HomeMy WebLinkAbout2025-04-28 SPECIAL TOWN BOARD MEETING April 28, 2025 A Special Meeting of the Lansing Town Board was held at the Town Hall Board Room, 29 Auburn Road, Lansing, NY, and streamed live on YouTube on the above date at 1:01 p.m. The meeting was called to order by Ruth Groff, Supervisor, and opened with the Pledge of Allegiance to the flag. Roll call by Guy Krogh, Town Counsel, showed the following to be PRESENT: Judy Drake, Councilperson Laurie Hemmings, Councilperson Christine Montague, Councilperson Joseph Wetmore, Councilperson Ruth Groff, Supervisor ABSENT: No one absent ALSO PRESENT: Mike Moseley, Director of Public Works/Highway Superintendent, Mary Ellen Albrecht, Bookkeeper, Jennifer Schenck, Accountant, Ashley Workman, Town Clerk Aide, Guy Krogh, Town Counsel, Lee Stepp, Senior Project Manager LeChase, and a few other attendees. RESOLUTION AUTHORIZING THE TOWN OF LANSING SUPERVISOR TO SIGN THE CONTRACT FOR THE $100,000 NEW YORK DEPARTMENT OF STATE SMART GROWTH COMMUNITY PLANNING ZONING GRANT RESOLUTION 25-53 RESOLUTION AUTHORIZING THE TOWN OF LANSING SUPERVISOR TO SIGN THE CONTRACT FOR THE $100,000 NEW YORK DEPARTMENT OF STATE SMART GROWTH COMMUNITY PLANNING ZONING GRANT The following Resolution was duly presented for consideration by the Town Board: WHEREAS, the Town of Lansing was notified in December 2024 of the award of the New York State Smart Growth Community Planning Zoning Grant, and WHEREAS, on January 15, 2025, the Town of Lansing passed Resolution 25-20 accepting said grant, and WHEREAS, upon due deliberation thereupon, the Town Board of the Town of Lansing has hereby RESOLVED, to authorize the Town of Lansing Supervisor to sign Contract C1003123 with the State of New York for a contract period of July 1, 2025 to June 30, 2028. The question of the adoption of such proposed Resolution was duly motioned by Councilperson Joseph Wetmore duly seconded by Councilperson Laurie Hemmings, and put to a roll call vote with the following results: Councilperson Judy Drake – Aye Councilperson Laurie Hemmings – Aye Councilperson Christine Montague – Aye Councilperson Joseph Wetmore – Aye Supervisor Ruth Groff – Aye Accordingly, the foregoing Resolution was approved, carried, and duly adopted on April 28, 2025. RESOLUTION AWARDING GENERAL CONSTRUCTION BID RESOLUTION 25-54 TOWN OF LANSING CONTRACT FOR April 28, 2025 2 TOWN DEPARTMENT OF PUBLIC WORKS FACILITY PROJECT GENERAL CONSTRUCTION BID AWARD RESOLUTION WHEREAS, the Town of Lansing Town Board (hereinafter referred to as Town Board) intends to construct a Department of Public Works Facility at 10 Town Barn Road, Lansing, NY 14882. Bergmann completed the bid documents, dated March 2025, relating to the General Construction contract. Six bids for the General Construction Contract were received with Base Bids ranging from $10,338,000 to $12,100,000. Five alternates were also bid. WHEREAS, the Low Bidder is Streeter Associates, Inc. with a Base Bid of $10,338,000. Add Alternate #1 ($360,000), Alternate #2 ($120,000), Alternate #3 ($225,000), Alternate #4 ($9,000), and Alternate #5 ($200,000) for a total of $914,000 were all accepted. For the Base Bid plus selected add Alternates, the Low Bid is $11,252,000. WHEREAS, Bergmann and LeChase have spoken with the Contractor and the Contractor is comfortable with their bid and desires to be awarded the project. NOW, THEREFORE BE IT RESOLVED that the Town Board accepts the Low Bidder, Streeter Associates, Inc. in the amount of $11,252,000 which includes a Base Bid plus selected Alternates. The Town Board further resolves that the Town Supervisor of the Town of Lansing be authorized to sign the Notice of Award and execute all Contract