The following are minutes of a Regular Meeting of the Town Board
held in the Town Offices at 108 E . Green Street at 4 : 00 P . M .
D . S . T . on Monday , June 12 , 1967 .

RESOLUTION 69 - APPROVAL OF WARRANT
Voted resolved to approve the warrant dated June ' . 12 , 1967
in the following amounts :

RESOLUTION 70 - APPROVAL OF MINUTES
Voted - resolved to approve minutes dated May 8 , 19679
RESOLUTION 71 - ELECTION INSPECTORS
The Clerk presented the lists of Election Inspectors which had
previously been sent to both the Republican and Democratic
Chairmen in April for their approval before being submitted
to the Town Board for approval . Verbal approval was given by
the Republican Chairman and written approval was submitted by
the Democratic Chairman ; thereupon the following resolution
was duly passed :
Voted resolved to approve the lists as submitted for both the
Republican and Democratic Election Inspectors for 1967 .
Compensation of Election Inspectors
There was discussion whether or not the Inspectors were being
adequately compen6ated for their services . In comparison with
other towns in the County and the hours involved the Board felt
they were on a standard base and the compensation would remain
as is .
RESOLUTION 72 - NEW BALLOT BOXES FOR ELECTION DISTRICTS
Voted resolved to purchase new compact , light weight ballot
boxes for the Town of Ithaca , two for each district at a price
quoted of $ 11 . 40 each . The County is making the purchase from
an equipment company at the quoted price and the Town in turn
will reimburse the County .
RESOLUTION 73 - SUMMER HOURS
Voted resolved to adopt the hours 8 : 00 A . M . to 4 : 00 P . M . for
the summer starting immediately and ending with Labor Day , Sept -
ember 4 , 1967 .

RESOLUTION 74 - AWARD BID FOR USED GRADALL
Voted resolved to award bid to Central New York Equipment
Company Inc . , for one Used Gradall , Model 2460 with I . H . C .
Diesel Engine mounted on a Federal Truck with tandem axle
and Cummins Diesel Power Machine , Serial No . 1127288 , at
bid price of $ 4 , 000 .
Supervisor Kerr moved - - Councilman Baker seconded - all voted aye .
RESOLUTION 75 - PLANNING BOARD VACANCY-
Due to the resignation of Walter Wiggins , a vacancy has occured
on the Planning Board . Three names were suggested as possible
eligible candidates : Reginald Collins , Robert Bruce and
Walter Gee , Mr . Noel Desch , Chairman of the Planning Board
submitted Reginald Collins name as the candidate recommended
by the Planning Board to fill this vacancy . Councilman Baker
indicated he did not personally know Mr . Collins , however ,
the majority of the Board contended that all three men were
suitable candidates . In the interim of conversation and
discussion the Clerk did not specifically hear a decisive
voted taken but to clear the record did have contact with
each member succeeding the meeting and the following deli-
nitely confirmed the appointment of Reginald Collins ;
Supervisor Kerr , Councilmen Mayer and McElwee . Councilman
Harry Gordon indicated he definitely did not vote , as did
Councilman Baker ,
Petition Filed by Councilman Gordon - West Hill
Councilman Harry Gordon at the close of the meeting handed
Mr . Kerr an envelope containing petitions signed by 1191%
of residents within 12 miles in every direction of property
in question , namely ; area is described by a point from 1012
to 1490 Trumansburg Road ; from 118 to 271 Bundy Road and the
areas of Hillcrest Drive , Woolf Lane and Townline Road . "
These people are opposed to cluster- type housing as being
considered for erection on Mecklenburg Road , Town of Ithaca .
These petitions are on file in the Clerk ' s Office ,
Renwick Heights Lighting District..
The Renwick Heights Civic Association has requested the Town
of Ithaca to enter into a contract with the New York State
Electric & Gas Corporation for the purpose of installing
and removing lights on existing poles . After discussion the
following resolution was duly passed .
RESOLUTION 76 - RENWICK HEIGHTS LIGHTING DISTRICT
Voted resolved that contingent on the present contract with
New York Electric and Gas Corporation , the following street
lights for the Renwick Heights Lighting District are to
either installed or removed ; with an additional annual cost
of $ 61 . 00 .

