The a.d. j ourned regular ', meet ing of the Town Board of Ithaca
was held "at 4 : 00 P . M . on April 18 , 1966 at the Town Offices ,
3rd Floor , 108 E . Green St . , City of Ithaca .
Board members present were : Supervisor William B . Kerr ,
Councilmen Harry Baker and A . W . McElwee .

CHANGE ' OF NAME OF DREW ROAD
The residents and owners of property along Drew Road. once
more requested a change In the name of their road . Councilman
McElwee offered the following resolution and moved its adoption .
RESOLVED that the name of Drew Road be changed to Longview
Drive .

SCHOENFELD PROPERTY- BEQUEST FOR CHANGE IN LOTS
A request from Attorney Harry Hamilton asked for the Board ' s
consider2. tion of changing two large lots in the Schoenfeld Develop-
ment ( Williamsburg East ) to three lots . The Town Planning Board,
gave their approval of the ,lchange at their March 3rd meeting and
forwarded the map and their recommendation to the Town Board ,
Councilman McElwee offered the following resolution and moved
Its adoption :
RESOLVED that Mr . Lagrand Chase be given approval of
changing Lots 25 and 26 in the Williamsburg East sub - division
to Lots 25 , 26A and. 26B a. slshown on the map prepared. 4/ 6/ 66 by
Carl Crandall ,

AC ©UISITION OF PROPERTY FOF3 80UTE 96B
The Town Board took no action on the State Dep ' t ''. of Public
Works request to - acquire property that is now owned by the Town
of Ithaca . The property involves the road to the Schickel dev -
elopment that the State would like to buy in order to widen
Route 96 B . The map has been filed with the Town and County Clerks .
CORRESPONDENCE
A letter from Mr . Robert Sweet of 1403 Sla.terville Road
indicated his concern overipossible assessment of back land
owned by him in regards to '; the new Sla. terville Road area sewer
district . The Board felt certain that this parcel of land was
one of those indicated by the Lozier firm as one of thoS6rparcels
to be assessed at only $ 1 . 010 a year .
A letter from Carl Cra;nda ll , President of the East Lawn
Cemetery Association requested the connection to the sewer now
being constructed. along Mitchell St . ( Ellis Hollow Road Sewer Dist , )
to the building at 934 Mitchell St . Supervisor Kerr stated that
he had notified Engineer iWillliam O ' Boyle to arrange for such
a connection and had notified Mr . Crandall that the request
would be granted .
A letter from Dean Heien Canoyer notified. the Board that
the Texas Lane area of the ;town is now obtaining only 4 TV channels .
TR1jMANSBj - ROAD WATER DISTRICT
The Board authorized. Supervisor Kerr to sign an agreement
with the County for the acquisition of the Truma.nsburg Road
Water District tank . The BIoard felt that to guarantee the water
level in the tank is impossible , however , and felt that requisite
should not be included in any agreement .
WALKER ' SMITH ZONING VARIANCE
The Town of Ithaca Zoning Board of Appeals denied Walker
Smith a variance which would. allow him to keep a trailer on
his property at 333 W . King Rd . at the - Jan 18th meeting of the
Zoning Board , Now Attorney 'IAbbott has notified the Town that
they will contest the decision of the Zoning Board in Court .
Councilman McElwee offered the following resold ;- lon and
moved its adoption :
RESOLVED , that Supervisor Kerr and Attorney Buyoucos be
authorized to hire legal advice to represent the town in this
court action .

TRUMIANSBURG ROAD SEWER DISTRICT AND WATER DISTRICT EXTENSIONS
Mr . Kerr reported that the residents of the Trumansburg Rd .
area would like to start their special districts with a petition
anal. the Board all. agreed that they whould be encouraged to do so .

In the Matter of fhP E s1�Ghment of --the `' Secon& South Hill
Water District ( 1966 ) " in the Town of Ithaca County of Tompkins
and State of New York , pursuant to Article 12 - A of the Town Law .
WHEREAS a map , plan and report have been prepared , in such
manner and in such detail as has heretofore been determined by
the Town Board of the Town of Ithaca , relating to the establishment

of a Water District in a portion of the Town of Ithaca , generally
referred to as the South * Hill Area in said Town , and
WHEREAS such map , plan and. report : ha. ve been duly filed. in
the Town Clerk ' s Office in said Town , and
WHEREAS said map , plan ' and report were prepared by Lozier
Engineers , Inc . , competent engineers , duly licensed by the State
of New York , showing the boundaries of the proposed district
and a general plan of the water distribution system to be con-
structed , and a report of the proposed method of - operation , and
WHEREAS said map , plan , and report show all the outlets and
the terminus and course of each water main , together with the
location and a. general description of all public works required ,
including lands and easements to be acquired , and
WHEREAS the boundaries of the proposed district are more
particularly set forth and described hereinafter in Schedule A ,
and
WHEREAS the improvements proposed consist of the construction
and installation of water mains , distributing pipes , fstorage tank ,
booster pump station valves
al , hydrants , pipes and appurtenances
for the purpose of providing a water distribution system to the
properties in the proposed district , with the supply of water' to
be obtained from the City of Ithaca , Tompkins County , New York ,
through existing facilities of South Hill Water District and the
existing extensions of sa. id ' South Hill Water District .
WHEREAS the proposed method of financing the cost of said
improvement consists of the issuance of serial bonds of said Town
to mature in annual installments over a. period not exceeding
thirty ( 30 ) years . The cost of constructing the foregoing improve -
ments shall be assessed by the Town Board in proportion as nearly
as may be to the benefit which each lot or parcel will derive
therefrom , and
WHEREAS the maximum amount proposed to be expended for said
improvement and for the acquisition of the necessa.r lands and
easements is � o Hundred Seventy Thousand Dollars ( 270 , 000 . ) ,
and
WHEREAS sa- id map , pla-n ' and report describing said improvement
are on file in the Town Clerk ' s . Office , for public inspection ,
NOW , on motion of Supervisor Kerr and - seconded by Councilman
McElwee , it is hereby
ORDERED that the Town Board. of the Town of Ithaca. shall meet
and hold. a public hearing in the Common Council Room , City Hall ,
108 E . Green St . , City of Ithaca , on the 9th day of -May , 1966 at
5 : 00 o ' clock P . M . on that day , to consider said map , plan and,
report , and to hear all persons interested in the subject there -
of concerning the same , and to take such action thereon as is
required or authorized by law .
The adoption of the foregoing order was duly put to a, vote ,
and upon roll call , the vote was as follows :

Mr . Phillips a. nnounced ''!that the Pine Tree Road Association
will hold a. meeting at the Eastern Artificial Insemination Coop .
Inc . on Judd. Falls Rd . , Tuesday evening , April 26 , 1966 . This
will be an informational meeting for the people within the
proposed Slaterville Road Area Sewer District , Supervisor Kerr
agreed to contact Mr . James '' Dunlap of Lozier Engineers , Inc .
to ask him to attend .
ASSESSOR_
Supervisor Kerr once more advocated that the Town consider
hiring a full time Assessor " and part - time Zoning and Enforcement
Officer , Mr . Phillips stated thFt he felt that one person could
not do all three jobs . Councilman McElwee proposed that the
town advertise for a Zoning ia. nd Enforcement officer . . The Board
talked with Mr . Don Franklin concerning; the Assessor ' s position .
Supervisor Kerr offered the following resolution and moved
Its adoption :
RESOLVED , that the town hire Mr . R . J . Wells at $ 5 . 00 per
hour to complete the assessment roll and to act on the grievance
board on June 21st , 1966 .

RESULTS OF SPECIAL ELECTION ' - SLATERVILLE ROAD AREA SEWER DISTRICT
A special Town Election of qualified `voters in the proposed
• Sla. terville Road Area Sewer District , Town of Ithaca , Tompkins
County , New York , was duly held on the 4th day of May , 1966 at
the Eastern Artificial Insemination Coop , Inc . , Judd Falls Rd . ,
Ithaca , N . Y • The polls at ' sa. id special election were open
between the hours of 1 : 00 P . M . and 8 : 00 P . M . , Eastern Daylight
Saving Time . The proposition submitted is on Page 87 of this
Minute Book , Mrs . Jane Cowan and Mrs . Helen Sunde,ll acted as
Election Inspectors .
A statement of canvass made by the election inspectors at the
close of the polls was as follows :
