TOWN BOARD MEETING
September 17 , 1979 - 12 : 00 noon
At a Special Meeting of the Town Board of the Town of Ithaca , Tompkins
County , New York , held at the Town of Ithaca Offices at 126 East Seneca
Street, Ithaca , New York , on the 17th day of September , 1979 , at 12 : 00

PRESENT : Noel Desch , Supervisor
Andrew W . McElwee , Councilman

ALSO PRESENT : Lawrence P . Fabbroni , Town Engineer

ABSENT . Victor Del Rosso , Councilman
PLEDGE OF ALLEGIANCE
The Supervisor led the assemblage in the Pledge of Allegiance .
SCHEDULE PUBLIC HEARING
TENTATIVE TOWN BUDGET_
RESOLUTION NO . 186 , 1979
Motion by Supervisor Desch , seconded by Councilman McElwee ,
RESOLVED , that this Town Board will meet and conduct a public
informational hearing on October 1 , 1979 at 7 : 30 p . m . , at which
time the Town Supervisor will present the tentative budget to the
Town Board and hear all persons interested in same .
( Kugler , Raffensperger , Valentino , Powers , McElwee , and Desch
voting Aye . Nays - none )
SEWER SERVICE TO VALLEY VIEW ROAD ,
SLATERVILLE ROAD , AND WEST HAVEN ROAD
Supervisor Desch reported that all the documents are ready
with regard to sewer service to Valley View Road , West Haven Road ,
and Slaterville Road . Health Department approval has been received .
Estimated cost is about $ 90 , 000 , including engineering , contingency ,
and inspection .
Mr . Fabbroni reported he had secured all necessary ease -
ments ; that the people in the area are eager for this project to
proceed , particularly on the lower side of West Haven Road . He
said about 20 - 25 units would be served .
Councilman Powers inquired whether ( using Loziers figures )
the engineering and inspection was not a high percentage of a job
of the proposed size . Mr . Fabbroni admitted it was high but that
engineering and inspection is generally higher on a small job than
it would be on a larger project .
Supervisor Desch recommended a project budget of $ 100 , 000 .
Mr . Fabbroni said that on September 30th the Federal government
would be coming out with additional grants and prices will jump
by about 50 % . Now would be the best time to tie down the unit price .

Councilman Powers inquired whether the proposed project
amount of $ 100 , 000 covered the total cost , including engineering ,
inspection , and construction , as well as rights of way and easements .
Supervisor Desch said that it did .
RESOLUTION NO . 187 , 1979
Motion by Supervisor Desch , seconded by Councilman McElwee ,
RESOLVED , that this Board hereby authorizes the release of the
proposed sewer project for West Haven Road , Valley View Road , and
Slaterville Road for bidding with a project budget of $ 100 , 000 .

and Desch voting Aye . Nays - none )
CURRENT BOND MARKET
Supervisor Desch stated that the bond market does not
appear to be responding as rapidly as hoped for . The prime rate
broke all time records recently . It appears now that the Town may
be some three months away from going to the market to sell serial
bonds . In the meantime the Town will have to borrow on bond antici -
pation notes for the Stone Quarry Water Project . He said he vlould
like to have the agreement of the Board that it is good policy at
this time to delay bonding and borrow on bond anticipation notes
instead . The probable current rate for bond anticipation notes is
6 . 5 % , but there is no penalty for early redemption . A short term
borrowing would not hurt the Town inasmuch as some of the borrowed
funds can be put in certificates of deposit . The Board agreed with
the Supervisor that this course of action is probably best at this
time .
LEHIGH VALLEY RAILROAD OFFER -
TOWN OF ITHACA PREFERENTIAL RIGHTS -
EAST ITHACA/FREEVILLE RIGHT OF WAY
RESOLUTION NO . 188 , 1979
Motion by Supervisor Desch ; seconded by Counciwoman Raffensperger ,
RESOLVED , that this Board hereby accepts the offer of Lehigh Valley
Railroad Company of $ 5 , 000 per mile ( 1 . 3 miles ) of the East Ithaca
Freeville right of way in the Town of Ithaca , subject to the owner
furnishing good and satisfactory title and all necessary title
documents .
( Kugler , Valentino , Powers , McElwee , Raffensperger , and Desch
voting Aye . Nays - none )
PROPOSED INCREASE IN WATER RATE
Supervisor Desch reported that on September 24 , 1979 the
Southern Cayuga Lake Intermunicipal Water Commission will conduct
a public hearing to consider recommending to the participating
municipalities a 12 % increase in the water rate . At the same time ,
the Supervisor suggested that it may be possible to reduce the sur -
charge from 10 % to 5 % in the Town of Ithaca . This would reduce the
impact of the rate increase on Town of Ithaca customers . He sug -
gested that at the October meeting of the Board a public hearing
should be scheduled on the matter of the decrease of the water sur -
chargeby 5 % .

Councilwoman Raffensperger inquired if the reduced consump -
tion of water had been accounted for in the water rate projection .
Supervisor Desch said the conservation measures of large water users
have reached the low level possible . The 1980 Commission budget fore -
casts 1980 consumption equal to that of 1979 . The Town ' s repair pro -
gram would be sustained through use of surpluses accumulated from
previous year surcharges , Forest Home , and West Hill balances .
