William Auble , Jerry Langdon , Town Clerk Fuess and about 40 residents of the Slaterville Road , Pine Tree Rd.. and Snyder Hill Rd . area who were interested in the sewer district . • AWARDING OF BID - ELLIS HOLLOW R4MD SEWER DISTRICT Supervisor Kerr offered the following resolution and moved its adoption . WHEREAS , on January 10 ,, 19662 bids were received. for the construction of Sanitary Sewers for the Ellis Hollow Road. Sewer District ; WHEREAS , the Town Board has carefully considered the . Engineer ' s Report on these bids , and ; WHEREAS , the Town Board. has further considered the bid. s received and the type of construction offered ; NOW , THEREFORE BE IT RESOLVED : that the best interests of the -Ellis Hollow Road Sewer District will be served by using cement a. sbestos pipe , ` Cla. ss 3300 , ,with cement asbestos pipe house laterals , Class 12400 , AND BE IT FURTHER RESOLVED , that the c - contract for construct - ion be awarded to the lowest responsible bidder , William J . : Auble , Swamp College Road IdTruma.ns ,burg , New York , at an estimated contract sum of $ 53 , 9 ? 1 . 90 . Seconded by Councilman Bishop Ayes - Kerr , Bishop , Mayer Noes 0 Carried , BOND RESOLUTION - ELLIS HOLLOW ROAD SEWER DISTRICT The , following • resolut. i''on was offered by Supervisor Kerr , who moved its adoption , secjonded by Councilman Mayer , to-wit : BOND RESOLUTION DATED FEBRUARY 14 , 1966 A RESOLUTION AUTHORIZING THE CONSTRUCTION OF A SANITARY SEWER SYSTEM TO SERVE THE ELLIS HOLLOW ROAD SEWER DISTRICT IN THE TOWN OF ITHACA , ° TOMPKINS COUNTY , NEW YORK, AT A MAXIMUM ESTIMATED COST: OF $ 909000 . AND AUTHORIZING THE ISSUANCE OF $ 90 , 000 . SERIAL BONDS OF SAID TOWN TO PAY THE COST THEREOF . WHEREAS , by proceedings heretofore duly had and taken pursuant to Article 12 of the Town Law , the Town Board of the Town of Ithaca , Tompkins County ; New York , has duly established the Ellis Hollow Road Sewer District ''in zald Town ; end WHEREAS , it is now desired to authorize the construction of a sewer system to serve said Sewer District and. to provide for the financing thereof in accordance with said proceedings ; NOW THEREFORE BE IT RESOLVED , by the Town Board of � the Town of • Ithaca , Tompkins County , New York , as follows : Section 1 . The above prices were based on the use of claysewer pipe A . S . T . M . C - 200 for 8 ” sewers and extra, heavy cast iron soil pipe for 4 " house laterals and risers . Each bidder was given the option of adding ,ior deducting for the use of cement asbestos sewer pipe . The complete figures for each of these bid.s is filed in the Town Clerk ' s Office . Also included with each bid were figures regarding the starting and completion dates for each bidder . E . Fues s Town Clerk • authorized will exceed five years . Section 4 . The faith and credit of said Town of Ithaca , Tompkins County , . New York , are hereby irrevocably pledged to the payment of the principal of and interest on such bonds as the same become due and payable , There shall be annually apportioned and assessed upon the several lots and parcels of land, within said Ellis Hollow Road Sewer District which the Town Board shall determine and specify to , be especially benefited by improvement , an amount sufficient to pay the principal and interest on s & Id bonds as the same become due ;;, but if not paid from such source , all the taxable real property in said. Town shall be subject to the levy of ad valorem taxes without limitation as to rate or amount sufficient to pay the ' principa. l of and interest on said bonds as same shall become due . Section 5 . Subject to the provisions of the Local Finance Law , the power to authorize the issuance of and to sell bond anticipation notes in anticipation of the issuance and sale of the serial bonds herein authorized , including renewals of such notes , is hereby delegated to the Supervisor , the chief fiscal officer . Such notes shall be of such terms , form and contents , and shall be sold ; in such manner , as may be prescribed by said Supervisor , consistent with the provisions of the Local Finance Law , Section 6 . The validitCy of such bonds may be contested only If : 1 ) Such bonds are authorized for an object or purpose for which said Town is not authorized to expend money , or 2 ) The provisions of law which should. be complied with at the date of publication of this resolution are not substantially complied with , and an action , suit or proceeding contesting such validity is commenced within twenty days after the date of such publication , or 3 ) Such bonds are authorized in violation of the provisions of the Constitution . Section 7 . This resolution , which takes effect immediately , shall be published in full in the Ithaca Journal , the official newspaper of said Town , together with a. notice of the Town Clerk in substantially the form provided in Section 81 . 