Call Meeting to Order Present: Ed Dubovi, Robyn Bailey, John Hatfield, Travis Kitch, Lisa Scanlon, Brian Boerman Excused Absence: John Fleming, Todd Walters Non-CAC attendees: Christine Montague, Town Board A quorum of the CAC members was present. 2. Discussion on the implementation of the Climate Smart Communities program The issue of how to make progress in implementing the Climate Smart Communities program for the Town of Lansing was discussed. It was decided to create a “Task force” or subcommittee that would work with the Town staff and Cornell Cooperative Extension to identify and document efforts that the Town has or will make that fits the CSC program. The members of the task force are Lisa Scanlon and Travis Kitch. The feasibility of enlisting Lansing high school students in the effort will be pursued. Progress reports of the task force efforts will become future CAC agenda items. 3. A project to generate information sheets that explain the type of easements that might be available to Town residents will be handled as with the CSC efforts. Ed Dubovi and Robyn Bailey will generate fact sheets for the types of easements that can be posted somewhere on the Town website. 4. With the approval of the Open Space Conservation Plan, the CAC has met the NYS requirements for consideration of being redesignated as a Conservation Boad. This would provide for a required review of certain developments coming before the Planning Board. An alternative to this formal redesignation, the Town could by resolution require CAC involvement in the planning process as was done by the Town of Danby. Concerns about the availability of resources to carry out the review process were discussed. As the Town of Ithaca has had a CB since 1993, it was decided to contact members of that Board to ascertain how time and resources were made available for the review process.
