SPECIAL BOARD MEETING
December 31 , 1980
At a Special Meeting of the Town Board of the Town of Ithaca ,
Tompkins County , New York , held at the Town Offices at 126 East
Seneca Street , Ithaca , New York , at 10 : 30 A . M . , on the 31st day
of December 1980 , there were

PLEDGE OF ALLEGIANCE
Supervisor Desch led the assemblage in the Pledge of Allegiance .
REPORT OF TOWN OFFICIALS
Supervisor Desch stated that he would like to thank the members
of the Town Board for their support during this year , we -. . are now
bringing to a close . Through a great deal of hard work , a spirit
of cooperation and a great deal of forward thinging we have
brought about another successful year .
Many of our accomplishments will be brought out in the Annual
Reports presented today and as always , much of our work will not
bear fruit until 1981 and beyond .
There are a number of accomplishments that may not be evident
from the reports and these I would like to address , at this time .
' We very significantly strengthened our staff during the year
without the addition of any positions . The appointment of
Mr . Cartee has brought a level of professionalism to our building
inspection and zoning enforcement efforts which has proven both
timely .
The appointment of Genevieve Miller as Deputy Town Clerk has
already brought an added dimension of stability and productivity
to our administrative systems . The appointment of our Town
Historian. , has helped launch us into an area of records management
which will help us develop in 1981 , systems which will further
improve our efficiency .
The Bolton Point Warrants today include approximately $ 40 , 000 in
Town Board Minutes - 2 - December 31 , 1980
expenses and I mention - this for two reasons . First , following
payment of the bills we will end the year with a $ 140 , 000
surplus which is essential to keep us in a sound financial
condition for the first quarter of 1981 , and easily enable us
to meet our February 15th interest payment . This has not been
easy because of the rate of inflation with which we have had to
deal . Our rate increase implemented in January 1980 , is shown
to be in balance with our fiscal needs . We have reached a
comprimise agreement with the City on a long standing obligation
for Plumbing Inspector , the compromise is at $ 6 , 000 / year .
The Supervisor then went on to say that this was the last day
for Barbara Restaino the Town Planner and Catherine Valentino ,
Councilwoman . Supervisor Desch thanked Barbara for the fine
job performed during her employment .
Supervisor Desch then proposed the following resolution , in
honor of Catherine Valentino .
RESOLUTION NO . 219
Motion by Supervisor Desch ; seconded by Councilman Del Rosso ,
WHEREAS , Mrs . Valentino was elected to the Ithaca Town Board
in November of 1975 , and served the people of the Town of
Ithaca with distinction for five years , and
WHEREAS , during her career of public service with the Town ,
Mrs . Valentino pursued municipal affairs diligently and
with a special interest and concern for our community ' s youth
and elderly citizens and was instrumental in establishing
joint projects in these areas with the City , County and the
1' State of New York , and
WHEREAS , Mrs . Valentino , simultaneous with her service on the
Town Board , served as the first chairperson of the Tompkins
County Cable Commission and thereupon was instrumental in
creating a needed franchise which is now in use by many of the
communities of our County , and
WHEREAS , Mrs . Valentino effectively chaired the committee which
has prepared the major revision of the Town Zoning Ordinance
scheduled for adoption in 1981 ,
NOW THEREFORE BE IT RESOLVED , that the Town Board of the Town of
Ithaca , on behlaf of the people of the Town of Ithaca , express
our appreciation for the dedication , wisdom , statesmanship which
Cathy has provided us .

