This meeting was originally scheduled to be held on September 9 , 1974 ,
but ,; had to be adjourned to this date because of lack of a quorum .
REPORTS OF COUNTY REPRESENTATIVES
Beverly Livesay said that to date no offer in writing from
ABC Sandblasting Company of Syracuse with regard to the Boardman
House had been received . She reported that the Town of Ithaca ° s
proposal was moved at the meeting of the County Representatives but
did ^ not get a second . Pars ° Livesay asked if the Ithaca Town Board
wanted her to follow up on the Boardman House matter with the whole
Drjard of Representatives ° Since it appeared that the Town of Ithaca ° s
proposal could not get a second in Committee it did not appear that
it would be useful to follow up on it ° Mrs . Livesay noted that the
Town ' s proposal had only come before Committee rather than the full
Board of Representatives . The Ithaca Town Board still did not feel
it was worthwhile to follow upon the matter .
APPOINTMENT OF SCHOOL CROSSING GUARD
Motion by Supervisor Schwano seconded by Councilman Powers ,
RESOLVED , that Mr . Virgil Neigh be appointed as School Crossing Guard
at the Northeast School for the next school year , 1974 - 75 , at $ 110 . 004
per, month . _
Unanimously carried .

APPOINTMENT OF A NOMINEE FRO14 THE TOPM OF
ITHACA TO THE 1976 BI � CENTPMZiIAL COMMITTEE
Supervisor Schwan reported that he had received a memorandum
dated July 23 , 1974 from Gary A . Lee , Chairman , Board of Representam
tives of Tompkins County , asking that the Town Board nominate for
consideration an appropriate individual to be appointed to the Tomp-
kins , County BimmCentennial Committee . Supervisor Schwan asked if there
were any suggestions regarding such a nominee . 11re Peter Francese
expressed an interest in serving on this Committee .
(lotion by Councilman Powersk seconded by Supervisor Schwan ,
RESOLVED , that Mr . Peter Ko Francese be selected as a nominee to the
Tompkins County Bi �Centennial Committee from the Town of Ithaca for
consideration by the Tompkins County Board of Representatives .
Unanimously carried .
STATUS OF SANDRA PLACE
Barbara Holcomb , Planning Board Chairwoman , reported that the
summary she sent to members of the Ithaca Town Board dated September
12 , 1974 indicates that the planning Board wants a resolution of the
Sandra Place extension problem because they are in the process of
approving a subdivision for the remainder of Otto Schoenfeld ' s land .
Mrso ,: Holcomb reported that she had received two petitions with regard
to the opening or closing of Sandra Place . She read the petition to
open „ Sandra Place and she read a second petition to close Sandra Place .
She ''reported that she had plotted the parcels on a map which she suh �
mitted and reviewed with the Board . She also furnished the Board w.Ath
a summary of the petition to open Sandra Place and the petition to
close Sandra Place * The petition to close Sandra Place made the folm
lowing recommendations to the Board .
( 1 ) That Sandra Place be left as is with vehicle barriers
at the bridge over the creek , and that it remain open
to pedestrian traffic .
( 2 ) That the extension of Sandra -Place which shows on the
Town Highway Map between the existing turn ®around and
Burleigh Drive be removed from the proposed map to be
submitted by the Town Board for approval .
( 3 ) Than an asphalt walkway with proper grading and drainage
be provided from Burleigh Drive to the turn _around on
Sandra - Place .
( 4 ) That the Board show concern for the traffic problem
by carefully considering the impact of laying out
streets with direct access to Winthrop Drive from .
those properties under development and those yet to
be developed in the area .
Mrso Holcomb also read from the petition to open Sandra Place ,
The petition recommended that Sandra Place between Burleigh Drive and
Winthrop Drive be made an open street in order to .
( 1 ) Provide a more practical access between Winthrop Drive
and nearby streets to Burleigh Drive and nearby and
proposed new streets .
( 2 ) To enable reduced speeds of drivers now using Winthrop
and Burleigh as they slow down to turn into Sandra Place .
( 3 ) To more fairly distribute flow of traffic which must
now travel all the way west on Winthrop to turn back
on Burleigh and vice - versa .

( 4 ) To create a safer and easier access to and from the
approaches to Northeast Elementary and DeWitt Junior
High Schools .
Mrs . Holcomb ° s rough survey on the petition to open Sandra
Place indicated 58 people representing 36 parcels ( plotted on map )
plus 12 people from Lansing , 2 from Village of Cayuga Heights , 14
people naming schools as base , and 4 people naming other Northeast
base ° " The rough summary of the petition to close Sandra Place indi -
cates 95 people representing 62 parcels ( plotted on map ) .plus 18 people
from Village of Cayuga Heights and 4 people from Siena Driven
Motion by Supervisor Schwan ; seconded by Councilman Desch ,
RESOLVED , in view of the divergence of opinion on the matter of open-
ing or closing Sandra Place and the two petitions indicating opposing
points of view , that the matter be referred to the Planning Board for
further study and recommendation to the Town Board ( having in mind
Otto Schoenfeld ° s latest plan for the remainder of his subdivisiono)
Unanimously carried .
PUBLIC HEARING - WILLIA£IS GLEN ROAD - RE- SCHEDULING
A public hearing on this matter , was originally scheduled for
September 91 1974 which Town Board meeting was adjourned to September
16 , 111974 . The Board felt the public hearing should be re - scheduled .
Motion by Councilman Desch ; seconded by Supervisor Schwan ,
' WHEREAS , a written petition dated August 12 , 1974 , was duly
filed with this Board pursuant to Section 200 of the Town Law , for the
improvement of that portion of the highway in said Town , known as
Williams Glen Road , which runs northerly from the City boundary line
approximately 1 , 000 feet to its new termination in a cul de sac , there -
by abandoning the northernmost existing interchange of Williams Glen
Road and Route 96 ( Cliff Street ) , all as more particularly shown on a
survey map on file in the Town Clerk ' s Office , 108 East Green Street ,
Ithaca , New York , made by Carl Crandall , CoE and drawn by Jo De
Parkes on November 1 , 19710 the right of way of said road to have a
width of 50 feet ; and
WHEREAS , it duly appears that such petition has been duly
signed by the owners of real estate on at least one -half of the entire
frontage or bounds on both sides of that portion of Williams Glen Road
which is to be improved and made a Town street ; and
WHEREAS , it duly appears that such petition was duly signed by
resident owners owning not less than one -half of the frontage owned
by resident owners residing in or along the portion of Williams Glen
Road as hereinabove described ; and such petition was duly acknowledged
or approved by all signers thereof in the same manner as a deed to be
recorded ; and
WHEREAS , the maximum amount proposed to be expended for the
improvement of said highway as stated in said petition does not exceed
the sum of $ 2 , 500 . 00 ;
IT IS , pursuant to the provisions of Section 200 of the Town
Law , ; HEREBY ORDERED that the Town Board of the Town of Ithaca , Tompkins
County , New York , shall meet at the Town Offices , 108 East Green Street
in the City of Ithaca , New York , on the 7th day of October , 1974 , at
5 ° 30 o ° clock in the afternoon of that day for the purpose of consider -
ing 'the said petition and hearing all persons interested in" the .. subject
thereof concerning the same .

FLOOD CONTROL INSURANCE PROGRAM
Supervisor Schwan reported that unless the Town of Ithaca
participates in the flood control program by the end of 1975 , people
who live in areas designated flood prone , based on maps worked out by
the Federal Government , will be unable to get a mortgage from any bank
insured by the FDIC . Supervisor Schwan said he felt the Town had to
participate in this program and that he would like to have a resolutio"
from the Board to pursue this matter further and to produce the neces -
sary " data to enact the Town ' s part of the programo
Mr . Fabbroni said the Town would have to specify the flood
prone areas in the Town of Ithaca ° He said he would also have to look
into whether the Town has to provide special zoning for these areas ,
Motion by Supervisor Schwan ° seconded by Councilman Del Rosso ,
RESOLVED , that the Town of Ithaca investigate the procedures for
participating in the National Flood Insurance Program , and prepare
whatever maps or information is required to apply for participation
in this program ,

CODDINGTON ROAD WATER Ir1PROVE14ENT
Motion by Councilman McElweeo seconded by Councilman Desch ,

RESOLVED , that the Supervisor of the Town of Ithaca be authorized to
borrow from the Tompkins County Trust Company the sum of $ 29 , 000 on
a Bond Anticipation Note , renewal date to be March 3 , 1975 , for the

_Unanimously carried .
REPORTS OF TOWN OFFICIALS
Councilman Desch reported on the first meeting of the
" Octopus "' Committeeo He said that presentations were made by Mr .
Hennessey and are Powers of the. Department of Transportation . He
said the idea is to get local in®put at . the right time on the project
in this area of the state . He said that right now the Environmental
Impact Study is being reviewed in Albany . They are trying to get it
approved and sent to Washington . There will be a local committee to
work along with the Department of Transportation people . He said
they had asked for volunteers to work with that group ° Councilman
Desch said he had volunteered that he would be available for this ,
Councilman Desch said that rirso Constance E . Cook had outlined the
objectives of the committee , the objectives including design standards ,
traffic considerations , and impact on each of the municipalities in °
volvedo It appears that the working committee will be set up very
shortly . The most optimistic date for project completion is 1979 ,
Barbara . Holcomb , Planning Board Chairwoman , reported on the
circumferential or " loop " road , She said Frank Liguori , Tompkins
County Planning Commissioner , would attend the Town of Ithaca Planning
Board meeting on September 17 , 1974y that the meeting is designed as
an information meeting to determine what the County intends to solve
by the proposed " loop " road . She suggested that Town Board members
might wish to attend that meeting ° She reported also that the County
Planning Board has set up an ad hoc committee on the cross - town road
( loop or circumferential road ) , The first meeting of this committee
is on September 18 , 1974 °
Mrs . Holcomb reported that the som called Northeast Committee ,
comprising the Town of Ithaca , Village of Cayuga Heights , Town of
, Lansing , Cornell University and the County will have another meeting