00 of the Local Finance Law , The question of the adoption of the foregoing resolution was duly put to _ a vote on roll call , which resulted as follows : William B . BOND ANTICIPATION NOTES Councilman Mayer offered the following resolution and moved its adoption : RESOLVED , pursuant to Section 5 of the above recorded Bond Resolution , Supervisor Kerr , is hereby authorized to sell bond anticipation notes in anticipation of the issuance and sale of serial bonds for the Ellis Hollow Road Sewer District . Seconded by Councilma.nBishop Ayes - Kerr , Bishop , Mayer end McElwee • Noes - 0 Carried , CHANGE OF NAME - _DREW ROAD The ' resident's of Drew Road were notified that their request to change the name of their road to Hickory Lane was denied because there . is already a. Hickory Lane in Tompkins County . They sent the Town Board a request to . co.nsider the name Longview Circle , Mr . Drew also requested an explanation of a change of the name since he had constructed the road . The Board decided to postpone any decision on the change of name until Mr . Drew returns to Ithaca . EXTENSION OF SERVICES TO COUNTY HIGHWAY BUILDING AND TOMLINSONS PROPERTY Mr . Ephraim Tomlinson notified the board that he is now preparing plans for a residential development of his property on Bostwick Road and requested consideration when any plans for the extension of water or sewer districts- is planned : The Town Board asked. Mr . James Dunlap of Lozier ' s Inc . to �i 7 look at the master sewer and water plan for the town to consider if it is feasible to extend ' services to the property now owned by the County and also to the Tomlinson property . SEWER ORDINANCE No further action was (taken regarding the adoption of a sanitary sewer ordiance because nothing has been heard. from the Village concerning their recommendations . TRANSFER OF FUNDS Councilman Mayer off'er ;ed the following resolution and moved its adoption . RESOLVED that the following transfer of funds be approved . From Contingency to 1640 - Assessor ' s - Compensation of Employee ' s - $ 1004004 Seconded by Councilman! Bishop Ayes - Kerr , Bishop , McElwee and Mayer Noes - 0 Carried , PUBLIC HEARING - LEONARD LIBERMAN SEWER DISTRICT A public hearing was held at 4 : 15 P . M . to hear all persons interested in the formationll, of a sewer district along East Shore Drive on property owned by Leonard Liberman . Proof of posting and publication were presented . Mr . Jacobs , who owns land adjacent to Mr . Liberman we. is present to ask how this sewer district migbt affect his property . ! Mr . Dunlap of Lozier ' s was consulted to ascertain Whether Mr . Liberman ' s district fits into the overall plan for the town . „ Mr . Liberman assured Mr . Jacobs that if his land is developed he!lcould join the district and pay a portion of the costs . Since noone else was present to be heard the hearing was closed . The order for the establishment of the district is attached hereto'j. ( NOTE : This district was not com- pleted - no final order was filed and sQJd district is not deemed INSURANCE AND SURETY BONDS 'I forme The Town Board asked Attorney Buyoucos to review the Surety Bonds for the Supervisor toldetermine whether or not they should be increased . The Boothroyd Insurance Co . has incorporated all of the policies for the Town into a one policy coverage . Council - man Bishop offered the following resolution and moved its adoption : RESOLVED , that after examination to be sure the coverage is the same the Town adopt the new ' One Policy Coverage ' . Seconded by Councilman; Mayer Ayes - Kerr , Mayer , McElwee and Bishop Noes - 0 Carried . i RESOLUTION SLATERVILLE ROAD SEWER DISTRICT Councilman Bishop offered the following