APPROVAL OF MINUTES - RESOLUTION NO . 391F 1979
Motion by Councilman Freeman ; seconded by Councilwoman Valentino ,
RESOLVED , that the Minutes of October 5 , 10 , 16 , November 9 , 1978 ,
and January 8 , 1979 are hereby approved , as presented by the Town
Clerk .

REPORTS OF TOWN OFFICIALS
Town Engineer
Mr . Fabbroni read proposed resolution with regard to
CETA Project 6028 - 79 - 096 .
CETA PROJECT 6028 - 79 - 096 - RESOLUTION NO . 40 , 1979
Motion by Councilman Powers ; seconded by Councilwoman Valentino ,
WHEREAS , the Town Board of the Town of Ithaca has approved
a Comprehensive Park and Open Space Plan , and
WHEREAS , the Park Committee of the Town Board has developed
a ten - year plan for implementation of the Comprehensive Park and
Open Space Plan , including low maintenance level off - street play
areas in each neighborhood , bikeways , and preservation areas , and

WHEREAS , the Town of Ithaca has applied for and been
awarded CETA Project 602379 - 096 for first stage development of
Tareyton Road Park , East Ithaca Bikeway and Jogging Path , Eastern
Heights Park , Northview Road West Park , and Salem Drive Park in
accordance with the ten - year plan for implementation , and
WHEREAS , CETA Project 6028 - 79 - 096 provides a total grant
of $ 68 , 619 . 00 for eight workers and a project aide for a minimum
period of time from March 26 , 1979 to September 30 , 1979 and a
maximum period of time without allowable extensions from March 26 ,
1979 to January 26 , 1980 ,
NOW , THEREFORE , BE IT RESOLVED :
That the Town Board of the Town of Ithaca authorizes
Noel Desch , Town Supervisor , to execute the Project Agreement ,
Assurances and Certification form and all other forms pertinent
to CETA Project 6028 - 79 - 096 .
FURTHER RESOLVED :
That Mr . Lawrence P . Fabbroni , Town Engineer , be desig -
nated Project Administrator and Mr . Robert Parkin , be designated
Contact Person for purposes of performing under CETA Project 6028 -
79 - 096 , and
FURTHER RESOLVED :
That eight positions with the LABORER job classification
and one position with the PROJECT AIDE AND RESEARCH ASSISTANT job
classification of the Town of Ithaca be created .

There was discussion of the proper use of the approved
CETA workers . It was noted , in any event , that the CETA workers
are limited to primarily the job description approved in the pro -
ject .
Snyder Hill Road and Sand Bank Road Projects . Mr . Fabbroni
reported there has been a pre - construction conference regarding the
Sand Bank Road guard rail project and the Snyder Hill Road ditch
project . He said the Snyder Hill Road project would probably be
done before the Sand Bank Road project , mainly because there may
be sub- contracting on the latter project . The Snyder Hill Road
project is a storm sewer of some 850 feet . It will probably be
started in . mid -April , if materials are available . Sand Bank Road
will be started probably in September ( or possibly later in the
fall ) .
Rt . 96 Committee . Mr . Fabbroni said that when the Rt . 96
Committee of Common Council met last , the six alternatives proposed
by them to the State were reviewed in greater detail and the con -
sultant reported that they would recommend carrying five of those
to detailed design stage , eliminating the lower impact alternative
that was proposed at the time . Common Council will act then on
that recommendation in Committee . ( Mr . Fabbroni and Mr . Liguori
are on this Committee in an ad hoc capacity . ) There are five
solutions , therefore , that in varying ways impact the West End of
the City of Ithaca . Common Council will probably take this matter
up in a month .
Town Board Minutes - 3 - March 12 , 1979
Forest Home . Traffic Study . Mr . Fabbroni reported he
had today begun a traffic study of Forest Home in response to
a detailed letter received from the Forest Home Homeowners '
Association . He expects to have recommendations for the Board .
The main theme is pedestrian safety and markings in Forest Home
as well as some control of the speed and through - traffic situation .
Town/County Road Swap . Mr . Fabbroni reported that Mr .
William Mobbs , Commissioner of Public Works , Tompkins County ,
has promised this matter will be on the next County Planning
and Public Works Committee agenda .
Northeast Transit . Mr . Fabbroni said he had reason to
believe there is a draft transit report prepared and recommenda -
tions will be available to . the Board in April .
Water Leakage under North Bridge Ramp . to Rt . 13 . Mr .
Fabbroni reported there have been problems with water leakage
under the north bridge ramp to Rt . 13 on Lake Street . He said
he would be working with the State to resolve this matter . Super -
visor Desch reported he has a letter from the State suggesting
that the Town of Ithaca is liable to some extent for this problem .
He said he was not willing to accept that suggestion and that he
will be responding to the State ' s letter .
SEQR Regulations ( as related to Ivar Jonson subdivision ) .
Mr . Fabbroni reported that Ivar Jonson was asked to prepare an
Environmental Assessment Form with respect to his proposed develop -
ment on Texas Lane . Mr . Jonson has completed that form . Mr . Fab -
broni said that he ( Fabbroni ) has determined there is no significant
environmental impact to warrant the preparation of an Environmental
Impact Statement .
Supervisor Desch reported that the most recent version
of SEQR , which is now law and has been since November , further
clarifies the procedure for submitting applications , determining
who is the lead agency , etc . It is very complex and a little
confusing . Basically , the new version shows three categories of
projects - - Type I , Type II , and " unlisted " . Type I are complex
projects having major significance , Type II includes very little ,
but " unlisted " is the gray area . Basically , anything which may
fall in " unlisted " or Type I , including the issuance of a building
permit for anything but an accessory building , requires the comple -
tion of an Environmental Assessment Form .
Supervisor Desch reported that a week ago he received
a letter from Fred Marcham , Mayor of the Village of Cayuga Heights ,
that the Village intends to require an Environmental Impact State -
ment on the Ivar Jonson Texas Lane subdivision , suggesting that a
determination should be made as to who the lead agency should be .
Supervisor Desch said it is certainly not appropriate for the Vil -
lage to be the lead agency for a subdivision in the Town of Ithaca .
The letter did not include the basis for their determination that
an EIS is required . Following Mayor Marcham ' s letter , or coincident -
ally with it , the Town Engineer asked the developer to make out the
Town ' s Environmental Assessment Form . As a separate matter , the
Tompkins County Health Department also requires a compilation of
such a statement . If within 30 days neither Tompkins County , the
Town Board Minutes - 4 - March 12 , 1979
Town of Ithaca , nor the Village can agree on the designation of
the lead agency , it goes to the Commissioner of. New York . State DEC who
has 12 days in which to make a determination .
Status Report on Stone Quarry Road . ( Item 9 on the Agenda )
Mr . Fabbroni reported that the weather has been taking its toll .
They are , however , within a day of completing the field study .
Completed soil boring information has been received and the news
is good . It appears that only the lower four or five hundred feet
is in any kind of rock . The line can be aligned so that rock can
be avoided for the bulk of the project . Mr . Fabbroni said he did
not anticipate the need to acquire any easements .
REPORT OF BUILDING INSPECTOR
Mr . Fabbroni reported issuing one permit for an addition
to Eastern Artificial Breeders Association office and laboratory
in the amount of $ 293 , 505 in February of 1979 . Last year , 1978 ,
February one permit was issued for an accessory building in the
amount of $ 2 , 000 . Building construction is definitely " off " where
one and two - family homes are concerned .
REPORT OF HIGHWAY SUPERINTENDENT
Mr . Parkin reported that the Highway Department have been
hauling , salting , and sanding . There is still much cindering and
plowing . They are involved in considerable patching , equipment
repairs , and maintenance . The Department has worked with Bolton
Point on two or three water main breaks . They have been involved
in a great deal of thawing of culvert pipes . They have been working
on a driveway culvert which had frozen up on Tareyton Drive . They
will try to alleviate that situation by lowering the road crossing
culvert and possibly enlarge it . Mr . Parkin reported they have
also been repairing signs and mail boxes .
REPORT OF PLANNING BOARD CHAIRMAN
Mr . Henry Aron read the following report .
" The Town of Ithaca Planning Board met in regular session on
Tuesday , March 6 , 1979 , and there were present : Henry Aron ,
Liese Bronfenbrenner , James Baker , Barbara Schultz , Montgomery
May , and Carolyn Grigorov . The following matters were attended to .
1 . By unanimous vote , Mrs . Barbara Schultz was appointed to the
Town of Ithaca Parks and Open Space Committee .
2 . A Public Hearing was duly held in re the matter of site plan
approval for a photo kiosk proposed for the East Hill Plaza ,
Town of Ithaca Tax Parcel No . 6 - 62 - 2 - 1 . 121 .
After lengthy discussion and in - depth consideration of Survey
Map dated October 12 , 1978 , revised October 24 , 1978 , entitled
" Division of Lands of Groff Associates " , prepared by Weiler
Associates , Licensed Surveyors , Horseheads , N . Y . , and stamped
by Eric L . Gabrielson , Licensed Land Surveyor , indicating the
proposed location of said photo kiosk , and upon hearing the
statement by the Town Engineer that this proposal is an un -
listed action under SEQR and it is the determination of the
Town Engineer that it will have no effect such as to warrant
the completion of an environmental assessment form , the Planning
Board , iinanimously resolvF..dc the photo kiosk be approved in the
location shown on said map with the stipulation that in case
there should be a failure of continuing business within said
kiosk the building be removed within a reasonable time , not to
exceed six months .