RESOLUTION 77 - SLATERVILLE ROAD AREA SEWER DISTRICT

In the Matter of the Slaterville Road Area Sewer District . The
Town Board having received a report that it will be necessary
to have an additional connecting sewer constructed in the
Slaterville Area Sewer District running southerly from Snyder
Hill Road through lands in the proposed Snyder Hill Water
District now or formerly owned by Margaret and Frank Backner
and through lands lying in the East State Street Extension
Water District reputedly owned by William Frandsen to connect
with the main sewer in the Slaterville Road , and the engineers
for the Slaterville Road Area Sewer District having been
directed to prepare a revision of the map and plans and submit
to this Board an estimated cost of such proposed addition ,
it is resolved that a hearing be held on the 10th day of July ,
1967 at 4 : 15 P . M . D . S . T . at 108 East Green Street , Town Offices
in order to consider any objections which may be made to such
proposed modification , and the Town Clerk is hereby ordered
to cause the said Notice of Hearing to be published and to
file the affidavit of publication thereof in this proceeding .
The foregoing motion was moved by Councilman Andrew W . McElwee
and seconded by Councilman Joseph N . Mayer , Jr .
RESOLUTION 78 - SUPERVISOR APPLY TO WATER RESOURCES
COMMISSION AND AUDIT AND CONTEW
R APPROVAL OF THE RNYMR H=
ROD WATER DISTRICT
Voted resolved that the Town Supervisor be and he hereby is
authorized to apply to the Water Resources Commission and the
Department of Audit and Control of the State of New York for
approval of the Snyder Hill Road Water District .
The resolution was duly passed .
Report on Northeast Sidewalks
The Northeast Civic Associatlon conducted a survey in May 1967
to determine the desire of the residents in the area favoring
or objecting to a sidewalk district being formed . Two propositions
were proposed as follows :
Proposition #1 :
For sidewalks on one side of Muriel , Tareyton , 8osehill , Winston ,
Salem , Deerfield , Hanshaw- from Sapsucker Woods Road to the
Village of Cayuga Heights line and Warren Road - from Northeast
walkway to the Country Club - - a rough estimate is $ 500 , 000 . This
is a sidewalk constructed over a storm sewer placed in the
ditch within the Town or County right of way . By comparison
with the sewer bond issue , a figure of $ 55 . 00 per year for
30 years using 100 foot frontage as a unit was arrived at .
Proposition #2 :
For the same district but sidewalks only on Hanshaw and Warren
Roads - estimated cost $ 250 , 000 at $ 27 . 50 per year for 30 years
using 100 foot frontage as a unit .
A total of 311 cards were mailed to residents of the area ,
excluding apartments : A total of 153 replies were received in
return with the following votes :
Proposition #1 YES - 18 NO - 122 7 to 1 against
Proposition #2 YES - 41 NO - 100 22 to 1 against

