HomeMy WebLinkAbout2018-04-02 emergency meeting April 2, 2018 1 EMERGENCY TOWN BOARD MEETING April 2, 2018 An Emergency Meeting of the Lansing Town Board was held at the Town Hall Board Room, 29 Auburn Road, Lansing, NY on the above date at 5:06 p.m. The meeting was called to order by the Supervisor, Edward LaVigne, and opened with the Pledge of Allegiance to the flag. Roll call by Deborah K. Munson, Town Clerk, showed the following to be PRESENT: Andra Benson, Councilperson Katrina Binkewicz, Councilperson Doug Dake, Councilperson Joseph Wetmore, Councilperson Edward LaVigne, Supervisor ABSENT: No one absent ALSO PRESENT: Charlie “Cricket” Purcell, Highway Superintendent RESOLUTION EFFECTING CONSOLIDATION OF EMPLOYMENT POSITIONS AND TITLES, ELIMINATING POSITION, AND EFFECTING LAYOFF RESOLUTION 18-63 RESOLUTION EFFECTING CONSOLIDATION OF EMPLOYMENT POSITIONS AND TITLES, ELIMINATING POSITION, AND EFFECTING LAYOFF The following Resolution was duly presented for consideration by the Town Board: WHEREAS, the Town has been realigning and consolidating resources and employment positions for over a decade in order to improve governmental efficiency, reduce taxes and costs, and build towards a future model for a Department of Public Works; and WHEREAS, during budget season in 2017 the Town examined the option of consolidating two separate staff positions commonly classified as “confidential” secretaries, being administrative positions with varying duties, such consolidation being viable due to redundancies in tasks and jobs, efficiencies reducing the need and demand for such services due to the computerization of processes, reporting, and emails, and the fact that further centralization of recordkeeping and digital processing is underway and the same will further reduce the need for two separate positions, thereby further supporting the reduced need for staffing, and since such budget season the consolidation has been studied and determined as viable and beneficial to the Town, including for the purposes of economy; and WHEREAS, the two positions to be consolidated include the Secretary to the Highway Superintendent, an exempt and at will position under the civil service (see Tompkins County Civil Service Rules, Appendix A), which position will be eliminated and consolidated into and with the Bookkeeper to the Supervisor position (also an exempt classification per Appendix A); and WHEREAS, this is a Type II Action under SEQRA such that no environmental review is required, and upon due deliberation and a review and analysis of the savings and efficiencies to be gained, the Town Board of the Town of Lansing has hereby RESOLVED as follows: 1. For reasons of economy the position of Secretary to the Highway Superintendent is abolished effective April 2, 2018. 2. The individual filling such position shall be immediately notified of such abolition and laid off. Written notice (in compliance with the provisions of § 195 and § April 2, 2018 2 217 of the Labor Law of the State of New York) shall be given to such person laid off within 5 days of the date of adoption of this resolution, including information as to the exact date of cancellation of employee benefits connected with such termination, and including all required COBRA notices for extending health insurance coverage(s). 3. All benefits payable to such person under existing Town Policies be and hereby are ordered paid as an involuntary layoff. 4. This Resolution shall take effect immediately. The question of the adoption of such proposed Resolution was duly motioned by Councilperson Andra Benson, duly seconded by Councilperson Katrina Binkewicz, and put to a roll call vote with the following results: Councilperson Andra Benson - Aye Councilperson Katrina Binkewicz - Aye Councilperson Doug Dake - Aye Councilperson Joseph Wetmore - Aye Supervisor Edward LaVigne - Aye Accordingly, the foregoing Resolution was approved, carried, and duly adopted April 2, 2018.