3 . The Planning Board considered a proposal by Mr . Ken Wormser
for basement renovations for entertainment purposes at the
East Hill Depot , 1876 Judd Falls Road , Town of Ithaca Tax
Parcel No . 6 - 62 - 2 - 1 . 123 .
The Planning Board considered carefully the plan presented by
Mr . Wormser entitled " East Hill Renovations - Cellar " , undated ,
but presented on March 6 , 1979 , and entered into the record as
of that date , and concurred with the Town Engineer that the
proposal is definitely a Type 2 action under SEQR . Mr . Wormser
presented a set of drawings for building code requirements to
Mr . Fabbroni , the Town Engineer , and noted that they must meet
the requirements of the Tompkins County Health Department in re
food service .
The Planning Board unamimously resolved the transmittal to
the Town Board of their recommendation of approval of basement
_ renovations at the East Hill Depot for the purpose of entertain -
ment . The Planning Board attached no conditions to their recom -
mendation of approval .
4 . The Planning Board unanimously approved a recommendation to
the Town Board of approval for a proposed sign to be located
at the east end of the old FBC building , said proposed sign
being 3 ' x 7 ' and reading " Franklin Printing " , and located
in the East Hill Plaza .
5 . The Planning Board received for discussion at its April 3 , 1979
meeting a Tentative Outline for Proposed Sign Ordinance amendments .
6 . The Planning Board unanimously re - affirmed its resolution of
February 6 , 1979 , recommending that the Town Board appoint
Mr . Edward A . Mazza , 102 Burleigh Drive , to said Planning Board
to fill the unexpired term of Mr . Jonathan Bradley , i . e . December
31 , 1980 . "
" THE DEPOT " - EAST HILL - JUDD FALLS ROAD
REQUEST FOR BASEMENT RENOVATIONS FOR ENTERTAINMENT
( Held for discussion later in the meeting . )
APPOINTMENT TO PLANNING BOARD - RESOLUTION NO . 41 , 1979
Supervisor Desch reported that the Planning Board has
recommended the appointment of Mr . Edward A . Mazza , attorney , to
the Planning Board to replace Mr . Jonathan Bradley . Mr . Mazza lives
in the northeast area as did Mr . Bradley . This will maintain area
balance on the Planning Board and also make available to it legal
expertise . Supervisor Desch congratulated the Planning Board on
finding a person willing to serve and one who understands the deli -
cate balance of potential conflicts of interest .
Motion by Councilman Freeman ; seconded by Supervisor Desch ,
RESOLVED , that Mr . Edward A . Mazza , 102 Burleigh Drive , be , and he
hereby is , appointed to the Town of Ithaca Planning Board to fill
the unexpired term of Mr . Jonathan Bradley , i . e . , December 31 , 19800

PROCEDURE WITH RESPECT TO PLANNING
BOARD MEMBERS - ATTENDANCE AT MEETINGS
Mr . Henry Aron reported that the Planning Board has been
considering a policy with respect to Planning Board members ' attend -
ance at meetings . The Planning Board feels that a policy must be
established with respect to members who are frequently absent from
Town Board Minutes - 6 - March 12 , 1979
scheduled meetings of the Planning Board . Mr . Aron read a proposed
policy statement , as follows .
" In order that the Planning Board of the Town of Ithaca
may respond in an effective and responsible manner. : to
those matters coming . before it , it is necessary that a
quorum of five members be present , and , therefore , three
consecutive unexcused absences from the regular Planning
Board meetings by a member of said Board shall be considered
as basis for a recommendation by the Planning Board to the
Town Board that such member be relieved of duty . "
Mr . Buyoucos asked if the Planning Board had adopted any
rules and regulations for the conduct of the meetings of the Plan -
ning Board . Mr . Aron said they had not . Mr . Buyoucos said that
this is something that the Planning Board should do very soon and
that perhaps such a policy statement , as above , might be a part
of those rules and regulations . There should also be a formal
statement as to what constitutes a quorum . Mr . Buyoucos also
suggested that the Planning Board should state that it " may " make
such a recommendation , that it should be optional .
Supervisor Desch felt that the Town Board did not have to
take formal action of any kind at this time ; that the Town Board
endorsed the approach presented by Mr . Aron because of the importance
of having stable representation , that that Town Board would receive
and consider any recommendation for removal based on attendance or
any other reason .
Mr . Aron said the Planning Board would discuss this matter
again in executive session .
SIGN APPROVAL - FRANKLIN PRINTING
RESOLUTION NO . 42
Mr . Fabbroni reported that an application has been received
for a sign to be located at the east end of the old FBC building ,
sign to be 21 feet square on a 30 ft . frontage which complies with
the Town sign ordinance . The sign would read " Franklin Printing " .
Motion by Supervisor Desch ; seconded by Councilman Powers ,
RESOLVED , that this Town Board hereby approves sign to be located
at the east end of the old FBC building , East Hill Plaza , sign to
be 21 ft . square and to read " Frankling Printing " .

WALKWAY FROM FOREST HOME ,
DRIVE TO WARREN ROAD
Mr . Fabbroni reported that Mr . John Hertel has requested
that the Town of Ithaca accept a quit claim deed for a walkway from
Forest Home Drive to Warren Road , a 10 foot right of way owned by
Mr . Hertel . Mr . Buyoucos recommended that since use of the right
of way has extended into Cornell University property , it would be
well for the Town to see what maps are available , to have prepared
a specific description . If the Town accepts the right of way to
the walkway it will ultimately be maintaining the walkway and will
be undertaking the responsibility for maintenance and the liability
connected with it . Councilman Powers said he was in favor of the
Town acquiring the walkway but was not comfortable with a quit :` claim
deed without further investigation .
Supervisor Desch suggested that a basic quit claim deed
be prepared and the Town will then review it and make a decision .

RESOLUTION NO . 43 , 1979
Motion by Supervisor Desch , seconded by Councilwoman Valentino ,
RESOLVED , that this Town Board will conduct a public hearing on
April 9 , 1979 at 7 : 00 p . m . at the Town Offices at 126 East Seneca
Street , Ithaca , New York , to consider revision of the Town of Ithaca
procedures , adopted by resolution on March 31 , 1977 , with regard to
the :. Eriv ronmerital Quality Rbview Act ; to consider the adoption of
a local law in this regard , and to consider the adoption of the short
form Environmental Assessment Form .

APPEARANCE TICKETS - PUBLIC HEARING - 7 : 00 P . M .
RESOLUTION N0 . 44 , 1979
Proof of posting and publication of notice of public hear -
ing in the matter of issuing appearance tickets having been presented
by the Town Clerk , the Supervisor opened the hearing .
Mr . Buyoucos , Town Attorney , distributed copies of the
proposed local law .
Supervisor Desch noted there is a critical trash and junk
situation on Northview Road . The proposed local law will be help -
ful in having offenders brought before the Court . It will also be
useful with respect to zoning violations and in dog control . There
was discussion of the appropriateness of the designation of the
various Town officials to issue appearance tickets . Mrs . Livesay
wondered why the Highway Superintendent was not so designated with
regard to persons parking illegally on the highways . The Superin -
tendent of Highways felt this was more properly handled by the
Sheriff ' s Office .
There was discussion with regard to Section 2 ( A ) concerning
the phrase " rule or regulation related to parking - -
whether it should be used or omitted . Mr . Buyoucos suggested , in
view of the indecision in this regard , that the hearing be adjourned
until a later date when the matter might be resolved . Supervisor
Desch , however , felt there was an immediate need to adopt the pro -
posed local law . Therefore , it was agreed the phrase would be re -
tained .
No other persons wishing to be heard , the Supervisor closed
the hearing , and the Board acted as follows :