Documents associated with this Contract. The question of the adoption of such proposed Resolution was duly motioned by Councilperson Judy Drake, duly seconded by Councilperson Christine Montague, and put to a roll call vote with the following results: Councilperson Judy Drake – Aye Councilperson Laurie Hemmings – Aye Councilperson Christine Montague –Aye Councilperson Joseph Wetmore – Aye Supervisor Ruth Groff – Aye The above Resolution was duly adopted on April 28, 2025 by the Town of Lansing Town Board. ____________________________________ Supervisor Ruth Groff Town of Lansing RESOLUTION AWARDING PLUMBING & FIRE PROTECTION BID RESOLUTION 25-55 TOWN OF LANSING CONTRACT FOR TOWN DEPARTMENT OF PUBLIC WORKS FACILITY PROJECT PLUMBING & FIRE PROTECTION BID AWARD RESOLUTION WHEREAS, the Town of Lansing Town Board (hereinafter referred to as Town Board) intends to construct a Department of Public Works Facility at 10 Town Barn Road, Lansing, NY 14882. Bergmann completed the bid documents, dated March 2025, relating to the Plumbing & Fire Protection contract. Two bids for the Plumbing & Fire Protection contract were received with Base Bids ranging from $1,133,000 to $1,357,150. One alternate was also bid. WHEREAS, the Low Bidder is Kimble, Inc., with a Base Bid of $1,133,000. Add Alternate #2 ($18,000) was accepted. For the Base Bid plus selected Add Alternate, the Low Bid is $1,151,000. April 28, 2025 3 WHEREAS, Bergmann and LeChase have spoken with the Contractor and the Contractor is comfortable with their bid and desires to be awarded the project. NOW, THEREFORE BE IT RESOLVED that the Town Board accepts the Low Bidder, Kimble Inc., in the amount of $1,151,000 which includes a Base Bid plus the selected Alternate. The Town Board further resolves that the Town Supervisor of the Town of Lansing be authorized to sign the Notice of Award and execute all Contract Documents associated with this Contract. The question of the adoption of such proposed Resolution was duly motioned by Councilperson Joseph Wetmore, duly seconded by Councilperson Laurie Hemmings, and put to a roll call vote with the following results: Councilperson Judy Drake – Aye Councilperson Laurie Hemmings – Aye Councilperson Christine Montague –Aye Councilperson Joseph Wetmore – Aye Supervisor Ruth Groff – Aye The above Resolution was duly adopted on April 28, 2025 by the Town of Lansing Town Board. ____________________________________ Supervisor Ruth Groff Town of Lansing RESOLUTION AWARDING MECHANICAL BID RESOLUTION 25-56 TOWN OF LANSING CONTRACT FOR TOWN DEPARTMENT OF PUBLIC WORKS FACILITY PROJECT MECHANICAL BID AWARD RESOLUTION WHEREAS, the Town of Lansing Town Board (hereinafter referred to as Town Board) intends to construct a Department of Public Works Facility at 10 Town Barn Road, Lansing, NY 14882. Bergmann completed the bid documents, dated March 2025, relating to the Mechanical contract. Four bids for the Mechanical Contract were received with Base Bids ranging from $1,287,700 to $1,441,791. Two alternates were also bid. WHEREAS, the Low Bidder is Kimble, Inc., with a Base Bid of $1,287,700. Add Alternate #1 ($9,700) and Alternate #2 ($15,000) were also accepted. For the Base Bid plus selected Add Alternates, the Low Bid is $1,312,400. WHEREAS, Bergmann and LeChase have spoken with the Contractor and the Contractor is comfortable with their bid and desires to be awarded the project. NOW, THEREFORE BE IT RESOLVED that the Town Board accepts the Low Bidder, Kimble Inc., in the amount of $1,312,400 which includes a Base Bid plus the selected Alternates. The Town Board further resolves that the Town Supervisor of the Town of Lansing be authorized to sign the Notice of