General Business
Chairperson Lin Davidson called the Working Meeting of the Planning to order
at 7:20 P.M.
1. The First Order of Business was to call for Public Comments/Concerns.
Having none, the Chair proceeded to the Second Order of Business
2. The Second Order of Business was a continuation of review and revision
to the board draft By Laws and Policies & Procedures. A Track Changes
version of the edits/amendments to date will be circulated to the Board
Members by Lorraine Moynihan Schmitt.
3. The Third Order of Business was a joint discussion between the Planning
Board and The Lansing Recreation Pathway Group.
The Lansing Recreation Pathway Group would like an exchange of ideas
between the Planning Board and them.
Action Plan for Town of Lansing Multi-Use Trails Development
Proposed by the Lansing Recreational Pathways Group
The overriding mission of the Lansing Recreational Pathways Group is to enhance the quality of
life in the Town of Lansing by facilitating the design and construction of pathways and multi-use
trails to encourage walking,biking,and other forms of non-motorized transportation. We seek to
work with town leaders and ask the town to do the following:
1.Endorse a vision such as the one prepared for the Lansing Recreational Pathways Group.
2.Recognize Lansing Recreational Pathways as a citizen advisory committee to the town of
Lansing to assist town officials in matters of pathway and multi-use trail development.
3.Develop a framework for zoning and subdivision code that would set aside land during
the planning process for future development of pathways and trails.
We propose that the town develop a framework for zoning and a subdivision code that

and trails.
4.Invite the Lansing Recreational Pathway Committee to develop a conceptual plan for the
town and public review and input,depicting potential trail destinations and routes as well as
the likely make-up or type of construction of trails,the purpose of which is to serve as a
general guide to future development of pathways and multi-use trails in the Town of
Lansing.
5.Formalize the role of the Lansing Recreational Pathways Group in working with town
officials,developers,business owners,schools,churches,private landowners,and others to
identify potential multi-use trails or pathways of particular value to the Lansing community,
secure rights-of-way and easements,and address and resolve issue of liability,use,and
maintenance. The Group would also seek opportunities for funding the construction,
maintenance,and repair of pathways and multi-use trails in the town.
Mr. Davidson expressed to The Lansing Recreational Pathways Members that the
Planning Board has previously looked at the 2010 project Plan. A discussion took
place by both boards as to how they can connect the bubbles from the school,
church, and lake.
Some Planning Board Members felt establishing trails would not be able to get off
the ground due to landowners not agreeing to have right of ways turned over to
the Town.
4. Other Business: There being no other business, the meeting was
adjourned.
5. Adjournment: The working meeting was adjourned at 9:06 p.m. upon
motion of Larry Sharpsteen, seconded by Tom Ellis and unanimous vote
of the attending board members.
