BUDGET TOWN BOARD MEETING
November 3, 2021
A Budget Meeting of the Lansing Town Board was held at the Town Hall Board Room,
29 Auburn Road, Lansing, NY, and streamed live on YouTube on the above date at
6:31 p.m. The meeting was called to order by Edward LaVigne, Supervisor, and opened
with the Pledge of Allegiance to the flag. Roll call by Deborah K. Munson, Town Clerk,
showed the following to be

Councilperson Joseph Wetmore, moved to OPEN THE PUBLIC HEARING ON
PROPOSED 2022 ASSESSMENT ROLLS FOR TOWN WATER, LIGHTING,
DRAINAGE, AND SEWER DISTRICTS at 6:32 p.m.
Councilperson Andra Benson, seconded the motion.

RESOLUTION 21-139
RESOLUTION APPROVING THE SPECIAL DISTRICTS
BUDGET AND TOWN BUDGET FOR THE FISCAL YEAR 2022
The following Resolution was duly presented for consideration by the Town Board:
WHEREAS, the Town Board of the Town of Lansing, having duly held public hearings
on November 3, 2021, upon the Preliminary Budget approved by this Board and filed
with the Town Clerk for the fiscal year commencing January 1, 2022, including the
lighting, water, drainage districts, and sewer Special District Budgets for 2022, and the
Town Board having heard all persons desiring to be heard in the matter, and the matter of
the Budget for this Town for such fiscal year having been fully discussed and considered,
and
WHEREAS, the Town Board, at such meeting, having discussed the changes and final
updates to such Preliminary Budget, and as so amended, duly approved and established
the same as the annual Budget for this Town for the fiscal year beginning January 1,
2022; and
NOW, THEREFORE, BE IT RESOLVED, that the said Budget approved and filed as
aforesaid, for 2022, is hereby amended as follows:

General Fund (A) and Highway Fund (DA) Accounts:
Tax rate: Increase by 0.02% from $1.5939 to $1.5943 per $1,000
(due to assessment decrease of $400,000);
A1001 Real Property Tax Decrease from $1,190,635.76 to $1,190,632.75
A1081 In-lieu of taxes Increase from $16,147.24 to $16,150.25
DA1001 Real Property Tax Decrease from $1,223,948.47 to $1,223,945.38
DA1081 In-lieu of taxes Increase from $16,158.53 to $16,161.62
Water Fund (SW)
CWD units increased to 3,156.70 by 3.5 units at $155 each total of $542.50.
SW1030 and SW8320.400 both increased by $542.50.
Warren Rd Sewer (SS1)
P&I Units increased by 2, budget amounts remain the same, the amount per unit
decreased from $45.34 each to $45.16 each.
Units (not connected) decreased by .25, SS1-1031 and SS1-1990.400 decreased
by $68.75.
Cherry Rd Sewer (SS3)
Units (not connected) decreased by .75, SS3-1031 and SS3-8120.401 decreased
by $206.25.
RESOLVED, that the proposed Preliminary Special Districts Budget and the proposed
Preliminary Town Budget, as so amended, be and hereby are approved and adopted as the
Town of Lansing Final Budget for the Fiscal Year 2022; and be it further
RESOLVED, that the Clerk of the Town shall prepare and certify as provided by law
duplicate copies of the said annual Budget hereby adopted and deliver one of such copies
to the Supervisor of the Town, and that the Supervisor shall present such copy to the
Board of Legislators of the County, as required by law.
The question of the adoption of such proposed Resolution was duly motioned by
Councilperson Doug Dake, duly seconded by Councilperson Andra Benson, and put to a
roll call vote with the following results:

Councilperson Bronwyn Losey – Aye Councilperson Joseph Wetmore – Aye
Supervisor Edward LaVigne – Aye
Accordingly, the foregoing Resolution was approved, carried, and duly adopted on
November 3, 2021.

AND LETTER URGING GOVERNOR HOCHUL TO SIGN PENDING
LEGISLATION ESTABLISHING THE NEW YORK STATE RURAL
AMBULANCE TASK FORCE

AMBULANCE TASK FORCE

The following Resolution was duly presented for consideration by the Town Board:
WHEREAS, the Lansing Town Board recognizes the critical role that ambulance services
provide in rural communities; and
WHEREAS, the Lansing Town Board understands that rural ambulance companies are
under unprecedented financial stress which is causing many rural companies to shut
down and others to take on larger service areas, which increases response times; and
WHEREAS, the decreasing availability of ambulance service creates issues equity that
impacts poorer disadvantaged communities in remote areas; and
WHEREAS, fewer people are pursuing the paramedic profession, primarily due to
extremely low pay and a stressful work environment. Therefore, there is a growing
shortage of Paramedics forcing ambulance companies to compete in recruiting and
retaining qualified staff; and
WHEREAS, the problems facing Lansing are shared by rural municipalities throughout
New York State; and
WHEREAS, after due consideration, the Town Board of the Town of Lansing has duly
resolved as follows:
1. The Town of Lansing requests that the Honorable Kathy Hochul, Governor of the
State of New York, sign pending legislation establishing the New York State Rural
Ambulance Task Force, Senate Bill S3503C.
2. A copy of this resolution, accompanied by a letter from the Town, be sent to
Governor Hochul, Senator Helming, and Assemblywoman Kelles.
The question of the adoption of such proposed Resolution was duly motioned by
Councilperson Joseph Wetmore, duly seconded by Supervisor Edward LaVigne, and put
to a roll call vote with the following results:

Councilperson Bronwyn Losey – Aye Councilperson Joseph Wetmore – Aye

Accordingly, the foregoing Resolution was approved, carried, and duly adopted on

Councilperson Joseph Wetmore moved to ADJOURN THE MEETING AT 6:41 PM.
