Thomas Ellis called the Planning Board Meeting to order at 6:33 PM.
Due to a Planning Board Member being absent, Chairman Ellis enacted Sandra Dennis
Conlon, Alternate Member to vote.
Dennis Read: Requested to know what the status is of the Soccer Field. Mr. Read states
his comments are based on what he read in The Lansing Star that was published on
Friday, June 19, 2015;

1. Restrictions placed on Special Use Permits quickly taken care of or settled in order to
get a Permit.
2. Concerned with it being more of a spectator facility as oppose to a participant facility.
Eventually, scoreboards, lighting, bleachers, etc…..
Mr. Read states he has no problem with the Soccer Field or the tournament, he does
have a problem with the process on the restrictions being “fast tracked” as being quoted
in The Lansing Star.
Larry Sharpsteen indicated the Planning Board Members have some of the same
concerns.
Thomas Ellis states one of the big issues the Planning Board struggled with was
whether this is a recreation playground use verses a Commercial use. One was allowed
at the original time of presentation of the Use request, the other was not allowed.
Richard Prybyl and Thomas Ellis reiterated, the Planning Board Members are not to be
held responsible for the quote made by another individual who holds a position on a
totally different Board.
Mike Long, Planning Consultant expressed to Mr. Read that he brought this up to the
Planning Board Members as an interest. Mr. Long wanted to get the Planning Board
Member’s thoughts as to whether they thought this was a reasonable request or not.
The process is as follows; It comes to the Planning for their recommendation to the
Town Board, a Public Hearing at the Town Board level is held, the Town Board acts on
the actual changes. The only condition being considered is under condition #4, with
respect to the age. Mr. Long does not believe you can restrict uses based on age.
Mr. Sharpsteen expressed to Mr. Read the Planning Board was approaching this request
as a onetime only permit situation for the Town Board, similar to a previous request for
a Halloween function.
Planning Board Members felt the Permit should only be issued for one weekend. If they
so choose to have another, they would have to go through the whole process again.
Richard Prybyl made a motion recommending to the Town Board that they issue a one
time trial permit to be used for one (1) weekend for a Soccer Tournament for all ages to
be held at the discretion of the Applicant between July 1, 2015 thru the Labor Day

Weekend. Thomas Ellis seconded the motion and it was carried by the following roll
call vote:

Review/Discussion and finalization of the recommended Agricultural
Plan for the Town of Lansing
Monika Roth appeared before the Boards to review the final version of the Ag Plan.
Both Planning Board and Town Board Members were provided with copies prior to the
Meeting for their review. Ms. Roth states this process started approximately 6 years ago
and now has come to the final stage. This document was crafted as the result of the
Farmer’s input. They provided the input on all the strategies and recommendations. As
for the Zoning, it was reviewed by George Frantz. The process will consist of any
future edits, a public hearing, review by the Tompkins County Ag & Farmland
Protection Board, and the State for final approval.
Thomas Ellis inquired as to what the Town would get from this document once it is
approved.
Ms. Roth indicated once approved the Town would have to form an Ag. Advisory
Committee which would be charged with advising the Town Board on anything related
to Agricultural policies. As the result of the Town and the State adopting the
document, the Town would then be eligible for future funding that would help with
Zoning changes.
Larry Sharpsteen again clarified for the record, if this document is adopted, zoning
changes don’t have to be made. The document is for suggestions only, and is not an
enforceable law. In addition, Mr. Sharpsteen wanted to make it clear that the Town
does not have to change Zoning in order to be eligible for funding.
It was suggested that the Title on the proposed AG map be changed to: Recommended
changes June 2015.

Larry Sharpsteen made a motion to forward the suggested Agricultural Plan to the
Town Board with the above comments for further action. Gerald Caward seconded the
motion and it was carried by the following roll call vote:
