Randall, Planning Director Heather Dries, Code Clerk 15 16 Co-Chair Tom Butler opened the meeting at 6:33 pm 17 18 Motion to Approve the December 3, 2020 CAC meeting minutes. 19 Moved by: Seconded by: (Motion Carried) 20 21 Public Comments via email to tolcodes@lansingtown.com 22 - No Public Comments by email before or while meeting was live streaming on YouTube 23 at https://www.youtube.com/channel/UCs2FgU2xFnDVGS8DwXgoJwA 24 25 Scenic Resource Inventory. 26 - The Members reviewed the spreadsheet Carrie built. 27 - Members were asked to rate the sites 1-characteristic, 2- noteworthy, 3-distinctive. *Not 28 everyone has voted*. 29 - The focus was on the lines highlighted green, which meant the site received 11 or more points in 30 the group tally. 31 - The Council needs to compile 10-12 sites that we would like to have 360-degree photos taken. 32 These photos would be taken by an ATV with a camera mounted about 5ft high to mimic what a 33 person would see. No Trespassing. 34 - The Council could consider using a drone to photograph more locations, but it may not provide a 35 realistic view of what someone just driving through town would see. Drone views could be used 36 to supplement the real views. 37 - C.J. has budget available with the County that could be used to help with GIs imagery. C.J. will 38 look into the availability of Sharon with the County. 39 - There were concerns that rating a point like Myers Park highly would push a site that would 40 need protecting out of the running. Page 1 of 2 41 - The ratings should be based on an average, not on the total votes. Not every point has been 42 reviewed by every member. 43 - The members discussed all points that received a high number of votes, and then went back 44 through to make sure they included all points they considered distinctive. 45 - After averaging the votes, any points that had an average of 2.5 or higher were reviewed by the 46 members. 47 - There are now 20 sites that have been ranked as 'distinctive.'The rest can just be considered 48 noteworthy and scenic. 49 - There can be more than 10 sites that are considered distinctive, but all of them may not be 50 photographed. 51 - Whether the points get a 1 or a 3,they will be treated equally on the Scenic Resource Inventory. 52 The ratings will come into play when the overlays are being considered. 53 - Next Steps: 54 o All members need to review the points and vote on them. 55 o Pictures would help in making decisions. 56 o Robyn is willing to create the write up for the Viewshed Analysis but would need help 57 from Karen to create the map. 58 o Present to the Planning Board to see how they would like to see this information 59 utilized. 60 o Carrie will send the spreadsheet with the work that was completed at the meeting. 61 Clean Energy Communities Leadership Round 62 - C.J.,the Town Supervisor, Carrie, and Tom will be meeting with Terry at CCE to discuss a new 63 iteration of NYSERDA's Clean Energy Communities Program. 64 - There is a webinar coming up regarding this program and the funding opportunities. 65 66 Co-Chair Tom Butler called the meeting to be Adjourned at 8:20 pm. 67 68 Minutes taken and executed by Heather Dries.
