At a Regular Meeting of the Town Board of the Town of Ithaca , Tompkins
County , New York , held on the 11th day of February , 1980 , at 5 : 30 p . m . ,
at the Town of Ithaca Offices at 126 East Seneca Street , Ithaca , New

REPORTS OF TOWN OFFICIALS
TOWN SUPERVISOR
Pleasant Grove Speed Limit
Through the cooperative el7fort of Cornell , the County and Assemblyman
MacNeil , we have achieved the lowering of the speed limit on Pleasant
Grove Road from 40 MPH to 30 MPH from Cayuga Heights south to Forest
Home . This has taken over two years but perseverance has paid off
and the children who live at Hasbrouck and Pleasant Grove apartments
will be in a better situation with regard to crossing the street to
go to nursery school , etc . This action is one of the steps to be
taken to improve the traffic situation in Forest Home . The second
step is the consideration of the ban on truck traffic through the
hamlet - an item on the agenda tonight . We are in the process of
setting up meetings with the police and public safety officials in
Cayuga Heights and Cornell to assist us in enforcing these controls .
Zoning and Building Code Enforcement
We have stated , that one of our primary objectives is the development
of follow through mechanisms to ensure that violations of our various
codes are pursued through appropriate channels until corrected .

Town Board Minutes - 2 - February 11 , 1980
Through the efforts of Mr . Cartee and our Town Attorney , we have
systems approach to the wide variety of possible situations . We
have already seen considerable progress in cleaning up many of the
occupancy violations in addition to correction of the chronic junk
problems in several areas , as reported earlier .
Town Newsletter
19 Census questionnaire will soon be mailed to residents through -
out the Town . It is extremely critical to the Town that we have
an accurate count for both apportionment of U . S . Representatives
® and revenue purposes . The County Planning Board will serve as the
Census Complete Count Committee for the County . We should time our
next Newsletter to alert Townspeople to the importance of filling
out the questionnaires and offering assistance where necessary and
further to make sure they receive the forms .
Fire Contract Negotiations / Youth Services
We are continuing to negotiate with the City through their Inter -
governmental Relations Committee , the future fire contracts and youth
services . On fire services , negotiations will include discussions
with Ithaca College and Cornell on a mechanism for them to pay their
fair share of the costs of the service .
In the Youth Services , the cost / participant / program has now been
worked out and future discussions will be held on the contract basis
for assessing such costs .
Town Historian
The Town o Ithaca came into existence in April of 1821 . We have on
record , minutes dating back to 1852 on file in our vault . We now
find that the first book of minutes do exist and will be presented
to the Town at an appropriate ceremony , as soon as an appropriate
display arrangement can be created in conjunction with our renovation
program . The door between the lobby and the Town Clerk ' s Office is
scheduled to be closed off , and inside the closing in the wall , an
appropriate glass display case can be constructed . We have been
unable to get adequate response from our architect , so we will be
seeking assistance on a per hour basis from other sources . The Town
Engineer will be reporting on this in the near future , including plans
to release for bidding the exterior repairs .
TOWN ENGINEER
The Town Engineer , Lawrence Fabbroni presented his Annual Report for
1979 , also , the Five Area Sewer Project . ( Reports attached to
minutes ) .
Mr . Fabbroni discussed the ventilating system at the Highway Facility .
The ventilating system was built - in , to vent exhaust from the trucks .
® However , the fumes rise to the ceiling before going out the vents .
Also , the maintenance bay is cutoff from the ventilating exhaust
system . Mr . Fabbroni stated that Wheaton ' s Sheet Metal Company will
® build ducts and install dampers , at the ceiling , for $ 750 . 00 .
RESOLUTION N0 , 19
Motion by Councilman Del Rosso ; seconded by Councilman Cramer ,
RESOLVED , that the Town Board , upon the recommendation of the Town
Engineer , hereby authorizes the installation of ducts and dampers
into the present exhaust ventilating system , at the Town Highway
Facility . The work to be performed by Wheaton Sheet Metal Company
of Ithaca , New York at a cost of $ 750 . 00 .

