Thomas Ellis, Chairman called the Planning Board Meeting to order at 6:32 PM. Mr.
Ellis inquired if there were any questions or concerns from the Public with items other
then what are on the Agenda. There were none.
Chairman Ellis enacted Sandra Dennis Conlon, Alternate Member as a voting Member
this evening.
Approval/Denial of May 9, 2016 Planning Board Minutes
Al Fiorille states his name is missing from several of the votes. Mr. Fiorille states he
voted "Aye" to all of them.
Norman (Lin) Davidson made a motion to approve as amended. Richard Prybyl
seconded the motion and it was carried by the following roll call vote:

Solar Array Discussion
Chairman Ellis felt it was time the Planning Board review and discuss exactly what the
Town currently has in place and what they would like to see in the future with regards
to Solar Projects.
Larry Sharpsteen states there has been consideration on this topic in discussion with the
Agricultural and the Comprehensive Plan Committees. Mr. Sharpsteen feels that the
Town should take a closer look at this topic and even placing a temporary moratorium
on Commercial Solar Projects. A 3 month sunset should initially be set, and then the
opportunity to extend that sunset. Mr. Sharpsteen further stated decommissioning of
projects is a big concern to residents.
Norman(Lin) Davidson agreed that there are so many impacts that it would not hurt
the Town to put on the brakes and see what other towns are doing.
Lynn Day states he can provide examples Solar Laws for three different Towns in New
York State for Members to review.
Al Fiorille felt if it was on a Commercial Building or a use on site then it should be
looked at differently. If it is being located on one parcel and credited to another parcel
it should be closely looked at.
Lynn Day, Zoning Officer states the Towri s current Site Plan Review process can
handle all concerns brought up this evening with respect to Commercial Solar Projects
with the exception of the School District. Residential projects can be handled through a
Zoning Permit, issued in the Planning Office.
Doug Dake,TB Liaison stated he did not feel a Moratorium is necessary.
Some Members felt that the Town should benefit somehow from these large Solar
projects.

The Planning Board Members will review examples of other Towns Solar Laws and
come to an agreement as to what they would like to see for the Town. Members will
come prepared for discussion at the July 11, 2016 Meeting. At that time they will
determine whether a moratorium will be needed.
Richard Prybyl made a motion to adjourn the Meeting at 7:29 PM. Norman (Lin)
Davidson seconded the motion and it was carried by the following roll call vote:
