ROLL CALL Jeannine Kirby Supervisor Present Herbert Beckwith Councilman Present Paul Butler Councilman Present • Jeffrey Cleveland Councilman Present Larry Tvaroha Councilman Present Bonita Boles Town Clerk Absent Richard Thaler Town Attorney Present VISITORS: Andy LaVigne, Dave Beckley, Fire Commissioner, Jack Ettinger, Fire Commissioner, Marion Ostrander, Treasurer, Dennis Griffen, Fire Commissioner, Linda Beckwith, Deputy Secretary Treasurer, and Jill Ferguson, Fire Commissioner. The Supervisor called the meeting to order and took the Roll Call . RESOLUTION, offered by Mr. Beckwith and seconded by Mr. Tvaroha: RESOLVED, that the Special Meeting be adjourned to go into Executive Session at 8 :06 P.M. Carried RESOLUTION, offered by Mr. Beckwith and seconded by Mr . Tvaroha: RESOLVED, that the Executive Session be terminated and the Special Meeting be reconvened at 8 : 53 P.M. Carried At a special meeting of the Town Board held in and for the Town of Lansing on the 29th day of July, 1992 , a discussion thereof having been had, the Town Board, by resolution made by Mr. Cleveland and seconded by Mr . Beckwith, unanimously adopted the following resolution. BE IT RESOLVED, that a public hearing be had on August 13 , 1992 at the Town Hall in the Town of Lansing, New York at 8 : 15 P.M. for the purpose of amending Local Law No. 1 for the year 1988 entitled A Local Law Regulating Solid Waste Management Facilities , said amendment to the law to be in Section 3 therein and to provide as follows : PROPOSED AMENDMENT TO LOCAL LAW NO. 1 FOR THE YEAR 1988 A local law regarding solid waste management facilities . Section 3 - Exemptions is to be amended to provide the following wording. The following solid waste management facilities are exempt from this local law: • A. Disposal areas for solid waste generated from a one or two family residence or from a farm with such waste, other than hazardous waste, are generated at and disposed of within the property boundaries of such residence or farm or when they are disposed of within property leased or rented by the owner of the property on which the said waste was generated. B. Disposal areas for solid waste located in the Town and owned by the same party as owns the area from which the solid waste was generated, even though said waste was generated in a contiguous adjoining town. Said solid waste may not be hazardous waste . 98 continued July 29 , 1992 C. Transfer, storage, incineration and processing facilities located at apartment houses , schools , parks , industries , hospitals , commercial establishments , individual residences and farms , provided such facilities are used only for solid waste generated or originated at such locations . D. Solid waste management facilities owned or operated by the Town or under contract with the Town. AND BE IT FURTHER RESOLVED, that the Town Clerk is instructed to publish notice of said hearing for the meeting of August 5 , 1992 . Vote of Town Board . . .
