CITY PLANNING & DEVELOPMENT BOARD CODE 607
7 June 1978
Mr . E . L . Bergen
Town Clerk
Town of Ithaca
126 East Seneca Street
Ithaca , New York 14850
Dear Sir :
The Department of Planning and Development of the City of
Ithaca has reviewed the proposed rezoning of parcels 6 - 40 - 4 - 1
through - 7 at the corner of Danby and Coddington Rds . in the
Town of Ithaca . We have no significant reservations about
the proposed action , but would request that in its delibera -
tions the Town Board take the potential traffic problems
into consideration , and make provisions through either the
ordinance or the site plan approval process , to control ac -
cess and parking for permitted uses .
Our concern is due to the restraints imposed on the subject
properties by topography , intersection geometry , speed limits ,
and traffic volume , particularly as they may affect traffic
to and from the a1 a ent residential area on Coddington . We
would assume thatAus s permitted in the new zone would be un -
likely to generate enough traffic to have noticeable negative
effects on either Coddington Road or lower Aurora St . , it
would be of some value in terms of traffic safety to consider
encouraging , through zoning or site review if appropriate ,
orientation of business entrances to Coddington rather than
Danby Road . In this way the potential of accidents from
turning movements might be reduced , and turns concentrated at
the street intersection which is a more visible and anticipa
table turning point for this section of high - speed road ,
Thank you for notifying us of the proposal .
e ru urs ,
Jo athan C . eigs

To : Town Board , Town of Ithaca
126 East Seneca Street
Ithaca , New York 14850
Attached is a packet of materials which applies to one of the current
activities of the Town of Ithaca , the Coy Glen Preservation Area plans .
Townspeople living in the western part of the Town of Ithaca , including
the present owners of land in the Coy Glen area , are very much concerned
about plans to develop the Glen into a public park . To support their
concern , petitions in opposition to such development have been circulated
in the immediate area suggested for development , and also in other areas
of the Town . Copies of these petitions are included in the attached packet .
Enclosed with these materials are copies of letters which have been sent to
members of the Town Board and to the local press , as well as copies of
pertinent news articles .
We wish to express by way of these materials our opposition to the plans
for Coy Glen as developed by the Town Board , its Parks Subcommittee and
its support staff . We are of the opinion that the Coy Glen area can be
preserved as is without government intervention and control . Under current
State mandate the mined areas must be restored by the present owners .
Upstream from these mined areas , the privately owned land stands a much
better chance of remaining as it is and has been , if left alone . To
pinpoint this fragile area for public use insures its destruction .
The private owners deplore the failure of the Town Board to inform them
of the projected plans for the Coy Glen area , and to solicit their coopera-
tion . This has created an atmosphere of distrust in the motives and modus
operandi of the Town Board which we would like to change .
