HomeMy WebLinkAbout2025-08-26 Budget August 26, 2025 1 SPECIAL BUDGET TOWN BOARD MEETING August 26, 2025 A Special Budget Meeting of the Lansing Town Board was held at the Town Hall Board Room, 29 Auburn Road, Lansing, NY, and streamed live on YouTube on the above date at 9:01 a.m. The meeting was called to order by Ruth Groff, Supervisor, and opened with the Pledge of Allegiance to the flag. Roll call by Deborah K. Munson, Town Clerk, showed the following to be PRESENT: Laurie Hemmings, Councilperson Christine Montague, Councilperson Joseph Wetmore, Councilperson Ruth Groff, Supervisor ABSENT: Judy Drake, Councilperson ALSO PRESENT: Mike Moseley, Highway Superintendent/Director of Public Works, Jennifer Schenk, Accountant, Patrick Tyrrell, Director of Parks & Recreation, John Zepko, Director of Planning. BUDGET DISCUSSION Supervisor Ruth Groff reviewed the different fund codes: A Fund – general whole Town, including village B Fund – outside village (code & planning) D Fund – highway SD – special drainage districts SS – special sewer districts SW – special water districts Payroll increases were approved at the last Town board meeting, contributing to higher expenses across departments. There is a projected 18% increase in health insurance and a straight 5% increase on payroll expenses like Social Security, Medicare, and unemployment across all funds. The Clerk Office, Planning and Code Office, Supervisor’s Office, Parks and Recreation Office, and Department of Public Works briefly explained their projected 2026 budget, which included “wish lists”. This information is preliminary, and many items will change while going through the budget process. Overall Budgetary Considerations: • A lot of the revenue is not included yet, need to know expenses first. • Sales tax revenue totals remain consistent with the current year, reallocated between A/DA and B/DB funds. • Debt service on BANS for the new DPW facility will be allocated across all funds using the building, based on square footage and truck usage but is not yet quantified. • A cutting process for "wish list" items is anticipated, but essential projects like the park bathrooms are seen as necessities. • Patchwork for the parking lot is seen as a necessary short-term solution to extend its life and manage costs. • Health insurance, salaries, and certain fixed utilities are identified as uncontrollable expenses. MOTION TO ADJOURN MEETING Councilperson Joseph Wetmore moved to ADJOURN THE MEETING AT 11:25 A.M. Councilperson Laurie Hemmings seconded the motion.
