November 6, 2013
A Special Meeting of the Lansing Town Board was held at the Town Hall Board Room,
29 Auburn Road, Lansing,NY on the above date at 6:00 p.m. The meeting was called to
order by the Supervisor, Kathy Miller and opened with the Pledge of Allegiance to the
flag. Roll call by Darlene Marshall, Deputy Town Clerk, showed the following to be
PRESENT:
Kathy Miller, Supervisor Katrina Binkewicz, Councilperson
Robert Cree, Councilperson Ruth Hopkins, Councilperson
Edward LaVigne, Councilperson
ABSENT: None
ALSO PRESENT: Sharon Butler Bowman, Deputy Supervisor, Guy Krogh, Town
Attorney, Jack French, Highway Superintendent, Steve Colt, Park Superintendent and
Recreation Director, Charlie "Cricket"Purcell, Deputy Highway Superintendent, John
O'Neill, Village of Lansing, Dan Veaner, Lansing Star, Glynis Hart, Lansing Ledger,
Ray Farkas, Connie Wilcox, Doug Myers, Doug Dake, Gary Tyrrell, Ted Laux, Ed
Wagner, Dan Konowalow, Tom Ellis and a few other attendees.
MOTION TO OPEN PUBLIC HEARING ON THE PROPOSED SPECIAL
DISTRICTS BUDGET FOR 2014
Supervisor Kathy Miller moved to OPEN THE PUBLIC HEARING ON THE
PROPOSED SPECIAL DISTRICTS BUDGET FOR 2014 at 6:05 pm. Councilperson
Robert Cree seconded the motion.
All in Favor—Aye 5 Opposed—0
Supervisor Kathy Miller read the figures in regards to the proposed 2014 Special Districts
Budget.
Supervisor Kathy Miller asked if there were any comments.
There were no comments.
MOTION TO CLOSE PUBLIC HEARING
All persons desiring to be heard, having been heard, Supervisor Kathy Miller moved to
CLOSE THE PUBLIC HEARING ON THE PROPOSED SPECIAL DISTRICTS
BUDGET FOR 2014 at 6:08 pm. Councilperson Katrina Binkewicz seconded the
motion.

MOTION TO OPEN PUBLIC HEARING ON THE PROPOSED BUDGET FOR
2014
Supervisor Kathy Miller moved to OPEN THE PUBLIC HEARING ON THE
PROPOSED BUDGET FOR 2014 at 6:10 pm. Councilperson Ruth Hopkins seconded
the motion.

Supervisor Kathy Miller read the figures in regards to the proposed Budget for 2014
Supervisor Kathy Miller asked if there were any comments.
Dan Konowalow—Mr. Konowalow asked where the unexpended fund balance comes
from. Sharon Bowman, Deputy Supervisor explained that it comes from the fund balance
within the fund. It is money that has been carried forward over the years, unspent money
from current year's budget. Mr. Konowalow asked if the money was spent as proposed,
how much would be left in the fund balance. Sharon Bowman explained the amount in

the unexpended fund balance allocated is only a portion of the fund balance within those
funds. It is a portion of the fund balance that the Board felt comfortable with utilizing to
keep the levy down.
Supervisor Kathy Miller indicated to Mr. Konowalow that this is comment time, not
question time and if he had a comment the Board would listen.
Mr. Konowalow stated that he is concerned about the fund balance being severely dipped
into. That is the reason he posed his statement as a question.
Tom Ellis, Planning Board Chairman—He is in support of the Town having a full time
Planner. Having a qualified Planner has made a big difference. Things are now done in a
professional and timely manner, which they have not seen in the past. The current
Planner is exceeding his 24 contracted hours every week and there are still things on the
Planner's desk that he is not able to get to in a timely manner for a small town. Since the
current Planner has been here, the need for an attorney has been reduced which is a
savings to the Town. Mr. Ellis indicated that the position needs to be full time in order to
attract a qualified Planner who will stay in the position long term.

6:19 pm. Councilperson Ruth Hopkins seconded the motion.

CONSIDER RESOLUTION APPROVING THE SPECIAL DISTRICTS BUDGET
AND TOWN BUDGET FOR THE FISCAL YEAR 2014

RESOLUTION 13-131
RESOLUTION APPROVING THE
SPECIAL DISTRICTS BUDGET AND
TOWN BUDGET FOR THE FISCAL YEAR 2014
The following Resolution was duly presented for consideration by the Town Board:
WHEREAS, the Town Board duly held Public Hearings on November 6, 2013 at the
Lansing Town Hall, 29 Auburn Road, Lansing,New York and all persons thereat were
duly heard; and
WHEREAS,upon due deliberation thereupon, the Town Board of the Town of Lansing
has hereby
RESOLVED, that the proposed Special Districts Budget and the proposed Town Budget
are hereby adopted as the Town of Lansing Final Budget for the Fiscal Year 2014.
The question of the adoption of such proposed Resolution was duly motioned by
Councilperson Robert Cree, duly seconded by Councilperson Katrina Binkewicz, and put
to a roll call vote with the following results:
Councilperson Katrina Binkewicz-Aye Councilperson Robert Cree -Nay
Councilperson Ruth Hopkins -Aye Councilperson Edward LaVigne -Nay
Supervisor Kathy Miller-Aye
Accordingly, the foregoing Resolution was approved, carried, and duly adopted on
November 6, 2013.

CONSIDER RESOLUTION AUTHORIZING THE SUPERVISOR TO ENTER
INTO A CONTRACT WITH CONRADY CONSULTANT SERVICES TO
PERFORM WATER TANK INSPECTIONS

RESOLUTION 13-132
RESOLUTION AUTHORIZING THE SUPERVISOR TO ENTER
INTO A CONTRACT WITH CONRADY CONSULTANT SERVICES
TO PERFORM STRUCTURAL, SANITARY,AND COATING INSPECTIONS
ON THE INTERIOR AND EXTERIOR OF THE EMMONS ROAD,
WILSON ROAD, BEAN HILL LANE AND VILLAGE CIRCLE WATER TANKS
The following resolution was duly presented for consideration by the Town Board:
WHEREAS, the Town Board has determined that the Emmons Road, Wilson Road, Bean
Hill Lane and Village Circle Water tanks are due for inspections; and
WHEREAS, Town Engineer David A. Herrick, P.E. of T.G. Miller, PC recommends that
Conrady Consultant Services perform the structural, sanitary and coating inspections on
the interior and exterior of the four water tanks; and
WHEREAS, the Town Board has received and reviewed the ROV Inspection Statement
of services and proposal from Conrady Consultant Services; and
WHEREAS, upon due deliberation thereupon, the Town Board of the Town of Lansing
has hereby
RESOLVED, that the Town Board authorizes an amount not to exceed $6,800.00 to
conduct the inspections; and it is further
RESOLVED, that the Town Board authorizes the Supervisor to enter into the contract
with Conrady Consultant Services to perform inspections on the Emmons Road, Wilson
Road, Bean Hill Lane and Village Circle Water Tanks,by, for and on behalf of the Town
of Lansing Consolidated Water District.
The question of the adoption of such proposed Resolution was duly motioned by
Councilperson Robert Cree, duly seconded by Councilperson Ruth Hopkins, and put to a
roll call vote with the following results:

Accordingly, the foregoing Resolution was approved, carried, and duly adopted on
November 6, 2013.

MAXIMUM OF 3 MINUTES PER SPEAKER
No one present wished to address the Board.
MOTION TO ADJOURN MEETING
Supervisor Kathy Miller asked for a motion to adjourn the meeting. Councilperson
Edward LaVigne moved to ADJOURN THE NOVEMBER 6, 2013 SPECIAL TOWN
BOARD MEETING AT 6:22 PM to go into THE WORK SESSION MEETING.

TOWN BOARD WORK SESSION MEETING
PLEASE NOTE: The primary purpose of the Town Board Work Session is to be
informational/educational for the benefit of the Board Members. Public comment will be
taken at the Regular Meetings when the items are scheduled on the agenda.
TOPICS OF DISCUSSION:
1. Proposed Sign Law
With no further business to discuss the Work Session meeting ended at 8:25 pm.