Award and execute all Contract Documents associated with this Contract. The question of the adoption of such proposed Resolution was duly motioned by Councilperson Joseph Wetmore, duly seconded by Councilperson Christine Montague, and put to a roll call vote with the following results: Councilperson Judy Drake – Aye Councilperson Laurie Hemmings – Aye Councilperson Christine Montague –Aye Councilperson Joseph Wetmore – Aye Supervisor Ruth Groff – Aye April 28, 2025 4 The above Resolution was duly adopted on April 28, 2025 by the Town of Lansing Town Board. ____________________________________ Supervisor Ruth Groff Town of Lansing RESOLUTION AWARDING ELECTRICAL BID RESOLUTION 25-57 TOWN OF LANSING CONTRACT FOR TOWN DEPARTMENT OF PUBLIC WORKS FACILITY PROJECT ELECTRICAL BID AWARD RESOLUTION WHEREAS, the Town of Lansing Town Board (hereinafter referred to as Town Board) intends to construct a Department of Public Works Facility at 10 Town Barn Road, Lansing, NY 14882. Bergmann completed the bid documents, dated March 2025, relating to the Electrical Contract. Five bids for the Electrical Contract were received with Base Bids ranging from $1,528,000 to $1,781,000. Two alternates were also bid. WHEREAS, the Low Bidder is Panko Electrical & Maintenance, Inc. with a Base Bid of $1,528,000. Add Alternate #1 ($13,900) and Alternate #2 ($4,500), for a total of $18,400, were also accepted. For the Base Bid plus selected Add Alternates, the Low Bid is $1,546,400. WHEREAS, Bergmann and LeChase have spoken with the Contractor and the Contractor is comfortable with their bid and desires to be awarded the project. NOW, THEREFORE BE IT RESOLVED that the Town Board accepts the Low Bidder, Panko Electrical & Maintenance, Inc., in the amount of $1,546,400 which includes a Base Bid plus selected Alternates. The Town Board further resolves that the Town Supervisor of the Town of Lansing be authorized to sign the Notice of Award and execute all Contract Documents associated with this Contract. The question of the adoption of such proposed Resolution was duly motioned by Councilperson Judy Drake, duly seconded by Councilperson Laurie Hemmings, and put to a roll call vote with the following results: Councilperson Judy Drake – Aye Councilperson Laurie Hemmings – Aye Councilperson Christine Montague –Aye Councilperson Joseph Wetmore – Aye Supervisor Ruth Groff – Aye The above Resolution was duly adopted on April 28, 2025 by the Town of Lansing Town Board. ____________________________________ Supervisor Ruth Groff Town of Lansing RESOLUTION AWARDING FUEL STATION BID RESOLUTION 25-58 TOWN OF LANSING CONTRACT FOR TOWN DEPARTMENT OF PUBLIC WORKS FACILITY PROJECT FUEL STATION BID AWARD RESOLUTION April 28, 2025 5 WHEREAS, the Town of Lansing Town Board (hereinafter referred to as Town Board) intends to construct a Department of Public Works Facility at 10 Town Barn Road, Lansing, NY 14882. Bergmann completed the bid documents, dated March 2025, relating to the Fuel Station Contract. Three bids for the Fuel Station Contract were received with Base Bids ranging from $567,440 to $644,744. No alternates were bid. WHEREAS, the Low Bidder is Beavers Petroleum Equipment Co. Inc. with a Base Bid of $567,440. WHEREAS, Bergmann and LeChase have spoken with the Contractor and the Contractor is comfortable with their bid and desires to be awarded the project. NOW, THEREFORE BE IT RESOLVED that the Town Board accepts the Low Bidder, Beavers Petroleum Equipment Co. Inc., in the amount of $567,440. The Town Board further resolves that the Town Supervisor of the Town of Lansing be authorized to sign the Notice of Award and execute all Contract Documents associated with this Contract.
