BUDGET TOWN BOARD MEETING
November 6, 2024
A Budget Meeting of the Lansing Town Board was held at the Town Hall Board Room,
29 Auburn Road, Lansing, NY, and streamed live on YouTube on the above date at
6:30 p.m. The meeting was called to order by Ruth Groff, Supervisor, and opened with
the Pledge of Allegiance to the flag. Roll call by Deborah K. Munson, Town Clerk,
showed the following to be
PRESENT:
Judy Drake, Councilperson Laurie Hemmings, Councilperson
Christine Montague, Councilperson Joseph Wetmore, Councilperson
Ruth Groff, Supervisor (left @ 6:31pm)
ABSENT: No one absent
ALSO PRESENT: Mike Moseley, Highway Superintendent, Mary Ellen Albrecht,
Bookkeeper, Jennifer Schenck, Accountant, David Durrett, and Deniquea Hawkins
MOTION TO OPEN THE PUBLIC HEARING ON PROPOSED 2025
ASSESSMENT ROLLS FOR TOWN WATER, LIGHTING, DRAINAGE, AND
SEWER DISTRICTS
Councilperson Joseph Wetmore, moved to OPEN THE PUBLIC HEARING ON
PROPOSED 2025 ASSESSMENT ROLLS FOR TOWN WATER, LIGHTING,
DRAINAGE, AND SEWER DISTRICTS at 6:31 pm.
Councilperson Laurie Hemmings seconded the motion.
All in Favor – 5 Opposed – 0
Supervisor Ruth Groff left the meeting at 6:31 p.m. and Deputy Supervisor Joseph
Wetmore continued to preside over the meeting.
One resident spoke about their high electric bill and asked what could be done to lower it.

Councilperson Laurie Hemmings seconded the motion.

Councilperson Laurie Hemmings, moved to OPEN THE PUBLIC HEARING ON
PROPOSED 2025 TOWN OF LANSING ASSESSMENT ROLLS AND
PRELIMINARY BUDGET at 6:33 pm.
Councilperson Judy Drake, seconded the motion.
All in Favor – 4 Opposed – 0
Bookkeeper Mary Ellen Albrecht explained the changes from the preliminary budget to
what will become the final budget. She stated the changes are from the retirement system
and the money will come from the fund balance.
The changes are stated in the resolution approving the Town 2025 Budget.
No one addressed the Town Board.

RESOLUTION APPROVING THE SPECIAL DISTRICTS BUDGET AND TOWN
BUDGET FOR THE FISCAL YEAR 2025

RESOLUTION APPROVING THE SPECIAL DISTRICTS
BUDGET AND TOWN BUDGET FOR THE FISCAL YEAR 2025
The following Resolution was duly presented for consideration by the Town Board:
WHEREAS, the Town Board of the Town of Lansing, having duly held public hearings
on November 6, 2024, upon the Preliminary Budget approved by this Board and filed
with the Town Clerk for the fiscal year commencing January 1, 2025, including the
lighting, water, drainage districts, and sewer Special District Budgets for 2025, and the
Town Board having heard all persons desiring to be heard in the matter, and the matter of
the Budget for this Town for such fiscal year having been fully discussed and considered,
and
WHEREAS, the Town Board, at such meeting, having discussed the changes and final
updates to such Preliminary Budget, and as so amended, duly approved and established
the same as the annual Budget for this Town for the fiscal year beginning January 1,
2025; and
NOW, THEREFORE, BE IT RESOLVED, that the said Budget approved and filed as
aforesaid, for 2025, is hereby amended as follows:
Changes to Preliminary Budget for Final Adopted Budget
Increase in Employer Contributions to the NYSLRS Pension Plan are largely due to the
increase in employer contribution rates per NYS.
SW1030 – Consolidated Water District – Increase from $499,517 to $505,354.25
(After doing research, the unit charge must remain $155/unit)
RESOLVED, that the proposed Preliminary Special Districts Budget and the proposed
Preliminary Town Budget, as so amended, be and hereby are approved and adopted as the
Town of Lansing Final Budget for the Fiscal Year 2025; and be it further
RESOLVED, that the Clerk of the Town shall prepare and certify as provided by law
duplicate copies of the said annual Budget hereby adopted and deliver one of such copies
to the Supervisor of the Town, and that the Supervisor shall present such copy to the
Board of Legislators of the County, as required by law.

The question of the adoption of such proposed Resolution was duly motioned by
Councilperson Judy Drake, duly seconded by Councilperson Laurie Hemmings, and put
to a roll call vote with the following results:

Councilperson Christine Montague – Aye Councilperson Joseph Wetmore – Aye
Accordingly, the foregoing Resolution was approved, carried, and duly adopted on
November 6, 2024.

Councilperson Laurie Hemmings, moved to accept a grant of $12,000 from the Tompkins
County Department of Planning & Sustainability / Tompkins County Tourism Program
for a Lansing Greenway Feasibility Study.
Councilperson Christine Montague seconded the motion.

TO PRE-PAY EXCELLUS INVOICE FOR RETIREE HEALTH INSURANCE
Councilperson Laurie Hemmings, moved to authorize Town of Lansing Bookkeeper to
pre-pay Excellus Invoice #000040773130 dated October 11, 2024 in the amount of
$86.00. This invoice was received after the October 16, 2024 Town Board meeting and
therefore was not able to be included for approval at that meeting. This invoice will be
included as a pre-pay on Abstract #11 at the November 20, 2024 regular Town Board
meeting.
Councilperson Christine Montague seconded the motion.

RESOLUTION ACCEPTING AND APPROVING EXECUTION OF 2025-2027
HIGHWAY COLLECTIVE BARGAINING AGREEMENT

RESOLUTION ACCEPTING AND APPROVING EXECUTION OF
2025-2027 HIGHWAY COLLECTIVE BARGAINING AGREEMENT
The following Resolution was duly presented for consideration by the Town Board:
WHEREAS, through its Steward in August of 2024, the Highway Association, as a
recognized employee bargaining unit, requested bargaining to update the existing
Collective Bargaining Agreement (the “Agreement”) and cover a new term, January 1,
2025 to December 31, 2027; and
WHEREAS, representatives of the bargaining unit and the Town duly met and bargained
the terms, conditions of employment in, and the final language of such proposed
“Agreement”, and the parties tentatively agreed upon the final form of said Agreement;
and

WHEREAS, the bargaining unit duly met and approved by majority vote the Agreement
and has requested that the Town now proceed to do the same, and the Agreement having
been submitted to the Town Board for review and approval prior to and at this meeting,
and the Town Board having deliberated thereupon, now, upon motion duly made the Town
Board of the Town of Lansing has duly RESOLVED as follows:
1. The Collective Bargaining Agreement Between the Town of Lansing and Lansing
Highway Association, dated January 1, 2025 through December 31, 2027, be and hereby
is accepted and approved.
2. The Town Supervisor be and hereby is authorized to execute the same by, for, on
behalf of, and in the name of the Town of Lansing.

Councilperson Judy Drake, duly seconded by Councilperson Laurie Hemmings, and put to
a roll call vote with the following results:
