PLEDGE OF ALLEGIANCE
Supervisor Desch led the assemblage in the Pledge of Allegiance .
WATER SERVICE REFUND
Supervisor Desch reported that a letter had been received
from Mr . Ray Thomas , Communications Dispatcher , Southern Cayuga Lake
Intermunicipal Water Commission , that Dr . Gordon Arquit , 130 Christopher
Circle , had made a double payment on the July , 1979 , water bill and
that a refund in the amount of $ 20 . 44 should be made to him .
RESOLUTION NO . 204 , 1979

Motion by Supervisor Desch ; seconded by Councilwoman Raffensperger ,
RESOLVED , that as the result of a double payment on his water bill
for July , 1979 a refund in the amount of $ 20 . 44 is hereby approved
for Dr . Gordon Arquit , 130 Christopher Circle , Account # 188 - 022538 .

® ADJOURNED BOLTON POINT PUBLIC INFORMATIONAL
HEARING ON TENTATIVE BUDGET
Proof of posting and publication of notice of public informa -
tional hearing on the Bolton Point tentative budget having been pre -
sented by the Town Clerk , Supervisor Desch opened the hearing .
Supervisor Desch reviewed with Board members the tentative
Bolton Point budget .
Councilman McElwee inquired why the item : " Administration " ,
$ 161 , 539 was so high . Supervisor Desch said that the 1980 budget
is based on an entirely new chart of accounts . He said it is diffi -
cult to make comparisons between 1979 and 1980 because of this change -
over . He said , however , that it is possible to compare the total

Project I budget and estimated total costs for 1979 with the total
proposal for 1980 . He said that " Administration " in 1980 covers
salaries of the Chief of Plant Operations , Business Manager , operat -
ing overtime , auditor , attorneys and consultants .
Supervisor Desch said that the last page of .the Bolton Point
1980 budget material he had prepared for the Board and for the public
shows a list of priority equipment items not yet requested or budgeted
for . He said this list will be studied in the future but that the
items on the list are not included in the 1980 budget .
Councilwoman Raffensperger said she had had an inquiry
about the cost of chemicals and that she assumed these are covered
under the item " Treatment Supplies " . The inquiry had to do with
® the possibility that the treatment process might be a charcoal process .
This was suggested at the time of the construction of the Bolton Point
. plant . Supervisor Desch agreed that the cost of chemicals is for
the most part covered under the item " Treatment Supplies " but also
includes laboratory supplies ( but that laboratory supplies also in -
coudes some items which are not chemicals ) . Councilwoman Raffensperger
inquired whether it might be possible at this time to consider the
feasibility of the charcoal treatment . Supervisor Desch said there
would be a substantial capital cost in converting to charcoal treat -
ment and that he was not sure at this time there would be a savings
in doing that . He said chlorination must be done in any event so
that about $ 17 , 000 of the almost $ 25 , 000 must be budgeted for that .
He said that some of the things which would be necessary in a change -
over to a charcoal process would be counter - productive .
Mr . Syd Waldman , WHCU , asked the Supervisor to explain the
sprinkler charge . The Supervisor explained that the common way of
handling fire service , as required by the Fire Underwriters , is to
have a separate line from the pipe out in the street so that if there
is a fire , the sprinklers will respond at any time no matter how much
water is being used for other purposes . He said that the charge is
$ 20 . 00 per diameter inch of the pipe and that , for example , if there
is an 8 - inch main the charge would be eight times $ 20 . 00 , or $ 160 . 00 .
Mr . Waldman asked how much revenue the Town expected from
that charge ( sprinklers ) . Supervisor Desch said somewhere between
$ 5 , 000 and $ 10 , 000 , but that the cost of fire insurance coverage
is only 1 / 7 to 1 / 8 of what the cost would be without a sprinkler
system , so that there will still be a substantial net savings to
owners .
No other persons appeared who wished to be heard . Therefore ,
the Supervisor closed the hearing , and the Board acted as follows :
RESOLUTION NO . 205 , 1979
® Motion by Supervisor Desch ; seconded by Councilman McElwee ,
RESOLVED , that the tentative Bolton Point budget , as presented at
® this hearing , copy of which is attached to the master copy of these
minutes , is hereby approved as the Preliminary Budget for the Southern
Cayuga Lake Intermunicipal Water Commission ( Bolton Point ) for the
year 1980 .

INTERVIEWS FOR BUILDING INSPECTOR
Supervisor Desch announced that after this meeting the
Board would interview candidates for Building Inspector , that the
interviews would be at half - hour intervals . Mr . Fabbroni noted that
the applications had been screened but that no previous interviews
were done .

CITY OF ITHACA YOUTH BUREAU
BUDGET AND FIRE CONTRACT
Supervisor Desch referred to a letter he had written to
Mayor Conley , City of Ithaca , with regard to the City ' s proposals
concerning the Town ' s contribution to the support of youth recrea -
tion programs and cost of fire protection to the Town of Ithaca in
the year 1980 .
Supervisor Desch and other members of the Board expressed
the hope that the Town of Ithaca would receive , prior to the pro -
posed meeting on October 22 , 1979 , documentation with respect to
the proposed budget increases .
Supervisor Desch also noted there would be another meeting
on November 14 , 1979 with particular reference to the contributions
of other municipalities in support of the City of Ithaca youth recrea -
tion programs .
BOLTON POINT WARRANTS
RESOLUTION NO . 206 , 1979
Motion by Supervisor Desch ; seconded by Councilman Kugler ,
RESOLVED , that the Bolton Point warrants dated October 9 , 1979
in the Operating Account are hereby approved , in the amount of
$ 61 , 452 . 43 , after review , and upon the recommendation of the Southern
Cayuga Lake Intermunicipal Water Commission that they are in order
for payment .

EXECUTIVE SESSION
1pRESOLUTION NO . 208 , 1979
Motion by Supervisor Desch ; seconded by Councilwoman Raffensperger ,
RESOLVED , that this Town Board retire into executive session to
discuss the matter of the Revocable Licenses from Cornell University
for a public bikeway in the following areas : The abandoned Lehigh
Valley Railroad right - of -way extending north from Honness Lane to
Mitchell Street ; and the abandoned Lehigh Valley Railroad right - of -
way extending north from Mitchell Street to Maple Avenue ( both as
owned by Cornell University ) .

Town Board Minutes - 4 - October 9 , 1979
Councilwoman Raffensperger reported on a meeting with
Robert , M . Matyas , Vice President , Facilities and Business Opera -
tions , Cornell University , which she attended as a representative
of the Town of Ithaca . She reported that Mr . Tlatyas agreed that
he would sign the two revocable licenses and the Town should receive
them in several days .
The Town. Board reconvened in open session , and there being
no further business to come before the Board , the meeting was duly
adjourned .
