Greetings:
I think there is some confusion as to the Farm Pond Circle agenda item . My
understanding is that the Final Plat is not prepared yet and that the developer is in the
process of preparing a uew plat identifying; the easements for access and drainage . Also
the MPR for the drainage district will have 'to be approved by the TB before the Farm
Pond Circle final plat can get final approval from the PB . Accordingly, the agenda item
"Final Plat Approval W / Conditions" for Farm Pond Circle should be amended to read
"Resolution setting Conditions of Final Plat . "
The Farm Pond Circle r'esolution I am preparing will be confirming that the Town
Board has required formation of the drainage district, directed that a MPR be prepared,
and has also "formally request [ed ] that the 'Planning Board list the formation of a
drainage district, based,', upon'; easements for rights of access, be listed as a condition of
any Final Preliminary Plat approval . " ( June 16, 2010 TB Resolution # 10-89)
If the Final Plat is deemed to be in substantial compliance with the preliminary plat, a
second public hearing ;may be waived . If the final plat is not in substantial compliance
with the preliminary plat, a public hearing 'is required, as well as a new SEQR review.
(Lansing Subdivision Regulations, § 506 C) '
Now that I have the Agenda, 'I will also be preparing resolutions on the other items,
Village Circle and JMC Tire. !I will try to circulate drafts for advanced review tomorrow
via email . Although I know it is not always possible, more lead time on the Agenda
and Resolutions would be great.
Also, in terms of scheduling, I have already advised Jeff but wanted others to know that
I will be away on vacat',ion on July 26th, the date of the working meeting. No approvals
are set to be scheduled on that date .

H i Rachel ,
I can not find the document, that I sent Mr. Cardamone before regarding a gated community . A few years
ago he wanted to do the same in Shannon Park .
H ere a few things that the Fire Department will require if part of his new proposal will be secured .
At the gate he will need to provide an override switch that is keyed with a Knox Box key that we can use
to open the gate if we need to get lin . This switch and box must be purchased from the Knox Company to
accommodate our key system .
H e would also need a source of back up electric power or an emergency generator at the gate in the
event of a power outage . I believed we also discussed having a way to manually unlock the gate and
manually opening it if the regular power and back up did not work.
I would be more than happy to discuss this with the planning board if they would like me to attend one of
their meetings . All they have to do is let me know and I will make arrangements to be there .

WHEREAS, the Town of Lansing Planning Board, in perfor ' ng its Lead
Agency function in conducting an environmental review in acco dance with
Article 8 of the New York State Environmental Conservation Law the StateJi

Environmental Quality Review Act ("SEQR" ), (i) pursued its thorough review of
the applicant' s completed Short Environmental Assessment Form (" EAF" ) Part I,
and any and all other documents prepared and submitted with respect to this
proposed action and its environmental review, and (ii) thoroughly analyzed the

potential relevant areas of environmental concern of the project to determine if
the proposed action may have a significant adverse impact on the environment,
including the criteria identified. in 6 NYCRR Section 617. 7(c), and (iii) reviewed
and completed the .EAF, Part II on the record and, if necessary, Part III;
NOW, THEREFORE, BE IT RESOLVED AS FOLLOWS:
The Town of Lansing Planning Board,'i', based upon (i) its thorough review of the
EAF, Part I, and any and all other documents prepared and submitted with
respect to this proposedd action and its environmental review, (ii) its thorough
review of the potential relevant areas of environmental concern of the proposed
project to determine if { the proposed action may have a significant adverse
impact on the environment, including theicriteria identified in 6 NYCRR Section
617. 7(c), and (iii) its completion of the EAF, Part II (and, if applicable, Part III),
including the findings noted thereon (which findings are incorporated herein as
if set forth at length), hereby makes ah negative determination of environmental
significance (" NEGATIVE DECLARATION" ) in accordance with SEQR for the
above referenced proposed action, and determines that an Environmental Impact
Statement will not be required, and it is
FURTHER RESOLVED 'that the Planning Board Clerk deliver and/ or file a copy
of this Resolution with the following persons and agencies :
1 . h The Town Clerk of the Town of Lansing;
2. 'i The Town Supervisor of the Town of Lansing;
3 . h All Involved and Interested Agencies;
4. Any person' requesting a copy;
and further, that this Resolution be posted and published in accord with law,
including delivery of al copy of this Resolution to the Environmental Notice
Bulletin, 625 Broadway, Room 538, Albany, New York 12233-1750 in accord with