Mrs . Valentino thanked the Town Board for their resolution .
TOWN ENGINEER
Town Engineer Lawrence Fabbroni noted that his annual report
was included in each Board Member ' s envelope and he would encourage
each member to read the report themselves instead of his going
over the report . ( Copy attached to the minutes ) .
The Town Engineer stated that he would like the Board to approve
an extension of time for Rick Brandmyer , who was a CETA worker ,
to finish painting the inside of the building and the necessary
carpenter work that needed finishing .
RESOLUTION NO . 220
Town Board Minutes - 3 - December 31 , 1980
Motion by Councilman Del Rosso ; seconded by Councilman Kugler ,
RESOLVED , that the Town Board of the Town of Ithaca hereby
authorizes the continued employement of Rick Brandmyer , on a
part time bases , not to exceed $ 2 , 000 for the continuation of
painting and carpenter work already in process on the Town
Hall rehabilitation project .

BUILDING INSPECTOR ' S REPORT
Building Inspector Lewis Cartee presented his yearly report to
the Board . ( Copy attached to the minutes ) .
HIGHWAY SUPERINTENDENT ' S REPORT
Highway Superintendent Robert Parkin stated that he would
present his report , to the Board , at the January meeting .
Supervisor Desch noted that two accounts , namely the Highway
Budget and the Lighting District would be a little short , however ,
each would -be reimbursed by the collection of taxes .
RESOLUTION NO . 221
Motion by Supervisor Desch ; seconded by Councilwoman Valentino ,
RESOLVED , that the Town Board of the Town of Ithaca hereby
approves the transfer of $ 2 , 500 . from Part - Town to the Highway
Budget .

RESOLUTION NO 222
Motion by Supervisor Desch ; seconded by Councilman Cramer ,
RESOLVED , that the Town Board of the Town of Ithaca hereby
approves the transfer of $ 165 . 00 to cover a deficit in the
Lighting District Fund .

GADABOUT
RESOLUTION N0 , 223
Motion by Supervisor Desch ; seconded by Councilwoman Raffensperger ,
RESOLVED , that the Town Board of the Town of Ithaca approves the
transfer of any remaining 1980 Gadabout funding , received from the
Town of Ithaca , to Challenge Industries and that any 1981 monies
appropriated for the Gadabout program will be transferred to
Challenge Industries for the Gadabout program upon the effective
date of change of sponsorship .

( A ) MUNICIPAL PROJECTS ' STATUS
( 1 ) COMPLETED :
a . Transit
The Northeast Transit System ended its first twelve
month period having . carried 39 , 464 passengers at a
cost $ 5 , 859 . 25 less than budgeted for the service by .
the combined public and private sponsors . The second
year of operation shows ridership figures the same as
the first year figures in spite of a 10 cent fare
incre-ase which has offset increased operating expenses .
The Hospital transit run carried 40 , 000 passengers for
the hospital portion of the route for the last twelve
month period . . Ridership appears to be up about 8 %
over a year ago despite a similar 10 cent fare increase .
A study and recommendation for transit service to East
Ithaca was completed . The Town Board and Cornell have
both approved the recommended combination of peak- hour
service to Eastern Heights and shuttle service mid - day
to East Hill Plaza both from the Cornell Campus . The
County approval is under study pending resolution of
an acceptable fare structure debate by Board of Repre -
. sentatives .
A grant proposal was prepared as a portion of the fixed
route proposals included in the County TOMTRAN project
submitted to the Appalachian Regional Commission for
funding transit equipment and facilities and for stabili -
zing local subsidies during demonstration periods .

Completed administration of Slaterville , Valley View ,
and West Haven sewer work clean - up and repaving inclu -
ding final inspection and reinspection of rejected
paving , tile field repair , and landscaping .
Reviewed and modified Benefit Formula .
- Completed landscaping for Five - Area Sewer Project .
Inspected and administered contractor repair of guaran -
tee items and EPA deficiencies of Five -Area Sewer Project .
- Located and raised manholes on Snyder . Hill Road .
- Administered correction to external sewer lines and .

