SPECIAL BOARD HEETING
November 8 , 1974
At a Special Meeting of the Town Board of the Town of Ithaca , Tomp �
kins County , New York , held at the Town Offices at 108 East Green
Street , Ithaca , New York , on the 8th day of November , 1974 , at 5x00

PUBLIC HEARING m INCREASE IN MAXIIIIUM AMOUNT TO
BE EXPENDED FOR THE BOLTON POINT WATER SUPPLY PROJECT
Proof of posting and publication having been presented by the Town
Clerk , the Supervisor opened the hearing by reading the Order of
October 24 , 1974 scheduling the hearing .
Supervisor Schwan reported that the cost of the project ( Project I
Water Supply ) has escalated by $ 1 , 920 , 0001 making the total project
cost $ 8000 , 000 rather than $ 6 , 080 , 000 °
Ms . Dooley Kieffer made a statement that she has supported
the Bolton Point project in the past and that she supports it now .
However , she said she was concerned ( 1 ) that the contingencies figure
is too low , ( 2 ) over the borrowing rate , ( 3 ) about the operation and
maintenance figures , and ( 4 ) the fact that the project was being cut
back to a certain extent ° The Board discussed these concerns with
Mso Kieffer , indicating they shared her concerns , but that these
matters had all been discussed at length in many meetings of the
Southern Cayuga Lake Interriunicipal Water Commission . Mso Kieffer
said she had hoped - that the project would be built without any cut-
backs ( even at the higher cost ) . The Board explained that nothing
essential to an efficient water supply and distribution system was
being cut back . From a functional standpoint the system will be as
originally designed .
No other persons wished to be heardo Therefore , the Super -
visor closed the hearing and the Board took the following action ,
having deemed the proposed increase to be in the public interest .
Motion by Supervisor Schwanpe seconded by Councilman Desch ,
. In the Matter
of
The Establishment of a Benefited Area in
and for the Town of Ithaca , Tompkins County ,
New York , to be known as the Town Wide Water
Supply Benefited Area ( Bolton Point Inter -
municipal Project ) and the Authorization to
Provide a Water Improvement for said Area
RESOLVED , that this Town Board authorizes the Supervisor of
the Town of Ithca , or in his absence , the Deputy Supervisor of the
Town of Ithaca , to execute , file and process forthwith the applica-
tion to the State Department of Audit and Control for an increase in

the maximum amount authorized in the above entitled project by an
additional sum of $ 1 , 920 , 000 and the Supervisor or the De�?uty Super -
visor are hereby authorized to take any and all steps necessary t:o
prepare such application properly , including such statements therein
as may be required , it being further understood that the share of the
Town of Ithaca in this matter shall be governed by the provisions of
the intermunicipal agreement heretofore adopted , and that , according
to said provisions , it appears that the share of the Town of Ithaca
for the above Project I has been increased from $ 2 , 551 , 000 to
$ 3 , 342 , 445o500

EASTERN HEIGHTS SUBDIVISION - DRAINAGE PROBLEM
Motion by Supervisor Schwan6 seconded by Councilman McElwee ,
RESOLVED , that in the following tax parcels in the Eastern Heights
Subdivision , roads may not be built nor water and sewer extended to
the area , nor building permits issued until satisfactory evidence is
presented to the Toirm Board that the developer has solved the drain°
age problem for these parcels

IT IS FURTHER RESOLVED , that the Town Clerk is instructed to record
this resolution in the Tompkins County Clerk ' s Office .
Unanimously carried .
ADJOURN'IENT
The meeting was adjourned until November 12 , 1974 at 5x00 p . m .
and from day to day thereafter in contemplation of further Board ac -
tion in the event of early approval of the application for the increase
in the Maximum amount to be expended for the Bolton Point Water Supply
system by the Department of Audit and Control .
