Supervisor Desch welcomed Raymond Bordoni , Mayor of the City of Ithaca ; David Jennings , Town of Ithaca ' s Representative on the County Youth Bureau and Helen Blauvelt , Historian for the Town of Ithaca . REPORTS OF TOWN OFFICIALS TOWN SUPERVISOR Sales Tax Revenue I had the pleasure of participating in a meeting with Mayor Bordoni and Chairman Harris Dates , with the officials in Albany who are responsible for redistribution of sales tax revenue . The trip and the meeting afforded the opportunity to discuss with the City a number of items of mutual interest and concern . The state officials reviewed the process involved with the distribution of revenue and the complications which arise in correcting the distri - bution . The adjustments for the City have been very substantial and suggest the need for more conservative forecasting of sales tax revenue . In our case , we do not budget for the revenues in the Town tax levy i5 / Town Board Minutes - 2 - March 10 , 1980 so such adjustments would not have a direct effect on Town Tax rates . However , it is very important for us to know that refinements are being made in the method of distributing the estimated amount , since our County tax rate would be impacted . Youth Services Evaluation We now have the breakdown of Youth Services from the Human Services Coalition , as requested in conjunction with our negotiations on our contract with the City of Ithaca . The document is well done and should serve as a basis for determining charge rates to program participants ® and in budgeting for the appropriate amount to be raised by taxes . Similarly , discussions continue on the Fire Contract , including sessions with Ithaca College and Cornell , on the matter of their fair share of the costs for this service . Since the Facilities Plan for the twenty eight million dollar upgrading of the Sewage Treatment Plant is nearly completed , the intensity of discussion of the method of financing , owning and operating the new system will increase . The next meeting of the Planning Committee will be Thursday , March 13 , 1980 , at the Ithaca Town Hall . Discussions are expected to be lively on this subject , over the coming months . A management plan must be submitted at the time of the Step II application to EPA , that being the application for funds to accomplish the detailed plant design . There are significant advantages to the joint ownership approach to both the City and the Town . We will , however , give most careful consideration to other options , such as the service contract approach . Agenda Items It there are no objections , I wish to add the following items to the Agenda . Authorize release for bidding the exterior renovation of the Town Hall . Town Engineer Fabbroni will provide the details of the project scope when the item is discussed . We must also officially appoint election inspectors for the New York State , March 25 , 1980 , Presidential Primary . Lists have been sub - mitted by both parties . We have , incidentally , provided all of the official notices to the voters in District #2 , of the change in polling places . Following the staff and committee reports , we will have the first report from our Town Historian and from our representative on the County Youth Bureau , David Jennings . TOWN ENGINEER Town Engineer Lawrence Fabbroni explained the Town ' s Ten Year Paving Plan . The roads picked for the Ten Year Paving Plan are collector type roads and cover approximately twenty miles of the thirty seven covered by the Town . One half of the Town roads should be paved on a ten year cycle . The roads that are treated , not paved , should be ® treated on a three to six year cycle . The Town Engineer further stated that in 1980 , the Town hopes to pave 2+ miles . Paving costs are estimated , at this time , to cost $ 23 , 000 per mile . ( Desch , Cramer , Kugler , Del Rosso , Raffensperger , and Valentino voting Aye . Nays - none ) . The Town Engineer then explained the Irving Plan which was established to upgrade so - called cow path type roads , and the Donovan Plan which was instituted for repaving of existing roads . In the past , you were ® unable to apply for the Donovan Plan unless you applied for the Irving Plan first , however , this is no longer true . Mr . Fabbroni further stated that the application deadline for assis - tance through the Donovan Plan must be made by April 1 , 1980 . A Town may withdraw from the plan at anytime it wishes . RESOLUTION NO . 41 Motion by Supervisor Desch ; seconded by Councilwoman Raffensperger , RESOLVED , that the Town Board of the Town of Ithaca hereby authorizes the application for State Aid through the Donovan Plan and also authorizes the 1981 and 1982 upgrading project , and RESOLVED , that the plan prepared at the request of this Board for the improvement of town highways and covering all projects contemplated by it , pursuant to Article 8 - A Highway Law , as filed in the office of the Town Clerk of the Town of Ithaca , County of Tompkins , on the 10th day of March , 1980 , be and the same is hereby adopted ; and BE IT FURTHER RESOLVED , that copies of such plan be filed in the appropriate State and County offices in accordance with the provisions of Section 220 , Article 8 - A Highway Law , NOW THEREFORE , BE IT RESOLVED , that the Town Board of the Town of Ithaca hereby approves the application for State Aid through the Donovan Plan , pursuant to Article 8 - A of the Highway Law for the 1981 upgrading of Seven Mile Drive from Bostwick Road to Route 13 , Maple Avenue from City Line to Judd Falls Road , Honness Lane from Slaterville Road to Pine Tree Road and the 1982 upgrading of West Haven Road from State Route 79 to Elm Street Extension , Cayuga Street from City Line to State Route 34 , and Snyder Hill Road from Pine Tree Road to Town of Dryden line . ( Desch , Cramer , Kugler , Del Rosso , Raffensperger , and Valentino voting Aye . Nays - none ) . The Town Engineer explained that the exterior of the Town Hall needs repainting . This includes trim , bricks and the new stucco addition . The old paint , on the bricks , cannot be satisfactorily removed by chemicals . Also , the bricks are made of a soft material and , therefore , not of a quality good enough to leave natural . Mr . Fabbroni , therefore , recommended that the bricks be sandblasted , then sealed with a plastic coating material and finally painting the bricks a brick colored paint . The Engineer has looked at about twenty buildings which have used this process and he is very satisfied with their results . The coating will not bubble , even if it gets wet . However , the coating will begin to peal in about seven years and will then have to be repainted . RESOLUTION NO . 42 Motion by Councilman Cramer ; seconded by Councilwoman Raffensperger , / S3 Town Board Minutes - 4 - March 10 , 1980 RESOLVED , that the Town Board of the Town of Ithaca hereby authorizes the Supervisor to release for bidding , the exterior renovation of the Town Hall , through the process described above . The date for such bidding to be set by the Supervisor . ( Desch , Cramer , Kugler , Del Rosso , Raffensperger , and Valentino voting Aye . Nays - none ) . The Town Engineer stated that the bids for the repainting of Trumans - burg Road , Northview Road and Troy Road water tank repainting will be opened on March 28 , 1980 . Also , cathodic protection should be included in the upgrading of the ® Trumansburg Road and Northview Road water tanks , at a cost of $ 5 , 500 per tank . Supervisor Desch stated that the money for cathodic protection had been budgeted . Councilman Kugler agreed with the Town Engineer , stating corrosion should be . nipped in the bud . RESOLUTION NO . 43 Motion by Supervisor Desch ; seconded by Councilman Cramer , RESOLVED , that the Town Board of the Town of Ithaca hereby authorizes the Supervisor to release for bid , cathodic protection for the Trumansburg Road and Northview Road water tanks . The date of such bidding to be set by the Supervisor . ( Desch , Cramer , Kugler , Del. Rosso , Raffensperger , and Valentino voting Aye . Nays - none ) . NORTHEAST TRANSIT Mr . Fabbroni discussed the Northeast Transit . He stated that rider - ship has doubled . Meetings are being held to discuss car pooling , and midday service . A study is being made on a County wide bus system . TOWN PLANNER Barbara Restaino stated the Town ' s application for Phase II for the CETA Project is now awaiting State approval . The application sub - mitted , requested six Manual Service Workers and one Supervisor , who hopefully will start work in late April . ® HIGHWAY SUPERINTENDENT Highway Superintendent Robert Parkin stated that the Highway crew , with help from the CETA crew , were busy cutting brush and hauling materials for summer projects . Also , some cindering and plowing of roads have been necessary , however , overtime is way down because of the mild winter . Frozen culverts have been the major problem lately . A steam Jennie was borrowed from the County Highway Department to thaw out frozen culverts . He also stated that the ladies bathroom , in the highway facility , has been completed , in plenty of time for the Primaries on March 25th . . They are waiting for the lumber to finish the Salt Storage Facility . Town Board Minutes - 5 - March 10 , 1980 Superintendent Parkin said there was a dire need to replace one pick - up truck . One of the big trucks can then be put back to it ' s proper use . Also , the money has been budgeted . RESOLUTION NO . 