Scoped services for sewer laterals past ten - year dead -

Contract documents were prepared in - house , wheel chair
ramp designed , bids taken , contract awarded and admi -
nistered for complete painting , re - roofing . , . and weather -
proofing of the Town Hall exterior . Interior was painted
by. a CETA . employee .
Upper exhaust vents were installed . in maintenance bay

96 originally forwarded by City to DOT , which three
alternatives could . be phased by building , a two - lane
alternative with truck- climbing lane now and an overpass
.. of West End railroad when traffic warranted . . After much
renewed debate. , it seems the City Council will shortly
accept . two of the three for further study to future
design . hearings .
Finalized 10 - Year Master Plan for roadway improvements
and a 10 -Year Equipment Replacement schedule .
Developed proposals for Donovan Plan repaving and
received approval and funding for 1981 paving to offset
a portion $ 15 , 000 + of costs of paving 2 miles of Town
Highway . .
Received notice that Safer Off - System Funds will not be
sufficient to do Sand Bank Road guard rail project but
substitute projects may be submitted to . utilize -remaining
funds :
Planning is ongoing concerning need and location studies
for connections between Pine Tree Road and SR366 and
between SR366 and SR13 . Town , County , and Cornell are
jointly sponsoring and supporting this study .
— Bond Issue projects for paving Maple Avenue and a portion
of Caldwell Road were approved .
A project was proposed by County to NYS DOT for bikeway
construction and funding from Cornell to points northeast
in the Town and beyond .
Trucks over 5 tons were excluded from using Forest Home
Hamlet for other than local delivery .

- Traffic counts were taken on all Town roads with a
master map prepared to summarize those counts .
Detailed peak - hour turning movements were counted in
conjunction with connecting roads planning in East
Ithaca .
g . Drainage
Plan and profile . of Northeast School diversion ditch
was presented to School District for approval in. August
but is still pending .

flow overflow installed at Maplewood and Pinewood .
Specific recommendations were made to property owners
to protect their individual homes on - site .

Correction of problem from Tareyton Drive to Muriel

ah RESOLVED , by the Town Board of the Town of Ithaca , that delinquent
Town of Ithaca , Bolton Point , water use bills in the amount of
$ 7 , 924 . 86 ; delinquent City of Ithaca sewer rent charges in the
amount of $ 1 , 623 . 69 and Village of Cayuga Heights sewer rent
charges in the amount of $ 2 , 343 . 60 be added to the tax roll for
1981 , as a lien against the properties invloved , and to become
due and collectible as part of the tax bills of the Town of
Ithaca which will be mailed to property owners on December 31 , 1980
and which will become due in January of 1981 .

EAST ITHACA BUS SERVICE
Supervisor Desch stated that the Commission.=-_had recommended a fare
of $ . 35 instead of the originally proposed $ . 50 . The Supervisor
stated that he felt the $ . 35 fare ment the intent of the fiscal
policy . He felt that the community taxpayers should not carry
the burden of more than 50% of the bus service cost .
Councilwoman Raffensperger stated that she could see no problem
with the compromise and that the Town should endorse the $ . 35
fare .
COMMITTEE APPOINTMENTS
Supervisor Desch noted that no action will be taken today on
Committee appointments .
AMERICAN PUBLIC WORKS ASSOCIATION MEMBERSHIP
Supervisor Desch stated that membership in the American Public
Works Association would be very beneficial to the Town for the
Town Board Minutes - 7 - December 31 , 1980
for the $ 100 . 00 that will be invested in the membership . Each
member will receive a monthly publication . . Also , conferences
on timely subjects are available to the membership .

RESOLVED , that the Town Board of the Town of Ithaca hereby
approves membership in the American Public Works Association
for a fee of $ 100 . 00 annually , and
FURTHER BE IT RESOLVED , that Noel Desch , Town Supervisor ;
Lawrence Fabbroni , Town Engineer ; Michael Ocello , Assistant
to the Engineer ; and Robert Parkin , Highway Superintendent be
designated for membership in the American Public Works

use David Klein ' s expertise .
Supervisor Desch noted that David Jennings had expressed and
interest over a year ago .