resolution and moved Its adoption : WHEREAS a public hearing was held at the Town Offices on the 13th day of December , 1965 , ' pursuant to an order of the Town Board adopted on the 4th day of November , 1965 , in the matter of the formation of the Slaterville Road. Area Sewer District and WHEREAS following that ''Ihearing the Town Board determined to abandon further proceedings 'Ito establish the district as described In the said order at that time unless a further study was made of the desirability of establishing a district which would include additional property owners and additional - territory and an • opportunity was given for other property owners to be heard on the question , but that no formal , specific resolution to this effect was entered in the minutes of the said meeting , and. a new pro- ceeding for the establishment of a Slaterville Road Area Sewer District was initiated by an order adopted by the Town Board at a Special Meeting held on the 31st day of December , 19659 it Is now formally determined ,that the first proceeding initiated by said order adopted ad the 4th day of November , 1965 'be deemed abandoned . Seconded by Councilman Mayer Ayes - Kerr , Mayer , Bishop and McElwee Noes - 0 Carried . 73 PUBLIC HEARING - SLATERVILLE ROAD SEWER DISTRICT The public hearing on the enlarged Slaterville doaa Area Sewer District was opened at 4 : 30 Pi- M . Proof of posting and publication were presented . Attorney Buyoueos explained to those present that this hearing was a brand new proceeding ; thatthe proceeding for the former district has been abandoned . After the hearing the following is determined : ( 1 ) Whether the hearing has been advertised , posted , etc * pursuant to law . ( 2) Whether all .property benefitted is included . ( 3 ) Whether there are properties benefited and not included . ( 4) Whether it is in the general public interest that the sewer district be formed . Mr . Dunlap of Lozier , Inc . gave a brief desdription of the outlines • of the district and explained the method upon which the project is financed . He explained a unit and told the group that 100 ft . of frontage will make up and unit and each 10 additional ft . will . add . 1 of a unit . He also explained the unit charge for undeveloped acreage and told the group that with the assessment of 455 units which this district includes , the first year unit charges are estimated to be about $78 . 35 per unit . The following is a summary of the questions asked and statements in reply : Alan Morrison - 1542 Slaterville Rd . - I noticed a double line indicated on the proposed sewer district map along the Slaterville Rd . Why is this necessary? Mr . Dunlap : The topographylof the area and the fact that we have to put in the sewer lines deep enough to serve people ' s basements require these two lines . If we used one line it would have to be very deep . Mr . Alfred Eipper - 1571 Slaterville Rd . - I have here the opinions of 30 of 32 residents along the Slaterville Rd . east of the Pine Tree Rd . intersection . Of the 30 - 11 are against - 9 are undecided and 10 are in favor of the district . My question is - Is it in the best interest to consider these residents as ° benefiting from the formation of this district . The taxes on my property presently run about %560 . 00 a year . A sewer assessment would add another $300 . The increase of value would be mean- ingless tome because I am not in the real_' estate business . I want to live there and I feel that this 3rd levy on my property is unjust and the cost is prohibitive . Carl Lowe — 1571 Slaterville Road - I am in the same position as Mr . Eipper . The cost discriminates against the property owner with large frontage and the area is not growing . Differences were recognized in setting up water districts . ,, Unit costs were not established , but rather a cost based on assessed vluation, footage etc . Mr . Pearson - 1603 Slaterville Road - I am on the west - the last place . I have 400 or 500 ft , of frontage . My house if 90% depreciated . My land is not of value for development . The soil is clay . As a retired individual I cannot stand the extra cost . Charles Foote - 1698 Slaterville Road . - My question is about the unit charge . I have 600 ft . of frontage and own the last place on the upper side of Slaterville Rd . Would I be charged a unit for each 600 feet? Answer - Mr . Dunlap - Yes . Mr . Nivison - I live at 1581 Slaterville Road . My taxes are $400 . a year . I have 100 feet of frontage and a basement apartment . I am retired and do not have a big income . I have a good septic system and - I don ' t need service from a city sewer line . Mary Hafler - 1540 Slaterville Road . - We are in favor of a sewer district . I have a question , though , , about the unit charge . Is this a rule of thumb? Is this the usual way of assessing acreage : Ans . by Mr . Dunlap - Yes this unit method of assessing is most often used in sewer districts . John Marion - I am concerned about building along the Slaterville Road . I ' ve showed lots to pepple „ and they think there is too much traffic and don ' t want to build there . I 74 Public Hearing - Slaterville Rd . Sewer District - cont . Mr . Burgess - 1522 Slaterville Road . - I ' m retired . I have a little pension ; a little social security . I have an $1800 . veteran ' s exemption . I am now paying to be in the water district and I ' m not using City Water . I won ' t move - they can take my place for taxes . Noone will hire me - I '!m 73 years old . I have 145 feet of frontage and I can ' t pay for this sewer . Mr . Tom , Mills - 1572 Slaterville Road - Several of us have put in new systems . We could do without sewers for awhile . If 'people had their septic systems fixed there would be no need for sewer lines . Alan Morrison;- There is a need for sewers . This area is saturated . We can ' t go backwards . I personally dolt like to drink recirculated water . We don ' t see development now , but it will come . We need to consider health advantages . We ' re being short sighted and I ' m in favor of a sewer district . • If it would make it more appealing perhaps the formula could be - changed . Mr . Eipper - As to the danger to health , I ' m not certain . I ' m not an Engineer , but I teach a course in Water Resources at Cornell University , and I feel there is no danger to the water supply : It is foolish to say development will come . John Marion and Carl Pearson have tried to sell lots for years and the lot across the road from me was for sale for years . Charles Foote - I ' m sympathetic with a lot of people . On the top side of Slaterville Rd . where I live , the property is not conducive to development . If the district is formed , please stop at my line . The Gas and Electric Co . own a r . o . wo across there and building can ' t be done within that area . Clifford Brew - Pine Tree Rd . - I ' m interested in seeing this go through . If we wait within the next 8 to 10 years we are going to be faced with a real problem . Mr . Elmer Phillips - At the last hearing when it was mentioned stopping the district , at the Pine Tree Rd * intersection with Slaterville Rd . , I felt the Town should look into the possibility of going to the town line along the Slaterville Road . I am interested in a charge to coincide with the Rharge in the East State St . Ext . Water District . That charge includes frontage , assessed valuation and units . I " respect Mr . Marion ' s opinion that assessed valuation is a fairer way . Because of- large acreages it is possible to have the district include it all and still not develop it . I would be interest- ed to have someone investigate the charge if a different method of assessment were used . Mrs . Livesay - 147 Snyder Hill Road . Q . - Are Backners interested in this district . A . ( Mr . Kerr ) Yes . Q . ,i If a lot has more feet of frontage that back feet , is the lot charged entirely on - the front dimensions ? A . - It is averaged . Q . Are there any plans for ty ngffinaw th,-,Dryden? A . ( Kerr ) Dryden may form a district to join this „ one someday . Mr . Eipper�= - If this plan is tol consider the majority, the majority would not favor the district . The total cost to the taxpayer would increase 40p . Mrs . Livesay - We are the last house before the Backner farm . We have spent $1200 . for a new septic system and we feel the formula is unfair . Mr . Lowe - This plan should consider Slaterville and Brooktondale . The water pollution is coming from there . I • Mr . Burgess - Eleven years ago when water went through I was not notified . From Pine Tree Road to the Town Line only one house has been built in eleven years . I say again the town will take my place for taxes . Mr . . Brew - Will this larger district plan now revert back to the original plan to consider only a district to include as far as Pine Tree Rd . and Honness Lane ? Mr . Marion - My - land is split in' three parts . One parcel alone is assessed at $4000 - $105 . and acre . The sewer would add 35 - 40 dollars an acre to my taxes . In about 2J years the taxes would equal the assessment . Mr . Kerr - We have these choices ( 1 ) This district could be forced on you . ( 2 ) A large group of you could be excluded ( 3 ) A smaller district could be formed ( 4 ) The unit cost would not be adversely affected by leaving some out . We will readvertise for another ,public hearing Slaterville Road Sewer District -+, Public Hearing ( coat . ) Mrs . Hafler - As is often true , tle anti ' s were better organized . We ' re split three ways - some in favor - some not in favor - and some undecided . Councilman McElwee - Could the di strict be constructed only part of the way out the Slaterville Road. ? Mr . Kerr = Yes , and if the part of the Slaterville Rd . area that is excluded . desires it could be added at a latter date . Mrs . Livesay - Could the Snyder Hill area be Excluded? Ans . ( Kerr ) If enough want it . Mr . Willman - I have been in favor of a district . It would be an asset to the • Community and to the City . There, ' s a lot of surfact drainage . We should be . taking a forward look . Councilman McElwee - From the map I would judge we could go as far as the Quick place - including the Quick place along Slaterville Road. • Mr . Kerr - If noone else is to be heard I declare the hearing closed . Hearing closed at 5 : 35 P . M . ITHACA COLLEGE TAX A letter from Ithaca College indicated they were paying the 1966 Town and County Tax under protest . The Board discussed the assessment for water district charges for the college and felt ,lthe college was getting equitable treatment . The Supervisor will contact college officials to discuss the matter . LIGHTING PROPOSAL Mr . Lacy ' s proposal for lighting town roads was referred to the Town Planning Board . - They returned their recommendations and the Town Board discussed which intersections and roads should be lighted first . Mr . Kerr stated that there be no need for a public heari ere would ng since these mould not be lighting districts , but would be instead an overall town charge . Councilman McElwee stated that he felt districts are a more equitable way of charging for lights . Supervisor Kerr said he felt the intersections should be lighted first and that perhaps when interiors are lighted districts would need to be formed . The Board authorized Supervisor Kerr to work with - New York State Electric and Gas . Corp . for a contract to be presented at a later meeting . JUNK YARD ORDINANCE l Zoning Officer Wells presented a local law to incorporate the Zoning Ordinance with Municipal Law 1361Ito control junk yards . The Board suggested that the local law be referred to the Planning Board and to Attorney Buyoucos before a public hearing is called . RUSSELL HEIGHTS SUB-DIVISION ii The sense of the Board is that no more special Health Department approvals should be given for development of lots in the Savey sub-division off the Coddington Rd . because a sewer district is being contemplated for - that area . WARRANT Councilman McElwee offered the following resolution and moved its adoption . RESOLVED , that Highway Fund Bills #26 through #64 in the amount of $6 , 764 . 96 and General Fund Bills1, #40 through #91 in the amount of $17 , 947 . 12 be paid . Seconded by Councilman Mayen Ayes - Kerr , Bishop , Mayer and McElwee Noes - 0 Carried . N54 GRADER - HIGHWAY DEPARTMENT Supervisor Kerr offered the following resolution and moved its adoption : RESOLVID , that the Highway Superintendent , Marion Morey , be authorized to draw up specifications and ad 'ivertise for bids for a new grader . Seconded by Councilman Bishop Ayes - Kerr , Bishop , McElwee and Mayer Noes - 0 Carried . il The Town Board also favored paying any highway employee called and serving on jury duty . I 76 ASSESSMENT DUTIES Mr . R . J . Wells , Assessor for the town has been offered a chance to act also as assessor for the Town of Dryden . Supervisor Kerr feels the town would gain under such an arrangement . Mr . Wells would work full time as Assessor only and the town would need to employ someone to carry out the zoning and planning activities ; ithis would involve a part-time employee . Councilman Bishop was in favor but Councilman McElwee feels the town now facing a complete re-assessment ` ( County wide by the Cleminshaw Co . ) should keep the set-up it now has . Councilman Mayer expressed reservations about the change and no final decision was reached . The question was tabled until next meeting . ADJOURNMENT UNTIL MONDAY, FEBRUARY 21 The Town Board directed Mr Dunlap to redraw the outline of the Slaterville Road Sewer District to include only that property along the north side of • Slaterville Road as far as and including the Quick property and leaving the restoof the district as it was in the plan presented at this hearing . The meeting was adjourned by unanimous vote until Monday, February 21st at 4 : 00 P . M . Evelyn S . RESOLUTION AND DETERMINATION AS TO SLATERVILLE ROAD SEWER DISTRICT Supervisor Kerr offered the following resolution and moved its adoptions WHEREAS a public hearing was held at the Common CouncilmRoom in the City Hall , 108 E . Green St . , Ithaca , N . Y . on the 14th day of February , 1966 , at a regular meeting of the Town Board of the Town of Ithaca , pursuant to an order of the Town Board adopted on the 31st day of December , 1965 , in the matter of the formation of the Slaterville Road Area Sewer District , in which the following were presents William B . Kerr , Supervisor ; Andrew W . McElwee , Councilman ; Franklin C . Bishop , Councilman ; Joseph N . Mayer , Jr . , Councilman . WHEREAS various owners of taxable property in the proposed district expressed their opinion with respect to the formation of said district as proposed , NOW , THEREFORE , it is determined by the Town Board that it would not be in the public interest to establish the said district , as proposed , and that all proceedings heretofore had in the formation of said district are deemed to be abandoned . Seconded by Councilman Mayer • Ayes - Kerr , McElwee , Bishop and Mayer Noes - 0 Carried . RESOLUTION AND ORDER FOR PUBLIC HEARING - S-LATERVILLE ROAD SEWER DISTRICT In the Matter of the Establishment of the Slaterville Road Area Sewer District in the Town of Ithaca. County of Tompkins ' and State of New York , pursuant to Article 12-A of the Town Law WHEREAS a map , plan and report have been prepared , in such manner and in such detail as has heretofore been determined by the Town Board of Ithaca , relating to the establishment of a Sewer District in the Slaterville Road- Snyder Hill Road - Honness Lane area of said Town , and WHEREAS such map , plan , and report were prepared by Lozier Engineers , Inc . , competent engineers , duly licensed by the State of New York , showing the boundaries of the proposed, district , and a general plan; of the sewer 77 facilities to be constructed , and a report of the proposed method of operation ; and WHEREAS , said map shows all outlets and the terminus and course of each proposed main sewer , together iwith the location and a general description of all public works required , including such lands and easements , if any , to be goquired , and WHEREAS the boundaries ofi the proposed district are more particularly set forth and described hereinafter in Schedule A , and WHEREAS the improvements proposed consist of the construction and installation of sewer mains , sewer laterals , manholes and appurtenances for the purpose of supplying a public sewer system to the properties in the proposed district , and which system shall be connected with and drain into the City of Ithaca sewer system ; and WHEREAS the proposed method of financing the cost of said improvement consists of the issuance of serial bonds of said Town to mature in annual • installments over a period not exceeding thirty ( 30 ) years . The cost of constructing the foregoing improvments shall be assessed by the Town Board in proportion as nearly as may be to the benefit which each lot or parcel will derive therefrom , and WHEREAS the maximum amount proposed to be expended for said improve- ment and for the acquisition of the necessary lands and easements is FIVE HUNDRED TWENTY THOUSAND DOLLARS ( $520 , 000 . 