HomeMy WebLinkAbout1993-07-07 277 July 07 , 1993 The Lansing Town Board met in Special Session at the Lansing Town Hall Board Room on July 07 , 1993 at 8 :00 P.M. with Supervisor Kirby presiding . ROLL CALL Jeannine Kirby Supervisor Present Herbert Beckwith Councilman Present Paul Butler Councilman Absent Jeffrey Cleveland Councilman Present 1111 Larry Tvaroha Councilman Present Bonita Boles Town Clerk Absent Debbie Crandall Deputy Town Clerk Present Richard John Attorney Present Visitors : George Totman, Tom Todd, Steve Colt , Kathleen Caryl , Barbara Berry, Nancy Zahler and Wendy Shaw. The Supervisor called the meeting to order having the clerk take the Roll Call . Larry Tvaroha informed Steve Colt , Park Superintendent that there have been comments from weekly campers about the garbage situation. Mr. Tvaroha suggested that we sell Collins garbage tags at the front cabin at the park and pick the bags up on a specified day. Mr. Colt agreed that it was an excellent idea and he would look into making this service available. Tom Todd, County Representative addressed the Board on the following: 1) The County has been informed that the State is reneging on the CHIPS money and is shorting the County by $800 ,000 . 00 . Mr. Todd left a letter with the Board explaining the situation and urged the Board to check into the Town's 1110 situation with the CHIPS monies . 2) Mr . Todd updated the Board on the NYSEG assessment situation. Mr. Beck has been hired to review the material and has done the inspections . Mr . Beck has requested more material and he will have a preliminary report with tentative figures in August . The Tompkins County assessment that NYSEG is disputing is 90 million. RESOLUTION, offered by Mr . Cleveland who moved its adoption, seconded by Mr . Tvaroha : RESOLVED, that the bookkeeper is hereby authorized to pay the General Fund voucher #346 in the amount of $4, 365 . 19 . Vote of Town Board . . . (Aye) Jeannine Kirby, Supervisor RESOLUTION, offered by Mr . Beckwith who moved its adoption, seconded by Mr . Tvaroha: RESOLVED, that the Town Board does hereby authorize the use of one voting machine to be used by the Fire District in their 1111 election. The Fire District will pay for the maintenance for the custodian, Kim Davis . Vote of Town Board . . . (Aye) Herbert Beckwith, Councilman Vote of Town Board . . . (Aye) Jeannine Kirby, Supervisor George Totman, Code Enforcement Officer passed out a letter he received from Ivan Robinson. Everything that he has been asked to 278 July 07 , 1993 , continued move has been moved . Mr. Totman is satisfied with the situation and will write a letter to Judge Howell indicating that Mr . Robinson has complied with the violations that were sited. Kathleen Caryl , and Barbara Berry, Youth Service Commission representatives , Nancy Zahler Tompkins County Youth Bureau representative and Wendy Shaw, representative from Family & Children Services addressed the Board in regards to the Lansing Youth Service programs . Kathleen Caryl stated that the purpose for meeting with the Board is to strengthen communication with the Youth Service • Commission and the Town Board. A handout was presented to each Board member explaining the history, goals and descriptions of the Youth Service Programs . The handout also explains the service and responsibilities of the Family & Children Services . After a lengthy discussion and question and answering period the Town Board discussed the possibility of having the program under the Town's jurisdiction and not involve the County. The Board asked that the representatives go back to the Youth Service Commission and discuss this possibility and come back to the Board with a recommendation. In the meantime the Town Board will review the handout and meet with the Commission at a later date . Mrs . Kirby passed out an update on the apportionment of the mortgage to tax. The Board discussed the Enichen situation. At a previous meeting the Board had passed a resolution agreeing to pay for the galvanized line up to Mr . Enichen's property line to the middle of the creek on the basis that this was a unique situation. The expense to the Town was not to exceed $1 , 500 . 00 (about one third of the total cost) less expenses for the New York State Highway permit . The Board has received a letter from Mr. Enichen ' s attorney • stating that they are not happy with the figure. It was the consensus of the Board not to change their position and to stand by the previously passed resolution. Mr . Thaler will write Mr . Enichen' s attorney stating this . The Board discussed Bolton Point ' s request to help repair damage caused by the flood. It was the consensus of the Town Board not to support Bolton Point ' s request . Mrs . Kirby informed the Board that the ADA Law states that the Town of Lansing needs to form a committee . The committee should consist of community members that have some form of disability, Town Board member, and a representative from Thaler ' s office . Mr . Tvaroha suggested contacting Mr . Dick Buckingham to see if he was interested in serving on the committee . On motion, meeting adjourned at the call of the Supervisor at 10 : 30 P .M.