( A ) MUNICIPAL PROJECTS ' STATUS
( 1 ) COMPLETED :
a . Transit
A comprehensive plan for the Northeast area of Tompkins
County , as a member of the Northeast Area Transit Study
Committee , was developed providing two peak hour bus
routes serving the Village of Lansing , Town of Ithaca ,
Village of Cayuga Heights , Cornell University , and the
City of Ithaca . The package of administration consists
— ' of three contracts , Cornell with Private Apartment Sub
sidizers , Municipal Parties , including the County with
the City , and City with Swarthout & . Ferris private
carrier .
- Northeast Transit has operated in its new form carrying . . .
an average of 20 passengers per bus run . This represents
. a use of 607o of available capacity which is very good for
a first year service during traditionally low use months .
The Town endorsed the current Hospital and Ithaca College
bus service along with Ithaca College , City of Ithaca ,
and Tompkins County for another year . Ridership figures
show about a 50 - 50 split of usage fo.r the Hospital and
I . C . ends of the run . Overall usage for a twelve hour
daily operation is 20 passengers per bus run .
b . Sewers
Small sewer extensions were planned , designed , and are
now under contract to extend services along Slaterville
Road , West Haven Road , and ValleyView Road . All private
easements ( 10 ) were negotiated and secured by staff .
- Final construction inspection of the five area sewer
extension was completed . Punch list items have been
narrowed down to one yard resodding with a balance of
$ 500 . withheld .
Final contract amounts were $ 950 , 774 . 35 for aid work and
$ 114 , 933 . 38 for non - aid work . Aid overruns were $ 33 , 050 . 85
and non - aid overruns $ 9 , 523 . 38 for a collective total of
4 . 160 of the estimated contract amount of $ 1 , 023 , 133 . 50 .
The major add items were collective greater depth of sewers ,
additional manholes to avoid physical obstacles , longer
highway bores to avoid trafficked and landscaped areas in
Forest Home , major addition of paved areas and rock excava-
tion due to boulders encountered on Elm Street work , addi -
tional bracing for water and sewer lines crossing Fall
Creek and a major quantity change for lateral lengths .
Consultant study of City Sewerage Treatment Plant Upgrading
and System of Collection continues . Preliminary results
show most areas in the City in need of detailed infiltration /
inflow studies and selected areas in the Town in need of
detailed infiltration and / or I inflow studies . A grant amend -
_ ment was prepared to fund this second stage . Simultaneously ,
the plant design study has produced a draft Facility Plan
which has started to be scrutinized in a series of public
meetings . Secondary treatment with non - chemical phosphorus
removal is presently favored with a project cost of $ 28 +
million projected for 1983 . The intermunicipal sewer
commission is presently discussing ownership options and
has been meeting monthly .
A master . map of Town sewers is almost complete .
Laterals are located for five area sewer hookup .

C . Town Barn and Town Hall
- Budget required storage pole barn to be designed in - house .
Construction is underway with poles and perimeter plates
awaiting placement of trusses. in January . Trusses and
roof materials were bid and' are presently on - site .
A detailed landscape plan for the Town Barn was done and
the first phase implemented by the Park CETA crew .
Town Hall improvements were scaled down to plans for acces _
to the handicapped , improved circulation , roof repair , re -
painting , and minor redecorating . No work was actually
done in 1979 .
d . Parks
- CETA Application was approved .
Eastern Heights Park and Tareyton Drive Park were designed
and constructed .
Northview Road West . was redesigned after new neighborhood
input , and constructed .
Construction began on the East Ithaca bikeway from Honness
Lane to Maple Avenue .
A study of park needs in Forest Home . was begun .
A draft bikeway local law was prepared .
- Town made a purchase offer for the Lehigh Valley Railroad .
Federal grant was awarded for purchase of Coy Glen lands
and rejected by Town Board .
- Update Bikeway Plan for Town .
e . Transportation
- . Continued review of Route 96 proposals from State as a
representative of Mayor ' s Design Committee . Alternates
in the City were narrowed down to Esty Street , Court ,
Buffalo alternatives . Debate continues on low impact and
railroad grade separation .
Cornell has hired their own consultant to identify the
best corridor from their viewpoint from Route 13 to Route
366 . Town and County engineers and planners are part of . an
ad hoc review group .
Storm sewer work as funded by Safer Off - Systems Program
was designed and built in -house on the . steepest section of
Snyder Hill Road .
Signing improvements were installed within Forest Home .
f . Traffic
Traffic counts were gathered from Forest Home up into the
Northeast area .
g . Drainage
Further studies of .Winthrop Drive - Simsbury Drive drainage
problem were done for citizens .
Discussions of Northeast School, diversion ditch were
commenced with school official- so

Bid , let contracts , reviewed bonds , and inspected painting
of Sapsucker Woods and Danby Road Tanks .
Externally inspected all Town water facilities with
Tompkins County Environmental Health Engineer John
Andersson and SCLIWC Director Don Terrell .
Completed topographic survey , bid , let contracts , and
acted as owner ' s representative for Stone Quarry Road
water improvement . Only one pressure reducing vault
and spring cleanup remain to be done .
Inspected Trumansburg Road Tank interior and exterior ,
Northview Road Tank interior and exterior , Troy Road Tank
interior and exterior , and Cliff Street Pump Station
interior .
- Cathodic protection was priced , awarded , and installed in
the Danby Road and Sapsucker Woods Road Tanks .

Zoning Ordinance was drafted by committee for Board and
public review .
- SEQR Local Law was revised by committee for Attorney
review .
- Draft sign ordinance was prepared by committee for Board
review .
j . Solid Waste
- Tompkins County hired a consultant to study the solid waste
disposal problem . Joint meetings were held to review
consultant ' s recommendations to generate steam for Cornell .
Cornell , at least temporarily , has rejected this as a
viable source of steam .

- Preliminary investigations of Town eligibility for funding
in various housing programs .

Town Board Minutes - 3 - February 11 , 1980
completed at a cost of $ 7 , 500 . Thanks go to Henry Aron , Bob Parkin ,
Mike Ocello , Leon Poelvoorde and the entire highway staff . Basic
lighting and doors will cost approximately $ 4 , 500 . Plans were to
enclose the building at a later date . However , a source of rough
cut two inch lumber at twenty seven cents a board foot has become
available .
RESOLUTION NO . 20
Motion by Councilman Cramer ; seconded by Councilman McPeak ,
® RESOLVED , that the Town Board authorizes the purchase of two inch
rough cut lumber to enclose the Salt Storage facility at a price of
$ 2 , 000 .

The Town Engineer also reported that the sewer system for Valley View ,
West Haven and Slaterville Roads is complete and ready for hookup .

Mr . Fabbroni stated that 1976 was the last time area photographs were
taken of the Town of Ithaca and that they should be updated every
four years to show the growth in the Town . The County is also planning
on having photographs of the County taken after the snow melts and
before the trees begin to leaf out .
The Town Engineer noted that he would like the Town flown at 2000 feet ,
which would produce a one inch scale .
Councilman Del Rosso suggested that the County be contacted and per -
haps the Town and County might receive a lower price on a joint
venture .
Mr . Fabbroni felt a joint venture was not a good solution , as the
County planned a higher flight plan which would not give the details
required by the Town on their aerial photographs .

HIGHWAY SUPERINTENDENT
Highway Superintendent Robert Parkin reported the men have been
cutting brush , also hauling stone for spring paving . A drain has
been installed on the corner of McIntyre Place and Judd Falls Road .
Mr . Parkin noted the CETA Park Program will end in January . The
crew did a good job . The CETA Manual Laborer Program is scheduled
to end in April .
Town Board Minutes - 5 - February 11 , 1980
PLANNING BOARD CHAIRMAN
Mr . Aron reported that the Town of Ithaca Planning Board met in
regular session on January 8 , 1980 , and January 22 , 1980 . The
minutes of those meetings have been presented to the members of
the Town Board after having been approved by the Planning Board .
The Town of Ithaca Planning Board met in regular session on
February 5 , 1980 , with all members present .
The Planning Board minutes of January 8th and 22nd , 1980 , were
approved . The minutes of November 6 , 1979 , as presented by the
alternate secretary were considered , corrections made and will be
re - typed by Mrs . Fuller for final consideration by the Planning
® Board at its next meeting .
Reports were received from the Town Building Inspector and the Town
Planner and a written report from Town Councilwoman Raffensperger ,
as Chairwoman of the County Planning Board , was reviewed and dis -
cussed . You have received a copy of the Planning Board ' s Resolution
in regard to the results of the discussion that followed Mrs .
Raffensperger ' s report .
Applications for Sign Permit were considered and approval by the
Town Board recommended for :
a . China Garden , Elmira Road .
b . Sibley Corporation , East King Road .
C . Wonderland Motel , Elmira Road .
I believe the Town Board Agenda includes , in addition to the above ,
the application for sign permit from Wonderland Jr . Motel , Elmira
Road , which was recommended by the Planning Board for approval on
January 22 , 19800
It should be noted that the Planning Board recommendation for
approval of the Sibley Corporation sign contains a time limit , and ,
the Wonderland Motel sign recommendation contains a size limitation .
I believe you have received a copy of these resolutions .
A major portion of the February 5 , 1980 , meeting of the Planning
Board was spent in page by page review of the newly - typed Sign
Ordinance revisions draft . The Planning Board is rapidly approaching
the completion of its task in this regard .
The Town Board may be interested to know that the Planning Board , at
its February 5 , 1980 , meeting discussed the re - use of the Old County
Hospital Facilities and made recommendations , the result of which are
® contained in the following report as prepared by Mrs . Restaino :
" It was the Planning Board ' s opinion that public use of the
old hospital be sought first , rather than use by the private
® sector . The high cost of renovation may preclude use for
private apartments in any event .
The Board was strongly opposed to moving any County Offices
to that location , including Social Services , because of the
hardship it might impose on people who did not have access
to automobiles . Any relocation outside of the City of
public records or administrative offices would be considered
unacceptable .
Relocation of the jail , however , might be considered in this
new location because this facility desparately needs more
space and would not require extensive visiting by the public .
Multiple use of the old hospital should also be considered .
A small facility for overnight stay by families of patients
is a real need . Use by TO as a location for their nursing

and nutrition programs is another good use for recycling the
facility . A nursing home or ambulatory facility for the
elderly would also be compatible with the medical facilities
located there . There is no reason why the old hospital can -
not fulfill several local needs at once if its re - use is
approached imaginatively . "
The Town of Ithaca Planning Board meets next on February 19 , 1980 ,
with three Public Hearings scheduled , among other matters .
The Public Hearings are : ( 1 ) Lagrand Chase , consideration of Pre -
liminary Subdivision Approval , 6 lots backlot of Ridgecrest Road ;
( 2 ) Therm , Inc . , consideration of Site Plan Approval for additional
building space ; ( 3 ) WVBR , consideration of request for installation
of radio broadcasting antenna transmitting tower , 245 Bundy Road .
Mr . Aron also stated that he would highly recommend that the Board
members inspect the new Salt Storage Facility . The people who built
the building did a real professional job . He further stated that
the taxpayers saved a lot of money and received an excellent job .
COUNTY REPRESENTATIVES
Supervisor Desch read the following memo from Gust Freeman , as he
is ill and unable to attend the meeting :
The Transportation Bond Issue that passed the Legislature last fall ,
seventy five percent of this money is available to the Towns . The
Town should apply through Bill Mobbs , the County Highway Superintendent .
Social Services have saved $ 1 , 021 . per month , due directly to the
hospital bus run .
There are openings on the Environmental Management Council and one
opening on the Hospital Board of Managers . He would appreciate the
names of any persons the Board feels might be interested in applying
for these positions .
Beverly Livesay reported the Board of Representatives are reorganizing
and the members are receiving new assignments . She also reported a
Special Blue Ribbon Committee has been formed to decide the fate of
the old hospital .
Mrs . Livesay stated she would check on the County ' s plans for aerial
photographs . She also noted that the Dog Control Contract was moving
along quite well .
FOOTE PROPERTY ACCESS
The Town Board considered a resolution passed by the Planning Board
granting Charles Foote access from Eastern Heights . Mr . Foote is
asking for an access road of about three hundred feet by fifty feet .
Mr . Foote owns fourteen acres in the Town of Ithaca and fourteen
acres in the Town of Dryden .
The Town Attorney , James Buyoucos stated he felt the matter should
be referred to the Attorney before any further action is taken .
Supervisor Desch suggested that the Town Board look at the property
before any further action is taken .
1980 TANK PAINTING PROGRAM
Lozier Architects / Engineers have completed the specifications for the
Trumansburg Road , Northview Road and Troy Road Water Tank Painting
. Program . The documents have been reviewed by the Town Attorney and
the changes are now being reviewed by Lozier ' s . The Supervisor also
noted that the money for this project has been budgeted .

