Lin Davidson called the Planning Board Meeting to order at 7: 15 PM, and Mr .
Overstrom took the roll call .
Public Comments/Concerns
Mr. Davidson, Chairman inquired if there were any Public Bodies present that
would like to make a statement. There were none
New Planning Board Member ( sl
Jeffrey Overstrom welcomed Lansing resident, Richard Prybyl to the permanent
position on the Planning Board . In addition , Lansing resident David Buck has
been appointed to fill the Alternate position on the Planning Board .

Consideration of the Environmental Significance, SEQR Review,
• Storage Building for Verizon . Applicant : William Duthie, Town Barn
Road, Tax Parcel # 30 . - 1 - 16.3
Mr . Duthie is proposing to add a 20' x 40' Pole Barn to his original project. The
building will be erected in a corner of the property where originally additional
parking was planned . This proposed building does not increase the existing
stormwater runoff. There will be no outside lighting.
Public comments/concerns
Paul Welch : Inquired about the notification procedure . Mr. Overstrom explained
that due to this being a modification to the original proposed project, the
landowners within 600 ' were again notified as soon as possible . Mr. Overstrom
further stated there is nothing in the current Zoning Ordinance that requires the
notifications be sent within certain number of days . Mr . Welch also inquired
about the existing collection basin emptying into a existing ditch.. Mr . Welch
requested to know who is responsible for maintaining and assuring the openness
of the out flow from the collection basin to the state highway . Mr . Overstrom
explained that the entire Site Plan required a Stormwater Pollution Plan put in
place by a Professional Engineer . The Engineer takes into consideration off site
runoff which includes storimvater runoff from out lying areas . In addition, they
look at how much impervious ground cover they are doing on the developed
• site. Once that has been completed, they size the stormwater
detention/ retention practices accordingly . The Stormwater runoff must be
mitigated by design at or Less than before anything was done there . As for
maintenance on the pond. this site will not be turned over to the Town, it must be
taken care of by the property owner . Inspections will be made by the Town to
ensure that the owner is providing maintenance to include mosquito control . As
for the existing ditch that is off the property, whoever was responsible for the
maintenance should continue . Mr. Duthie' s runoff should not have any affect on
the ditch .
The Planning [hoard reviewed Part I of the Short Environmental Assessment
Form completed by the Applicant and completed Part II by the Planning Board
Members . NC) Significant adverse environmental impact or effects were
identified in Part Ti by the Planning Board Members .
Thomas Ellis made a motion to declare a negative declaration. Nancy Loncto

what the sewer plan will look like . A revised narrative dated 1 / 11 / 09
was provided to the Planning Board Members on this date .

INTRODUCTION AND BACKGROUND ,
W .. . Property Group. LLC, of New York, NY, k in the planning stages for a i3$ unit
condominium/town borne project to be located on the west 'side if North 'Triphammer
Road in the Town of Lansing NY , The- 38 etre site is currently served by a .nlunioipol.
water main, but no public sanitary sewut exists adjacent to the sits. Initially it was
planned to hove a lower density project with onsite wastewater disposal . Subsequent
_ field testing confirmed acceptable soil conditions in most areas of the site, it became
apparent earl_ on_ that higher projeor-.. .densities (still meeting the . Towa ` s _zoning
rogoirernenw) would be possible if the septic disposal noon and the repleoewent arm
c=ould he eliminated from the site. Tint nearest public sewer tie- in point is located some
7Th) If to the south of the Cayuga Earmc site, at Cherry Road. That are several other
possible alternatives to this tie-in location, but this narrative will describe only the North
Triphammer Road/Cherry Road alternative.
PROJECT UC,SCRIPN`ION
The project ion'otcer the construction of epprochmntely 3 ,500 If of d" diameter PVC or
HIRE force main along the eat side of North Trip hammer Road southerly from the
project site to the high point of Triphammer Road, and then and 3,800 If of 8' PVC
gravity sewer main down to the Chary Road intersection . A new sewage pumping
station will be oonsttocted at the Cherry Read-Triphammer Road intersection , and then a
new 900 If a" PVC/HDPE sewer force main will then run easterly up the nonit side of
• Cherry Road to the connection at that existing gravity main. The sewer main will to
installed by s hoohrieetion of open trench excavation and by directional (trilling.
depersding on the surface tormtraphy and conditions along the pipeline route. The
pipeline placement will be located within the highway right of way along Triphammer'
Rood and Cherry Road. 'There may be some portions of the mute that will require
seperate private property easements to .serve more individual lots. but none ore
anticipated at this bone:, pr i u -

wastewater firm mite gravity mains and then be used to inject wastewater flows into time

of system allows for other users to tie into the gravity portions of ted system et various

pumping station prepared, Other potential users could tie into the Tome main sections of

owners along the final mute arc interested in corxnectittg to the system, then pipe sizes
and system cemptsneasts may have to be revisal. Per the sake of the Cayuga Farms
project and this evatuaiina. the pipeline size and location should be sufficient for the
condominium project being fully built out, and for many individual properties °tong the
proposed pipeline mute.
Average daily flows will approximate 43,E GPD ( 138 Units a 320 GPO/Unit), with
peak flows estimated at about 75 GPM fin show periods. Scouring velocities will be
maintained, and all pipe depths will be kept below frost depths . Adequate storage
volumes will be kept i.il all pumping stations in the event of a power failure, and standby
power generation ten be provided if rteecessarg.

