Chairperson Lin Davidson called the Working Meeting of the Planning to order at
7:15p.m.and introduced Robert Cree, the new Town Board Liaison. The Planning Board
members welcomed the new liaison
1. The First Order of Business was a report by Planning Board Attorney Lorraine
Moynihan Schmitt respecting the progress of the By Laws Revision Committee.
Lorraine distributed a DRAFT Bylaws Revision with ancillary DRAFT Policies and
Procedures. The Planning Board members will mark up the DRAFTs for full board
discussion at the next working meeting.
The Board discussed the potential for an additional provision in the Bylaws/Policies
Procedures for alternate members to be enabled and authorized to participate in review of
Planning Board Project Applications, even when the Alternates are not called upon to
deliberate and vote upon a matter(wherein a quorum was lacking due to absence or
conflict). The Planning Board also discussed the possibility of a small stipend for
Alternate Members.
The Board advised the Town Liaison that the Planning Board, with the assistance of its
attorney, had prepared and approved a proposed new Local Law to provide for Alternate
Members and the Draft Local Law was supposed to be submitted to the Town Supervisor
for full Town Board review.
2. The Second Order of Business was a review of the proposed 2010 Planning Board
Meeting Calendar now posted now Town's Website. Chairperson Davidson noted that
the proposed calendar conflicts with the Columbus Day Legal Holiday which will have to
be adjusted.
3. The Third Order of Business was a discussion led by Chairperson Davidson
respecting the role of the Planning Board in regard to involvement in the work of the
Town Center Committee and any other Town Planning Committees. Planning Board
Attorney, Lorraine Moynihan Schmitt reiterated the planning function of the Planning
Board pursuant to Town Law, and Section 271 thereof,which enables the Planning
Board, on its own initiative, to make recommendations and/or reports respecting any
planning and development within the Town. Chairperson Davidson suggested that a joint
Planning Board, ZBA and Town Board Meeting be scheduled in three months to address
the Town Center planning.
4. Other Business Larry Sharpsteen reported on issues at the EMC and his
recommendation that a new representative fill his seat. Mr. Sharpsteen advised that he
will be assisting in making recommendations for this vacancy.