LOCAL LAW NO . 1 OF THE YEAR 1979
A LOCAL LAW AUTHORIZING THE ISSUANCE OF APPEARANCE TICKETS
BY CERTAIN . PUBLIC SERVANTS OF THE TOWN OF ITHACA , NEW YORK
' BE IT ENACTED by the Town Board of the- Town of Ithaca , as follows :
Section 1 . The purpose of this local law is to • authorize
public servants of the Town of Ithaca to issue and serve appearance
tickets in accordance with provisions of Chapter 495 of the Laws of
19781 in connection with violations of state statutes , codes , rules
and regulations and local laws , ordinances , or rules and regulations
of the Town of Ithaca which the public servants are authorized or
required to enforce .
Section 2 . A . Whenever any public servant of the Town of
Ithaca who , by virtue of office , title or position is authorized or
required to enforce any state statute , code , rule and regulation , or
local law , ordinance , rule or regulation related to parking , licensing
of occupations or businesses , fire prevention and safety , health and
sanitation , and building , zoning and planning , such public servant
shall be authorized to issue appearance tickets in connection with
such enforcement .

B . Without limiting the foregoing , the public servants
filling the following offices , titles or positions shall be
authorized to enforce any state statutes , codes , rules and regula -
tions , or local laws , ordinances , and rules or regulations within

MODIFICATION OF DOG CONTROL LAWS"
RESOLUTION N0 . 451 1979
Mr . Buyoucos , Town Attorney , distributed copies of a pro -
posed local law with respect to dog control . After discussion of
the proposed local law , the Board acted as follows :
Motion by Supervisor Desch , seconded by Councilwoman Valentino ,
RESOLVED , that this Town Board will conduct a public hearing on
April 9 , 1979 at 7 : 30 p . m . to consider the adoption of a local law
amending Local Law No . 11 1976 , and to consider a revised fee schedule
for the licensing of dogs ,in the Town of Ithaca .

" THE DEPOT " - EAST HILL - JUDD FALLS ROAD
REQUEST FOR BASEMENT RENOVATIONS FOR ENTERTAINMENT
Mr . Ken Wormser , one of the owners of " The Depot ", distributed
plans for renovation of the basement of " The Depot " for entertainment
purposes . He requested the approval of the Town Board of the plans

as submitted . He noted that one of the conditions of their original
approval was that if they expanded into the basement they would re -
turn for an approval .
Motion by Councilman Powers , seconded by Councilwoman Valentino ,
RESOLUTION NO . 46 , 1979
RESOLVED , that this Town Board hereby approves plans , as submitted
by Mr . Ken Wormser , for the renovation of the basement at " The Depot "
for entertainment purposes , contingent upon approval by the Town of
Ithaca Building Inspector , the State Building Inspector , and the
County Health Department .

BOLTON POINT WARRANTS - RESOLUTION NO . 48 , 1979
Motion by Supervisor Desch ; seconded by Councilman Freeman ,
RESOLVED , that the Bolton Point warrants dated March 12 , 1979 ,
after review by the Town Board , and upon the recommendation of
the Southern Cayuga Lake Intermunicipal Water Commission that they
are in order for payment , are hereby approved in the amount of
$ 254 , 637 . 06 in the Operating Account .

PUBLIC INFORMATIONAL MEETING - 7 : 30 P . M .
PARK DEVELOPMENT IN THE TOWN OF ITHACA
Barbara Restaino , Town Planner , made a presentation with
regard to the Town of Ithaca neighborhood park plan . Ms . Restaino
stated that this plan is patterned after the Park and Open Space
Plan adopted by the Town Board which states . . . " Currently there
are two primary needs , ( 1 ) area parks to accommodate active recrea -
tional team sports , and ( 2 ) neighborhood play areas where young
children can play safely . "
Ms . Restaino said the Town is trying to develop areas in
the Town where neighborhood facilities are needed . These will be
areas where there are subdivisions or concentrations of population
and where park land has been set aside - - Tareyton Drive , Salem
Drive , Eastern Heights , and Northview Road West . In addition , the
Town would like to develop the East Ithaca Bikeway from Honness Lane
to Mitchell Avenue .
The implementation of these plans will be facilitated
through the CETA grant which makes eight CETA workers available
to the Town . The Town would like to do _grading and resolve drain -
age problems . It is the intention to consult with neighborhood
groups to determine what their needs are .
Ms . Restaino then described each individual site and pro -
posed and suggested types of activities appropriate to each , based
on the Town ' s proposals and input from people in the affected areas .

