The meeting began at approximately 5:45 p.m. Bergmann has pulled all data for agricultural
farmlands, woodlots, etc., for 119 parcels above 70 acres in the town. These were not filtered
by use, so some are residential, some are ag. Note that for parcels under 70 acres that are
contiguous or special and would be a good addition to the inventory, we can add them (aim for
a handful).
We discussed the data to be used for each criterion and reviewed the points (1-3 points per
criterion). Rows & columns in the grid are attributes being considered in the ranking of
parcels—how the character contributes to the ranking.
One member asked about lake access and whether the height above the water matters. For
right now, lake access means “direct access to lake.”
A snapshot of points:
Ag: In County Ag district? 1 pt
Forest: National Land Cover DB: if 10-40%, 1 pt, etc.
Stream corridor based on buffers (intermittent vs nonintermittent)
Signif Wildlife Habitat based on rare plants, 0-1, = 0, up to 6-7, then ranking = 3
Grasslands & Meadows, 0-10% = 0; 70-100%=3
Steep Slopes (very steep = 3)
Public Access & Rec: no data
UNA (25%+ = 3)
Scenic views, used viewsheds Karen did, and merged, then IF you can see lot, more valuable
(70-100%=3)
We used as a example the Sims Property (Cayuga Cliffs), which actually is already protected,
and found it tested out as we’d expect: worthy of being protected. See worksheet.
Recreation: we decided to describe this criterion in narrative form, not as a point-based
criterion, due to almost all parcels having “read-a-book-under-a-tree” potential as well as
snowmobiling, deer hunting, maybe fishing, etc. In addition, we’re waiting for a trails master
plan that would provide more recreational data for parcels.
Developability criteria:
Within 1/3 of a mile of water/sewer: 1 pt
AG: 0 pt
RA: 1 pt
Within a mile of existing development? 1 pt
The ultimate use of the OSI depends on who will voluntarily put land in an easement.