on September 200. 1974 to consider the status of the Graham Road pro -
posal , the Schoenfeld development , and the Q1loopB1 road as it affects
the Northeast , and a report will be forthcoming from that meeting ,
Mrs . Holcomb reported that the . Planning Board has given pre • °
liminary approval to two new proposed cluster developments , one to
Willis Hilker on South , R® 9 zones The second cluster is on West Hill
or Elm Street Extension for Longhouse , Inc . They have 1105 acres and
propose a total of 12 units in four buildings ( three units per buildm
ing ) . They are only asking for final approval of the first three
units ,"
PUBLIC HEARING - OFFICIAL TOWN MAP
tyre Fabbroni , Planning Engineer , suggested scheduling a pub -
lic hearing on October 7 , 1974 to consider revision of the official
town map , kirs , Holcomb illustrated on map proposed additions and
deletions to official town map ,
Motion by Supervisor SchwanP seconded by Councilman Desch ,
RESOLVED , that pursuant to the provisions of Section 273 of the Town
Law , the Town Board will hold a Public Hearing on October 7 , 1914 , at
5045 p . m . at the Town Offices , 108 East Green Street , Ithaca , New York ,
for the purpose of revising the official map of the Town of Ithaca to
add streets , highway , drainage systems , or parks , which have been
officially proposed or accepted by the Totgn Board and the Planning
Board , or the widening thereof , and to remove certain previously pro -
_ posed streets or highways and , specifically , to consider among other
items , the question as to whether proposed Sandra Place Extension shall
be removed from the official map and whether the proposed alignment
— of the streets north of Burlei_gh Drive as shown on the present official
map shall be changed or whether any one or more of such streets shall
be removedg and such map , as revised , shall be final and conclusive
with respect to the location and width of streets and highways and the
location of parks or other improvements shown thereono and IT IS FUR-
THER RESOLVED , that the Town Clerk shall publish and post notice of
this hearing as required by law ,

CODDINGTON ROAD WATER IMPROVEMENT
11ro Fabbroni asked that the Board give authorization to pay
90 % of the ccntract . amoqnt to Piccirilli _ Brothers with r€ spect to work
on the Coddington Road Water Improvement . After ' some discussion , it
was agreed that 10 % of the cost of completed items of work , plus the
cost of uncompleted work to date , be withheld from Piccirilli Brothers ,
Motion by Supervisor Schwan , seconded by Councilman McElwee ,
RESOLVED , that Piccirilli Brothers be paid on the basis of completed
work , except that 10 % of the cost shall be withheld with respect to
-� completed items , plus& iAthholding the cost of uncompleted work .
Unanimously carried .
KENNILWORTH PLANTING STRIP
Hre Fabbroni reported that Kennilworth will be planting the
required planting strip at the end of October .
CAMPBELL AVENUE IMPROVEMENT
Mra Fabbroni reported that Campbell Avenue . is ready to be
completed .