SEWER PLANNING COMMITTEE RESOLUTION
RESOLUTION N0 . 49 , 1979
Motion by Councilman Freeman , seconded by Councilman Powers ,
WHEREAS , the City of Ithaca Common Council reaffirms its
commitment to work with the Town of Ithaca and the Town of Dryden
towards an agreement which will set forth the type and method of
participation by each municipality in the construction , operation
and maintenance of an expanded sewage treatment facility to serve
the present and future needs of the City of Ithaca , the Town of
Ithaca , and the Town of Dryden ,
NOW , THEREFORE , BE IT RESOLVED :
That the City of Ithaca Common Council , the Ithaca Town
Board , and the Dryden Town Board agree to and hereby establish an
eight -member Sewer System Planning Committee consisting of four ( 4 )
members selected by the City of Ithaca , three ( 3 ) by the Town of
Ithaca , and one ( 1 ) by the Town of Dryden , to carry on the work of
investigating and planning in order to prepare such agreement and
effect such participation as set forth in the charge described below .
If the numerical representation from each municipality permits , one
half of the persons appointed to the Committee by each municipality
shall consist of persons who are elected officials of the Towns and
City as the case may be .
BE IT FURTHER RESOLVED .
That the Sewer System Planning Committee is hereby charged
with the responsibility to advise the governing boards of the three
municipalities upon all matters pertaining to the work of consultants
in developing the scope of the project , including recommendations
pertaining to changes in the scope of the project , the need for
further technical , legal , financial , or other assistance as may be
required .
BE IT FURTHER RESOLVED .
That the Sewer System - Planning Committee proceed with the
preparation of an intermunicipal agreement which will govern the
financing of the Sewer System Evaluation Survey and the administra -
tion of the work to be performed and which will be submitted for
review and adoption by the participating municipalities with a tar -
get date set for adoption by April 1 , 1979 .
BE IT FURTHER RESOLVED .
That the Sewer System Planning Committee be charged with
fully developing at least two alternate methods of ownership ,
administration and operation of the sewage treatment facility
and with fully developing the pros and cons of each alternative
from the point of view of the rate payer of each municipality .
The alternatives to be developed must include as a minimum :
( 1 ) Joint municipal ownership , administration and opera -
tion .
( 2 ) Continued City ownership , administration and opera -
tion with contract service to the municipalities .
BE IT FURTHER RESOLVED .
That the three participating municipalities hereby make
available their support staff for the purpose of gathering data
and supporting the Planning Committee in the preparation of reports .

The City of Ithaca Superintendent of Public Works , as project repre -
sentative of the applicant ( City of Ithaca ) , will kee ? the Committee
informed of all communications with the consultants and the grant
agencies and will refer all policy matters pertaining thereto to
the Committee for review sufficiently prior to required approval
dates so that a recommendation can be prepared by the Committee
for action by the governing boards .

work to the governing bodies at least quarterly .

BULLDOZER AND EQUIPMENT TRAILER
RESOLUTION NO . 51 , 1979
Mr . Fabbroni distributed to Board members copies of proposed
specifications for a bulldozer and equipment trailer . These items
have been budgeted for in the 1979 budget under the Highway Equip -
ment category and Capital Reserve Funds for Highway Equipment .
Mr . Fabbroni presented an analysis comparing rental of equip -
ment with purchase of equipment . Mr . Parkin was asked if he had
persons qualified to operate the equipment proposed to be purchased
or rented . Mr . Parkin said he had two good operators . He was asked
if there were storage facilities for such equipment . Mr . Parkin said
not at present , not until the salt shed is built . He said the life
of the machine proposed to be purchase, about 15 years . He said
if the equipment is kept in reasonable condition it would be worth
10 or 15 years from now what it is expected to cost . Councilman
Powers noted . . . " It is nice to know that inflation works for us
sometimes . "
Mr . Fabbroni stated that the type of machine in question
is suited to many other Town needs than merely for use in the park
projects which are proposed .
Motion by Councilman Powers , seconded by Councilwoman Valentino ,
RESOLVED , that this Town Board hereby directs the Town Highway
Superintendent to advertise for bids on a 7 - ton bulldozer , as
indicated in the prepared specifications , and for a 15 - ton equip -
ment trailer .

having an understudy to the Town Clerk in recognition of the up -
coming retirement of the present Town Clerk , and
WHEREAS , the advertisements have been made for this

several candidates who responded to the advertisement ,

That the .Town Board authorizes the Supervisor to make an

That the Town Supervisor be authorized to interview candi -
dates for the position of Deputy Town Clerk understudy and be
authorized to fill this position on the basis of his judgment as
