TOWN BOARD WORK SESSION MEETING
March 7, 2018
VILLAGE OF LANSING OFFICE
2405 N. TRIPHAMMER RD
ITHACA, NY
PLEASE NOTE: The primary purpose of the Town Board Work Session is to be
informational/educational for the benefit of the Board Members. Public comment will be
taken at the regular meetings when the items are scheduled on the agenda.
The meeting was called to order at 6:36 p.m. by Supervisor, Edward LaVigne, and
opened with the Pledge of Allegiance to the flag. Roll call by Laura Nemecek, Deputy
Town Clerk, showed the following to be

Also Present: Guy Krogh, Town Counsel, Ted Laux, John O’Neill, Village of Lansing,
Donald Hartill, Village of Lansing Mayor, Michael Long, Town Planning Consultant,
Tim Buhl, Project Engineer for Cayuga Orchards, Lin Davidson, Dave Herrick, Town
Engineer, Jack Young, Chris Williams, Suzanne Hinderliter, Tom Butler, Ronny
Hardaway, Pat O’Rourke, Gerald Monaghan, Mario Tomei, Kathleen Yen, and a few
other attendees.
Supervisor Edward LaVigne thanked the Village Trustees and the Mayor for letting the
Town use their facility for the meeting and thanked Councilperson Joseph Wetmore for
setting up the meeting locations.
Sewer:
Donald Hartill, Village of Lansing Mayor, spoke briefly about the Village of Lansing
Sewer and the capacity of the Village of Cayuga Heights Sewer Treatment Plant. He
stated that the Sewer Treatment Plant has plenty of capacity and that the Village of
Lansing is installing more meters to better monitor the flow of sewer. Mayor Hartill,
reported the Village of Lansing has been monitoring the Inflow and Infiltration (I&I).
Tim Buhl, Project Engineer for the Cayuga Orchards Apartments Project, gave the
following Sewer Presentation.
He presented a map showing the existing sewer line in the Village of Lansing and where
the Route 34 Village Sewer Extension is planned along with the planned sewer lateral
that will connect to the Cayuga Orchards property. As a charitable contribution, Cayuga
Orchards will contribute towards the Village of Lansing Sewer Project construction. The
proposed sewer lateral in the Town of Lansing will be privately funded by Cayuga
Orchards. There is no cost to the Town of Lansing or the residents. Cayuga Orchards
proposes to construct a 500 foot section on the north end of North Triphammer Road to
get sewer lines into the Town. This includes 270 acres and eight (8) properties in total.
At some point in the future the private sewer lateral could be turned over to the Town of
Lansing along with an easement, but capacity and demand will be needed.
Mike Long, Town Planning Consultant, stated that the Memorandum of Understanding
(MOU) between the Town of Lansing, Village of Lansing, and the Village of Cayuga
Heights will need to be updated to reflect the eight (8) properties.
Donald Hartill, Village of Lansing Mayor, stated that the projected lifetime of a modern
sewer system using plastic pipes and well-engineered manholes and covers is fifty plus
years.

• How the Comprehensive Plan affects future town budgets
(b) Plan needs to be adopted to move forward with Myers Park Grant
(c) Guy Krogh, Town Counsel, stated the Comprehensive Plan must, by
law, address the regional needs of the community. He noted the
Comprehensive Plan should also be considerate of neighboring towns
and villages.