Mailboxes
Interjected during the report on sidewalks the question of
moving mailboxes on Muriel Street was also brought out . The
Board contended the boxes were on Town property and they did
have jurisdiction over deciding the moving , however , Mr . Kerr
indicated it should be left to public opinion , i . e . residents
on the street and all should be properly notifiO'd before such
action is taken .
Purchase of Tompkins County4ornell University Sewer Line
upery sor Kerr presented to the Board for their cons deration
the possibility of the Town purchasing an existing sewer line
extending from the Ithaca- Lansing town line to the Village of
Cayuga Heights , accommodating the Airport and Cornell Research
Park . It consists of approximately 2000 feet of 8 " line at
a total cost of $ 26 , 603 , owned by Cornell University and the .
County . There was debate and the matter tabled for further
discussion at another time .
PUBLIC HEARING- REZONING EASTERN HEIGHTS INC . - SNYDER HILL
Attending : President James A . Belasco , Attorney Manley Thaler ,
Engineer McNeil , Noel Desch , Elmer Phillips , Walter Schwan
and several residents from area involved , i . e . Pine Tree
Road , Slaterville Road and Snyder Hill Road ,
A Public Hearing was called to order by Supervisor William B .
Kerr at 5 : 15 P . M . to hear all persons in favor of or opposed
to rezoning of the following property from R - 30 to R - 15 :
" That land east of the existing R - 15 zone , approximately
parallel with Pine Tree Road , to the Town Line and bounded on
the north by Snyder Hill Road , and on the south by the R - 15
zone parallel to Slateruille Road . "
Affidavits of posting and publication were presented . Zoning
maps were distributed to . help clarify area involved . It was
explained tha the difference in lot sizes would be from
1501x200 ' to 100 ' x150 ' or from 30 , 000 square feet to 15 , 000
square feet . It was also emphasized the developer , namely:;.
Eastern Heights , Inc . in this area would comply with the Zon -
ing Ordinance and would not ask for any variances . Questions
were raised as to type homes that were going to be constructed
in this area including the general appearance , cost etc . Some
residents from Pine Tree Road were concerned over the surface
drainage problem that would be likely to occur should the
natural drainage be destroyed .
In answering the questions raised the following was brought
out : The price range would be $ 15 , 000 - $ 22 , 000 ; two park
areas would be reserved in the area ; and Noel Desch , Chairman
of the Planning Board explained that before permission is
granted for the subdivision properties , adequate drainage will
be maintained by,/ the developer before it will pass review .
A licensed engineer is working with the Planning Board to
see that these problems are satisfactorily coped with .
After discussion was completed and the residents had left , •
the following resolution was passed :
RESOLUTION 79 - EASTERN HEIGHTS REZONING
R - 30 TZ=
Voted resolved that the following is rezoned from R - 30 to
R- 15 . " That land east of the existing R - 15 zone , approximately
parallel with Pine Tree Road , to the Town Line and bounded
on the north by Snyder Hill Road and on the south by the R - 15
zone parallel to Slaterville Road . "

PUBLIC HEARING- SNYDER HILL WATER DISTRICT
A Public Hearing was called to order by Supervisor Kerr to
hear persons either favoring or opposing the establishment of
a water district in the Town of Ithaca to be known as the
Snyder Hill Road Water District .
The same people attended this hearing as the hearing preceding
on re - zoning the same area .
A full description of the district is filed in the % Clerk ' s
office accompanying petition for same .
The basic need of this district is for increased fire protection ,
better service with more water and more pressure in the area .
The cost to the benefited properties within the district is not
to exceed $ 200 , 000 as per the engineer ' s estimate . The property
owners involved at the present are Williams and Backner and
whose property Eastern Heights is negotiating in their develop -
ment . There are 8 home owners in the area not included in a
water district at the present time and may at at a later date
wish this service . Therefore Mr . Belasco , President of Eastern
Heights , Inc . offered to confirm by a written statement ( letter
of June 14 , 1967 ) no objection to these property owners located
on Snyder Hill Road admission to this proposed new Snyder Hill
Water District and haveR. service extended to them and for them
to share in the costs of the district at that time .
After discussion the following resolution was duly passed .
RESOLUTION 80 - SNYDER HILL ROAD WATER DISTRICT
The motion was made by Councilman McElwee and seconded by
Councilman Mayer that a water district be established for
the Snyder Hill Road area to include the Williams and Backner
properties . All voted aye - - resolution duly passed .
Public Hearing adjourned at 7 : 45 P . M .

In the matter of the application of the Town Board of the
Town of Ithaca , Tompkins County , New York for the permission
of the State Comptroller to extend Second South Hill Water
Districts ( Exts . 1 & 2 ) and extend South Hill Sewer District
( Exts . 1 & 2 ) and such permission having been granted .
WHEREAS the Town Board of Ithaca has this day , July 10 , 1967
adopted a resolution pursuant to Section 194 , subdivision 5
of the Town Law approving such order .
RESOLUTION 86 - SPEED LIMIT - Bundy , Duboice , Hayts
& Trumans urg Roads
VOTED resolved to authorize the Clerk to forward necessary
request to the State Traffic Commission for lowering speed
limit on the following roads : Bundy , Hayts and Duboice , ,
also from the intersection of Duboice and Trumansburg Road
to the City Line .

RESOLUTION 87 - CONTRACT WITH NEW YORK STATE ELECTRIC
AND GAS CORP . FOR LIGHTING RENWICK
HEIGHTS AND GLENSIDE LIGHTING DISTRICTS
VOTED resolved that the written contract submitted by New York
State Electric & Gas Corporation for lighting the streets in the
Renwick Heights and Glenside Lighting Districts in the Town
of Ithaca , dated July 3 , 1967 be hereby approved and a majority
of the Board hereby authorized and executed same at the following
contract prices :

PUBLIC HEARING - - Modification of Slaterville Road Area Sewer Dist .
Attending : James A . Belasco , President of Eastern Heights ,

Board Members and those present at the beginning of the 4 o ' clock
meeting .
The Public Hearing was called to order by Supervisor William B .
Kerr at 4 : 15 P . M . Affidavit of publication and posting were
presented. . James Dunlap , Engineer outlined the procedure of
modii ation to those present . Since no representation from
the area appeared to voice opinion the following resolution was
duly passed :
By motion made by Supervisor William B . Kerr at a Public Hearing
held July 10 , 1967 at 4 : 15 P . M . , seconded by Councilman Joseph
N . Mayer , Jr . , Plans for the Slaterville Road Sewer District be
modified so as to provide for the construction of an additional
connecting sewer running southerly from Snyder Hill Road to the
main sewer in the Slaterville Road through lands lying in the
proposed Snyder Hill Water District now or formerly owned by
Frank and Margaret Backner , and then continuing southerly through
lands lying in the East State ' Street Extension Water District
reputedly owned by William Frandsen and provided that the
maximum amount proposed to be expended for the entire Slaterville
Road Area Sewer District as set forth in the Final Order Establish -
ing Said District is not exceeded . The following vote was taken :
Supervisor Kerr - - aye ; Councilman McElwee - - - aye , Councilman Gordon - -
aye , Councilman Mayer - - aye , Councilman Baker - - aye ,
ALSO RESOLVED to authorize William B . Kerr , Supervisor to sign all
necessary papers to carry this resolution into effect .
The meeting was duly adjourned at 4 : 25 P . M .
RESOLUTION 89 - APPROVAL OF FINAL ORDERS ESTABLISHING
EXTENSIONS 1 & 2 TO SECOND SOUTHHILL
WATER DISTRICT
• It was duly resolved by a motion made by Councilman Mayer ,
seconded by Councilman Gordon and an all " aye " vote that the Final
Orders establishing the extensions 1 and 2 to the Second South
Hill Water District be approved .

RESOLUTION 90 - APPROVAL OF FINAL ORDER ESTABLISHING

Sewer District
It was duly resolved by a motion made by Supervisor William B .
Kerr and seconded by Councilman Gordon and an all " aye " vote
that the Final Orders establishing the extensions 1 and 2
to the South Hill Sewer District be approved .
RESOLUTION 91 - PUBLIC HEARING- EAST ITHACA WATER
DISTRICT
ORDERED that a Public Hearing be held by the Town Board of
the Town of Ithaca at 108 East Green Street in the City of •
Ithaca , New York on the 7th day of August , 1967 at 4 : 15 P . M .
to consider petition and hear all persons interested in con -
struction of lateral water mains and appurtenant installations
to serve properties in the East Ithaca Water District located
on Pine Tree Road , Judd Falls Road and Ellis Hollow Road ,
Trumansburg Road Sewer District
Attorney James Buyoucos was authorized by the Board to discuss
with the County Attorney Robert I . Williamson the legality
of Candlewyck Apartments connecting to the Trumansburg Road
Sewer District . It was the consensus of the Board that
permission was needed from the three parties involved i . e .
the City , the Town and the County from their interpretation
of the Agreement between the three parties , dated June 12 , 1961 .

An application from George A . Moore , 1137 Trumansburg Road
for a sewer permit is being held in abeyance pending the
legal interpretations from Attorneys Buyoucos and Williamson
regarding the Truansnburg Road Sewer District ,
RESOLUTION 92 - INVESTIGATION BY ENGINEER DUNLAP
TRUMANSBURG SEWER LI
Voted resolved by a motion made by Supervisor Kerr , seconded
by Councilman McElwee that Engineer James Dunlap confer with
all parties involved in the developed area of Trumansburg
Road Sewer District and make a prognostication of the lines G.
as to present and "future use . This resolution was put to vote
with the following votes cast :
Supervisor Kerr - - aye ; Councilmen McElwee , May.er , Baker - - aye ;
Councilman Gordon - noe ,
Research Park Airport Sewer Line
The Board authorized Supervisor Kerr to start negotiations with
Cornell and Tompkins County in the purchase of approximately
2000 feet of 8 inch sewer line at a depreciation cost of
$ 26 , 603 . Benefited by such a transaction would be Lansing •
East Apartments , the proposed new Junior � Senior High School
off Warren Road and several individual homes in the Northeast
area . The users would be obligated for operating and
maintenance costs , however , the County and University would
be exonerated from any use charge .

RESOLUTION 77 - SLATERVILLE ROAD AREA SEWER DISTRICT

In the Matter of the Slaterville Road Area Sewer District , The
Town Board having received a report that it will be necessary
to have an additional connecting sewer constructed in the
Slaterville Area Sewer District running southerly from Snyder
Hill Road through lands in the proposed Snyder Hill Water
District now or formerly owned by Margaret and Frank Backner
and through lands lying in the East State Street Extension
Water District reputedly owned by William Frandsen to connect
with the main sewer in the Slaterville Road , and the engineers
for the Slaterville Road Area Sewer District having been
directed to prepare a revision of the map and plans and submit
to this Board an estimated cost of such proposed addition ,
• it is resolved that a hearing be held on the 10th day of July ,
1967 at 4 : 15 P . M . D . S . T . at 108 East Green Street , Town Offices
in order to consider any objections which may be made to such
proposed modification , and the Town Clerk is hereby ordered
to cause the said Notice of Hearing to be published and to
file the affidavit of publication thereof in this proceeding .

RESOLUTION 78 - SUPERVISOR APPLY TO WATER RESOURCES
COMMISSION AND AUDIT AND O
R APPROVAL OF THE KNYDER HIL7
ROAD WATER DISTRICT
Voted resolved that the Town Supervisor be and he hereby is
authorized to apply to the Water Resources Commission and the
Department of Audit and Control of the State of New York for
approval of the Snyder Hill Road Water District .
The resolution was duly passed .
Report on Northeast Sidewalks
The Northeast Civic Association conducted a survey in May 1967
to determine the desire of the residents in the area favoring
or objecting to a sidewalk district being formed . Two propositions
were proposed as follows :
Proposition #1 :
For sidewalks on one side of Muriel , Tareyton , Rosehill , Winston ,
Salem , Deerfield , Hanshaw- from Sapsucker Woods Road to the
Village of Cayuga Heights line and Warren Road - from Northeast
walkway to the Country Club - - a rough estimate is $ 500 , 000 . This
is a sidewalk constructed over a storm sewer placed in the
ditch within the Town of County right of way . By comparison
with the sewer bond issue , a figure of $ 55 . 00 per year for
30 years using 100 foot frontage as a unit was arrived at .
Proposition #2 :
For the same istrict but sidewalks only on Hanshaw and Warren
Roads - estimated cost $ 250 , 000 at $ 27 . 50 per year for 30 years
using 100 foot frontage as a unit .
A total of 311 cards were mailed to residents of the area ,
excluding apartments : A total of 153 replies were received in
return with the following votes :
Proposition #1 YES - 18 NO - 122 7 to 1 against
Proposition #2 YES - 41 NO - 100 212 to 1 against

Mailboxes
In er� jected during the report on sidewalks the question of
moving mailboxes on Muriel Street was also brought out . The
Board contended the boxes were on Town property and they did
have jurisdiction over deciding the moving , however , Mr . Kerr
indicated it should be left to public opinion , i . e , residents
on the street and all should be properly notifi -'d before such
action is taken .
Purchase of Tompkins Count - Cornell University Sewer Line
Supery sor Kerr presented to the Board for their consideration
the possibility of the Town purchasing an existing sewer line
extending from the Ithaca- Lansing town line to the Village of
Cayuga Heights , accommodating the Airport and Cornell Research
Park . It consists of approximately 2000 feet of 8 " line at
a total cost of $ 26 , 603 , owned by Cornell University and the •
County . There was debate and the matter tabled for further
discussion at another time .
PUBLIC HEARING- REZONING EASTERN HEIGHTS INC . - SNYDER HILL
Attending : President James A . Belasco , Attorney Manley Thaler ,
Engineer McNeil , Noel Desch , Elmer Phillips , Walter Schwan
and several residents from area involved , I.i . e . Pine Tree
Road , Slaterville Road and Snyder Hill Road ,
A Public Hearing was called to order by Supervisor William B .
Kerr at 5 : 15 P . M . to hear all persons in favor of or opposed
to rezoning of the following property from R - 30 to R - 15 :
" That land east of the existing R - 15 zone , approximately
parallel with Pine Tree Road , to the Town Line and bounded on
the north by Snyder Hill Road , and on the south by the R - 15
zone parallel to Slatertrille Road . "
Affidavits of posting and publication were presented . Zoning
maps were distributed to . help clarify area involved . It was
explained tha the difference in lot sizes would be from
1501x200 ' to 1001x150 ' or from 30 , 000 square feet to 15 , 000
square feet . It was also emphasized the developer , namely:;.
Eastern Heights , Inc . in this area would comply with the Zon -
ing Ordinance and would not ask for any variances . Questions
were raised as to type homes that were going to be constructed
in this area including the general appearance , cost etc . Some
residents from Pine Tree Road were concerned over the surface
drainage problem that would be likely to occur should the
natural drainage be destroyed .
In answering the questions raised the following was brought
out : The price range would be $ 15 , 000 - $ 22 , 000 ; two park
areas would be reserved in the area ; and Noel Desch , Chairman
of the Planning Board explained that before permission is
granted for the subdivision properties , adequate drainage will
be maintained by/ the developer before it will pass review .
A licensed engineer is working with the Planning Board to
see that these problems are satisfactorily coped with .
After discussion was completed and the residents had left , •
the following resolution was passed :
RESOLUTION 79 - EASTERN HEIGHTS REZONING
R - 30 to - 1
Voted resolved that the following is rezoned from R - 30 to
R - 15 . " That land east of the existing R - 15 zone , approximately
parallel with Pine Tree Road , to the Town Line and bounded
on the north by Snyder Hill Road and on the south by the R - 15
zone parallel to Slaterville Road . "