44 Motion by Councilman Del Rosso ; seconded by Councilman Kugler , RESOLVED , that the Town Board of the Town of Ithaca hereby authorizes the Supervisor to release for bidding the specifications on a new ® pick - up truck for the Town Highway Department . The date for such bidding to be set by the Supervisor . ( Desch , Cramer , Kugler , Del Rosso , Raffensperger , and Valentino voting Aye . Nays - none ) . The Highway Superintendent also stated that two axles on the Galion Grader needed replacing . He received quotations on repairs last year , however , prices have increased since they were submitted . Specifi - cations should be written to allow bidders the option of bidding on repairs at their facility versus repairs at the highway facility . RESOLUTION NO . 45 Motion by Councilman Del Rosso ; seconded by Councilman Kugler , RESOLVED , that the Town Board of the Town of Ithaca hereby authorizes the Supervisor to release for bid , the replacement of two axles on the Highway Department ' s Galion Grader . Specifications to be written for two seperate bids , one to include delivery to bidders facility with repairs to be completed there and another one with repairs to be made at the Town ' s Highway Facility . The date for such bidding to be set by the Supervisor . ( Desch , Cramer , Kugler , Del Rosso , Raffensperger , and Valentino voting Aye . Nays - none ) . Mr . Parkin further stated that the Highway Department was in need of a new snow plow , as one was ruined in an accident . RESOLUTION N0 , 46 Motion by Supervisor Desch ; seconded by Councilman Cramer , ® RESOLVED , that the Town Board of the Town of Ithaca hereby authorizes the Supervisor to release for bid , one new snow plow . The date for such bidding to be set by the Supervisor . ® ( Desch , Cramer , Kugler , Del Rosso , Raffensperger , and Valentino , voting Aye . Nays - none ) . PLANNING BOARD CHAIRMAN Mr . Aron reported that the Planning Board met on February 19 , 1980 , with six members present . The Planning Board spent one hour discussing and considering the six - lot subdivision back lot of Ridgecrest Road , as proposed by Mr . Legrand E . Chase . This was an advertised Public Hearing for consideration of Preliminary Subdivision Approval . The Planning Board resolved that pursuant to the State Environmental Quality Review Act , Part 617 , this action is classified as Unlisted , ) �S Town Board Minutes - 6 - March 10 , 1980 and further resolved its determination from the Environmental Assess - ment Form and all pertinent information that the action will not significantly impact the environment and , therefore , will not require furthur environmental review . The Planning Board resolved to grant Preliminary Subdivision Approval for this 6 - lot subdivision with the condition that on lots 2 , 3 , 4 , and 5 no house be built closer to the front of the lot toward the road access than to a point where the lot is at least 100 feet wide . The second Public Hearing of this meeting was the consideration of site plan approval for additional building space on Therm , Inc . , land . Similar to the Chase Subdivision , the Planning Board as lead agency , ® made a determination of negative environmental impact and then resolved to grant site plan approval for a 44 ' x 160 ' addition to Therm ' s existing facilities , subject to an opinion from the Town Attorney with respect to Article VIII , Section 44 , paragraph 4 , of the Zoning Ordinance . Mr . Cartee met with Mr . Buyoucos on February 21 , 1980 , in Town Hall , together with myself and Mrs . Fuller . Mr . Cartee informed Mr . Buyoucos that he had measured the height of the structure and that no part of the building was more than twenty - three feet ( 23 ' ) above the surface of the ground . Therefore , Mr . Buyoucos said there was no need for any opinion , the Ordinance speaks for itself . Mr . Fabbroni is proceeding with the Building Permit application . The third Public Hearing of this meeting was the consideration of a request of Cornell Radio Guild , Inc . d / b / a WVBR , for installation of a radio broadcasting antenna transmitting tower , 245 Bundy Road . Again , this matter was discussed by the Board for one hour at which time the Public Hearing was adjourned to March 18 , 1980 , at 7 : 30 p . m . pending a walk of the land by members . of the Planning Board , Mr . Mazza , Mrs . Grigorov , and Mrs . Schultz , and pending further definition as far as the regulations concerning a tower of this nature , and also exactly the position of the Federal bodies that are involved in it . The Planning Board reviewed and recommended for approval by the Town Board two applications for sign permit presented by Mr . Evan Monkemeyer for the Hayloft Art Studios . Planning Board Minutes of November 6 , 1979 , and July 17 , 1979 , were approved . The Planning Board discussed with Mr . Cartee certain questions that he had discerned in connection with the draft revisions to the Sign Ordinance . The Sign Ordinance Committee is meeting to discuss these ® and is planning to have the final draft ready for presentation to the Planning Board on March 18 , 1980 . ® BUILDING INSPECTOR Building Inspector Lewis Cartee reported four building permits were issued in February 1980 , total construction cost of $ 61 , 760 . Total fee received by the Town was $ 35 . 00 . In February 1979 , one building permit was issued , total construction cost of $ 293 , 505 . Total fee received was $ 75 . 00 . TOWN HISTORIAN Helen Blauvelt , Town Historian gave the following report : Since my retirement as a biologist , seven years ago , I ' ve further developed a life long interest in local " grassroots " history . I am on the Board of the DeWitt Historical Museum , half a block from here , � 5Z Town Board Minutes - 7 - March 10 , 1980 and work there when I ' m not working in the Town Hall . I came to Ithaca in 1925 as a student . I married a resident . We lived in the Town on the shore of Lake Cayuga , with a sailboat moored in our front yard . After my husband ' s death, I worked as a Research Associate at Cornell , then joined the staff of the Upstate Medical College in Syracuse working with the human newborn . As my son approached college age he wanted to come to Cornell and had free tuition so we had a fine excuse to come back to Ithaca . I taught at Ithaca College and live next door to the college football field with ® the same wonderful view . I ' m familiar with Towns half way around the world . Ithaca has to be on of the most beautiful . A Town Historian ' s Duties ® Co ects and preserves Town records . Is part of a State organization . I cooperate with the County Historian who cooperates with the State Historian to implement programs initiated by the New York State Association of Towns of which we are a member . The present program is an inventory of our records . With excellent instructions from the State Historian , and all needed assistance from the Town Clerk and staff , I am underway on this . When the Town Historian is unable to preserve Town records he or she must ask the County Historian for help . The County Historian is backed up by the State Historian . This is a great resource for us . If our records are not preserved , the State can require that we replace them , if possible , or have them restored at considerable expense . I ' d like to illustrate this with my work this month . I started our inventory with the oldest records thinking these would need preservation help . They are in good shape . Many of them are no longer used by the Town staff . But some contemperary records are being destroyed by everyday use . I believe our basic problem is lack of the advice of a trained archivist to arrange our archive for efficient , easy staff use . This is a state wide problem . The State is initiating a program to provide archival help to local governments . Our County Historian , Craig Williams , is applying for a grant to include Tompkins County Towns in this program . This is a very exciting long term opportunity . More shelf space would help . It might help a great deal . It would immediately enable us to assess the damage and have room for repairs . Just as information for our thinking , I asked the County Historian ® what help he could give us . He said - The Ithaca Town Board may wish to retain full legal custody of all of its records . The Ithaca Town Board may wish to request the County Historian to take physical custody of the records too old to be in active use , and to be responsible for storing them in a safe archival environment to the Ithaca Town Clerk ' s satisfaction , and to make them available to the Town staff in case an early document must be used . Supervisor Desch stated that the Town Board was delighted to have Mrs . Blauvelt as the Town Historian and would give careful con - sideration to her suggestions for storage of the older records . COUNTY REPRESENTATIVE Gust Freeman reported the County Planning Board has been meeting to discuss the possible usage of the old hospital . 