For the foroe attain and gravity pipeline portion of the project, design and construction
costs nit estimated to be approximately $ 2.75 ,000, with an additional $ 165,000 required
for the pumping stations proposed. it should be kept in rniurl that with the on site
wastewater disposal alternative. , approximately 5165 .000 would have been spent building
the ensile .yrto e, ieuenitit; the delta cost of $275dxli project allows for the utilization of
extra space on the property to bring the protect up to the eeerieserrl density allowed by
rude, Depending on the final pipeline route ultimately setewod, there may also he some
eppertunities to gain oust sharing of the capital amount from other property owners to the
project vicinity who arc interested to obtoieing sewer service for their property. While
the length and size of the pipeline may have to he vnrit l depending on the final route, the
extra costs associated with those changes car, ire made up for on a pro-.rata their if other
property owners are ietttrttsted in making connections. it should to noted. that it is
proposed to metre this new sever district a "no-cost" sewer district extension for the
• Wising Town Residents -- that is, any and all expenditures for the eueetruetiun will be
borne by the developer, and not by any residents along Triphammer or Cherry Road.

• Mr. Wheeler would like to have this project put on. the Agenda for the January
26, 2009 Meeting for one last final review before placing on the February 23, 2009
Agenda for a Public Hearing on the Preliminary Approval .
Gary Bush stated the Engineers do not want to put a lot of time to into this
projected designing it, if the Planning Board is not going to approve the site plan .
Nancy Loncto feels that the Planning Board should handle Cayuga Farms in the
same manner as any other project under the Planning Board ' s review. Ms . L.oncto
does not feel the board should be giving Preliminary Approval with
contingencies on such a large project of this nature, with such little information .
Jeff Overstrom stated as the result of the December Meeting, he believed the
overall consensus was Mr . Buhl was asking the Town to provide Preliminary
approval with the contingency to provide sewer. He then would go ahead with
his sewer plans . What the Town is asking for before considering a contingency ,
is more details . The Town needs to know exactly what infrastructure is
proposed .
Larry Sharpsteen indicated the Town Planning Board would need something in
writing from the Village of Cayuga Heights approving such plans .
• Ms . Loncto felt the public should be made more aware of this project by way of .
posting signs on the property , paid advertisement etc . .
Thomas Ellis indicated the could move forward if the Town Board was content
with the letter Legal Counsel prepared with regards to the sewer contingencies .
Viola Miller had concerns with the Engineer not showing the project in phases as
he previously indicated .
Larry Sharpsteen again , reiterated the consensus of the Planning Board was that
they and the Town Board are in favor of this project, however, the main problem
is there are a number of normal Site Plan Review questions that are outstanding
that must be addressed by the Engineer . The Planning Board has been advised
they are not to move forward with such a large contingency . There are other
people that must be in favor of this project too .
Mr . Overstrom expressed to Mr . Bush that the Town would like to see
engineering plans showing what the project looks like at full built out and a 20
year projection . Mr . Overstrom further stated that he has not have a chance to
look over the narrative presented this evening. David Herrick, P. E. for the Town

• will also be provided with a copy of the report for his review, comments and
recommendations .
Mr . Wheeler was advised that the Mr . Buhl must provide copies of the updated
map to the Planning Board Members for review their review prior to the January
26, 2009 Planning Board Working Meeting .
Approval/Denial of December 10, 2007 & December 8, 2008
Minutes
Nancy Loncto requested that the Minutes of December 10, 2007 be placed on the
next Agenda in order to allow the Members time to review them .
Nancy Loncto requested in the December 8, 2008 Minutes under Cayuga Farms
that the wording be changed to read as follows;
• Thomas Ellis gave the Board Members a brief overview of a recent
Meeting he attended along with Jeff Overstrom, Guy Krogh , Timothy
Buhl, with regards to the sewer issue and the density . The discussions
indicated that there were means by which The Developer could develop
• the sewer as the installer and owner . If this were to be eventually
endorsed by the Planning Board and Town Board then the State would
not be involved . Further once the sewer was complete it would be
dedicated to the Town . Legal Counsel was agreeable to preparing the
document that will be made a part of the Planning Board' s approval
processes .
Nancy Loncto made a motion to approve as amended . Larry Sharpsteen
seconded .
