At a regular meeting of the Town Board of the Town of Ithaca , Tompkins County , New York , held at the Town of Ithaca Offices at 108 East Greed Street , Ithaca , New York , on the 8th dad of July , 1974 , at 5000 p . m . , there were PRESENT . Catherine Gaffney Libby McClellan , Human Services Planning Herbert Mahr , 103 Judd Fails Road Radio , TV , and Press APPROVAL OF MINUTES Motion by Councilman Desch ; seconded by Councilman McElwee , ,I RESOLVED , that the minutes of April 8 , 1974 be approved , as pre - sented . Carried . Motion by Supervisor Schwan ; seconded by Councilman Powers , RESOLVED , that the minutes of April 29 and May 13 , 1974 be approved , as presented . Carried . HUMAN SERVICES PLANNING IN TOMPKINS COUNTY Ms . Libby McClellan appeared before the Town Board ( together with Dr . Catherine Gaffney , Tompkins County Health Commissioner ) on behalf of Ms . Ruth Pettengill , Chairman , Tompkins County Human Ser - �, �� , vices Planning Committee ( ad hoc ) , to bring the Board up to date on the activities of various human services organizations in '� Tompkins County . She presented written material outlining the purpose of the proposed Human Services Planning Committee04 Included in the material is a resolution that they " commit themselves to greater coordination in planning the delivery of human services in Tompkins County and that we formally organize to that end . . ( noting , however , that each participating organization remains autonomous with its own poli - cy board . The program would be administered by a " Cabinet " . One of the most important ingredients of the program would be ° the hiring of a Coordinator , whose role is defined in the material furnished by Ms . McClellan (which material is attached to and made a part of these minutes ) . / II �I 2 Jul v 8 11111974 Jill Y ¶ I Hu g h ( Sam ) MacNeill County unt y R p presentative , noted that there are some 60 - 70 social service agencies already in . Tompkins County , that the administrative cost alone of these agencies !! s over three million dollars , and that the budget for social services next year I ,I will probably approach eleven million dollars . He hoped the proposed Human Services Planning . Committee could eliminate a greatdeal of the over - lap and administrative cost in human services p k i s lanning in Tomp - n County , . Y l V R1 r . Ma _ cNeil a sked the of e T Boa an rd for opinion info p n on the estab lishment of an Office for the Aging . The Town Board 'had no opinion at this time . Supervisor Schwan ; however , said he felt this was a problem for the County Board of Representatives to resolve . n Mr . MacNeil noted that the 'County Board of Re resenta iv s dering entering negotiations with the CSEAIon wages and were consi fringe benefits for County employees and wondered iflll, the Ithaca Town Board had any in -put . The Town Board had no comment !11at this time , but Supervisor Schwan noted that the rise in fringe benefits was a cause of some concern . APPOINTMENTS There was discussion of appointing Mr . Lawrence Pa F abbroni ,Planni n g E ngineer , to assume the additional duties of ! Zoning Officer for the Town of Ithaca . Councilman McElwee did not tilink ' one man could do Justice to both jobs ( Planning n g Eng neer and ' Zonin g Officer ) f ! that one or the other would suffer . Supervisor Schwan noted that the Assistant Zoning Officer could do the " leg-work Councilman Desch thought more would be gained in continuity than would be lost , and that there is considerable overlap in the two jobs . The Board , with the exception of Councilman McElwee , felt it was worth a try and if it did not work , a full - time Zoning Officer could be hired . . i Motion , by ' Supervisor Schwan ; seconded by Councilman Desch !! 0 RESOLVED , that Lawrence P . Fabbroni be appointed Zoning Officer of the Town of Ithaca , to be reimbursed $ 2 , 000 annually ,lretroactive to July 1 , 1974 , for the additional duties assumed . ll The resolution was put to a roll call vote , with the follow- ing result * Councilman Desch , voting Aye . ill Councilman Powers , voting Aye . I TANT ZONING OFFI�, Ei2 411 I Motion by Supervisor Schwaiia seconded by Councilman Desch ;, RESOLVED , that the Zoning Officer/Planning Engineer and Assistant Zoning Officer be reimbursed at the rate of 12 cents ��per mile for 'al the use of their own cars in the performance of their, official duties . Unanimous !y u carried . 3 - July 8 , 1974 Motion by Councilman Desch , seconded by Councilman Powers , WHEREAS , David W . Cowan , is no longer eligible to act as Zoning Officer and Building Inspector for the Town of Ithaca by reason of having changed his residence to the Town. of Ulysses , and WHEREAS , David W . Cowan has faithfully served the Town of Ithaca as its Zoning Officer and Building Inspector from February 1 , 1968 through December 31 , 1973 , NOW , THEREFORE , BE IT RESOLVED , that this Board does hereby express its formal and sincere thanks to David for his nearly six years of service to the Town of Ithaca as its Zoning Officer and Building Inspector , during which time he has been constant and de - voted to the welfare of the Town of Ithaca- and its citizens , and BE IT FURTHER RESOLVED , that a copy of this resolution be spread upon the minutes of the Town Board meeting of July '18 , 1974 ; and that a copy of this resolution , accompanied by a formal testi - monial , be presented to David with the thanks and appreciation of the members of the Town Board of the Town of Ithacao Unanimously carried . LOOP LINE - SANDRA PLACE AND BURLEIGH DRIVE Supervisor Schwan reported that the Town has had two quota - tions on looping a water main between Sandra Place and Burleigh Drive - - one from Paul Mancini & Sons , Inc . in the amount of . $ 4 , 770 and one from Finger Lakes Construction Company in the amount of $ 2 , 300 . Because of the considerable difference in the two bids the Board felt another quotation should be received . Motion by Supervisor Schwano seconded by Councilman McElwee , RESOLVED , that a request be made to Piccirilli Brothers , General Contractors , Inc . of Binghamton , New York , to submit a quotation on looping a water main between Sandra Place and Burleigh Drive , and that when this bid has been received the Town Board will then award the contract to the lowest bidder . Unanimously carried . . EXPIRED BUILDING PERMITS Assistant Zoning Officer Metz reported there ''+' are . a number of expired building permits , and that he has had inquiries about whether they can be renewed or whether a new building permitmustbe issued . to continue building or resume construction which has been discon - tinued for one reason or another . Building permits are good for a year and a day . Councilman McElwee suggested such expired permits might be renewed for a nominal fee . Attorney Buyoucos indicated a procedure should be spelled out in the Zoning Ordinance and that the Zoning Ordinance must be the controlling factor . Barbara Holcomb said the present ordinance does not cover it , but that it!iis covered. in the proposed new zoning ordinance . fir . Metz said he needed a decision in the interim as to how building permits may be; extended . Town Attorney Buyoucos said it would have to be done by ordinance and in accordance with legislative requirements . He will'; look into this matter and report at the next Board meeting . 4 - July 8 1974 KENNILWORTH PLANTING STRIP Mr . Fabbroni , Planning Engineer , noted it is ' the time of year when this project should be initiatedo that about a year ago the Town received estimates on the cost of the Kennilworth planting strip , but that it would be necessary to get new estimates now in view of the general rise in . prices . Stipervisor ' Schwan noted that there is $ 3 , 000 in the Trust and Agency fund for this work . Mrs . Holcombe, Planning Board Chairwoman , said - Mro ! Robert Scannell of the Town of Ithaca Plan - ning Board recommended that if the planting is done anytime 'from now on this year that the Town ought to require a guarantee . of a year ' s maintenance , because the planting could be lost if the weather is dry . The Board suggested four landscaping firms from whom bids might be obtained for this project . - - Bradley Landscaping Service , 305 Muriel Street ; Warren White Landscape Service , :Newfield ➢ White Nur - series , Inc . , Mecklenburg ; and Lansing Landscaping , Lansing . Mr . Fabbroni said estimates for curbing on this project will be obtained from Paul Mancini & Sons , Ince and V . Giordano Construction and Supply Corporation . Mr . Fabbroni will follow up on this and arrange to obtain the landscaping and curbing estimates . REPORTS OF TOWN OFFICIALS Barbara Holcomb , Planning Board Chairwoman , "reported that a letter had been written to Eastern Heights , Inc . regarding their commitment to provide five acres of park land for the Town in their subdivision . Since no reply has been received guaranteeing that Eastern Heights , Inc . will live up to this commitment , , the Board recommended writing to Eastern Heights , Inc . again , and in the in - terim no building permits will be issued to them , Councilman McElwee wondered if there was a way that something could be recorded in the Tompkins County Clerk ' s Office ( a type of lien ) so that any buyer of Eastern Heights , Inc . property would know what obligations Eastern Heights , Inc . had assumed when the subdivision was approved . Mr . Buyoucos did not think this could be done . He said it would be the professional duty of any buyer ' s attorney to examine the Eastern Heights , Inc . subdivision approval and surrounding conditions and so protect his client . Attorney Buyoucos said he would look into the legal aspects of this matter , but only if he were supplied with information on a specific case . In the meantime , he said., the Zoning Officer should be instructed that no building permits will be issued to Eastern Heights , Inc . until they have complied with certain con - ditions ( drainage , _ park land , etc . ) , conditions set out in the origi - nal approval . Mr . Lawrence Fabbroni , Planning Engineer ; reported that he had re -done the proposed sight distance ordinance and that he would want to discuss this with the Board in a work session . Marion Morey , Highway Superintendent , said he would be working with Mr . Fabbroni on the Campbell Avenue improvement and the Honness Lane storm sewer matter .