Law No . 1 - 1980 , hereby designates as a Town Bikeway that area of the
Town of Ithaca , formerly the Lehigh Valley Railroad right - of -way
running between Honness Lane and Maple Avenue and now owned by Cornell
University .
BE IT FURTHER RESOLVED , that the Bikeway hereby designated is
referenced in two 90 - day Revocable License Agreements made between
the Town of Ithaca and Cornell University and finalized on October 12 ,
1979 . A map of the above - mentioned Bikeway shall be on file with the
Town Clerk for public inspection .

PROPOSED POSITION STATEMENTS
- ASSOCIATIO:d OF TOtniS 1980 .1EGISLATIVE PROGRAM
ENERGY MANDATES : The cost of energy requires an ever increasing portion of both per- i
sonal and municipal revenue . Energy decisions will help to determine whether new
projects and their funding should be initiated or existing ones continued . The need
to conserve and reduce fuel consumption is unquestioned . However , energy conservation
measures must be fair , . taking into account the cost-benefit relationship . Mandated
energy expenses must be shared by all , not solely by the real property taxpayer. The
Association of Towns urges that any energy regulations which. are imposed , provide their
costs be shared on a state level basis .
RAILROAD EXEMPTION AID : The Railroad Ceiling Law was enacted in 1959 to assist rail-
roads in achieving fair assessments on their transportation real property. State aid
was provided where local assessments exceeded the ceiling (State Finance Law , § 54 -b ) .
This state aid of some $ 12 , 000 , 000 was terminated by Chapter 393 of the Laws of 1978 ,
thereby creating a local . revenue gap , The Association of Towns recommends reinstate
ment of the railroad ceiling state aid program . .
ALTERNATIVE FOR LIABILITY AIND CASUALTY INSURANCE : The increased cost of town liabili
ty and casualty insurance has caused some towns to , pnder-insure or not to insure at all .
Some relief was provided in 1979 ' by the authorization of the establishment of liability
and casualty insurance reserve funds . However , since the major portion of such insur�
ance can be purchased only from private carriers , without consideration of experience
rating , other means of providing municipal liability and casualty insurance must be
explored . Insurance pooling and reciprocal arrangements in other states appear to offer
savings , if permitted in this state . The Association of Towns recommends the enactment .
of authority for voluntary pooling and reciprocal arrangements and other measures ,
taking into account the experience rating of the insured town ,
FISCAL NOTES : Many factors contribute to increased municipal budgets . Higher town
budgets necessarily result in a greater burden upon the real property taxpayer . , While
town officials are doing their utmost to keep the lid on . local outlays , they are often
faced with state legislation mandating additional local expenditures . State legisla
tion generally is not required to carry a fiscal note analysis showing its impact upon .
local revenues , expenses and programs . The Association of Totms urges the enactment
of legislation that will require a fiscal note analysis for legislative proposals that
would have a significant or substantial impact upon municipal finances and programs _.
HAZARDOUS WASTE DISPOSAL * . Inadequate standards for storage , transportation and. dispos -
al arrangements of hazardous waste , have created serious . health problems . There is a
need for a comprehensive policy and plan for location and operation of disposal sites , _
as well as for legal responsibility for injuries or damages resulting therefrom: _ Pro-
ducers of hazardous waste must share in the expense of this problem . The criteria for
location of sites must consider local land use plans . The Association of Towns recom-
mends that clear and objective criteria be developed and applied for the location and
operation of hazardous waste disposal sites , taking into account legal responsibility
and local planning .
FEES FOR ENVIROATMfENTAL CONSERVATION LA14 DUTIES : Town clerks are called upon to issue
hunting , fishing and trapping licenses pursuant to the Environmental Conservation Law.
As remuneration for such services , they receive only 25 � per license . The expense of
administering this program has continued to increase over the last thirty years , but
the reimbursement fee of 25 � has not been changed , Additionally , the amount of reim-
bursement is reduced because other outlets are permitted to issue these licenses in
competition with local clerks . The Association of Towns recommends that the fees for
issuance of En-Con licenses by town clerks be increased to at least 354 , and that - pri-
vate outlets be not permitted to issue such licenses .

RESOLVED , that Zoning Board members Edward W . King , Edward N . Austen

BE IT FURTHER RESOLVED , that Peter K . Francese be removed from the
Codes and Ordinances Committee , per his request .

