IO9S SYS` wii FOR HIGIn.IAY DEPARTTZEEINT BIDS Proof of posting and publication of advertisement for bids on a radio Communication system for the highway Department was duly presented by the Town Clerk . Only one bid was received , and that from Radio Communications Co . , 107 Grandview Avenue , Ithaca , New York , signed by Neil 11intermute . their authorized representative ( Be F . Johnson Company ) . The bid was for a UI�:F repeater radio system , as specifier. , complete and installed , and including allowance for trade- in equipment , total price $ 9 , 779 . 50 . Rental fee for tower and electricity , for a three year period , to be paid yearly in advance is $ 175 . 00 per year . It was noted that General Electric had received specificamm tions but had not submitted a bid . Councilman McElwee asked if there v7as anything peculiar to this set of specifications that ' General 2lectric or Motorola could not meet . Mr . Parkin said there was not . The tower is located at the corner. of East King Road and Ridgecrest Load on the bidder ' s land . There was some discussion of the tower as regards zoning and the need for building permits should it be ex � paraded . Mr . Fabbroni did not feel there were any serious zoning or building Hermit problems . Supervisor Schwan noted that should any problems develop in this regard , an alternate location for a tower would. be on land owned by the Town (where the Ridgecrest standpipe is located ) . There was also some discussion with respect to owning the tower as opposed to leasing . However , after discussion the Town Board acted as follows I-lotion by Supervisor Schwan ° seconded by Councilman McElwee , RESOLVED , that this To�Syn Board hereby accepts bid of Radio Communi - cations Company , as authorized representative of E . F . Johnson Com- pany , in the amount of $ 9 , 77 99500 including rental fee for tower and electricity , for a three°year period , of $ 175 . 00 , to be paid yearly in advance , on the condition that the tower is in compliance with the Zoning Ordinance both as to location and use . (Del Rosso , Raffensperger , Powers , McElwee , Valentino and Schwan voting Aye . clays - none . ) 1 �6 Town Board Minutes ° 2 September 26 , 1977 APPOINTMENT TO PLANNING BOARD Supervisor Schwan reported that Frank Paolangeli has not been attending Planning Board meetings since the February meeting . He has failed to attend when called , and it has been difficult to w have a quorum under these circumstances . The Supervisor said he had. called Mrs . Paolangeli and she has advised that Nor . Paolangeli will no longer serve on the - Planning Board and has effectively resigned , even though he has not formally done' so . He has promised to call: Mrs . $ronfenbrenner and convey his formal resignation . Bars . Bronfenbrefiner reported that Patrick 14ackesey , 693 Cod? dington Road , is willing to : serve` on the Planning Board . Several other names were noted ' Hoirrever , Ire Mackesey ° s appointment appeare-' the most , appropriate [rid the Board `acted as follows ... Motion by Supervisor gchwanf seconded by Councilman rIcElwee , RESOLVED , that Patrick lviackesey , . 6913 Coddington Road , is hereby appointed as a member of the Town ; of Ithaca Planning Board , effective immediately , to replace Frank Paolangeli , term to run through Deceamber 31 , 1932 . ( Del Rosso , Raffensperger , Powers , McElwee , Valentino and Schwan voting Aye . Nays -- none . ) One more member is needed to complete the Planning Board . There was discussion of various areas from which candidates might be solicited ° - Randolph Road areas East Shore Drive , Renwick Heights . Airs . Bronfenbrenner said that a canvass of these areas might give rise to new possibilities . TRAINING SCHOOLS FOR FISCAL OFFICERS AND VILLAGE AND TOWN CLERKS Supervisor Schwan reported that training schools for fiscal officers , village , city and town clerks are being held at Kutscher ° s in the Catskills . There will be sessions in double entry bookkeeping , among other things . Towns , cities , and villages are now under State mandate to use double entry bookkeeping in 1978 . The Supervisor asked for formal authorization to have Deputy Clerk ?'fancy Fuller and Secretary° Bookkeeper Cynthia Schoffner attend these sessions . This will be a two°day school at Monticello , New York , on September 28th and 29th . Motion by Councilwoman Raffensperger , seconded by Councilman Powers , RESOLVED , that Deputy Clerk Nancy Fuller and Secretary- Bookkeeper Cvn.thia Schoffner are hereby authorized to attend the school for fiscal officers , village , city and town clerks at Monticello , New York ( Kutscher ' s in the Catskills ) on September 28th and 29th , 1977 . (Del Rosso , Raffensperger , Powers , McElwee , Valentino and Schwan voting Aye . Nays - none . ) The Supervisor noted that 'in 1978 the Town of Ithaca will have to go to double entry bookkeeping and by 1980 all towns , vil° lager and cities will have to do the same . He noted this will be very costly and inconvenient for many small towns and villages . TRANSFER OF TITLE TO SHEFrIELD ROAD AND RETIT1IICN. I-TEIGtiTS DRIVE Mr . Fabbroni broached again the matter of the transfer of title to Sheffield Road and Renwick Heights Drive to the County of Tompkins in exchange for the title to Judd Falls Road from the end of the granite curb to Forest Home Drive . 1-11r . Fabbroni said the main reason the Town wants that section of Judd Falls Road is so that the sewer can be put in the road . Town Board minutes - 3 September 26 , 1977 After discussion the Board acted as follows . Motion by Supervisor Schwan ° seconded. by Councilwoman Valentino , WHEREAS , the Town of Ithaca , deems it desirable at the present time to transfer a portion of Sheffield Road to Tompkins County , and.. in exchange , to receive from the County of Tompkins title to a port10 of Judd Falls Road and Renwick Heights Road , . ; IT IS RESOLVED , that this Town Board directs the Town EngineeL and the Town Highway Superintendent , and the Town Attorney to prepare all papers and take whatever procedures are necessary in order to effect the said transfer of title . (Del Rosso , Raffenspergery Powers , McElwee , Valentino and Schwan voting Aye . Nays - none . ) -PARTC - DEVELOPMENT PRIORITIES This matter will be discussed at the Board meeting of Octo��r�w 10 , 1977 . PROPOSED LOCAL LATI ['KITH RESPECT TO NOTICE TO THE TOWN OF HIGF€ IAY AND S. IDEWALI: DEFECTS D-1t . Buyoucos referred to draft of proposed local law in the above matters He requested that the Board, consider the adoption of a resolution ordering a Public Hearing on the advisability of adopt ° ing such a local: law or ordinance which wduld provide for or establish the duties and rights and obligations of a Town with respect to high- way maintenance and the giving of notice for defective highways . Councilman McElwee asked if this were not alreadv in the law . Tyr . Buyoucos said he thought it was , but he was recommending this as an added precaution . If it turns out that such a local law is not neces ® sary , the Town Clerk will not publish notice of a public hearing . The Board then acted as follows ° �4otion by Supervisor Schwan ° seconded by Councilwoman Valentino , RESOLVED , that the Town Board will hold a public hearing at 7s00 P . m . on October 10 , 1977 to consider a local law relating to notice to the Toitm Clerk of a hazard in the highway and the liability of the Town , with the proviso that if the Town Attorney determines the Town Board has already accomplished this , there will be no public hearingv further RESOLVED that the Town Attorney and the Town Clerk will pre •a pare the necessary notice .
