The case of Rocco Lucente is to be in Court in February 1975 , I I Reynolds Metz Assistant Building Inspector December 31 , 19740 J We , the undersigned , have been residents of the Town of Ithaca for the past eleven years , living in Varna , on South Hill , and . now on West Hill . Although our present location is very attractive , it is undesirable because of barking dogs at all hours . I In our attempts to remedy the situation , we have gotten many. explanations regarding the owner justifying the barking and a few follow . 1 . " As ' long as the dog has food and water there is nothing else I can do . " . 2 . " The barking doesn ' t bother me and as long as the dog is chained it shouldn ' t matter . " 3 . " My dog isn ' t barking ' so you ' ll have to voice your. concern to someone else , after_ all , there are a lot of barking dogs in this neighborhood . " There isN also the problem of the dog who is turned out for 15 minutes each hour so he can take care of his natural body functions , one of which seems to be barking . This problem is not unique in the Town of Ithaca , one can hear people complain indirectly , yet they will not speak out no matter how annoyed they get . The town of Ithaca has experienced a great deal of growth in the past eleven years, but the dog population has increased at a much .faster rate . The people with the barking dogs ( untrained ) are a minority which rule the majority of the fellow man . We have had relatives , 4friends , as well as our previous and present tenants complain about this noisy neighborhood ; they are amazed that the barking is allowed . As residents , we are immensely displeased and would not recommend that any of our acquaintances settle in the town . There is even no law - pro - tecting the concerned , which train their dogs , from the obnox - ious . Yet there are people all over , which work night shifts and have to sleep during the day , only to have their rest inter - rupted quite frequently . You might want to note that we are dog owners and have been for the past , 8 years . And believe me , ours has ' a functioning voice box too -. We- understand that there wild- -be some barking occasionally but it is the excessiveness which we find aggravating . How miserable it can be to have to listen to them for hours on end when working outdoors in spring or while reading by the fire on a cold winter night .
