HomeMy WebLinkAbout2014-04-16 REGULAR TOWN BOARD MEETING April 16, 2014 A Regular Meeting of the Lansing Town Board was held at the Town Hall Board Room, 29 Auburn Road, Lansing,NY on the above date at 6:00 p.m. The meeting was called to order by the Supervisor, Kathy Miller and opened with the Pledge of Allegiance to the flag. Roll call by Debbie Crandall, Town Clerk, showed the following to be PRESENT: Kathy Miller, Supervisor Robert Cree, Councilperson Edward LaVigne, Councilperson ABSENT: Doug Dake, Councilperson, Ruth Hopkins, Councilperson ALSO PRESENT: Sharon Bowman, Deputy Supervisor, Steve Colt, Park and Recreation Supervisor, Jack French, Highway Superintendent, Dan Veaner, Lansing Star, Judy Drake, Ted Laux, Maureen Reynolds, Deputy County Clerk, John O'Neill, Village of Lansing, Claes Nyberg, Connie Wilcox, Maureen Cowen and a few other attendees. TOMPKINS COUNTY REPRESENTATIVE—MIKE SIGLER Hello. I'm sorry I had a county meeting, Planning and Energy Committee tonight and then a previous work related engagement tonight. I see no conflict in May as Planning is moving its meeting date, so I'm looking forward to addressing you in person again. I'm happy to report that the decision on the power plant has been pushed back until December. I'm not going to read into it, but it does give us more time to collect signatures. We are at 1000 and I think we can get to 2500 which I think would be a good showing. We have county members meeting with the PSC and Governor Cuomo's people so that's encouraging. Again, I want to thank everyone helping in this effort. In other economic development news: I want to congratulate Lansing resident Greg Galvin for being named Cornell's 2014 Entrepreneur of the Year. Also, TCAD closed on a $150,000 loan to Grainful, an Ithaca company that is being sold right in Lansing market. They are set to launch the product in 90 grocery stores in the northeast. On Tuesday, yesterday, it was a short agenda,but I am glad to report the Lansing Community Council was awarded$2000 for the event in August. I'm glad they applied for this grant and I encourage Lansing groups to apply for this grant money. It comes out of the room tax and is meant to make staying in Tompkins a pleasant experience. There should be more news on the possible Jail expansion next month,but nothing as of yet except that the design has been changing a bit. Some bad news, Sales tax revenue for February was down almost 10 percent in the county. That put added pressure on the county and its budget going forward. By now, you should have gotten your new assessments. You can challenge this assessment. Also, you can make your concerns known to me, the assessment department and the town on Monday, May 19th from 3:00—6:00 pm. There was a public hearing held on broadband here at Town hall last Friday. About 15 people were here voicing support for the broadband initiative. It was brought to the state's attention that some still will not have broadband when all is said and done and it was recommended that we apply for more money to hook up that last handful of residents. I want to thank the Lansing Fire Department for the Easter Egg Hunt on Saturday and the Lansing Recreation department for the kickoff of baseball and softball season. April 16, 2014 1 PRIVILEGE OF THE FLOOR Maureen Reynolds, Deputy County Clerk informed and invited the Town Board to attend the Tompkins County Paper and Microfilm Storage Bunker Grand Opening. On May 21st from 11:00 a.m.-1:00 p.m. at FLTG Park(former Seneca Army Depot). She encouraged them to register for the event(email to register was sent by the Town Clerk). The day will include a presentation on FLTG and the benefits to storing your paper records along with viewing the Tompkins County storage bunker. Maureen also showed the new canvas TSSERR bag that was designed by April Scheffler, Groton Town Clerk. TSSERR is the Tompkins Shared Services Electronic Records Repository Group which was funded by a grant from NYS Archives through the Local Government Records Management Improvement Fund. Currently, minutes, agendas and building permits within the Towns and City of Ithaca have been scanned and are available through Laserfiche. The next grant application will expand to include the Town Court and Highway Department records. The TSSERR Group meets quarterly and has their own website. The group will be meeting to work with Town Clerks on Disaster Recovery, Safety, and E-Forms. Maureen encouraged the Town Board to register and visit the bunker. Solar Panel on Highway—Cost Effective Study Conducted—Never Happened PARK and RECREATION DEPARTMENT REPORT Parks & Recreation Department 4/16/14 Town Board Meeting RECREATION • Our LBP baseball and LSP softball teams are set and have just started to practice. Games are set to start on May 3rd. T-BALL will have an organizational meeting on April 30th and with their games and practices starting the