15- 7 Town Board Minutes - 8 - March 10 , 1980 Mr . . Freeman also suggested that the appropriate board should follow up on the Transportation Bond Issue before the money is spent , as it is proposed to spend just under three hundred thousand dollars for improvements on Ferguson Road , which has about 100 cars passing over it per day . At this time , Supervisor Desch introduced Raymond Bordoni , Mayor of the City of Ithaca . ® Mayor Bordoni said he just stopped in to let everyone know who he was . I am here to identify myself and assure you of my interest , not only in the City , but also the Town and County . The City is effected by things that happen in the Town and County . I ' m here to assure you , you have an ear and the cooperation of the City . The Mayor further stated that he and Town Supervisor Noel Desch , were working together on joint projects that effect the City and Town . The Mayor said there is an open line of communications to the Town Board and Town staff and they should always feel free to call him . Supervisor Desch thanked Mayor Bordoni for attending the meeting . He also informed the Mayor that accessibility has greatly increased with his new administration . CODES & ORDINANCES COMMITTEE Councilwoman Catherine Valentino said there was not too much to report . She reported that the final joint meeting to revise the Zoning Ordinance had been held . The Ordinance has been turned back to Barbara Restaino for editing and organizing . She further stated that your comments on what should and what should not be included in the Ordinance must be given to Mrs . Restaino soon , if the Board want their comments included in the Ordinance . TRAFFIC CONTROL Supervisor Desch stated he is discussing traffic control enforcement with Cornell University and the Village of Cayuga Heights . More information will be available to the Board members , as the talks progress . COUNTY PLANNING BOARD ® The Committee is midstream into a study on the Industrial Park area . Discussions are being held on the future of this area . Town Engineer Fabbroni stated the Committee has done a tremendous research job . Councilwoman Raffensperger reported several meetings have been held on the U . S . Census , The Town Newsletter will have a section on the Census , along with a telephone number to call if anyone has questions . COUNTY ECONOMIC ADVISORY COUNCIL At their January meeting , they discussed the economic conditions and the development of business in this area . At the February meeting , they received input from the County Board of Representatives in regards to the 1980 objectives . INTERGOVERNMENTAL RELATIONS Negotiations are continuing on the contracts for fire and youth services . Also , meetings are continuing on the sewer system . Town Board Minutes - 9 - March 10 , 1980 WATER AND SEWER BENEFIT ASSESSMENT - GEORGE IDEMAN Supervisor Desch stated that Parcel No . 60 - 1 - 6 , owned by George Ideman was billed for five water units and five sewer units . ( There is 495 feet of frontage , but only about 88 feet is usable ) . The land slopes away into a ravine . Mr . Ideman has paid the five units for a con - siderable number of years and requests the Town Board reduce the units to one on this parcel . Attorney John Barney raised the question of opening doors to all who have similar topography . Supervisor Desch asked how deep the parcel was ? ® Town Engineer Fabbroni said the land was about 300 feet deep , however , it drops at about 40 feet into a steep ravine . You could build only after considerable fill was added . Councilwoman Raffensperger asked if it then was not true that if some - one has frontage , however , the lay of the land only permits one house , this person would still be required to pay two units . Attorney Barney then suggested that the Town Board not establish an abnormally low policy until further study . The request for Water and Sewer Benefit Assessment unit reduction for George Ideman was then tabled , as it was felt this problem should be included in the Benefit Formula , when it is revised . PUBLIC HEARING TO CONSIDER A LOCAL LAW PROVIDING FOR ENVIRONMENTAL REVIEW OF ACTIONS IN THE TOWN OF ITHACA - SEQR Proof of posting and publication of notice of public hearing to consider the adoption of a local law implementing the State Environmental Quality Review Act in the Town of It having been presented by the Town Clerk , Supervisor Desch opened the hearing . Town Planner , Barbara Restaino went through the proposed SEQR Law . She noted that a decision must be made on which Board will be lead agency . Several questions were raised regarding the requirements of 500 , 000 gallons of water per day , parking for more than 100 vehicles and the operation , repair or maintenance of existing structures , facilities , land uses and equipment . Mrs . Restaino stated that the Committee had scaled down type one and type two actions . Also , the Committee had added mining , they incorp - orated some of the City of Ithaca ' s SEQR Law so that the Town ' s would not be less restrictive than the Cities . She further stated that the short form is the most commonly used form , by the Planning Board . The new local law will clarify the whole process , there will be nothing less restrictive than the State Law . Supervisor Desch asked if the public wished to comment on the proposed law . No one wished to speak . Supervisor Desch suggested , in view of the many questions , that the hearing be adjourned to the April meeting . Further suggestions and comments should be given to Mrs . Restaino in time to incorporate them into the proposed law . RESOLUTION NO . 47 Motion by Supervisor Desch ; seconded by Councilman Del Rosso , / 5 Town Board Minutes - 10 - March 10 , 1980 RESOLVED , that the Town Board of the Town of Ithaca hereby adjourns the Public Hearing on the proposed SEQR Local Law until 7 : 00 p . m . , on April 7 , 1980 . ( Desch , Cramer , Kugler , Del Rosso , Raffensperger , and Valentino voting Aye . Nays - none ) . REFUND ON WATER BENEFIT - FINGER LAKES STATE PARK COMMISSION ® RESOLUTION N0 , 48 Motion by Supervisor Desch ; seconded by Councilman Del Rosso , RESOLVED , that the Town Board of the Town of Ithaca hereby authorizes a refund in the amount of $ 416 . 00 to the New York State Department of Audit and. Cost such as overtime labor not otherwise required would be out of pocket costs to Cornell . qrNo one else wished to speak at this time . ® PUBLIC HEARING TO CONSIDER A LOCAL LAW TO BAN THROUGH TRUCK TRAFFIC IN THE FOREST HOME AREA Proof of posting and publication of notice of public hearing to consider the adoption of a local law banning through truck traffic in the Forest Home Area , in the Town of Ithaca having been presented by the Town Clerk , Supervisor Desch opened the hearing . Supervisor Desch then read the proposed law . WHEREAS , McIntyre Place , Forest Home Drive between McIntyre Place and Caldwell Road , and Judd Falls Road between Forest Home Drive and Plantation Road are Town Highways , as the same is defined in the Highway Law , Section 3 ( 5 ) , and WHEREAS , . the residential nature of the Forest Home community within which these highways are situated , the load limit capacities of the bridges and highways , the lack of sidewalks for pedestrian traffic , Town Board Minutes - 13 - March 10 , 1980 the narrowness of pavement and the existence of adequate alternative routes requires action by the Town government to minimize the adverse impact of traffic , and particularly truck traffic on the community , and WHEREAS , the Town Board has determined that a limitation of the weight of trucks , commercial vehicles , tractors , and tractor - trailer combi - nations permitted to travel on the said highways to those under five ( 5 ) tons is necessary to promote the health , safety and welfare of the community . and that such a limitation is a reasonable limitation on the use of said highways , NOW THEREFORE , BE IT RESOLVED , that in order to minimize the adverse impact of traffic upon the Forest Home community and in order to promote the health , safety and welfare of the community , pursuant to the power granted to the Town Board by Section 1660 of the Vehicle and Traffic Law of the State of New York , effective July 1 , 1980 , no through traffic of trucks , commercial vehicles , tractors , or tractor - trailer combinations in excess of five ( 5 ) tons , shall be permitted on : ( 1 ) McIntyre Place ( 2 ) Forest Home Drive between McIntyre Place and Caldwell Road ( 3 ) Judd Falls Road between Forest Home Drive and the intersection with Plantation Road . AND IT IS FURTHER RESOLVED , that the Town Superintendent of Highways is hereby directed to post signs or marking giving notice of the res - trictions as is required by Section 1683 ( a ) of the Vehicle and Traffic Law of the State of New York . Town Engineer Larry Fabbroni stated that Route 366 to the Cornell Water Filtration Plant and the Plantations was not included in the ban , to enable trucks to make deliveries to these facilities . Signs will be posted to warn trucks of restrictions ahead . Carl Sundell stated he had seen tractor - trailers on Caldwell Road . He further stated , if they can come down Caldwell Road , they can come down Route 366 . He also said , it was nice to pass a law , but who will enforce it ? Supervisor Desch noted the County Sheriff and the New York State Police would still be responsible for law enforcement . Also , as he had reporter earlier , negotiations were ongoing with the Cayuga Heights and Cornell University police departments . Highway Superintendent Parkin noted it would take two months to get the necessary signs . September 1 , 1980 , was suggested as the date for the local law to become enforceable . 