Thomas Ellis called the Planning Board Meeting to order at 7: 19 PM . Mr . Ellis
inquired if there was anyone from the Public that would like to speak .

Site Plan & SEQR Review- Seasonal Road Side Produce Stand,
Applicant: Ron Comstock & Melanie Merrill, Auburn Road, Tax
Parcel # 28 .-1 -28 .22
Mr . Comstock & Ms . Merrill appeared before the Planning Board for Site Plan
Review on a proposed seasonal Produce Stand . The stand will offer off street
parking, and a " you pick pumpkin patch" in the fall . The business will be
operating from June until October 31 , 2009 . There will be no water or electric on
the premises. Mr . Comstock has received approval from the NYS DOT to have
• off site parking. Mr . Comstock will set the parking 150 ' from the side of the road .

• Ordinance Rules and. Regulations .
Public Concern:
Jeffrey Overstrom stated he received a call from Bill Kirk, of Kirksway Farm.
Mr. Kirk is concerned that they have DOT approved access off the road so that
vehicles are not parking on the State Road.
Thomas Ellis had concerns with cars trying to go in and out of the driveway from
the state road . Mr . 01verstrom again stated that the NYS DOT has jurisdiction
over the entranceway. A Culvert Permit will be required by the DOT at which
time they will advise Mr . Comstock what the minimum requirements for
ingress / egress off the property will be . The driveway will be clearly marked .

The Planning Board reviewed Part I of the Short Environmental Assessment
Form completed by the Applicant and completed Part II by the Planning Board
Members . No significant adverse environmental impacts or effects were
identified in Part '' II by the Planning Board Members .

Scott Pinney-Zoning Ordinance Committee Update
Mr. Pinney began by thanking all the individuals on the Zoning Ordinance
Committee for their time and effort to review the " 100 Item List" and provide
recommendations. The Committee recommended the following new standing
Citizen Advisory Committees be established;

As the result of the recommendations, the Town Board has established a Town
Center Committee which met this past Saturday and will again meet after the
fourth of July . Senator Nozzolios and Barbara Lifton 's Offices are working with
the Town to lift the Deed Restrictions on the State land across from the Town
Hall . Hopefully within the next few months some of the restrictions may be
lifted .
Input
Economic Development Committee
Mr . Pinney personally feels the Economic Development Committee and the
• Town Center Committee could work hand in hand .
Nancy Loncto feels there should be Member Liaisons to other Committees so that
people are not working apart and across each other . Information will have a way
to flow.
Hurf Sheldon stated the in the Zoning Committee discussions they felt the
Economic Development Committee needed to be there to assist any type of
economic development in Town, focusing with the Town Center . Hopefully all
Committees that are set up have citizen volunteers, not just the volunteers that
have been on other Committees.
Summaries of completions should be complied to be used for future case studies .
It was suggested that the Committee set their own time limits as for the length of
each term .
Dan Konowalow states the mission is a bit fuzzy for the Town Center .
Thomas Ellis questioned where these Committees would come into the
procedures .

Connie Wilcox states, the Town already has an Agricultural and Farmland
• Preservation Committee recently established . This committee has a goal and a
mission. This is a unique committee and Ms . Wilcox would like to keep this
separate from the rest .
Kathy Miller stated the Zoning Committee's intent is clearly indicated in the
report to the Town Board . Ms . Miller encouraged people to read it.
Andy Sciarabba stated the Zoning Committee's intent was to create committees
to help expedite the Public 's process when it comes to Planning and Zoning .
Margo Hittleman also a Member of the Zoning Committee, states after a lot of
discussion as a group, they came to the sense that there were three priorities that
matter . They were; Economic Development, wanting to preserve the nature of
the community in terms of Agricultural and Farmland protection, and protecting
the natural resources that draw people to Lansing. The idea was to try to set up
some interactions between committees so that where possible to look for
solutions that can simultaneously address as many of those priorities as possible .
Nancy Loncto recommended that these new committees have budgets available
so that they may obtain resources such as reports, maps etc . Secondly they have
Web presence on the Town site.
• GuyKrogh stated he felt the committees g would be a resource for the Planning
Board and continuity for the next Town Board .
Utility and Infrastructure Committee
High speed internet connection was discussed for this committee, which Mr .
Pinney feels is a real plus . Also sewer, however, Mr . Pinney feels that discussion
would be premature to discuss .
Hurf Sheldon felt water, sewer or any other infrastructure should be coordinated
with what ever development plan is going on and this committee should be
looking at the long range plan for the Town.
Thomas Ellis indicated that other Town's apply clout with issues such as high
speed internet .
Hurf Sheldon and Margo Hittleman felt that the Town should also provide
resources to the residents of the town to educate them with policies and
procedures of the different utility suppliers that this Committee would be
• dealing with.

Conservation Committee

Comprehensive Planning Committee
Mr . Pinney indicated The Town Center Committee must work within the
guidelines of the Comprehensive Plan . Mr . Pinney believes it is too premature to
work on the Comprehensive Plan as it was recently updated in 2008 .
Margo Hittleman clarified for people that she believed that some sort of
structured way for representatives from the different committees could come
together and share information .
GuyKrogh suggested that someone keeptrack of issues with respect to

Planning / Zoning as issues come about . By Law, the Comprehensive Plan is
required to be updated every 10 years .
" 100 Item List"
Due to the large number of information in the 100 item list, Mr . Pinney 's
suggested that the Planning Office pick out some major items that really need to
1111 be changed soon. Each year, changes could be made from that list.
Lorraine Moynihan Schmitt inquired if the Planning / Zoning / Planning
Department could review and prioritize what they would like to see changed
immediately. Mr . Pinney stated yes .
It was suggested that each group come up with approximately 10 items each .

Bud Shattuck brought up that John Young is still interested in sitting down with
the Town Board with regards to the zoning on his property near the Rink .
Affordable Housing
A gentlemen offered his help to any committee to work with affordable housing.
# 21 on the List
Dan Konowalow highly suggested that the Agricultural portion of the Ordinance
• and Comprehensive Plan be looked at closely.

that's one worthy thing that's already come about from that."
While some board members hoped the meeting would kick stud. action on the loo Item List' it actually provided a blueprint for work that has yet to be done lo
shape Lansing's inure. The committee endorsed the existing comprehensive plan, zoning lines and zoning classifications, and recommended some adjustments to
specific parts of the zoning ordinance. They also recommended stricter enforcement of the current ordinance.
The committee took a wider view in recommending the exploration of creating, a 't'own Center, a slow evolution of the comprehensive pian, conservation of
Lansing's farm landand encouraging nodal development to discourage strip development.
Pinney said. the Town is also working on the recommendation to lift deed restrictions on Town land across the street from the Townhall, which could be developed
as a town center if successful. He said he is working with Senator Nozzolio and Assemblywoman Lifton's offices to get the restrictions lifted by the State
Legislature. 'That looks very positive, at Ibis point," he said.
About a half dozen new committees were suggested that would act as adtiisona' committees to the Town and Planning boards. 'These include a citizen Economic
Development Committee, a Town Center Committee, an Agricultural and Farmland Preservation :.itizen Committee A citizen Utility and Infrastructure Committee
would concentrate on trying to get rural high speed Internet into Lansing with a future mission of revisiting the sewer issue. The list also included a citizen
Conservation Committee, and. a comprehensive Planning Committee.
Deputy Supervisor Connie Wilcox reported that an agricultural committee has already been formed and has already had fruitful meetings.
Hurf Sheldon reported that he has been attending meetings related to high speed Internist, including one that proposes using existing emergency response system
• towers to distribute w ifi services. "There is no technology coming up vely soon.," he said. "I've been talking to people on the State committee that: oversee the
stimulus funds that will help do this. The usual political stuff -- Verizon and Time 'Warner are Hying to grab all the money to give us Internet which they won't give
us now unless we pay throughthe note for it ."
Katherine Miller said that the committee had talked to holt Architects about what it NAB take to plan a Thwn Center. "They talkedto us about getting grants and
=miring money to do things," she said. "We realized that we need business in Lansing for the tax base. There is no way in the world that we're going to fix this tax
base without some business."
She also said that Lansing must facilitate afiin'dablc housing, and noted that planning for the impact on the schools, on roads and infrastructure would be
important.
• Pinney recommended that the Phi nning Department choose the ten most importam items from the 'too item list' to be considered and acted upon, rather than
trying to process the whole list at once.
Councilman Bud Shattuck was eager to move on at least: one item, to change the zoning ordinance for an heti near the RINK, where ;John Young has proposed
building soccer fields. The Town Board is completely in favor of that. At this point the only way to do that is to change the zrining there. I didn't want to leave
here tonight: without discussing something from the list of too, which was the precept of us getting together. We spenta. couple of hours without discussing any of
the issues of the rico. That makes it hard to swallow."
Work on the specific items was deferred until ten can be pulled outto work on.