Resignation of Zoning Officer - Andy So ring
The Board accepted the resignation of Andy Soyring as Zoning
Officer , effective September 1 , 1967 . It was the opinion of
the Board that Mr . Soyring had demonstrated great effort in
fulfilling his duties as zoning officer for the Town =..and should
be commended .
Vacancy left by Zoning Officer
In filling the vacancy left by Mr . Soyring the Board agreed to
• appoint Assessor Donald P . Franklin and combine offices of
assessor and zoning officer at least for the remainder of the
ear . Mr . Franklin would receive an .: ,. additional increment of
150 per month for assuming the added responsibility of Zoning
Officer .
RESOLUTION 102 - LIGHT ON ELM STREET EXTENSION
Voted resolved to authorize New York State Electric & Gas
Corporation to install a light at Elm Street Extension as
this area was considered hazardous after dark with the
increased volume of traffic recently .
Painting of Water Tanks - Christopher Circle - Coddington Road
Word from Mr . Hannan of the City Water Department has indicated
an immediate need of a paint job on the Town water tanks as
rust ^ spots are much in evidence causing deterioration to the
tanks and pumps . The Board felt as the result of an inferior
paint job done in 1963 , it would be more prudent to authorize
the City to submit quotations for the use of their own crews
experienced in this type work to insure the Town of satisfactory
and more lasting results . The reserve in the districts should
take care of such maintenance .
Damages in Northeast - James M . Hartshorne - 110 Kay Street
As a result of damages incurred from the sewer installation in
the northeast , Mr . Hartshorne has been since April 1966 waiting
for a settlement which Mr . O ' Boyle agreed was congruous with
the terms of the contractor . Inasmuch as these damages have
not been rectified the Board passed the following resolution :
RESOLUTION 103 - NORTHEAST DAMAGES - J . Hartshorne
Voted resolved to pay Mr . James Hartshorne for damages incurred
at 110 Kay Street from installation of sewer line in northeast
district in the amount of $ 795 . 96 to be deducted from retainer
of Howard and Sprague Contractors , according to paragraph 2 -
Contract 1 - C - 7 ( Withholding Payments ) .
• State Traffic Commission
a A joint request from the Town Board and the Tompkins County
Superintendent of Highways for a lower maximum speed on Bundy ,
Hayts and Duboice Roads and Route 96 , Trumansburg Road was
submitted to the State for review , July 11 , 1967 . A reply to
this request indicates there is not sufficient factors in
evidence to justify the establishment of a lower maximum speed
on Bundy Road , as well as Route 96 , Trumansburg Road from
their investigation in 1966 , however , they will conduct an
investigation of the traffic conditions for Hayts and Duboice
Roads and advise the Town of Ithaca of the Commission ' s
conclusions .

b ) New request - speed limit on Warren Road
The Board authorized the Clerk to submit an immediate request
in conjunction with the County Superintendent of Highways to
the State Traffic Commission for a reduction in speed on Warren
Road - the necessity evidenced by increased traffic from new
apartment complex plus children will be walking to school in
September who in past have been bused .
Snyder Hill Water District Indebtedness
A7'easible means of meeting the cost 200 , 000 ) for the newly
established district was discussed . Whether a unit cost
basis or an annual increment by the corporation would be a
satisfactory solution was not determined . Mr . Kerr will
confer with the developer and his attorney to work out a
justifiable means of meeting this commitment . •
Northeast Drainage Problem
As a result of increasing development in the northeast a
serious drainage problem is aggrevating the areas of the
Lucente development , the Northeast School area development and
surrounding terrain . Until all development is completed it
is felt this problem will continue to increase unless a
solution is begun in the immediate future to divert some of
the runoff . The Planning Board has had the problem under
surveillance for sometime and have brough some deterrents to
light such as sluices on Hanshaw Road that are taxed beyond
capacity when heavy rains occur , causing a wash out of drive -
ways , roads etc . The divertion of a stream in the Winston -
Winthrop Drive area' back to its original bed is expected to
aid in the problem caused by the incised flow into the
Village properties .
Drainage Problem Study
A Master Plan for the whole town worked out by a reputable
consulting firm specializing in such phases of town planning
would cost between $ 10 , 000 - $ 2030000 It was not deemed
prudent by the Board at this time for such an investment
therefore they concluded on a smaller scale study by author -
izing Mr . Dunlap of Loziers to meet with Mr . Desch , Chairman
of the Planning Board to procure a feasible plan to aid in
alleviating the immediate drainage problems in the Town of
Ithaca , concentrating on the more affected areas first .
Field Drain Damage -Mr . Barns
Mr . Barns whose property is in the Slaterville Road Sewer
District reported to the Board that 4 field drains were in -
operative on one of his fields when the sewer was laid through
this property , only one drain remained in use . Mr . Dunlap said
he would direct Mr . O ' Boyle , field engineer to get in touch with
Mr . Barnes within the next day of two and have the situation
corrected .
Sale of Highway Trailer
The Board authorized Mr . Morey to sell a used trailer which is
no longer used by the highway department and is only taking
up space . Mr . Morey said the trailer was worth approximately
$ 100 . •