1� However , Supervisor Desch would like the law effective immediately , before spring construction begins . A discussion was held on penalties to enforce the law . Attorney Buyoucos would like penalties included in the local law before it is adopted . He suggested the hearing be adjourned until the penalties are included . Kim Wetzel asked what was the daily count of trucks ? Supervisor Desch stated he did not have a daily count of trucks . Mr . Wetzel stated a lot of his work is in the Lansing area , and as the Village of Cayuga Heights has restricted through truck traffic , he was against the restriction the Town was proposing . Town Board Minutes - 14 - March 10 , 1980 Mr . Wetzel further stated that the ban would cost him considerable money as his trucks would have to travel three to six miles further to make deliveries . Because of the many questions left to be answered regarding the roads to be included in the truck traffic ban and the penalties still to be written into the proposed local law , the hearing was adjourned . COUNTY YOUTH BUREAU REPORT David Jennings , Town Representative on the County Youth Bureau reported that the Tompkins County Youth Bureau had met on January 21 and February 18 , 1980 . Their next meeting will be March 17 , 1980 . John Gaines will discuss the Governor ' s proposed 1980 - 81 budget . The proposed changes would cut the Youth Bureau budget by 75 % . The County Board of Representatives have adopted a resolution ob - jecting to the cuts in the Governor ' s proposed budget . Also , Mayor Bordoni has set a letter objecting to these cuts . The Comprehensive Planning Committee is in the process of determining what are the needs of the youth in the County . Mr . Jennings stated he would like to add a few lines , on this subject , to our next news - letter . He further stated that a review of the statistical survey of programs suggest that a committee be appointed to make recommendations to the Town regarding formation of a Committee of Municipalities Receiving Services by the Ithaca Youth Bureau , to develop objective recommen - dations for funding programs within two broad categories , youth services and recreation . And to recommend accounting practices with regards to at least administrative expenses , and site maintenance expenses . Mr . Jennings expressed thanks to the Human Services Coalition and County Youth Bureau for these efforts in preparing the statistical survey and developing an objective basis of usage upon which to proceed . Mr . Jennings then presented a sample letter for municipalities to send to the elected representatives voicing their strong opposition to the Governor ' s proposed cuts in the Division of Youth . Dear I am writing to express my strong opposition to the Governor ' s proposed cuts in the Division of Youth local assistance budget . / 1 Town Board Minutes - 15 - March 10 , 1980 The Town of Ithaca has been utilizing Division of Youth state aid under the Youth Development / Delinquency Prevention program for many years , to match local funds in providing effective youth service programs for the children and youth of our municipality . All of the eligible municipalities in Tompkins County make use of Division of Youth state aid for recreation and youth service programs . These funds are crucial to the continued success of these programs . The Town of Ithaca has applied for an been allocated $ 16 , 033 in state aid for 1980 , which is included in our 1980 municipal budget . The Governor ' s proposed " cap " of $ 12 million for the Youth Development / Delinquency Prevention program would reduce the amount of money available for our municipality to $ 6 , 342 , a reduction of $ 9 , 691 or 60% . This drastic cut would seriously curtail our youth programs . ® I urge you to act to preserve the integrity of the Youth Development / Delinquency Prevention program by restoring the funding at the full formula level called for in Executive Law under the comprehensive planning process begun in 1974 .