following week. When all games get started we will have 34 teams competing this season involving 312 players. April 16, 2014 2 • Again this season, we are very fortunate to have excellent volunteer coaches helping to work with our teams. We have at least 65 coaches and assistants actively helping and coaching. • The 5th Annual East Shore Festival of The Arts Is set for Friday May 2nd from 6—9 PM. The art will be on display through June 215t. The event as always, is free and open to the public and features local artists, great food, chocolate tasting, exceptional music, wine and beer tasting and featured artist Mary Shelley an amazing folk art carver. • We are pulling together the information for the Summer Program Booklet. This will be printed "in-house" as usual and should be ready by the second week of May. The schools WILL be available this year unlike last year. This certainly gives us a few more options. PARKS • In Ludlowville Park, the Parkitects Playground Company owned by Steve Lauzun, located in Lansing, has donated and installed another playground feature for children's area of the playground. • Our local Girl Scouts under the direction of Nancy Fish and Amelia Massi are in the planning stages for updating the Ballfield Restrooms. They have some great improvements that they would like to do and are in the fundraising and project presentation stage now. • The Myers Park/Ludlowville Summer Concert Series is completed and attached. This is a GREAT line-up and if we are lucky enough to get good weather we should have big crowds this year! • The Dry Dock area only has one space remaining and the Kayak Racks only have 5 spaces remaining. I expect these spaces to be sold out soon. • Run-as-One held a 3 mile trail run on the Town Trail on April 12th. This event was organized by Jase Baese and was to support and build relationships with local veterans. • We continue to get heavy drive through traffic and walkers in Myers Park as the weather improves. The Park will be amazing later this spring when the many new flowering trees start to blossom. However, the roadway infrastructure of the park is NOT good. There are several areas that have no pavement are really need it. Other places that are paved are in need of more than patching. IN MUSIC TIlE PARK Lansing Parks & Recreation Department invites you to bring your dinner, coolers, and lawn chairs and enjoy pleasant Thursday evenings on the lake at Myers Park listening to some great bands. 2014 Myers Park Concert listing: July 10— 6:30 — Iron Horse Leads off the season this year and is sure to get it all started with a big crowd. If you like "Southern Rock"you can't miss this concert. Featuring Lansing's own Mark Armstrong and band mates Ron Brock, Mike Caloroso, Shawn Manning and Steve Peck. Plan on getting to the Park early! April 16, 2014 3 July 17 — 6:30 Bad JuJu "A musical marriage of old school & modern rock done right". Band members are Shannon Rae (lead vocals), Marty Flynn (lead guitar, vocals) Jim Dagnesi (bass guitar, vocals) and Carl Sangiacomo (drums). Bad Ju Ju is proof that Rock and Roll is still alive and well.... July 24 — 6:30 —The Guilty"A Country rock band with a dose of working mans blues" Band members are John Gain(founder, vocals, guitar), Tommy Whittle (lead vocals, harmonica), Guy Smith(vocals, guitar), Mark Whittig (vocals, guitar), Joe Firori (drums) and Patrick Gaughan(bass). July 31— 6:30 —Steve Sou th worth and The R ockabilly Rays Return from last year with a great show and a huge crowd. A long time favorite and the ultimate tribute to the legends of the 1950's and early 1960's and boast a HUGE play list! August 7 — 6:30 — The "DixieKats A concert, show and dance band who play a variety of traditional Dixieland and Bayou Gumbo. The band plays music made famous by Louis Armstrong, Pete Fountain, King Oliver and more recently Dr. John, Randy Newman and the Neville Brothers. A great 7 piece band! August 14 — 6:30 — The Destination Band is a 9-pc. dance band with its musical focus in the genres of R&B, Latin influenced material, Swing and Funk/Disco. Three outstanding vocalists and four horns set this group apart from virtually every other group in the CNY area. The band's "A"-list repertoire is built around the power of the horns. No other group in the area can match the dynamics and crowd motivating force of The Destination. August 21— 6:30 Bad Alibi Bring your dancing shoes for the final concert of the season as Bad Alibi will play the best Classic Rock tunes of the 70's & 80's you will all remember. Band members are Lansing's own Scott Hollister on drums and Rob Romano on keyboard and vocals, along with veteran musician Rick Kline on bass and Zach Rohrer on guitar. Admission is free but donations will be appreciated! Ludlowville Park Concerts July 11 - 6:30 - Tru Bleu —Three musicians who are dedicated to writing,playing and singing music with heart, soul, and meaning. Kip