps then survey the area . Mr . McElwee .. noted this was done once , with no relief to traffic . Councilwoman Raffensperger asked if it was possible to have a traffic light installed , with the uneven . flow of traffic ? Town Engineer Fabbroni responded that a light was not warranted . for this intersection because an even flow of traffic for eight hours. a day is needed before a traffic light will be installed . . Mr . McElwee suggested the Town should approach Bill Wendt . He stated that he felt Cornell needed to rethink their whole traffic problem . Councilwoman Kiefer stated that she thought the traffic problem , was only bad twice a day . Mr . McElwee answered , that is right . However , you get one car stopped and waiting at the traffic sign , then the line of cars just keep backing up . LIGHTING DISTRICTS AND WATER AND SEWER IMPROVEMENTS Proof of posting and publication of notice of public hearings to consider assessment rolls and apportionments for lighting districts and water and sewer improvements having been presented by the Town Clerk , the Supervisor opened the hearing . Supervisor Desch noted that the Special Lighting District amounts to.. be collected , had been increased to cover the cost of the increase in electric rates . Town Board Minutes - 4 - November 5 , - 1981 I . Supervisor Desch closed the public hearing , as . no one present wished to be heard . Motion by Councilman Cramer , seconded by Councilman Del ' Rosso ; RESOLVED , that the Town Board of the Town of Ithaca hereby approves - the . assessment rolls and apportionments for . the Forest Home Lighting District ; the Glenside Lighting District , the Renwick Heights Lighting District and the Eastwood Commons Lighting District for the year 1982 , and the budgets related hereto , and FURTHER BE IT RESOLVED ,. that the Town Board of the Town of Ithaca hereby approves the assessment rolls and apportionments for the Town of Ithaca water and sewer improvements now operated by the Town as a Town- wide function , for the year 1982 , and the budgets . . realted thereto . . ( Desch , Del Rosso , Kugler , Raffensperger , Cramer: ; McPeak and Kiefer voting Aye . Nays - - none ) . PRELIMINARY BUDGET HEARING - BOLTON POINT Proof of posting and publication of notice . of public . hearing to adopt the Preliminary Budget for the Southern Cayuga. Lake Inter -- municipal Water Commission having . been presented by the: Town Clerk ;' the Supervisor opened the hearing Supervisor Desch stated that there have been no changes in the budget since the Preliminary Budget was approved . The budget , as; , , prepared , will be a tiny bit tight , but we do not feel we need to _ change it . The Supervisor went on to say that it is expected , that when Morse Chain get in full production , they will be using approximately 120 , 000 gallons of water . Their connection charge is expected to . . , amount to. roughly $ 24 , 000 . Supervisor Desch noted that the State Health Department had asked . the Commission to . take the responsibility of conducting Class I and Class II Workshop / Training Schools . He noted that Bolton Point employees would be trained at . no cost , however , , outsiders would be charged . This charge may generate a little revenue . . Councilman Cramer asked if there has been a substantial increase :. in the expenses for transmission lines because of the flood and has the budget been increased ? Supervisor . Desch answered no . We anticipate Federal . Revenue Funds ., . so there has been no increase in the budget . Also , we have a continguency built into the . budget ._ However , . the damage was not as expensive as first thought . Councilman Cramer asked if Cornell had come back on line ? Supervisor Desch responded that Cornell was only on for 23 hours . The Supervisor closed the public hearing , as no one else ' wished: to be heard . RESOLUTION N0 . 176 Motion by Councilman Kugler ; seconded by Supervisor Desch , ' RESOLVED , that the Tentative Bolton Point budget is hereby approved as the Preliminary Budget for the Southern Cayuga Lake Intermunicipal . Water Commission for the year 1982 . Town Board Minutes - 5 - November 5 , 1981 ( Desch , Del Rosso , Kugler , Raffensperger , Cramer , McPeak and Kiefer voting Aye . Nays - none ) . WATER BILL REFUND RESOLUTION NO . 177 Motion by Gouncilman Cramer ; seconded by Supervisor Desch , RESOLVED , that the Town Board of the Town of Ithaca hereby authorizes a refund of $ 18 . 58 water and $ 2 . 23 surcharge , totalling $ 20 . 81 be made to Rocco Po Lucente , 103 Salem Drive , Ithaca , New York , by reason of the amount being paid by the tenant at ' 611 Winston Court , A- 3 without the billing stub and by Rocco Lucenti with the billing stub . Account No . 187 - 02200019 . ( Desch , Del Rosso , Kugler , Raffensperger , Cramer , McPeak and Kiefer voting Aye . Nays - none ) . Supervisor _ Desch congratulated M . David Jennings on his recent election as Town Councilman beginning 1982 . Councilwoman Kiefer stated that she had hoped to have written comments for the budget . She stated that she felt the combination of Planner / Computer Programmer was a foolish combination of two part - time positions . She felt a Planner was needed now and a Programmer in mid - year .