RELOCATION OF ELECTION DISTRICT # 2
Supervisor Desch stated that in the past , the polling place for Election
District # 2 has been held in the School Bus drivers lunch room at the
Ithaca City School Districts facility on Bostwick Road . However , with
the additional number of drivers , the facilities have become too
crowded .
District # 2 is quite sprawled out , and considerable time has been
spent to find a suitable replacement . After careful consideration ,
the most suitable place is our own Highway Facility on Seven Mile Drive .
The employees lunch room , which has an outside entrance , can be used .
If this room should prove to be too small for a general election , then
the repair bay could be used .
RESOLUTION NO . 33
Motion by Supervisor Desch ; seconded by Councilman Cramer ,
RESOLVED , by the Town Board of the Town of Ithaca , that Election
District # 2 , in the Town of Ithaca , be moved from the Ithaca City
School District Bus Garage on the Bostwick Road to the Town of
Ithaca Highway Facility on Seven Mile Drive ,
AND FURTHER BE IT RESOLVED , that this move be effective prior to
the March 25 , 1980 Primary .

RESOLVED , that bond anticipation note #5 heretofore executed by the
Town of Ithaca , in the amount of $ 21 , 000 . , pursuant to provisions
of the resolution authorizing the construction of a water system to
serve the Coddington Road extension to the Town of Ithaca Water
System in the Town of Ithaca , Tompkins County , New York shall be
renewed at the lawful and most favorable rate of interest which the
Chief Fiscal Officer ( Supervisor ) may negotiate , and the Chief Fiscal
Officer is hereby authorized to execute such documents and do what -
ever may be legally required to effect such renewal . This resolution
shall not limit in any manner the authority which the Supervisor has
to negotiate and issue such renewal pursuant to provisions of appli -

FOREST HOME TRUCK TRAFFIC
Supervisor Desch read the following resolution regarding banning
through truck traffic in the Forest Home Area .
WHEREAS , the New York State Department of Transportation in 1973
recognized that the nature of current usage of Forest Home Drive
( formerly NYS Route 392 ) , substantially changed upon the replacement

of this through route with Routes 13 and 366 , and thereupon trans -
ferred jurisdiction of the highway , to the Town of Ithaca and the
bridges to Tompkins County ,
AND WHEREAS , the Tompkins County Department of Public Works further
recognized the limited ability of Judd Falls Road through the
Cornell Campus and Forest Home as a residential street , to handle
a broad range of traffic , and thereby transferred the jurisdiction
to the Town of Ithaca in 1979 , subject to the approval of the New
York State Commissioner of Transportation ,
® AND WHEREAS , the residential nature of the Forest Home community ,
. the load limit capacity of the bridges and the streets , the narrow -
ness of pavement , the lack of sidewalks and the existence of alter -
native routes demands action by the Town government to minimize the
impact of traffic on the community ,
NOW THEREFORE , BE IT RESOLVED , that effective July 1 , 1980 , no
through truck traffic , over five tons , shall be permitted on
McIntyre Place , Forest Home Drive between McIntyre Place and
Caldwell Road , Judd Falls Road between Forest Home Drive and the
intersection with Plantation Road ,
Supervisor Desch posed the question of Cornell truck traffic which
uses the Forest Home Area .
Town Attorney James Buyoucos asked if the Town intended to exclude
tractor trailers ?
Supervisor Desch stated that a five ton limit should be inforced .
The Town Attorney stated that under the Vehicle and Traffic Law ,
signs must be posted to be legal . Also , vehicle load limits can be
reduced by posting signs .
Mrs . Ruth Mair of 103 Judd Falls Road , stated that she was in favor
of the Forest Home Truck Traffic Resolution .
Mr . Theodore Wolski of 233 Forest Home Drive stated that he was also
in favor of banning through truck traffic . Dump trucks and semi
trucks caused the major problems for the area . He further stated
that farm tractors were not a problem and neither were pick - up trucks .
RESOLUTION NO . 37
Motion by Councilwoman Raffensperger ; seconded by Supervisor Desch ,
RESOLVED , that the Town Board of the Town of Ithaca authorizes the
® adoption of a resolution to limit through truck traffic in the
Forest Home Area , contingent on a Public Hearing to be held at
7 : 30 p . m . , on March 10 , 1980 .