TOWN ROADS AND STREETS
Highway Superintendent Morey reported that he had a letter
dated August 28 , 1974 from John L . Miller , County Fire and Disaster
Coordinator , enclosing . a list of roads and streets in the Town of
Ithaca . He requested that the list be studied , that any necessary
corrections or additions be made , and when so corrected that the Town
Board pass a resolution declaring them to be the official names . He
requested a copy of the resolution along with names of the roads .
It was agreed that Mr . Morey and Mr . Fabbroni would study the
list and correct it and when that is done the Town Board would pass
a formal resolution to make it the official list of toy,Im roads and
streets . This action would probably be taken at the next meeting of
the Board on October 7 , 1974 .
Highway Superintendent Morey reported that the old Coy Glen
voting building had been torn down and disposed of .
TOWN HIGH14IAY BARN - FEASIBILITY STUDY
Supervisor Schwan reported that the Town is considering doing
or having done a feasibility study with regard to upgrading the Town ' s
highway barn . It appears the OSHA ( Occupational Safety and Health
Act ) regulations require locker rooms , bathrooms , and showers . It
appears , too , that some highway equipment ( grade -all and grader ) re -
main ,;outdoors since there is no room to store them inside . The mac.hl.
nerybay is too low to accommodate some of the big trucks ., Supervisor
Schwan suggested there probably ought to be one maintenance bay for
( the grade - all , cne for the grader , and possibly a third one as a spare
for future use . Mr . Fabbroni suggested the Town should hold off on
this ° for at least a month to determine first whether the Town might
wish to get into combined facilities ( Town barn and Town Hall ) ,
Councilman Desch suggested the Town Engineer should develop
a scope of proposal , a draft which the Town Board might review , and
then possibly hire someone . to do a study , whether it be site options
or rehabilitation options or both . This appeared to be acceptable to
the Board .
CAMPBELL AVENUE IMPROVEMENT
Supervisor Schwan reviewed the fact that the Town is improv -
ing a section of private highway on West Hill , off Trumansburg Road ,
some 515 feet on Campbell Avenue and some 135 feet on Hopkins Place ,
and that the property owners will pay the cost of $ 2 , 070 for the im-
provement . In connection with this improvement the Town Board took
the following action .
Motion by Supervisor Schwan ; seconded by Councilman Desch ,
WHEREAS , a written petition , dated August 11 , 1973 was duly
filed with the Town Board of the Town of Ithaca requesting the perma -
nent improvement of that portion of the highway in this Town known as
Campbell Avenue and the
P portion of the highway in this Town known as
Hopkins Place as more particularly shown on the " Survey flap of. Camp�
bell Avenue and . Hopkins Place r . o . w . between Brookfield Road and N . Y . S .
Rte 96 , in Town of Ithaca , Tompkins County , N . Y . , made by John A .
Dougherty , L . S . 36171 , on October 2 , 1973 " being that portion of said
streets described as follows
A . That portion of Campbell Avenue which runs
northerly from the north line of the City of Ithaca at
the north line of Brookfield Road to the south line of
Hopkins Placed
B . That portion of Hopkins Place which runs easterly
from the west line of Campbell Avenue , extended northerly , to
the west line of New York State Route 96 , also known as Cliff
Street or the Ithaca -Trumansburg State Highway , and

WHEREAS , the said petition requested the improvement of said
street by a permanent pavement thereof and certain other improvements
set forth in Schedule A of said petition of such width , depth and
specifications as the Town Board should determine , and

entire frontage or bounds on both sides of that portion of such high -
ways . situate between the points aforesaid and also signed by resident

WHEREAS , the said petition was duly acknowledged or _ proved as
to each signer in the same manner as required of a deed to be recorded ,
and
WHEREAS , at a meeting of said Town Board duly called and held
on March 11 , 1974 , an Order was duly adopted by it and entered in its
minutes , reciting the filing of such petition , the improvement pro °
posed and the maximum amount proposed to be expended for the improve °
ment as stated in such petition , to wit , the sum of $ 2 , 070 , and speci °
fying that the said Board Mould meet to consider the petition and to
hear . all persons interested in . the subject thereof concerning the
same , at the Town Offices at 108 East Green Street in the City of
Ithaca , Tompkins County , New York on the 8th day of April , 1974 , and
WHEREAS , the said Order , duly certified by the Town Clerk ,
was duly published and posted as required by law , to wit , a duly
certified copy thereof was published in the Ithaca Journal , the
official paper of this Town , on the 28th day of March., 1974 , and
copies of such Order were posted on the 28th day of Parch , 1974 , as
required by law , and
WHEREAS , a hearing was duly held by this Town Board at the
place and on the date and time hereinbefore mentioned' , and at such
place and time , the said Town Board did duly consider the said peti -
tion and hear all persons interested , and
WHEREAS , after such hearing the Town Board resolved to improve
said :. road subject to verification of ( i ) the map and ( ii ) the property
ownership of adjoining lands , and ( iii ) the cost and expenses of this
improvement , and ( iv ) the specifications for the improvement ,
NOW , THEREFORE , after such hearing , and upon the evidence
given at such hearing , and upon the investigation made subsequent to
such hearing , and pursuant to the provisions of Section 200 of the
Town Law of the State of New York , it is hereby
RESOLVED , that this Board does hereby determine that it is in
the public interest to improve Campbell Avenue and the easterly por -
tion of Hopkins Place in accordance with the aforesaid petition in
this " proceeding , the specifications of which improvement are more
particularly set forth in Schedule A annexed hereto , and it is fur -
ther
RESOLVED , that the width of Campbell Avenue shall be as shown
on said survey map , to wit , 60 feet in width and the width of Hopkins
Place shall similarly be shown on said survey map , namely 50 feet in
width , and it is further

owners shall not exceed the aforesaid sum of $ 2 , 070 , and , it is fur °

has either been a proper dedication to the Town of Ithaca of the said
streets or a proper conveyance , to the Town of Ithaca of the title to
said streets by the owners of the lands lying within the boundaries