00 ) , and WHEREAS , said map , plan and the report describing said improvement are on file in the Town Clerk ' s Office , for public inspection , NOW , on motion of Councilman McElwee and seconded by Supervisor Kerr , it is hereby ORDERED that the Town Board of the Town of Ithaca shall meet and hold a public hearing in the Town Offices , 108 E . Green Street , in the City of Ithaca , on the 7th day of March , 1966 , at 4 : 30 P . M . on that day , to consider said map , plan and report , and to hear all persons interested in the subject thereof concerning the same , and to take. such action thereon as is required or authorized by law . WATER DISTRICT EXTE'NSrION — SNYDER HILL AREA The Town Board authorized Ar . * 1Dunlap of Lozier , Inc . to advise the Board of the best procedure to follow to extlend water lines on Snyder Hill Rd . and also to connect the water tanks at Maple Ave . and the East State St . Ext . Water tank . Mr . DunlpLp stated that he thought the Board should consider what developers should be required to do before entlering an existing district . Some other towns require a letter of credit . Supervisor Kerr stated that he felt it should be a requirement of sub-divisions that a deposit be made to guarantee satisfactory development of water and sewer lines , or storm sewers . Council- man McElwee said he felt this should be considered by the Planning Board when they draw up new sub-division regulations and also he requested that the Planning Board be notified so that they mighit Bend a member to the Town Board meeting each month . SUPERVISOR ' S BOND Councilman McElwee offered the' following resolution and moved its adoption : RESOLVED , that the Fidelity Bond for Supervisor William B . Kerr be increased to $850 , 000 . at a cost of $1407 . 00 a year . Dunlap presented the revised maps of areas to be included in water and sewer districts in the northwest and the southern areas of the town . The Board authorized Mr . Dunlap to prepare descriptions and maps for the March meeting of the Town Board at which ,time public hearingswwould be scheduled . ENTRANCE FEES TO DISTRICTS FOR OTHER TOWNS The Board discussed with Mr . Dunlap possible entry fees for adjoining towns who wish to use water and sewer lines extending to their town lines . Mr . Dunlap recommended that a charge ofj $ 5 . 00 to $10'. 00 per house be charged each ' year plus one half of the price of he line payable in a lump - sum or as an annual cost . The. Town of Dryden has expressed an interest in forming a sewer district to serve 20 or 30 homes in the Sapsucker 'Moods area . The Board authorized Mr . Dunlap to draw up some cost estimates for charges in this area . SPEED ZONES - NORTHEAST AREA Supervisor Kerr notified the Board that the State Traffic Commission has authorized an expansion of the area speed limit in the Northeast area of the town . The change establishes a 30 MPH limit within the Muriel St - Tareyton . Dr . area described as follows@ " Beginning at the point of intersection of the easterly right-of-way line of Warren Road with the northerly Ithaca Town line ; thence easterly along 11 the northerly Ithaca town line to its intersection with the westerly right-of- way line of Town Line Road ; tthOnce isoutherly along the westerly right-of-way line of Town Line Road to its intersection with the northerly right-of-way line of Hanshaw Road ; thence westerly along the northerly right-of-way line of Hanshaw Road to its intersection1with the easterly right-of-way line of Hanshaw Road to its intersection with the easterly right-of-way line of Warren Road ; thence northerly along1the easterly right-of-way line of Warren Road to the point of beginning . tt The above action will be effective upon the installation of ' proper signs by the Town of Ithaca . ASSESSOR TO BE SHARED BY ITHACA AND DRYDEN A discussion of whether the townsaof Ithaca and Dryden could share the services of R . J . Wells , acting an Assessor for both towns followed . Supervisor Kerr stated that he favored the idea because one function of town governmehtt would be consolidated . Councilman ,McElwee said he ' was still against the proposal becuase he . felt it would be difficult to hire a part time zoning officer and building inspector .