Opperman, Jennifer Giroux and Paul Parks are great! Bring your picnic to the park early! July 18 - 6:30- Bob & Dee —Bob Walpole and Dee Specker are award winning and favorites in the Finger Lakes. Bob, a lifelong accomplished musician, and Dee, a Nashville recording artist and Grammy nominee! July 25 - 6:30- Marty & Shannon — Locally raised, and a regional favorite! Great originals and cover CONSIDER RESOLUTION TO CHANGE THE NAME OF THE PORTION OF WEST GROTON RD LOCATED IN LANSING TO WEST ROAD DISCUSSION— Supervisor Kathy Miller stated that this resolution was tabled from the meeting on March 19, 2014. Since then a letter from Brian H. Wilbur, Interim Ass't Director for Dispatch Operations for Tompkins County Department of Emergency Response, 911 indicated there were no negative impacts on the requested road name change. RESOLUTION 14-59 April 16, 2014 4 RESOLUTION PER TOWN LAW § 64(9) CHANGING THE NAME OF THAT PORTION OF WEST GROTON ROAD LOCATED IN LANSING, NEW YORK, TO "WEST ROAD" The following Resolution was duly presented for consideration by the Town Board: WHEREAS, numerous residents along a portion of West Groton Road located in the Town of Lansing have petitioned for a change in the name of the roadway due to 2-3 other non-connected contiguous roadway segments also being named "West Groton Road" and the confusion, emergency services issues, and mail problems being so caused, including by the fact that the subject road segment is also variously known as Swamp Road, Tallmadge Road, Town Line Road, and North Lansing Road, among other names; and WHEREAS, the Town referred the matter to the County Highway Division given that West Groton Road is in principal part a county highway, and the said Highway Division indicated no objection and referred the matter to the Town Board; and WHEREAS, Town Law §64(9) gives the Town the authority to name and number streets, and upon due deliberation thereupon, the Town Board of the Town of Lansing has hereby RESOLVED, that the segment of West Groton Road located in the Town of Lansing, running from the intersection with Locke Road, running thence easterly to the Town of Lansing boundary, said point also being the intersection of such roadway with Town Line Road, be and hereby is renamed"West Road"; and it is further RESOLVED, that the Town Clerk shall, within ten days of the date of adoption hereof, notify the following persons and organizations per the requirements of Town Law § 64(9): 1. The Tompkins County Assessment Department; 2. The Town of Lansing Planning Board; 3. The Tompkins County Clerk; 4. The Tompkins County Engineer(or equivalent) and Highway Division; 5. The United States Postal Service and each local postal office serving the area in question; And the Clerk shall also further notify the following persons or organizations: 6. The Town of Groton; 7. The Lansing Fire Department and each applicable fire district or fire department; 8. The 911 call center. The question of the adoption of such proposed Resolution was duly motioned by Supervisor Kathy Miller, duly seconded by Councilperson Robert Cree, and put to a roll call vote with the following results: Councilperson Robert Cree -AYE Councilperson Edward LaVigne -AYE Supervisor Kathy Miller-AYE Accordingly, the foregoing Resolution was approved, carried, and duly adopted on April 16, 2014. GRIEVANCE DAY FOR TOWN OF LANSING ASSESSMENT REVIEW Supervisor Kathy Miller stated that Grievance Day for the Town of Lansing will be held on Monday, May 19, 2014 from 3:00 pm to 6:00 pm at the Town Hall Board Room. BOARD MEMBER REPORTS Edward LaVigne April 16, 2014 6 Senior Citizens-He attended a luncheon with the Seniors and they are doing well. He stated how important it was to get your flu and shingle shots. There are still cases of the flu this month. Lansing Library- The annual meeting will be held on April 28th at 7:00 p.m. at the library. The trustee election and tax levy vote will be on April 29th at the library. Emily Franco informed him that they can now apply for long term grants. Robert Cree Audit Process- In preparation for the 2013 Town Board's Internal Audit he will be meeting with Sharon Bowman tomorrow morning to start the process. Bolton Point—Will be hiring a consultant to look into their rate structure with regards to customers that receive minimum bills and are under the minimum usage. Kathy Miller Draft Engineer's Report Emmons Road Water Tank/Dave Herrick- Received at 5:20 p.m. today. Kathy passed out the draft report to Town Board members and asked them to review it. The plan presented will address the trihalomethane levels at the Emmons Road water tank. Dave Herrick, Town Engineer will present his report at a work session meeting where the Town Board can address questions and funding alternatives. Monthly Report The Supervisor submitted her monthly report for the month of March, 2014 to all Board Members and to the Town Clerk.
